Trafficvolume,speedand reportedcollisionsarethe threecardinalpiecesofdata thattrafficengineersuseto evaluatethefeasibilityof engineeringchangestothe streets.


TrafficVolumeandSpeed TheSeattleDepartmentofTransportation(SDOT)collectsandmaintainsvolumedataforvehicles, pedestriansand bicycles.Volume dataisusedto identifythehighest volumearterials andcreatethe citystrafficflow map,identifyareas wherepedestrian andbicycletrafficis highest,select futureproject locationsand measure performanceof trafficprojectsonce theyareinstalled. SDOThasrecentlystartedcollectingvehiclespeeddataregularly.Weexpectthisdatatobeusedin selectingtrafficcalmingcandidatelocations,particularlywheretherearehighconcentrationsof pedestriansandbicyclists.

SectionTwoTrafficVolumeandSpeed MotorVehicleVolume SDOTisresponsibleforcountingthevolumeoftrafficoncertaincityarterialstreetseachyear.Trafficcountsaretakenthroughouttheyearat20 controlcountlocations,164screenlinelocationsand111additionallocations. SDOTtakescontrolcountsat20locationseverymonth.Thesecountsareaddedtogetheranddividedby12toderiveamonthlycontrolfactor.This factoristhenappliedtoeverycountwetaketocorrectforseasonalchangesintraffic.Inaddition,SDOTmeasuresvehiclevolumeat164screen linelocations.TheselocationsareidentifiedinSeattlesComprehensivePlan,andthecountsareusedtodeterminescreenlinelevelsofserviceas requiredbytheplan.Wealsomeasurevehiclevolumeat111additionallocationseachyear.Acompletelistofcontrol,screenlineandother regularcountlocationscanbefoundintheappendix. SDOTalsomeasuresvolumeatadhoclocationsthroughouttheyearasneededfortrafficanalysisandengineeringstudies.Foranexampleofhow thesevolumesareused,pleaserefertoSectionFiveDataUse. Usingtheannualcountstakenat19ofSeattlesbridges,SDOTderivesaproxynumberforcitywidemotorvehicleannualaveragedailytraffic.We usethesecountsbecausedrivingalmostanywhereinSeattleislikelytoinvolvecrossingoneofthebridges.Basedonthisdata,traffichasincreased 0.86percentsince2009,whichappearstobeareversalofasteadydownwardtrendsince2006.ThegraphofSeattlesannualaveragedailytraffic (AADT)onpage23showsthatwhilevolumehasincreasedslightlyover2009numbers,itisstilltrendingdownwardfromahighin2003,despitethe steadilyincreasingpopulation. SDOTisoftenaskedwhethertrafficvolumescorrelatetogasprices,employmentfiguresandtransitridership.Atthebottomofpage23aregraphs showingaverageannualemploymentfiguresfortheSeattleTacomaBellevueregion,gaspricesandMetroandSoundTransitridershipfigures, whichcanbecomparedwithgraphsofSeattlesAADTandpopulationatthetopofthepage.

SectionTwoTrafficVolumeandSpeed BicycleVolume ThecityofSeattlecountsbicyclesatselectedlocationsononeday eachyear.Since2007,SDOThascountedbicyclesentering downtowninoddnumberedyearsandatlocationsaroundthecityin evenyears.In2010,wecountedatboththedowntowncordonand thecitywidelocations.PleaseseeSectionSevenFutureData Collectionforinformationonfuturebicycledatacollectionplans. Asshowninthegraph,therehasbeensubstantialgrowthinbicycle commutingasrepresentedbythedowntowncordoncountover thepastseveralyears.Thesedatashowamarkeduptickin2009and apositivegrowthtrend.

Thecordoncountsshowthatthenumberofbicyclistsenteringdowntown duringthemorningcommutehasincreasedby21percentbetween2009 and2010.Asrecordedbyvolunteersat30locations,3,251bicyclists commutedintothedowntowncoreonthedayofthecountin2010.The topfivelocationsforbicycliststoentertheCenterCityare,inorder: ColmanDock,DexterAvenueN,theElliottBayTrail,theAlaskanWayPath, andPineStreet. However,thecitywidecountshowedadeclineinbicycling.In2008,the firstcitywidecount,therewere4,666bicyclists.In2010,thatnumber declinedto3,961a15percentdecrease.Thesecountsareavital measurementtoolasthecitystrivestoreachitsgoaloftriplingthe numberofbicyclistsby2017.

