Hectic lobbying by the US in India for the nuclear deal:
Say no to the Indo US strategic alliance!
Hectic efforts are going on to ensure
that the Indo-US strategic alliance is
firmed up.
In this direction, the “operationalisation”
of the 123 nuclear agreement between
India and the US is being considered as
a major step. This “operationalisation”
requires India to sign an agreement with
the IAEA (International Atomic Energy
Agency) as well as the NSG (Nuclear
fuel Suppliers Group of countries),
and finally the ratification of the US
Congress.
At this time, this process of
“operationalisation” is temporarily
stalled. There is widespread opposition

A grand public meeting was organised
by the Communist Ghadar Party of India
on Sunday, November 4, 2007, in the
Maharashtra High School Maidan, on
Currey Road in Mumbai to mark the
Contribution – Rs. 5/-
amongst the people to the strategic
alliance with the US. There is great
concern about the Indo-US nuclear
deal from many angles. One of these
concerns is that India’s nuclear weapons
capability may be compromised. Another
is that the various options for energy
security that India is at present
pursuing with other countries, including
with Iran, Russia and some others, may
have to be given up to satisfy American
strategic interests. There is also great
concern that India will be drawn into
the US game plan targeted against
the countries of West Asia, China and
Russia.
To shore up the strategic alliance and
90th anniversary of the Great October
Socialist Revolution..
This celebration was part of the year
long program initiated by the Center
November 16-30, 2007
to drum up support for the nuclear
deal, literally hundreds of US officials
and business magnates are currently
visiting India! They are busy lobbying
with the Indian big business houses
and with the major political parties
(See box).
Meanwhile, US Under Secretary of
state for Political Affairs, Nicholas
Burns has stepped up his campaign for
the nuclear agreement. Burns, the top
US points man for the deal, is trying to
convince the American Congress that
the deal as well as alliance with India
is in US interests. To put pressure
on Indian political leaders, Burns has

Peasants march to parliament in support of their demands
Thousands of peasants marched from
the Ram Lila Maidan to Parliament on
October 31, 2007 in support of their
longstanding demands. They came from
at least 16 states of India. The All India
Kisan Sabha, Bharatiya Kisan Samaj,
Madhya Pradesh Kisan Sangharsh
Samiti, Haryana Kisan Sangharsh Samiti
as well as other farmers organizations,
had mobilized these peasants to come
from distant villages of our country to
voice their protest. They expressed
the concerns of peasants across the
country who are reeling under the all-
sided attack on their very survival.
The significant demands made by
the peasants are:
• Minimum support price (MSP)
for paddy be raised to at least
Rs 1,000 a quintal (Rs 10,000 a
tonne). The MSP for wheat be also
raised to the import parity price
• applied tariff on cotton be adequately
raised to prevent cheap import of
cotton
• immediate payment of arrears by
sugar mills to cane growers and
disbursement of credit by banks at
an interest rate of 4% or below
• anti-peasant legislations passed
by the government like the Special
Economic Zone Act, Amendments
to the Patent Act, the Seeds Act
must be repealed immediately
• India-US Knowledge Initiative in
Agriculture must be scrapped
immediately and a ban imposed on
futures trading in agro commodities
in the country
• entry of corporate houses and
multinational companies in the retail
chain and in agricultural marketing
be ended.
Taken together, these demands highlight
basic concerns of peasants today. The
working class supports the struggle
of the peasantry on the principle that

