Brown has not set a hard deadline, but his spokesman Gil Duran said Tuesday, You can't talk forever, and that's not the plan. Obviously, the governor's preference is that we have this on the June ballot. As of today, that's still the plan. Fuente: http://www.latimes.com/news/local/la-me-brown-taxes20110323,0,3065189.story

The lack of help from the government prompted churches to step in and fill this gap in services. Church participation was evident in the suit, American Baptist Church [ABC] v. Thornburgh in 1985 and in the sanctuary movement. During this time many Protestant churches established services that provided immigrants with housing, employment, legal services and basic survival programs to allow them to adjust to their new life (Cordova 2005:43). Churches thus became a pivotal part in the settlement process of these new immigrants. After the community went from new refugees to permanent settlers, their necessities started to change. Hamilton and Chinchilla point out that Protestant churches became headquarters for organizations that offered literary training and immigrant counseling (2001). In addition, the authors point out that during this time the number of new Evangelical churches increased in the Pico Union-Westlake area. Such was the impact of the new Central American communities that some of these Evangelical churches also began to cater to Mayan groups. Hamilton and Chinchilla also highlight how in the urban setting Evangelical churches helped Central American youth to steer clear of gang activity by participating in different activities in their parents congregations. Also, in order to retain their new members, it was important for churches to understand the connection immigrants had with their homeland. This understanding, lead to the formation of Christian Base Communities similar to thosein Guatemala, El Salvador and other countries (Hamilton and Chinchilla 2001:66). All of these activities explain the churches adaptation to the necessities of the new population. Their role was so essential in the transition and integration of Central American immigrants that it leads to the question of whether or not these services continue after peace agreements that ended the wars in Central America were signed. Peace accords were signed in El Salvador in 1992 and in Guatemala in 1996 accordingly (Reedy Solano 2004) bringing to an end the civil war conflicts. The peace accords created what Cecilia Menjivar calls a cooling effect (2000:104) towards Central American immigrants, where donors and organizations steered their resources to other communities considered more needed. The much waited peace marked the beginning of the reconstruction process in the countries involved. Unfortunately the reconstruction did not lead to the economic opportunities expected and many more were forced to leave in order to search for better opportunities. The economic stability of the United States and the presence of family members or acquaintances that had already migrated created new push and pull factors for these communities. The new contexts of exiting and reception mark a clear transition in the churchs involvement and their role in the immigrants lives from the early 80s to the late 90s. *To read complete essay, please see attachment Avila-Role of Protestant Churches