SectionTwoTrafficVolumeandSpeed PedestrianVolume SDOThaslesswelldevelopeddataforpedestrianvolume.Wemeasure pedestrianvolumeusingtheDowntownSeattleAssociationsdowntown pedestriancounts,bothsummerandholidayseason,aswellasUSCensus figuresforSeattlespopulation. Since2007,Seattlehasseenanincreaseinpopulationup7percent.During thattime,downtownSeattlehasseenadecreaseinpedestriantraffic. In2011,SDOTstartedusingtheNationalBicycleandPedestrian Documentationprojectmethodologyforcountingbicyclesandpedestrians. Thesespotcountswillprovideconsistent,annualpedestrianvolumesthatwe cantrackovertime.

SectionTwoTrafficVolumeandSpeed FlowMap Oneoftheusesofannualvehiclecountsistocreatetheflowmap, whichusesdifferentlineweightstoshowrelativetrafficvolumeson arterialstreets.Acopyofthe2010FlowMapisshown.Priorto2008, thismapwasdrawnbyhand.Startingin2008,themaphasbeenmade electronicallyusingdatafromthetrafficcountsdatabaseandGIStools. ThevolumesonthemaprepresenttheAverageAnnualWeekdayTraffic (AAWDT)(5day,24hour)forthatsectionofroadway.Thismapisalso availableonSDOTswebsite.

SectionTwoTrafficVolumeandSpeed MotorVehicleSpeed Until2010,SDOTcollectedvehiclespeedattherequestofatrafficengineerforpurposesoftrafficsafetyinvestigations,prospectiveproject selectionanddesign,andforevaluationofcompletedprojects.Engineersmeasurespeedinanumberofdifferentways,including:85thpercentile speedoftraffic1;andhighendspeederpercentage2,ameasureofaggressivedrivers.Anexampleoftheuseofthehighendspeederpercentage dataisinmeasuringareductioninthehighspeederpercentageafterinstallingatrafficcalmingmeasure. Startingin2010,SDOTiscollectingspeeddatamuchaswecollect volumedataatspecifiedlocationseachyear,inadditiontothose adhoclocationsthatservesitespecifictrafficevaluationneeds. AuroraAvenueN,StoneWayN,FauntleroyAvenueSW,24thAvenue NW,andRainierAvenueSareallspecifiedinthePedestrianMaster Planaslocationstoreportontrendsinthe85thpercentilespeedof traffic.

Thespeedatorbelowwhich85percentoftraffictravels,sometimescharacterizedasthespeedareasonabledriverwillchooseasbeingsafe. Highendspeederpercentagehascometomeanthepercentageofdriverswhoexceedthepostedspeedlimitby10milesperhourormore.

TrafficCollisions
Whilemostcollisionsresultfromroadusererrororinattention,collisiondatacanbeusedtohelp gaugetheeffectivenessofengineeringandenforcementeffortsandcanhelpengineersidentify locationsthatmaybenefitfromadditionalengineeringtreatmentsorenhancedenforcement efforts.Onlycollisionsforwhichthepolicereceiveorcreateareportareincludedinthedataused forthisreport. Therewere11,913reportedcollisionsonSeattlestreetsin2010,downnearly11percentfrom2009. Thetablesinthissectionprovideanoverviewofthesecollisions.Greaterdetailonspecifictypesof collisionssuchasthoseinvolvingpedestriansorbicyclescanbefoundintheappendices. Collisionratesarecommonlyusedtocomparethefrequencyofcollisionsatdifferentlocationsby normalizingthetotalnumberofcollisionsagainstthetrafficvolumeatanintersectionormid blocklocation.Collisionratescanbeusefulinexpressingtrendsovertime.SDOTisbeginningto usecollisionratesasonemethodtoevaluateengineeringimprovements,documenttraffictrends andprioritizetransportationprojects. SectionFourTrafficCollisionRates PedestrianCollisionRate The2009PedestrianMasterPlandefinedadecreasingtrendintherate ofcollisionsinvolvingpedestriansasasafetygoal.Since2002,Seattles populationhasgrownaboutsevenpercent.Duringthesametime, Seattlehasseenaslightincreaseintheabsolutenumberofpedestrian involvedcollisions. ThecityofSeattleusestwokindsofautomatedphotoenforcement:trafficsafetycameraslocatedatsignalizedintersections;andamobilespeed van,usedinschoolzonesandonarterialstreetswithdocumentedspeedingissues.