the peasants, who carry
out the most important
activity of producing food
for the population, must
be enabled to live with
security, free from threat
of ruination each year.
MSP for all crops
The demand of the working
class that the government
set a Minimum Support
Price (MSP) for all crops
at a price that will ensure security of
livelihood is a just demand. It is the right
of the farmer to be guaranteed a price
for his crop that ensures a fair return on
the cost of cultivation, and also ensures
that he has enough to plan the next
crop. However, the bourgeosie in power
openly violates this right. Majority of
peasants are not covered by MSP as the
present MSP is applicable only for some
regions and some crops. Successive
governments of the bourgeoisie have
denied the peasants this right. Instead,
they have used their power to decide
what should be the MSP and for which
crop, and in which regions it should
be applicable, as a weapon against
the peasants. It is a weapon used to
transform peasants into vote banks,
and to divide the peasantry.
Trade liberalization
Opening up of agricultural commodities
for exports as well as imports has
impacted the peasants as well as urban
population. A minority of rich cultivators
may benefit temporarily from the
lifting of curbs on the export of food
crops and other agricultural produce.
Imports of cotton, sugar and other
commodities at the prevailing low world
market prices have driven the price of
domestic produce down. At the same
time, big monopoly corporations have
been enabled to take over agri-trade
that bring them huge profits, as they
procure directly from the peasants and
sell the produce at many times its price
in the urban markets. The liberalization
of trade in agriculture has witnessed
the entry of the biggest trading
monopolies into agricultural trade
and the emergence of a speculative
market.
The demand of the working class is that
wholesale trade in agriculture must be
nationalized. The State must procure
from the cultivators and organize its
distribution to the working population
in the urban areas. All profiteering by
private traders must be eliminated and
offtake of produce from the peasant
and remunerative prices for his produce
must be ensured. The working class must
support the demand of the peasants for
the immediate payment of all arrears on
their produce, such as those owed by the
sugar mills to cane growers. Speculation
and profiteering of agricultural produce
must be halted immediately on the
principle that trade in agriculture is
oriented to satisfy the needs of the
masses of working people as against the
private gain of monopoly traders.
No to Intellectual Property
Rights
T h e S e e d s A c t a n d t h e Pa t e n t
(Amendment) Act were passed in 2004
in the face of strong opposition from
the peasantry. Both these Acts restrict
the rights of peasants over their own
seeds and to grow traditional varieties
of plants and grain once these products
have been patented in any country. They
strengthen the hands of monopoly seed
companies that profit from sale of their
seed to the peasant and to ensure

Uttar Pradesh Control of Organised Crime Bill
Draconian law in the name of curbing ‘goonda raj’
The Mayavati government in UP
introduced on October 31, the Uttar
Pradesh Control of Organised Crime
Bill – to be known as UPCOCA once
it becomes an Act. According to
government sources, this Bill has been
introduced to ‘prevent, tackle and
control organised crime and its links
with terrorism’, and is expected to
function like the Maharashtra Control
of Organised Crime Act–MCOCA.
The Bill includes provisions for strict
punishment such as a minimum fine of
Rs. 5 lakh and imprisonment for 5 years
up to life term, capital punishment for
repeated crime, no ex-parte bail on first
offence and no bail on second offence.
A State Organised Crime Control
Authority and district level Organised
Crime Control Committees are proposed
to be set up. Special courts will be set
up by the state government for trying
cases under this Act. Gun licences of
armed groups of three or more will be
cancelled and government security to
crime syndicates will be stopped.
The working masses in UP, as in other
parts of the country, are no doubt
constantly harassed by all sorts of
armed gangsters and criminals. As is

that only the monopoly corporations
control the production of certain plant
varieties that command a high value for
their special properties. The Seeds Act
adversely affects the rich bio-diversity
of Indian seeds and crops.
The India-US Knowledge Initiative in
Agriculture is one more measure that
will enable the U.S based multi-nationals
and Indian corporations to gradually
take control of agricultural economy in
our country. Under the guise of carrying
out research to increase productivity
and other purported aims, traditional
knowledge and practices could be
patented by the corporations and then
well known, these ‘organised criminals’
(which is what the Bill refers to them
as) have deep and close links with
the highest levels of the political
establishment and enjoy the patronage
of one or another of the ruling class
political parties. They enjoy full state
protection and provide the muscle
power for this or that political party to
win in elections. They are regularly used
by the ruling class political parties to
settle scores with rival parties as well
as to terrorise people who are fighting
for democratic and civil rights. They are
used by big capitalists to terrorise and
subjugate the workers, by big landlords
to terrorise peasants and appropriate
their land and crops. They are used, in
the event of state organised communal
violence, to execute large-scale arson,
rape and massacre.
In other words, ‘organised crime’ that
the Bill claims to target, is something
that is an integral part of the present
political system, in our country and
carried out with full knowledge and
support of the state. Well known
leaders of these criminal gangs regularly
stand for and get elected as councilors,
legislators, etc. In many areas, these
criminal gangsters rule the roost and
denied to the very people who have been
practising them for centuries.
Capitalism means disaster
India’s peasantry is drawing lessons
from its own experience that the
capitalist course being followed by the
bourgeoisie means further destruction
for those who till the land. Inexorably,
agriculture is coming increasingly
under the stranglehold of the biggest
corporations.
For 60 years, peasants have been fooled
by false promises of the bourgeois
governments. The bourgeoisie tells the
peasantry that its future is secure
under capitalism. This is a big lie. Further
development of capitalism means further

have the state administration under
their thumb. Therefore, under the
present political system, whether in
UP or anywhere else in the country, it
would be naive to expect such a Bill to
actually eliminate the kind of organised
crime and violence that people hate and
want to get rid of.
Who it the Bill really targeted against?
What does the past experience show?
The Bill will be used to attack people
fighting for their rights and severely
clamp down on democratic freedom.
Activists fighting in defence of the
rights of the people and to expose the
crimes of the state will be jailed and
persecuted under this law. It will be
used to terrorise and victimize people
of specific communities in the name
of ‘tackling terrorism’. This is what
the bitter experience of the people
shows, in the case of the MCOCA in
Maharashtra as well as in the case of
other similar laws.

