India is incurring an annual loss of Rs 20,000-30,000 crore (Rs 200-300 billion) due to the problems in the road sector,

including overloading and poor maintenance, a World Bank expert said on Thursday. According to World Bank "The magnitude of annual economic loss due to overloading and poor road maintenance is alarming," Doubling truck load over specified capacity causes heavy damage to the roads, adding that 60-70 per cent funds meant for the road maintenance purpose are being spent on paying the labour force. He said the inadequate width, poor geometrics, pathetic riding quality and inadequate pavement thickness are the other problems. India has a 3.3 million km road network, which is second in the world after the 6.3 million km network of the United States. In order to keep pace with the growing traffic, India needs to spend Rs 150,000 crore (Rs 1,500 billion) for constructing 15,000 km expressways by 2020. An additional Rs 100,000 crore (Rs 1000 billion) is needed for developing the rural roads in order to achieve full village connectivity. By the year 2021, car ownership in India is likely to grow to 20 per thousand persons as compared to 5 cars in 2000. This ownership stands at 560 per thousand in the US. The ownership in neighbouring countries like Pakistan and Sri Lanka [ Images ] stands at 12 and 13, respectively. In Thailand and Singapore, the figure of ownership stands above 20. The multi-lane express highways should have been constructed two decades ago, Kadiyali said. Stressing on the need to develop rigid (concrete) roads on a large scale instead of the conventional flexible (bituminous) roads, he said, "The concrete roads are beneficial in terms of life cycle cost". The concrete roads are economically beneficial despite a bit high initial cost, he said. He also highlighted the importance of highway design in order to able to construct roads, which can withstand stress imposed by vehicles.

Rorad in Rajasthan

The STATE OF RAJASTHAN has a well connected network of 1, 50,876 kilometers of roadways that run through the length and breadth of Rajasthan.

The entire network of national highways in Rajasthan covers a total length of 5,585 kilometers. The most popular highway of Rajasthan- NH 8, links important cities like Jaipur, Ajmer, Chittorgarh and Udaipur. This highway has a stretch of 688 kilometers within Rajasthan. Other national highways in Rajasthan are: NH 3, NH 11, NH 11A, NH 11B, NH 12, NH 14, NH 15, NH 65, NH 76, NH 79, NH 79A, NH 89, NH 90, NH 112, NH 113, NH 114, NH 116. There are 85 state highways in Rajasthan which have a length of 11,716 kilometers. National and state highways of Rajasthan account for 14.5 percent network while it carries 85 percent of the traffic. About 60 percent villages in the state are connected by bitumen roads. Automoile Manufacturing forms the backbone of Indian economy. According to the latest economic statistics, this sector employs more than 25 million people and contributes a healthy 16% to the 1.5 trillion dollar strong Indian economy. Automotive industry is an integral part of this sector and has been the greatest beneficiary of bad roads. If roads are in a ratchet condition, vehicles plying over them are subject to frequent wear and tear. If automobile experts are to be believed, it is reckoned that the average life of a vehicle running on such a surface is effectively reduced by 15%. So, what does this imply? Do consumers drop/defer plans of buying new passenger or commercial vehicles or do they replace them frequently? Financial newspapers, in fact, report that the annual sale of vehicles has gone up by 11.4%. Bad Roads and Transport Industry As per the National Highway Authority of India (NHAI), about 65% of freight is carried by roads. This dependence is heavily encashed by our transport companies. They accrue huge benefits from the fact that a vast stretch of roads in India is in a dilapidated state. It thus takes more time to transfer goods from one destination to another resulting in a Greater fee per delivery, Increased occupancy of trucks throughout the year, A perennial shortage of transport vehicles, leading to a high demand for them Premium demanded on their service.

A situation like this evidently ensures employment for over 5 million truck drivers in India who keep the wheels of the economy moving. This also guarantees that line hotels dotting the landscape of 70,548 km of national highways and 1,31,899 km of state highways keep brimming with business all year round, earning a sizable source of income for the countryside.

The UN General Assembly has passed a resolution proclaiming a DECADE OF ACTION FOR ROAD SAFETY 2011-2020, which aims to save lives by halting the increasing trends in road traffic deaths and injuries world-wide. India has the highest annual road death toll, according to the World Health Organisation (WHO). More than 130,000 people die each year across the country in crashes caused by speeding, bad roads, overcrowding and poor vehicle maintenance and a million get maimed. This amounts to nearly 3% GDP loss. The National Road Safety and Traffic Management Board Bill, 2010 was introduced in the Lok Sabha on May 2010. CAUSES AND COST OF ACCIDDENTS Drivers fault 77.91% Pedestrian fault / fault of passengers - 1.36% Mechanical defect in vehicles - 2.01% Bad roads 1.32% Constitutional Framework Motor Vehicle Act 1988 The National Road Safety And Traffic Management Board Bill, 2010
