Information and Syllabus in Pol. Sci.321 Descriptive Title: Local Government Code and Administration Credit Units: 3 (54 hours lecture) Pre-requisites: Pol. Sci 311-315 Course Description: The political subdivision of the State namely, Province, City. Municipality and Barangay are partners of the National Government in the attainment of nation-building. Corollary to this, local governance is enhanced with the passage of R.A. 7160 which empowered the Local Government Units to perform both functions that are corporate and governmental in nature in order to develop their respective territories and improved the quality of life of their constituents. These are the foci of this course: Local Governance under a Unitary System and Local Administration under a decentralized system as provided for in the Local Government Code of 1991. The intricacies of local government administration as provided for in R.A 7160 shall be continuously used to guide discussions. Issues and concern to improve local governance are parts and parcels of the course. Course Objectives: At the end of the course, the students are expected to: 1. 2. 3. 4. 5. 6. understand the salient provision of the Local Government Code of 1991, operationalize the principles of decentralization, know the rudiments of developing the local government organization understand the intricacies of Human Resource Management in the LGUs understand the fundamentals of Internal Control, common practices and area of operations, internalize and put into practice the values related to Local Governance such as public interest, accountability, responsibility, transparency, political will and service to the people above personal ambitions.