The peasantry must no doubt raise its
just demands before the government
of the day. At the same time, it is
time it looked for a real solution to
its problems. This solution is that the
working class and peasantry must
establish their own rule. Together they
will be able to ensure that agriculture
is so planned as to fulfil the needs of
the whole of society, as well as ensure
secure livelihood for the peasants. 

Anatomy of state terrorism
Recently, the magazine “Tehelka” came
out with a graphic exposure of how
the Gujarat massacres of 2002 were
carried out, based on a six-month
long sting operation conducted by
one of its journalists. What comes
out in all its stark detail is this: every
level of the state machinery, from
the Chief Minister Narendra Modi,
the ministers, venerable judges, high
level officials and police officers, to
the criminal investigation department
and jail officials, public prosecutors
and all levels of the police, worked in
concert with members of the political
establishment – the MPs and MLAs
and local level functionaries – to carry
out a planned, systematic carnage
of people of the Muslim community.
Believing that they were talking to a
sympathizer, those directly involved
and who were fully in the know of what
went on, revealed the gruesome facts
without holding anything back and were
caught doing so on camera.
Some of the salient facts are as
follows:
 The Gujarat government counsel
Arvind Pandya (who has subsequently
resigned in the wake of the exposure)
described Justice Shah of the
Nanavati-Shah Commission probing
the Gujarat massacre as “our
man”.
 The minister of state for home,
G o r d h a n Z a d a p h i a , w a s ke p t
personally informed by phone of the
death count while it was happening
by one of the chief perpetrators,
VHP leader Babu Bajrangi.
 The worst of the massacres,
at Naroda in Ahmedabad, was
conducted under the direct
leadership of the MLA Mayaben
Kodnani who drove around the
locality in an open vehicle egging on
the killings.
 The MLA from Godhra, Haresh
Bhatt, explained how bombs and
even rocket launchers used in the

attacks were manufactured in his
fireworks factory. “Experts” were
used to help construct the bombs.
 Police Commissioner Pandey was
responsible for carting off more
than 700 bodies and dumping them
in different places to disguise the
actual murder count.
 At least two judges were transferred
by the Chief Minister personally to
ensure bail for one of those who had
indulged in killings.
 The MLA Haresh Bhatt revealed
that at a top level meeting just
after the Godhra train burning, the
Chief Minister “had given us three
days...to do whatever we could. He
said he would not give us time after
that...He said this openly...After
three days, he asked us to stop and
everything came to a halt.”
The list of revelations goes on
and on....
The real significance of the “Tehelka”
exposures is that it amounts to a blow-
by-blow description of the operation of
state terrorism in India. What was
sought to be passed off as “riots”
between different sections of the
people in Gujarat in 2002 stands clearly
as a criminal conspiracy against the
people, master-minded and carried out
by the state for a very definite political
purpose. The taking of innocent human
life, including that of the old, of women
and children, and even unborn foetuses,
as well as committing truly bestial
atrocities with the purpose of inspiring
terror – none of this is considered too
low for the “guardians of law and order”,
including the topmost representatives
of the ruling class. In recent times,
our people have witnessed a series of
bomb blasts in different parts of the
country, which have taken countless
lives and maimed even more. Whenever
this occurs, the state and its agencies
immediately point fingers at some
shadowy “terrorist” groups, and uses
this to step up its harassment of various
sections of the people, strengthen its
laws and apparatus of repression, and
commit gross violations of the human
rights of people. The “Tehelka” exposure
confirms that the biggest terrorist
is none other than the state itself,
and it shows exactly how its terrorist
operations are carried out.
The attempts being made in Congress
circles, in the media and even in the
democratic movement, in the wake
of the revelations, to show this as
just the work of the “Sangh Parivar”
and Narendra Modi in particular, is
an attempt to put blinkers on the
people's eyes. This exposure of the
Gujarat carnage in fact reads just like
a description of what went on in Delhi,
Kanpur and other places during the
anti-Sikh “riots” in November 1984,
when the Congress Party headed by
Rajiv Gandhi was in power. While the
Congress and the BJP are busy pointing
fingers at one another, the lesson that
all thinking people must draw is this
– that this country is ruled by a criminal
class of exploiters who use terrorism
as a preferred method to keep the
people cowed down and subjugated.
How else can it be explained that, even
when the opposition party is in power,
the top criminals who organise such
conspiracies are never given their due
punishment, and the charges against
them are never even pursued seriously?
How is it that all the investigative
agencies, law enforcement agencies
and judicial system put together are
“unable” to get to the bottom of such
atrocities and bring the real culprits
to book?
Unless the source of such outrages
– that is, the ruling class and its
political system – is identified, unless
the people organise to get rid of this
system as a whole, the stark reality is
that there are many more Gujarats,
November 1984s and post-Babri Masjid
type massacres waiting to happen. All
Indians of conscience must grasp this
truth and come together to take the
action needed to prevent such things
from ever happening again. 

