Description of Project Feasibility Study and Preparation of Detailed Project Report for Rehabilitation and Upgradation to Four-Lane Carriageway Configuration of Road Transportation Linkage Network to Paradip Port Client: National Highways Authority of India LASA was hired to carry out Feasibility Study and preparation of Detailed Project Report for one of the major port-connectivity project. LASA carried out topographical surveys, traffic surveys, analysis and traffic forecast; finalization of bypass alignment, preparation of preliminary and detailed design, preliminary costing and economic analysis, preparation of bid documents, Resettlement & Rehabilitation Action Plan, Environmental Impact Assessment, Environment Management Action Plan, viability of project implementation on BOT/BOTannuity basis. Under the Phase II the Consultant focused on the long-term improvements by integrating increase in the port traffic with the economic growth, expansion plans and reviewing the regional development plans of the region. Feasibility Study and Preparation of Detailed Project Report for Four Laning and Strengthening of Existing Road between Trichy Bypass to Madurai via MDR Route, National Highway 45 (World Bank funded) Client: National Highways Authority of India LASA was engaged to conduct traffic surveys & analyses, topographical surveys, geo-technical/hydrological investigations, identification of borrow areas & quarries, preliminary and detailed design, cost estimation, environmental and social impact assessment, preparation of bid documents, land acquisition plans and establishing bid evaluation criteria. Consultancy Services for Feasibility Study and Project Preparation for Construction of Kota Bypass including High Level Long Span Bridge on NH-12 Client: Public Works Department, Govt. of Rajasthan The objective of the consultancy services was to arrive at uniform, aesthetically pleasing and feasible solution for construction of the proposed Kota bypass including high-level long span bridge across river Chambal keeping in view the future traffic requirements. LASAs role was to make the project economically viable and feasible, least time consuming construction, causing minimum inconveniences to traffic, conducting EIA/SEA studies, project viability on BOT/BOT-annuity basis. Consultancy Services for Madhya Pradesh State Road Project: Survey Investigation and Preparation of Project Report under Bond Scheme Group B Client: Public Works Department, Govt. of Madhya Pradesh LASA role include assembling and appreciation of available data, conducting engineering survey, traffic surveys, assessing adequacy of Drainage System, analyzing pavement condition and BBD data, preparation of BOQ, rate analysis and bid documents, estimation of detailed project cost, preparation and submission of Reports and standard drawings.

Description of Project Gujarat State Highway Project: Project Coordinating Consultancy (PCC) Services (World Bank funded) Client: Roads & Buildings Department, Govt. of Gujarat One of the landmark project being done by LASA. The whole project is divided into three phases; Phase I: prioritisation/feasibility and detailed design, Phase IIA: detailed design and Phase IIB: detailed design and coordination consultancy. The project holds an important component of institutional strengthening and capacity building by training and technology transfer. The scope of LASA services include conducting extensive traffic and highway related surveys and analysis, economic evaluation, optimization of improvement program using QROAD, detailed topographic surveys, pavement condition and axle load surveys, BBD and DCP tests, hydrological and sub soil investigation, traffic management during construction, preparation of BOQ, rate analysis and tender documents, detailed pavement design for reconstruction, rehabilitation and overlays, assisting in contractors procurements pre-qualification criteria as well as evaluating pre-qualification documents, environmental impact assessment, preparation of environmental management action plan and resettlement and rehabilitation action plan. Preparation of Preliminary Project Report for Mumbai-Sawantwadi Expressway Client: Public Works Department, Govt. of Maharashtra The project corridor was divided into two sections; Mumbai-Mahad Section and the Mahad-Sawantwadi Section. LASA services inter alia included detailed traffic surveys, analysis and forecast, selection of alignment (including new routes), traffic assignment, topographical surveys, geo-technical assessment, preliminary design, environmental impact assessment, economic analysis, financial analysis, project viability on BOT basis. Third National Highways World Bank Project: Preparation of Detailed Project Report for Upgradation of Ahemedabad-Mumbai Section from Km 91/5 to 263/0 on NH-8 (World Bank funded) Client: National Highways Authority of India The consultants are engaged to conduct various topographical surveys, traffic surveys and analysis, detailed engineering investigations, material investigation for quarry and borrow areas, preparation of specifications and BOQ, project cost estimates, bidding documents and concession agreement, black spot analysis, road safety audit, preparation of detailed environmental assessment report and resettlement action plan, detailed economic and financial analysis and preparation of manuals for O&M. Preparation of Feasibility and Detailed Project Report for Rehabilitation and Strengthening of NH-58 from Meerut to U.P./Uttaranchal Border Client: Ministry of Road Transport & Highways (MoRT&H) Services rendered by LASA include identification of project roads, traffic surveys, analysis and forecasting, topographic surveys, bypass alignment fixation, economic and financial analysis, environmental and social impact assessment, resettlement & rehabilitation action plan, environmental management action plan, preparation of bid documents, project viability on BOT/BOT- annuity basis.

