Saving COSS
The second is that COSS does not provide any service for which there is market demand. Far from providing consultancy services or creating a pool from which such services may be provided to international and national organisations, COSS has zero market orientation. Nor is COSS structured to provide consultancy services to implement profitable projects. It is basically an association of volunteers, which effectively reduces the organisation to a minimalist program. Third, on account of its lack of public funding and an essentially idealistic economic and administrative model, COSS never succeeded in generating real and sustained interest. Yes, as a matter of record, COSS has more than 450 members but a closer examination reveals that many of the members have only paid the membership fees once and then either forgotten about it or never been properly reminded. There are, however, a number of changes that COSS can make to at least arrest its decline into financial insolvency and administrative paralysis. (Continued on page 2)

he Council of Social Sciences, Pakistan (COSS) is a non-profit, non-government, voluntary organisation. What that means in practice is that COSS finances projects and meets operating costs from donations and the modest amount of money invested in savings schemes. For personnel, other than a skeleton office staff, COSS relies on the voluntary and entirely unremunerated contributions of time and energy on part of its members. COSS also does not receive any direct assistance from the government. Such finances as are generated are spent on running the office and for financing projects for which there is arguably a public need but no market demand. This model is no longer sustainable in the present conditions on account of several factors. The first is that the cost escalation of the past two years has steadily eroded COSSs ability to meet recurring and project expenditures from its investments, donations received and grants. This gap has widened to a point where COSSs regular income amounts to less than one fourth of recurring expenditure. One does not have to be an economist to realise that such a large gap is unsustainable.

Brief Introduction to Iqbal International Institute for Research & Dialogue (IRD)
Iqbal International Institute for Research and Dialogue (IRD) is devoted to promoting progressive thinking among Muslims and bringing about a new Islamic paradigm with the collaboration of world class scholars committed to working with Muslim masses, especially the youth, to create societies that are compassionate, forward-looking and life-affirming. The Institute was set up in Lahore in January 2006 at the recommendation of the Islamabad International Consultation of Muslim Scholars. In December 2007 it was entrusted to the International Islamic University in recognition of the fact that the University undertakes research, education and dialogue between religions and cultures. The Institute aims to focus on the following as its objectives:

Saving COSS
(Continued from page 1) In the first place, COSS must rationalise its activities. There is no point in spending scarce resources on printing books that no one wants to buy or investing in projects for which there is no market demand. Second, COSS can try to re-invent itself as a human resource pool of social scientists and branch out into consultancy services. Third, COSS can appeal to its members to help it set up a trust fund/endowment large enough to meet running costs and finance a few long term projects. Fourth, COSS should be prepared to move away from such principles that are inimical to its survival and growth. To do nothing means that COSS can, at most, hang around for another year. After that, the reality of its predicament will assert itself. Whether COSS is worth saving is, however, a question that each member can contemplate for himself or herself. Activities of COSS
Memorandum of Understanding between COSS and American Institute of Pakistan Studies (AIPS) COSS and the American Institute of Pakistan Studies (AIPS), Islamabad signed a Memorandum of Understanding (MoU) at a ceremony held in Islamabad on December 23, 2009. It was signed by COSS President Dr. Anwar H. Siddiqui and AIPS President, Dr. Jonathan Mark Kenoyer. Under the MoU the two organisations will endeavour to promote study and research in the social sciences. The two organisations will cooperate and collaborate with each other in organising seminars and arranging lectures by visiting foreign scholars. They will also collaborate and cooperate in other academic activities that they deem to be of mutual interest and benefit. Remembering Late Prof. Khwaja Masud COSS held a memorial reference for late Prof. Khwaja Masud, a member of COSS, on January 29, 2010. Prof.