Pakistan in deep crisis

The declaration of Emergency by
President General Pervez Musharraf
marks the deepening of the crisis that
has engulfed the state and ruling circles
of Pakistan.
Immediately following the declaration of
Emergency, the Pakistan government
has arrested judges, lawyers and
political activists opposed to the
Musharraf regime. There have been
clashes between protesting lawyers and
the police in Lahore and other towns.
In both its western provinces, the
Pakistani state is faced with the
rebellion of people of the various tribes.
Hundreds of soldiers of the Army have
deserted and joined the resistance
movement of the tribal people. Army
formations have become the special
targets of attack by the resistance
fighters. Over a thousand soldiers of
the army have been killed in the war
against the tribal people.
The Pakistani army is treating its own
people as enemies, killing thousands of
ordinary civilians and even bombing entire
villages from the air. The people in the
western provinces, closely linked with
the neighbouring people of Afghanistan,
have refused to join the US led “war on
terror”. Instead, they have turned their
guns on the US forces and the Pakistani
army and defended their Afghan brothers
and sisters. With the army alienated and
isolated from the people, the control
of the Pakistani state in these two
provinces has become weakened,.
Throughout the country, the opposition
of the people to the Musharraf regime’s
active military collaboration with US
imperialism has mounted. People are
naturally opposed to Pakistan’s role
in helping the US in the Afghanistan
war and its role in the suppression
of popular resistance in Baluchistan
and the Northwest Frontier province.
People are opposed to the military
rule. Like people in other countries,
the Pakistani people too yearn to be
masters of their own destiny.
In his address to the country and
the world, President Musharraf
pointed to the weakening of the
authority of the Pakistani state, to
justify the imposition of emergency.
In the typical manner of ruling class
politicians, he has blamed the people
for this state of affairs–calling them
extremists, terrorists and supporters
of terrorism. He has appealed to the
US and European powers to continue
to support him in the “war against
terror” and “his effort to establish
democracy”.
The US imperialists have a strategic
interest in the situation in Pakistan
and they have an important say in its
internal affairs. General Musharraf, as
well as the political parties led by the
two former Prime Ministers, Nawaz
Sharif and Benazir Bhutto, all look
towards the US to back them. Each of
them is busy trying to convince the US
that they represent the best choice
for ensuring that Pakistan remains a
firm front-rank ally of US in the "war
against terror".
At the present time, US imperialism is
deeply worried that it may not be able
to manipulate the revolt of the Pakistani
people in a direction favourable to its
interests. The revolt in the armed forces
is indicative of the widespread popular
resentment among the people.
In the past few weeks, the US tried to
broker a deal between the General and
Benazir Bhutto, in which the two would
share power. How this deal plays itself
out now, remains to be seen. The US
and the Pakistani ruling class might
even try to play out some charade of
restoration of democracy. The aim will
be to ensure that the interests of the
US and the ruling classes of Pakistan
are safeguarded. The Pakistani people
will not benefit from such US sponsored
“regime change”. They will gain nothing
from either Bhutto or Sharif, replacing
General Musharraf. The US will continue
to have a strategic say in Pakistan's
foreign policy and the exploitation
and sell out of Pakistan will continue
unabated..
All the miseries of the people of Pakistan
stem from the rule of reactionary
ruling classes and the US imperialist
domination. The people of Pakistan
have to break out of the clutches of US
imperialism and the ruling clique which
is closely linked with US imperialism.
Only then can they change the course
of affairs in their country. 