Description of Project Construction Supervision for 4-laning and strengthening of the Existing two lane stretches on NH-2: Grand Trunk Road World Bank Project (World Bank funded) Client: National Highways Authority of India The objective of LASA services is to ensure high quality construction, demonstration of efficacy of contract supervision and training & technology transfer. The services provided are proof checking of drawings and specifications, supervision of works, Q.C. testing and Q.A. Systems, review and certification, contract management, project management, development and operation of MIS, implementation of environment management plan, training & technology transfer. Project Management Consultancy Services for Improvement to Nagpur-Aurangabad-Sinner-Ghoti-Mumbai Road to National Highway Standard: Package A Client: Maharashtra State Road Development Corporation Ltd., (MSRDC) This work falls in project management consultancy package A that starts from Boutibari and ends at Talegaon. The services provided by LASA can be broadly divided into three categories namely Project Review, Project Implementation and Technology Transfer. Services involved project initiation, review of detailed engineering and cost estimates, bid evaluation, standardization of quality control procedures, project management, construction planning and scheduling review, contract management, financial control, certification, supervision and training. Maharashtra Sub-Project (MH-I, MH-II and MH-III) under Second National Highway Project (World Bank funded) Client: Ministry of Road Transport & Highways The project corridor is subdivided into 3 sections on NH-8 viz. MH-I, MH-II and MH-III - Bassein Creek Bridge (nationally awarded for most outstanding bridge). LASA team performed the role of contractual Engineer. Responsibilities included supervision of construction works, technology transfer, quality assurance, contract management, laboratory set up, setting up of hot mix plants and batching plants at site, approval of quarries and borrow areas, financial control, coordination between the Employer, Client and the contractor relocation of utility services and implementation of traffic management plan. Detailed Engineering of Mumbai-Nashik Expressway: Section - I from Thane to Shahpur Client: Public Works Department, Government of Maharashtra LASA was retained for Feasibility Study and preparation of Detailed Project Report the section falling on NH-3 to be implemented on BOT basis. LASA was responsible for conducting topographical surveys, geo-technical investigations, preparation of detailed engineering designs and drawings, specifications, unit cost analysis, BOQ, estimation of project cost, environmental & social impact assessments, project viability on BOT/BOT annuity basis, technology transfer and entrepreneur conference. Construction of Additional Link including Roadwork and Structures in Visakhapatnam Port Area from Junction on NH-5 (Near Ayyappan Temple) to Visakhapatnam Port in Andhra Pradesh Client: National Highways Authority of India (SPV) The project is an important port-connectivity project, involving construction of flexible/rigid pavement. The entire project corridor is to be laid/paved by deploying latest machinery using sensor paving. Contracts for the construction works are being procured under Special Purpose Vehicle (SPV) & executed under FIDIC conditions of contract. LASA role involved review of DPR, construction supervision & contract management, comprehensive supervision of project implementation activities, quality assurance, review and proof checking of designs & detailed drawings.

Description of Project First Year and Second Year Road Maintenance Implementation: Gujarat State Highways Project Client: Roads & Buildings Department, Govt. of Gujarat The implementation of first & second year maintenance program consists of preparation of bid documents & technical audit during construction for 9 corridors and 13 corridors. LASA was engaged in the preparation of bid documents including preparatory works survey, camber board survey, deflections survey, subgrade evaluation, DCP tests & drainage survey, provision of suitable repair works, material investigation & testing, preparation of BOQ, assisting in procurement of contractors, rate analysis & tender documents, technical audit during construction. Consultancy Services for Quality and Quantity Assurance, Contract Management, Independent Checking and Technical Audit of Major Maintenance Road Works in Uttar Pradesh (World Bank funded) Client: Uttar Pradesh Public Works Department (UPPWD) The major maintenance work comprises of treatment of road surface distress, general rehabilitation and/or strengthening of pavement, localised widening and shoulder improvement, maintenance/improvement of cross drainage structures. LASAs services include proof checking of designs and estimates, prescribe Quality and Quantity Control Monitoing System, contract management, technical audit, training, checking of laboratories and equipments. Kerala State Transport Project : Preparation of Detailed Project Report for First Year of the Three Year Rolling Maintenance Program (World Bank funded) Client: Public Works Department, Govt. of Kerala LASAs role comprised of preparation of detailed engineering and design, conducting preparatory works survey, camber board survey, deflections survey, subgrade evaluation, DCP tests and drainage survey, preparation of BOQ and bid documents for procurement of designated contract packages under NCB. Kerala State Transport Project : Road Maintenance Component Northern Region Construction Supervision and Technical Audit (World Bank funded) Client: Public Works Department, Government of Kerala This project is a part of multi year rolling maintenance programme of Kerala State Transport Project (KSTP). LASAs scope of services includes construction supervision and technical audit services of roads. The services provided are: review of tender drawings & cost estimates, standardization of quality control procedures, contract management, project management, financial control & certification, issue of variation orders, quality control of material & workmanship, monitoring of material testing laboratory, review of quality control/assurance procedures, evaluation of supervision works & training. Supervision Consultancy Services for Maintenance and Rehabilitation work of NH-8 in the State of Rajasthan Client: National Highways Authority of India All type of maintenance and rehabilitation work was undertaken on National Highways 8 through Contract Maintenance System. LASA as Maintenance Supervision Consultant, was responsible for prioritizing maintenance activities, construction supervision, controlling site operations, implementation of contractual requirements, quality control of materials & workmanship, guiding contractors in setting up plant and machinery at site, performance evaluation of contractor, processing of interim payment certificates.