Dr. Mumtaz Ahmad, an HEC Foreign Faculty and Professor of Political Science at Hampton University, VA (USA) was appointed as its first Executive Director by the Governing Council. The Institute has held a number of international and national conferences, symposia, panel discussions, distinguished lectures by eminent international scholars

Khwaja Masud, a renowned educationist, intellectual and writer died in Islamabad on January 16, 2010. Khwaja Masud devoted his whole career to teaching at Gordon College, Rawalpindi. Mr. Ashfaq Salim Mirza and Dr. Shaukat Hameed Khan spoke on the life and times of late Prof. Khwaja Masud. Khwaja Sarmad, son of Khwaja Masud, who was also present, recalled his fathers courage and boldness in difficult times. Ripah University delegation visits COSS
A four-member delegation of Department of Social Sciences, Ripah International University, Islamabad Campus visited COSS office on April 14, 2010 to learn about the work the Council is doing for the promotion of social sciences activities and its future plans. The members included the Head of the Social Sciences Department, Dr. Muhammad Hamid Ullah and lecturers Mr. Yasir Arafat, Mr. Muhammad Ahmed and Mr. Zia-ur-Rahman Zia. The delegation appreciated the work of COSS and briefed Dr. Zarina Salamat about their Department. They also suggested that COSS arrange seminars on social sciences at their university. COSS programme of interaction with university faculties The following is a proposal for COSS to interact with university faculty members drawn up by Mr. Muzzaffar Mahmood Qureshi. COSS has taken a few steps towards its adoption with reference to the issue of poverty. COSS have institutional members and many of them are engaged in teaching and research. Universities have faculties in various fields of social sciences. COSS may initiate a programme of continuing interaction with universities on fields of direct academic and professional interest. This may work as a stimulus to broaden the area and scope of academic work, on the one hand, and develop capacity for academic outreach in areas where a variety of acute social problems have existed and have become more severe on the other. A small beginning This could begin by convening a small session with a few academics from departments of the social sciences and seek their help in bringing their faculties into active academic discourse. In the first instance, perhaps, the universities located at Islamabad and Rawalpindi may be accessed so that extensive arrangements do not have to be made. Even a group of five to ten academics drawn from different universities and also from different faculties would help in initiating discussion and suggest modifications. Purposes Among the many purposes of this exercise would be to: Build academic relationships

Discover areas of interest and fields of specialisations that have already been developed, highlighting areas that need greater attention Possibilities of interactive research Building capacity for documentation of fast changing scenarios Linking up with the process of policy formulation Building broad based awareness amongst students of how best to relate social science disciplines with problems that the society faces.

These have substantial academic importance. They have greater importance as means for improving and refining the formulation of policy. It may well also serve as the torch bearer in the most neglected area of following up on policy declarations. One much needed hope is to root future advances in social sciences in the conditions we are passing through, rather than await remedies from elsewhere. Particular care would have to be taken to exhibit and maintain a distinct posture of academic pursuit, rather than making the exercise partisan or adversarial. Themes Initially, a few themes could be taken up to set the ball rolling, such as: Poverty Environment Social change With the experience of a few sessions, many more themes could be added. Workshops or seminars Once the theme and the plan of the workshop (or seminar) is agreed, all universities would be invited to develop papers for discussion. Suggested plan for a discussion on Poverty Most, if not all, departments of the universities that teach social sciences could be requested to participate. In particular, the departments of economics, politics, social work, sociology, and womens issues could be motivated to play leading roles in this effort. Core issues Some of the issues that could trigger instructive brain storming are:

Subjects being taught in each department that include poverty. Data, documents, books, publications on poverty that are used as course material. Experience and background of teachers that are teaching those subjects. Conferences on poverty how many of them were attended? How many papers were read in them?