US imperialism moves to tighten the blocade of Iran
On 31st October 2007, governor of the
US state of Minnesota, Tim Pawlenty,
announced that the Essar Group has
backed away from development of a new
oil refinery in Bandar Abbas, Iran. The
joint venture between Essar and Iran's
state oil refining firm, National Iranian
Oil Refining Distribution Company,
estimated to cost $8-$10 billion had
been announced only a week ago,
on 24th October 2007, and would
have been the first foreign-invested
downstream project in sanctions-hit
Iran.
Essar, an Indian multinational with
interests from telecom to construction
recently bought a Minnesota steel
company, and was looking forward to
developing this plant. Essar at the same
time had various plans for investment
in Iran, including a joint venture to build
a 1.5 million tonnes a year steel plant,
as well as develop the giant Azadegan
field, Iran's biggest oilfield with in-place
reserves of 26 billion barrels. Essar
has also submitted a bid for three
exploration blocks in Iran in the most
recent auction round.
Essar ’s move to dissociate itself
from the proposed refinery project
in Iran came after the Minnesota
governor Pawlenty specially flew to
India to discuss Essar’s Iran work and
“potential conflicts with US law”. He
also announced a state investment
package of $60 million in infrastructure
investments to help develop the new
plant on the Mesabi iron range in
northeast Minnesota.
This was the latest in a series of
concerted moves by western imperialist
powers led by the US to isolate Iran and
strangle its economy, thereby forcing
it to toe their line.
Recent months have seen an escalation
of threats and sanctions being used
against third countries and agencies
having economic or political dealings
with Iran. This policy has been quite
successful with western corporations.
As a result, Iran's access to financing

of mega-projects have been hindered by
tighter credit from European banks and
Western energy firms' reluctance to do
business with it. Iran has however found
some support from companies in Asia
where energy demands are on the rise,
with companies eager to participate in
its refinery and energy infrastructure
expansion plans. Hence the increased
thrust of the Western imperialists in
putting pressure on such companies.
TAP pipeline vs IPI pipeline
On November 1, 2007, it was announced
that India will be formally invited to join as
the fourth stakeholder in Turkmenistan-
Afghanistan-Pakistan (TAP) gas pipeline
project during talks likely to be held here
in December. The proposed 1,680-km
pipeline will run from the Daulatabad gas
fields in Turkmenistan to Afghanistan,
alongside the highway from Herat
to Kandahar, and then via Quetta to
Multan in Pakistan. The TAP project is
scheduled to be completed by 2011-12.
India has been invited to participate in
this project specifically as part of the
US pressure on India to abandon the
proposed Iran-Pakistan-India (IPI) gas
pipeline project.
The Indian government has been already
delaying its participation in the IPI gas
pipeline project for several months now,
citing reasons such as the proposed
pricing of the gas and transit fees. The
real reason has been the US pressure
on the Indian government to kill the IPI
gas pipeline project..
IAEA chief derided for telling the
truth
On November 2, 2007, officials from
the five permanent members of the
UN Security Council and Germany met
in London and agreed to draft a third
resolution for sanctions against Iran.
Earlier, the US and France dismissed a
statement by the International Atomic
Energy Agency (IAEA) head Mohammed
El Baradei that there is no evidence
of Iran building a bomb! El Baradei is
to report to the IAEA's board in mid-
November on how much information
Iran has provided regarding its nuclear
program, but even without waiting for
this report, the leaders of the western
imperialists have derided him. In other
words, the IAEA chief is expected to
prepare a report in the manner which
suits them or face such flak.
This activity is only too reminiscent
of the manner in which the Anglo
– American imperialists refused to wait
for the report of the UN agencies on
whether the Saddam Hussain regime
in Iraq possessed “weapons of mass
destruction” (WMDs). Though no
evidence of the WMDs could ever be
found by the inspectors, the Anglo
– American imperialists kept insisting
in 2002 – 2003 that Saddam Hussein’s
regime was an “imminent threat to the
civilised world” and hence must go,
after an invasion and war, if need be.
Germany and France join the US
The German chancellorship under
Angela Merkel has been noted for its
efforts to build close ties with the
US imperialists. Germany has been in
the forefront of the forces demanding
sanctions against Iran for allegedly
pursing a nuclear weapons program. If
Iran indeed pursued such a program, it
would be its sovereign right to do so.
It is also the sovereign right of Iran to
ensure its energy needs by developing
nuclear energy capacity.
Earlier French foreign minister
Mr. Kouchner declared in an interview
to radio and TV that, "we have to
prepare for the worst, and the worst
is war"! He also declared that a number
of large French companies had been
asked not to tender for business in
Iran. France under its new President
Nicolas Sarkozy, is dovetailing its
West Asia policy with that of the US.

known for their earlier opposition to
the Anglo-American plans to invade
and occupy Iraq in 2003, are now

Myanmar:
Inter imperialist rivalry hots up
As the struggle of the people
of neighbouring Myanmar
against army rule continues
in the face of brutal
repression, the sharpened
inter imperialist rivalry over
Myanmar is unfolding.
There has been an escalation of
efforts by the US imperialists
to interfere in this region. US
President George Bush has seized the
assets of top government leaders of
Myamar, and has called for the UN to
impose sanctions against the regime in
power. The US imperialists are trying to
organize a “regime change” in Myanmar

supported by its European allies.
Meanwhile, China, India and Russia, held
a Trilateral meeting in the Chinese city of
Harbin at the end of October. The three
countries declared opposition to the
US-led efforts to get the UN Security
Council to declare sanctions against
Myanmar on the grounds of its violation
of human rights. According to them,
sanctions would be counterproductive,
and would only deepen the crisis in the
country at this stage. With China and
Russia having veto power in the UN
Security Council, this has put a spoke in
the plans of the US administration.

