Introduction to WHO and WHO WPRO

The World Health Organization www.who.int is a specialized agency of the United Nations with the global health mission to support all countries and peoples in their quest to achieve the highest attainable level of health, defined in the WHO Constitution as "a state of complete physical, mental and social wellbeing and not merely the absence of disease or infirmity."

Functions of WHO
To act as the directing & coordinating authority on international health work. This function permits WHOs Member States to identify collectively priority health problems, to define health policies and targets to cope with them, to devise strategies, and programmes to attain the targets.

Role and purpose of WHO in the Western Pacific Region


Role: To act as a catalyst and advocate for action at all levels, from local to global, on health issues of public concern. Purpose: To lead the regional response to public health issues on all fronts - medical, technical, socio-economic, cultural, legal and political - towards the achievement of WHO's global health mission.

II. Development of WPRIM (a video presentation)

What is WPRIM?
The Western Pacific Region Index Medicus (WPRIM) is a joint project of WHO and the Member States of the Region. Goal: To create an online index of medical and health journals published in Member States of the WHO Western Pacific Region, which can be accessed on the Internet thus ensuring global accessibility of medical and health research done in the Region.

WPRIM and the Global Health Library (GHL)

The Global Health Library or GHL is an initiative of WHO in cooperation with the WHO Regional Offices. It aims to extend to all the benefits of knowledge that is essential to the fullest attainment of health. WPRIM is searchable along with the other index medici of other WHO regions under the GHL platform.

Access to reliable health information

http://www.globalhealthlibrary.net GHL aims to strengthen, promote and develop worldwide networks on the collection, organization, dissemination and universal access to reliable health sciences information.

How journals for WPRIM are chosen?


The following journal selection criteria were finalized and approved by representatives of the National Journal Selection Committees (NJSC) at a Consultation held in Tokyo, Japan on 17-18 May 2007

cover health and biomedical subject; be peer-reviewed, either internally or externally; have English abstracts; be regularly published (at least 2 issues per year). However, if the journal is published only once a year, it will encouraged to increase its frequency to at least two issues per year: and include "Instructions to Authors" reviewed and accepted by the National Journal Selection Committees.

Note: The Country NJSC may decide to add country-specific criteria to the minimum journal selection criteria stated above. For example, the registration of clinical trials as a scientific and ethical responsibility.

There are now 473 journal titles accepted in WPRIM from 11 contributing countries + 1 journal published by WPRO as of August 2011

WPRIM and the Asia Pacific Association of Medical Journal Editors (APAME)

The Asia Pacific Association of Medical Journal Editors (APAME) was established during one of the meetings of WPRIM in Seoul, Republic of Korea in 2007. APAME and WPRIM share the common goal of helping raise the level of journal publishing and promoting equitable access to quality health research done in the Region. The vision of APAME is to promote health care through the dissemination of high quality knowledge and information on medicine in the Asia Pacific Region APAME website is accessible

To encourage collaboration and facilitate communication among medical journal editors in the Region and globally; To improve editorial standards and promote professionalism in medical editing and publishing through education, selfassessment, and self-governance; To facilitate research writing and peer-review process through training workshops, seminars and other activities; and To foster the continuing education of medical journal editors, reviewers, editorial staff, publishers and librarians in the Region.

APAME and the Philippine Association of Medical Journal Editors (PAMJE)


PAMJE was established on May 5, 2011 at the Executive Lounge of the Department of Science and Technology Article IV: Mission and Objectives The mission of PAMJE is to contribute to the improvement of health in the Philippines and the Asia Pacific Region by ensuring the quality and dissemination of health-related information published in medical journals, utilized for the purposes of better decisionmaking and effective delivery of health services.

The objectives are to: (1) encourage collaboration and facilitate communication among medical and health journal editors in the Philippines and the Asia Pacific Region; (2) improve editorial standards and promote professionalism in medical editing through education, self-assessment, and selfgovernance; (3) facilitate scholarly research writing and peer-review processes through training workshops, seminars and other activities; and (4) foster the continuing education of medical and health journal editors, reviewers, editorial staff, publishers and librarians in the country.

Article V: Membership Section 1 Individual membership Editors, previous editors, editorial staff, editorial assistants and reviewers of peer-reviewed medical and health-related journals and those working in any branch of health-related scientific and technology communication in the Philippines, in their capacity as Editor-In-Chief, Deputy, Associate, Assistant, Supplement and Managing Editors, other Editorial Staff, Reviewers, Librarians or Scientists and Technologists, are eligible for individual membership. There are two categories of individual membership- regular, and associate.

Regular members Editors, previous editors and editorial staff of peer-reviewed medical and healthrelated journals and those working in editorial capacities in any branch of healthrelated scientific and technology communication in the Philippines, in their capacity as Editor-In-Chief, Deputy, Associate, Assistant, Supplement and Managing Editors and other Editorial Staff, are eligible for Regular membership. Regular members may vote, hold office and serve on committees. Associate members Reviewers of peer-reviewed medical and health-related journals and those working in any branch of health-related scientific and technology communication in the Philippines, in other capacities as Reviewers, Librarians or Scientists and Technologists, are eligible for Associate membership. Associate members shall enjoy all the rights and privileges of a regular member except the rights to vote and to hold office.

Singapore Declaration on Equitable Access Health Information in the Western Pacific Region

The Singapore Declaration on equitable access to health information in the Western Pacific Region was launched at the International Forum on Academic Medical Publishing held in conjunction with the Singapore Medical Journal Golden Jubilee Conference on November 6, 2009 in Singapore. Excerpt from the Singapore declaration:
Commit ourselves to persevere in the pursuit of the WPRIM and GHL initiatives through APAME, by encouraging peer-to-peer relationships that will allow editors, editorial staff and librarians to maintain balance, work out ideas and provide mutual support

Role of Librarians in the development of WPRIM

Access and dissemination of information Review the bibliographic data of indexed articles before uploading in the system Proper indexing of articles Facilitate full text document delivery service for journals that are not open access but indexed in WPRIM

Role of Librarians in the development of WPRIM

Knowledge sharing and capacity building Networking among librarians in the WPR member countries to facilitate knowledge sharing experiences and skills Agree on standards used to index journals Train library users on the proper use of the database (search techniques, etc.) Train staff on the management of the database (encoding, uploading, etc.)

Role of Librarians in the development of WPRIM

Advocacy Promote the use and accessibility of library databases Provide lectures and presentations to colleagues, librarians, researchers, administrators in countries. Include the WPRIM database in the library website