Description of Project Technical Assistance for Development & Operation of Pilot Corridor Management Units Client: National Highways Authority of India The corridor management units are setup for road maintenance & corridor management study for National Highways in order to enhance overall performance of corridors through cost effective maintenance engineering and improved operational management. LASA was retained to provide technical assistance services to include study reports, develop strategies & suggest measures, assist in implementation/ procurement/monitoring & supervision, institutional strengthening & training, prepare bid documents, economic evaluation analysis, establish CMU, traffic management system & IT infrastructure, assess performance of corridor & management activities, planning and development of user facilities and other relevant services. Owners Engineer Design Services for Six laning of Jaipur-Kishangarh Section of NH-8 on BOT Basis Client: GVK Jaipur-Kishangarh Expressway Pvt. Ltd. The concession agreement for this BOT project has been signed between NHAI & GVK Jaipur-Kishangarh Expressway Pvt. Ltd. with a concession period of 20 years. LASA is retained to prepare detailed project report, review of reports, traffic studies/ surveys, engineering surveys, prioritization of segments, design of all project facilities, preparation of tender documents. Assisting GVK in structuring and finalizing of the EPC, O&M and Tolling Contracts. Project Engineering Services for Four laning of Panagarh-Palsit Section of NH-2 on BOT Basis in the State of West Bengal Client: MAPEX Infrastructure Pvt. Ltd. The project involves preparation of detailed project report & drawings for 4 laning of NH-2 on BOT basis. LASA is engaged for the design and construction supervision of the project corridor. The scope of services include review & proof checking of designs and estimates, alternate design & outstanding design services, review of contract agreement, design services during construction, preparation of BOQ & estimates, value engineering, topographic surveying, material investigation/testing, condition survey, preparation of detailed hydrological report, construction supervision, project management, quality assurance/control.

Description of Project Project Engineering Services for Ahmedabad Mehsana Road Client: Ahmedabad Mehsana Toll Road Company Limited (SPV of Govt. of Gujarat and IL & FS) The project is implemented on Built, Own, Operate and Transfer basis. LASAs role include construction supervision, proof checking of detailed engineering design & drawings, checking contractor setting out, quality assurance of works, project management, setting up plant & machinery, documentation of all measurements & testing reports, relocation of utility services, verification of contractors bills for milestone payment and documentation of all measurements and testing reports and traffic management plan. Project Engineering Services for Vadodara-Halol Road Project Client: Vadodara-Halol Toll Road Company Ltd. (SPV of Govt. of Gujarat and IL&FS) The project corridor lies within the jurisdiction of Vadodara and Panchmahal. Vadodara-Halol Toll Road Company Ltd. is the concessionaire and the concession period is 30 years. LASA services include construction supervision, proof checking of detailed engineering design & drawings, checking contractor setting out, quality assurance of works, project management, setting up plant & machinery, verification of contractors bills, documentation of all measurements & testing reports, relocation of utility services, smooth traffic management plan. Feasibility Study and Preparation of Detailed Project Report for Rehabilitation of Road Leading to Sabarimala Temple Client: Public Works Department, Govt. of Kerala LASA was retained for the preparation of Feasibility and Detailed Project Report. The services included feasibility studies, traffic surveys and analysis, condition survey of cross drainage structures, detailed hydrological & subsoil investigation, detail design & drawing, preparation of BOQ, rate analysis, & Bid Documents, detailed pavement design for reconstruction, rehabilitation & overlay. Preparation of Detailed Project Report in the commercial formats with a view to present it before private investors / financial institutions complete with financial analysis and recommendations on project viability on BOT basis.
