Information provided in this Environmental Notification Form pertains to impacts from the construction of a new Bradford Street Pump Station (Pump Station Project) and the Coca-Cola facility expansion. There are two separate Project Sites; one at the Coca-Cola facility and one at the existing Bradford Street Pump Station site.

COCA-COLA FACILITY EXPANSION


a) Project Site Description: Addition/ Renovation to the existing facility at 45 Industrial Dr. to add two new bottling lines with associated equipment. All expansion will occur on current property. Addition of wastewater pretreatment process required to meet local permit discharge limits. b) Alternatives: No feasible off-site alternatives for process lines. City wastewater treatment system is operating near design limits and cannot accommodate additional load, necessitating pretreatment. Therefore, wastewater required pretreatment on-site. Wastewater is too dilute to be feasible to haul off-site to alternate treatment.

c) Mitigation: Facility has redesigned drainage and stormwater retention to accommodate expansion. Wastewater pretreatment area replaces an asphalt area, no change to pervious area. No further mitigations measures are required or feasible.

BRADFORD STREET PUMP STATION REPLACEMENT


a) Project Site Description: The purpose of the Bradford Street Pump Station Replacement Project is to expand the flow conveyance capacity of the existing wastewater pump station to accommodate the proposed expansion of the Coca-Cola facility located in the Industrial Park of Northampton (see locus plan). Coca-Cola North Americas Northampton production facility is proposing an increase in the flow discharge limit to their Industrial Wastewater Discharge Permit associated with a potential new product line that will increase its average daily flow from 350,000 gallons per day (GPD) to 400,000 GPD, and increase their maximum daily flow from 400,000 GPD to 600,000 GPD. The existing Bradford Street Pump Station, which receives and conveys flow discharged from the Coca-Cola production facility, is a wet well and dry pit configuration with duplex pumps in the dry pit. The existing Bradford Street Pump Station does not have sufficient hydraulic capacity to handle the proposed increased flows from the proposed expansion of the Coca-Cola facility. After conducting an evaluation of alternatives, the replacement of the existing pump station with a new pump station with increased capacity at the existing site was recommended.

b) Alternatives Analysis: Common to each alternative discussed below is a similar pump station configuration to that shown in Exhibit 2. Three different site locations were evaluated for the new Bradford Street pump station. Alternatives 2 and 3 include lengths of additional gravity sewer and force main while Alternative 1 requires no additional length of sewer. The no-build alternative was not considered as it does not meet the programmatic requirements of the Project. Under the no-build alternative, the existing Bradford Pump Station would remain as-is, risking failure in the near future causing untreated industrial and residential wastewater SSOs. Alternative #1 This is the preferred alternative as it is a replacement of the existing pump station at the existing site, shown in Exhibit 1, and would minimize environmental impacts to the land and the existing sewer system (least amount of new gravity sewer and force main required of the three alternatives). This alternative would also result in the least amount of increase in new impervious area. Alternative #2 This alternative involves acquiring a small section of privately owned land and building on the 40 Bradford Street parcel just to the north of the existing pump station. The location of the pump station in this alternative is such that additional gravity sewer and force main would be required to extend those utilities from the current pump station site, thereby increasing the total impact to land and sewer when compared with the preferred alternative. There would also be a greater amount of impervious surface created as the proposed site is undeveloped. Alternative #3 This alternative includes construction of the new pump station within the Cityowned roundabout on Industrial Drive within the Industrial Park. This alternative results in the greatest amount of new gravity sewer, force main, land disturbance, new impervious surface and cost. Also, the new pump station would not replace the existing pump station, rather it would handle only the flow from the Coca-Cola facility while the existing pump station will remain in service and be rehabilitated to continue to handle the balance of the existing service flows.

c) Mitigation: The preferred alternative will minimize environmental impacts by redeveloping the existing pump station site. Erosion and sedimentation controls including straw bales and filter fabric will be use to control stormwater runoff from the construction areas. Disturbed areas will be loamed and seeded following construction.

Identify the current municipal comprehensive land use plan and the open space plan and describe the consistency of the project and its impacts with that plan(s): Coca-Cola Facility Expansion Plant expansion is within an industrial park that is designed for this purpose with City utilities in place to support this expansion. Bradford Street Pump Station The proposed Project is consistent with the Sustainable Northampton Comprehensive Plan and the Open Space and Recreation Plan 2005-2010. The Project under its proposed alternative minimizes the impacts of infrastructure systems as it is a redevelopment project involving the replacement of an aging pump station already in place without a significant increase in footprint or impervious area. The Project proposes to aid in providing long term economic sustainability, security and opportunity as well as providing a positive business environment by allowing for potential expansion of industrial and commercial uses within the Industrial Park of Northampton which will also encourage business development for job creation and retention. This Project, as proposed, will promote the economic development of Northampton in line with the land use and environmental goals and without considerable negative impact to any of the remaining goals per the comprehensive plan. B. Identify the current Regional Policy Plan of the applicable Regional Planning Agency and describe the consistency of the project and its impacts with that plan: Coca-Cola Facility Expansion Industrial/commercial growth that this expansion will provide is consistent with the Pioneer Valley Planning Commissions Regional Policy Plan Valley Vision 2 (VV2). Bradford Street Pump Station The Project, under its proposed alternative, is consistent with the Pioneer Valley Planning Commissions Regional Policy Plan Valley Vision 2 (VV2). As a redevelopment the Project conforms to the land use goals by keeping the same approximate footprint for wastewater infrastructure. It promotes commercial and industrial development in line with the VV2 by increasing the capacity of a designated industrial area to allow for more dense industrial growth within the designated area. A direct result of this Project will be that Coca-Cola will be able to move forward with an already approved expansion within its current parcel creating additional jobs without any loss of open space. This Project does not hinder the progress of any of the stated goals in the VV2. C.