Developments in Academia
University of Texas, Austin, USA has created Charlie Wilson Chair in Pakistan Studies to encourage research on the geo-political importance of Pakistan, its history, culture and literature. The Chair has been set up to honour and acknowledge the services of former Congressman Charlie Wilson to USA and to the people of East Texas. (Dawn, November 8, 2009) Higher Education Commission (HEC) has launched Pakistans first national online scholarship calendar that will provide students and families with a one-window operation to access all available scholarships being offered through HEC and 11 pilot universities across the country. The Scholarship Calendar has been developed with the assistance of the USAID-Funded Higher Education Commission Financial Aid Development (HEC-FAD) programme. HEC plans to expand the Calendar to include all the universities of the country. HEC has developed the calander in response to lack of complete information available to students regarding type and value of scholarships available, application procedure, deadlines and eligibility criteria. The Punjab Public Service Commission (PPSC) has recognised the Masters degree of Gender Studies Department of the Punjab University. The Vice Chancellor has transferred one post of professor from the university pool to the Institute of Communication Studies and designated it as Professor Miskeen Ali Hijazi Chair in line with the directives issued by Prime Minister Syed Yousuf Raza Gilani during a visit to the residence of the late professor. The Chair is named after the renowned journalist and teacher of Mass Communication, Prof. Dr. Miskeen Ali Hijazi. (The News, January 18, 2010) launched an intensive MS/PhD Programme in May 2009.

Pakistan Study Centre, University of Karachi

It organised the following book launching ceremonies: launching of Dr. Mubark Alis book Pakistan: In Search of Identity on August 8, 2009. The launching of

the same book was also held at Al-Hamra Lahore and SAFMA auditorium, Islamabad. launching of B. M. Kuttys book In Search of Solutions: An Autobiography of Mir Ghaus Bakhsh Bizenjo on September 29, 2009. The launching of the same book was also held at SAFMA auditorium, Islamabad and in New Delhi.

Fatima Jinnah Women University, Rawalpindi Department of Defence and Diplomatic Studies in collaboration with the University of Bradford has won a grant for a three year project (2009-2012) worth 75,000 to set up a Research Center for Peace and Security studies and develop a Peace Module to train women parliamentarians. Department of Gender Studies has been awarded funding by HEC for the project entitled, Motivational Orientation towards Work, Need Achievement, and Perceived Social Support among Pakistani Female Entrepreneurs in Attock District in November 2009. Bahria University, Islamabad On the recommendations of HEC, office of Research and Development (R&D) has been established at Bahria University, Islamabad in February 2010. Dr. Shabnam Bahar has taken over as first Director of Research & Development office. This office has been mandated to promote R & D in different academic disciplines, prepare a data bank of all research papers being written by all the faculty members of all the campuses and constituent units of Bahria University and collaborate with local and foreign donors for the development of research and development fund of Bahria University. Dr. Sayed Wiqar Ali Shah, Allama Iqbal Professor, South Asia Institute, University of Heidelberg, Germany developed a course All-India Muslim League and the Creation of Pakistan and offered it at University of Heidelberg. NGOs LEAD Pakistan Under its capacity building programme Pakistan 2030: Leadership Challenges, LEAD Pakistan has selected a research cohort - Cohort 14. Cohort 14 is a continuation of LEAD Pakistans flagship Leadership Development programme that started in 1995 as part of a global initiative. The programme in its 14th year has produced 138 fellows. The cohort comprises 10 carefully identified distinguished professionals drawn from various fields and disciplines of prestigious organisations. The first two-day national training session for Cohort 14 aimed at learning and thinking together about the future leadership challenges for Pakistan was held at Lead House, Islamabad on October 14-15, 2009.