South West, Russia is facing pressure
of US encirclement. US is moving in

US imperialist inspired and supported
“regime changes” have wreaked havoc in
the last decade for the peoples of many
countries. Whether carried out relatively
“peacefully” by overtly and coverty
supporting this or that oppositional
group, or through brutal military
intervention, as in Iraq, Afghanistan,
and Serbia, what is going on is the
aggressive redivison of the world.
Various other imperialist powers are
trying to block the US game, wherever
it does not serve their interests.
All these imperialist states regard
the Myanmarese people and their
struggles as only a pawn to be
manipulated and sacrificed. The people
of Myanmar have a proud history
of struggle against imperialism for
national rights, a struggle they have
waged from colonial times until today.
They must have no illusions, either
about the US imperialists, or about
other powers like China, India and
Russia. They will surely find a way to
overthrow the oppressive rule of the
military junta, and establish popular
rule. Their struggle enjoys the support
of all freedom-loving peoples 

"Mela ghadari babbiyan da" - Ghadari Mela in Jalandhar
16th annual Ghadari Mela concluded
in Jalandhar on an enthusiastic note
on 2 November 2007. This mela or
congregation is organized every year by
Desh Bhagat Yaadgar Committee in the
Desh Bhagat Yaadgar Parisar (Campus).
This meal was started 15 years back
to commemorate the sacrifices of our
great martyrs, and to inspire the youth
of today to carry forward the glorious
tradition and complete the unfinished
task of liberating our people from all
kinds of exploitation and oppression.
Every year thousands of revolutionary
and progressive workers, peasants,
women and youth from Punjab and other
parts of country participate in the
annual gathering. In the past few years
a number of progressives groups from
Pakistan have also been participating in
the mela. Like previous years, this year
also many publishers of progressive
literature set up their stalls which
attracted youth in large numbers.
This year the mela was organized on
solemn occasion of birth centenary
of Shaheed Bhagat Singh and 150th
anniversary of the great Ghadar of
1857. To commemorate the sacrifice
of great patriot Baba Vasakha Singh
the venue was rechristened as Baba
Vasakha Singh Nagar. Entire campus
was dotted by flags of Hindoostani
Ghadar Party and banners extolling
the people of the country to overthrow
the existing system which is based on
exploitation and oppression of people
and to establish the rule of workers
and peasants.
On November 1st, the Mela reached a
crescendo when the entire committee

Ghadar of 1857. These schools were held
in many towns and villages in different
parts of India. Mass campaigns as well
as public meetings were organised in
different regions of the country to take
the lessons of these schools to the
masses of working people.

Wherever you looked around the working
class districts of Mumbai, you could
see this call on posters and banners
in the days leading up to the meeting.
They were there in front of many mills,
railway workshops local trains and
stations. Party activists distributed
leaflets, as well as held numerous street
corner meetings. Through the meetings
and the leaflets, they explained why
all those who want to rid our land of
exploitation and oppression need to
study the experience of the revolution
and construction of socialism in the
Soviet Union, as well as the causes for
the destruction of socialism.
On November 3 the comrades took out
a procession in Central Mumbai with
a beautiful jhanki showing a worker,
a peasant, a doctor and a soldier of
the Red Army of the Soviet Union. On
November 4, comrades proudly waving
red flags marched in a procession to
the venue of the meeting, followed by a

Hundreds of people attended the
meeting, coming from places as far away
as Delhi, Nagpur, Pune, Ulhasnagar and
Padgha in Thane district.
The speeches by the representatives
of the CGPI pointed out that 90 years
ago, the workers and peasants of
Russia, under the leadership of the
Bolshevik Party, wrested power from
the bourgeoisie, smashed the state of
the exploiters and established their own
rule. They ended class exploitation and
oppression. They ended the oppression
of nations.
The representatives of the CGPI
highlighted the glorious achievements
of the Soviet Union under the leadership
of the Bolshevik Party, during a whole
period beginning with the triumph of
the October Revolution, and ending with
the passing away of Comrade JV Stalin.
They pointed to the decisive role of the
Communist Party, both before as well
as after the revolution. They then went
on to explain the factors that led first
to the degeneration of socialism, and
then to its final collapse.
The speakers pointed out that in India,
the state apparatus established by
British colonialism to plunder and
oppress the Indian people, was retained
by the big capitalists and big landlords
who came to power in 1947. All the
problems facing India’s workers and
peasants stem from the fact that it is
the big bourgeoisie which is ruling the
country, and the capitalist system is
flourishing.
Communists have to prepare the
workers and peasants for revolution, by
exposing the system of parliamentary
democracy, by exposing the state as
the tool of the ruling classes, and by
elaborating the alternative. They have
to infuse the people with confidence
in themselves by building up their
organizations that would be the organs
of the future people’s power. Today,
the struggle of the working class for
democratic renewal, the struggle to
replace representative democracy
with direct democracy, is the key to
establishment of the rule of workers
and peasants on Indian soil.
An audio-visual program that was
breath-taking in its scope left the
audience enthralled. It outlined the anti-

imperialist struggle of our ancestors
against British rule, the way the British
institutionalized treachery, how they
established the Congress, how our
patriots established the Ghadar Party,
about the brave fight waged by Bhagat
Singh and his comrades, and finally,
the transfer of power from British
hands to those of Indian exploiters in
1947. It also showed how the workers
and peasants of Russia fought against
the exploiters and built up socialism
in their land after the revolution and
the splendid gains that they made.

Thank you, Communist Ghadar Party
The Editor,
Sir,
I am writing to thank the Central
Committee (CC) of the Communist
Ghadar Party of India (CGPI) for its
timely statement entitled “Lesson
from the Great October Socialist
Wevolution: The Working Class must
prepare to become the Ruling Class in
order to ensure, peace, prosperity and
progress!’’. Reading this statement
has been an eyeopening and educational
experience for me, and it is my belief
that it would play such a role for every
single communist.
Of the many issues that are addressed
in the statement, many are of great
significance. These issues are of great
significance for the Indian working class
today. Of these, of note is the issue
of getting the Indian working class to
line up behind the bourgeoisie in India.
Through its propaganda machine the
Indian bourgeoisie has sold the picture
of a new and emergent India modelled on
lines of European nations that will set
out to become an important imperialist
country. India is a country that is today
boasting of an ever increasing number
of billionaires and millionaires, of a
booming economy growing at neary 10
per cent annually
who gave up their life for freedom from
exploitation and oppression of persons
by persons.
In his speech, the leader of the Hind
Naujawan Ekta Sabha exhorted the
youth of the country to join in the
struggle to overthrow the rule of
bourgeoisie and to establish the rule
of workers and peasants.
The program ended with a spirited
cultural program put up by youth of
Ulhasnagar and Delhi.
The entire program was marked by a
revolutionary atmosphere, with militant,
and is being held up as a model of
what liberalization and globalization
can ‘achieve’. On the other hand, the
plight of the Indian people is worsening
every day, with ever swelling ranks of
unemployed, homeless and destitute,
one where the agricultural sector
is in shambles, with farmer suicides
making it to the headlines of even
bourgeois newspapers virtually on a
daily basis. Given this scenario, the
Indian bourgeoisie is certainly going
to find roadblocks in its path, and is
entirely likely to plunge the peoples
of the country into bloodbaths and
external wars in order to extricate
itself out of periodic and recurrent
crises. The Indian working class must
realize that the only way out is to wrest
sovereignity and itself come to power,
and cannot redeem itself by clinging to
the coat-tails of the bourgeoisie.
The statement also captures succinctly
the successes of the great October
revolution, success obtained despite
the great pressure exerted on it by
the forces of counter-revolution and
reaction, both domestic as well as
external. The CGPI has been at the
forefront of the analysis of the causes
for the destruction of socialism in the
former USSR, and has presented a
coherent thesis in a manner that is
unprecedented in the international

enthusiastic shouting of slogans by the
young comrades hailing the October
revolution and declaring their intention
to bring about the rule of workers and
peasants on Indian soil.
Workers and peasants, women and
youth are yearning for revolution. What
is stopping them is the fact that they
are not organised to carry out the
revolution and come to power. Instead
they have been disorganised, divided and
depoliticised by the bourgeoisie and its
political parties. The challenge which
our party has taken up is to politicise
the workers and peasants, and prepare
them to become the rulers. 