The National Academy of Higher Education (NAHE), a project of the Higher Education Commission in collaboration with the USAID funded Pre-Service Teacher Education Program (Pre-STEP) organised a four-day National Workshop: Training Master Trainers of PCEPT on February 15-18, 2010 in Lahore. A total of 32 higher education faculty members from different universities of Pakistan attended the workshop. Pre-STEP is a five-year $75 million programme sponsored by the USAID as part of its assistance to the Government of Pakistan in support of its goal of improved classroom teaching. Pre-STEP programme is being implemented by the Academy for Educational Development (AED). International Islamic University, Islamabad A seminar was held on Educational Vision: Aims and Objectives - A Critical Examination of National Education Policy 2009 on April 10, 2010. The Department of History arranged a roundtable on Pakistan-Bangladesh Relations: Past, Present and Future on December 10, 2009. Department of History, Department of Politics and International Relations (Female Campus) jointly arranged: an open discussion with Mrs. Qayyum Nizami, Ex. Minister PPP, Mrs. Kishwar Qayyum MPA, PPP and Mrs. Surryya Cheema, Ex. MPA, PML (Q) on October 7, 2009. a discussion with Senator Ch. Naeem Hussain Chatta on October 17, 2009. Department of Sociology in collaboration with Human Rights and Minorities Affairs Department (HR&MA), Government of the Punjab organised a seminar on Mainstreaming Minorities in Pakistan: Challenges and Prospects on October 12, 2009. Quaid-i-Azam University, Islamabad Department of History in collaboration with Centre for Civic Education (CCE) and the Higher Education Commission (HEC) held a Roundtable Conference on Extremism in Pakistan: The Role of State and Non-State Actors, 19792009 on November 21, 2009. The conference comprised one session of presentations followed by two sessions of discussions. Area Study Centre for Africa, North and South America organised 12th International American Studies Conference on The Media in America; America in the Media on October 2-4, 2009. A total of 22 papers were read in the conference, which was spread over six academic sessions. University of Balochistan, Quetta Balochistan Study Centre (a research center facilitating the scholars for MPhil and PhD researches) organised: an M. Phil seminar in Psychology entitled Researchers Need to Highlight Significant Issues, Suggest Ways to Resolve These on November 12, 2009. Prof. R. B. Raisani was the keynote speaker. a seminar on Khan Abdul Samad Khan Achakzai Shaheed bahaseet Adeeb (Shaheed Khan Abdul Samad Khan Achakzai as a writer) by PhD scholar M. Usman Tobowal in November 2009. M. Usman Tabowal is registered at Pakistan Study Centre, University of Balochistan Quetta and his field of research is Khan Abdul Samad Khan Achakzai Shaheed - Ilmi wa Adabi Khidmat ka Aek Tairana Jaiza. The Dean of Research (Arts), University of Balochistan, Quetta, Prof. Dr. Abdul Razzak Sabir and Former Vice Chancellor and the Director, Pakistan Study Centre, Prof. Bahadur Khan Rodeni also spoke on the occasion. University of Sindh, Jamshoro Dr. Qasim Bughio, Professor and Dean, Faculty of Arts, University of Sindh, Jamshoro organised a two-day international conference on the Contribution of Shams-ulUlama Mirza Kalich Beg towards Language, Literature and Society on October 3-4, 2009. A total of 70 papers were presented in five academic sessions by scholars from Pakistan and abroad. Dr. Bughio contributed a paper entitled Shams-ul-Ulama Mirza Kalich Beg on Linguistics. Allama Iqbal Open University, Islamabad organised a national workshop of M.Sc. Gender and Women Studies programme for the Spring semester 2009 on November 1621, 2009.

Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (SZABIST) organised 10th National Research Conference on Management, Computer and Social Sciences & Economics on January 28-29, 2010. Over 170 papers were presented during the conference. Fatima Jinnah Women University, Rawalpindi Department of Communication Sciences in collaboration with Earthquake Reconstruction & Rehabilitation Authority (ERRA) organized a seminar on, Information Management and Working with Media in Disaster Situations on December 10, 2009. The Department of Defence and Diplomatic Studies organized: a seminar entitled, Pakistan China Relations Celebration 60 Years of Sino-Pak Friendship on October 19, 2009. a lecture on, UN Role in Global Affairs: Contemporary Issues and Challenges on August 10, 2009. Mr. Janos Tisovszky, Director of the United Nations Information Centre was the guest speaker on the occasion. University of the Punjab, Lahore; Department of Applied Psychology organised a conference on Resilience, Coping Strategies and Reconstruction of Self Among Women on March 11, 2010. Institute of Business Management, Karachi The Department of Education and Social Sciences, Institute of Business Management, Karachi organised First National Conference on Application of Social Sciences to Business, on 14th November 14, 2009. The theme of the conference was Enhancing Individuals Performance in Business. The sub-themes of the conference included job performance, performance evaluation, emotional intelligence, work stress and safety issues, motivation and student outcomes, teacher knowledge, skills and effectiveness, development and evaluation of instructional material, family dynamics, gender and job performance and personal growth. A total of 10 papers were read in the conference. Council of Islamic Ideology and Iqbal International institute for Research & Dialogue, International Islamic University, Islamabad organised an international conference on the theme of Toward Revisiting The Debate on Shariah: Prospects and Challenges for Pakistan on November 23-24, 2009. Society of Asian Civilisations Pakistan (SAC) In collaboration with Preston University, Islamabad and National Institute of Cultural Studies, Islamabad, SAC organised an international conference on Modern Civilisations: Convergence or Divergence on March 24-25, 2010. A total of 16 papers were read in the conference, which was spread over four academic sessions besides opening and concluding session. Keynote speaker was

Sungi Development Foundation, Islamabad launched an Urdu translation Itnay Ziayada, Phir bhi Ghareeb of the book We are Poor but So Many by Ela Bhatt on November 5, 2009. We are Poor but So Many is a first hand account of the vision, rise, and success of Self Employed Women Association (SEWA), in India as well as internationally. Started with 7,000 female members SEWA has now over 700,000 women members making it the single largest trade union for women in India.

Ms. Saira Bano, Lecturer, Department of Defence and Diplomatic Studies, FJWU has proceeded on study leave for PhD studies at University of Calgary, Canada. Mr. Imran Iqbal joined Fatima Jinnah Women University as Assistant Professor in the Department of Defence and Diplomatic Studies on September 14, 2009. Ms. Bushra Ghaus and Ms. Salma Nazar Khan have joined Department of Education, Fatima Jinnah Women University, Rawalpindi as Lecturers. Ms. Adeela Rehman joined Department of Gender Studies as a Lecturer in September 2009. Obituary: Prof. Khwaja Masud


Prof. Khwaja Masud, educationist, Marxist intellectual and writer died in Islamabad on January 16, 2010 after a brief illness. He was 88. Prof. Masud was born in Campbellpur (now Attock) in 1922. His father Khawaja Mahmood was a lawyer. His grandfather Allama Alifdin Nafees was a renowned scholar. The whole family took part in the

freedom movement and played an active role in the All India Kashmir Conference. He got his early education from Scotch Mission School in Daska and graduated from Murray College in Sialkot. He did his masters in mathematics from Government College, Lahore, in 1944 and joined Gordon College, Rawalpindi, as a lecturer the same year. Prof. Masud a teacher par excellence, was appointed principal of the college in 1972. He retired in 1982. During the military regime of Gen Ziaul Haq, he was transferred to Bahawalpur as punishment, but he never went there. Prof Masud did not confine himself to mathematics, devoting his life to fathoming the depths of philosophy and social sciences. He was inspired by Marxist ideology and joined student movements like Democratic Students Federation and the student wing of the Communist Party. He played a leading role in setting up the CPs literary wing, Progressive Writers Association, in Rawalpindi. Prof Masud was an active trade unionist. He was a founder member of the Islamabad Culture Forum and Islamabad Philosophical Society. He was also associated with a group of progressive writers and intellectuals, including Sajjad Zaheer, Faiz Ahmed Faiz, Mohammad Hussain Ata and Sibte Hassan. He worked with many military officers like Gen Akbar, Maj Ishaq, Capt Zafarullah Poshni, Air Commodore Janjua and Col Latif Afghan to bring about a change in the government. The incident was dubbed Pindi Conspiracy Case and most of them were arrested and sent to jail. After his retirement, Prof. Masud contributed articles to many newspapers, including Dawn, The News and weekly View Point. (Dawn, January 17, 2010)