Reading the statement closely also
reveals that the path of the Indian
working class is one in which there are
many obstructions. It is only through
a thorough analysis of the present
conditions and equipping itself with the
most modern theory that the working
class can play its historically destined
role, or being the purveyor to progress
and emanicipation of the peoples of
the world. The path is one of struggle,
in which one cannot accept any pre-
digested and pre-cooked thesis. Through
the struggle will arise the ingredients
that will set the revolutionary tide
back in motion. The line of rejection of
conciliation with the bourgeoisie is the
backbone of the struggle. Indeed, it
must be mentioned in this context the
path advocated by many in the camp
of conciliation to the parliamentary
system is that of conciliation with the
bourgeoisie. All communists must unite
in this struggle and reject the
path of conciliation. The 90th Anniversary
of the great October revolution is an
occasion when this call ought to resound
in all corners of the country.

Sugarcane farmers –victim of capitalist market economy
Sugarcane farmers from Uttar
Pradesh, Haryana and Uttarakhand
have been demanding that the
government should ask private and
State-run sugar mills to pay their
dues of Rs 2600 crore immediately
for sugarcane supplied to mills last
year.
Farmers are also agitated that
Statutory Minimum Price (SMP)
for sugarcane is currently
being decided by the financial
institutions and sugar mill owners
without regard for the livelihood
of sugarcane growers. The farmers
are demanding a new SMP that will be
calculated by including a share of the
profits earned by the mill owners.

staged protests against the government
demanding reimbursement of the dues
against sugarcane supplied last year.
Uttar Pradesh, Maharashtra and
Tamil Nadu are the largest sugarcane
producing states of the country.
Sugarcane Control Act, 1996, clearly
states that procurement money must be
given within 15 days of cutting the cane.
However, sugar mills invariably delay the
payment to farmers. The fact that sugar
mill owners are monopoly purchasers of
cane in their area, ensures that the mass
of cane growers are at their mercy.
India’s sugar production is expected
to hit a new record in 2007-08 with
output forecast to be 288 lakh tonnes,
up from the previous record of 274
lakh tonnes, in 2006-2007. The record
production has resulted in a glut in
the market, lowering sugar price and
swelling up of stocks.
Sugar mill owners are saying that they
are not in a position to pay farmers dues
as they are making losses at current
sugar price. The sugar mill owners
wield enormous clout with the state
governments and even with the Central
government. There is also a close nexus
between the sugar mill owners and the

biggest cane producers. In this context,
the central Government has announced
a relief package for sugar mills which
provides for easier loans to mill owners.
The aim of this relief package is ostensibly
to help mills to clear the farmers’ dues.
In fact, it is ensure that the profits of
the mill owners are.guaranteed.
Maharashtra experience
Last year, the cooperative sugar mills
in Maharashtra had agreed to pay Rs
1,280 per tonne for crushed cane. While
Rs 900 was paid, the mills refused to
pay the remaining Rs 380. A year later,
Maharashtra cane growers are still
fighting to receive their pending money.
There was over production of cane
in Maharashtra last year. The glut in
production left over 30 lakh tonnes
sugarcane spread over 52,000 hectares
uncrushed. Dozens of canegrowers
committed suicide.
Sugarcane production for the coming
season is slated to touch 845 lakh
tonnes, up from 798 lakh tonnes last
year. Maharashtra farmers fear the
coming season may be even worse than
last year for them.
Crisis of overproduction
Cane growers are victims of the crisis
of overproduction.
Large number of people of our country
are not getting enough sugar in their
daily diet because they cannot
afford to buy sugar at the price
it is available at. On the other
side cane farmers are not able to
get a remunerative price for their
produce, because the market is
flooded with cane and sugar.
As agriculture is increasingly tied
up with the international markets,
and sugar is produced for export,
the vagaries of the international
prices of sugar also directly affect
the livelihood of cane growers in
India. Internationally, price of sugar
is manipulated by the biggest traders
in sugar.
Over the years, increasing number
of farmers have gone into sugarcane
production, lured by the possibility of
better returns as compared to other
cash crops. Amongst other things, this
has affected the availability of scarce
water for other crops. Sugar cane
production is extremely water intensive,
and invariably the cost of heavy irrigation
is not factored into the costs.
The bourgeoisie rules India today. Its
approach to peasants is that of the
moneylender — to squeeze the last drop
of blood. It does not care for the peasant,
the soil, or the environment, but only for
its profits. For a peasant to expect that
this government of the bourgeoisie will
do something to safeguard his livelihhod
will not be wise.
Peasants need to join hands with
workers to establish a government
of workers and peasants, which will
reorient the economy with the aim
of fulfilling the needs of people, and
guaranteeing livelihood for the farmers.
It is quite possible to plan how much of
what crops should be sown where, so
that all the requirements of the people
are satisfied. Workers and peasants are
quiet capable of settling all such issues,
including what should be remunerative
price for a particular cash crop in a
particular region, and what should
workers be paid for their labour in each
sector of the economy. 
