Candidates were asked: Because of some public concern about the amount of money being spent in statewide judicial elections, would you support an amendment to the Pennsylvania Constitution changing the method of selecting statewide judges to a merit selection process? Why or why not?

Lehigh County
Summa Cum Laude, Phi Beta Kappa. National Merit Scholar. Notes Editor, Yale Law Journal. Law Clerk, 1987-88, U.S. Court of Appeals, D.C. Circuit. OCCUPATION: Common Pleas Judge. QUALIFICATIONS: Judge since February 2003 (former Administrative Judge, Family Division). Highly Recommended by Pennsylvania and Allegheny County Bar Associations. Endorsed by Pennsylvania Democratic Party, Allegheny and Philadelphia Labor Councils, FOP Lodge 91, Professional Firefighters Local 1. Register of Wills, Allegheny County 1998-2003. RESPONSE: Reasonable people disagree. On the one hand, appointment of judges would eliminate problems posed by campaign fundraising, especially large corporate contributions now permitted by the U.S. Supreme Court. On the other hand, our Constitution should not lightly be amended, particularly where amendment would disenfranchise Pennsylvanians. Those who would alter our Constitution carry a heavy burden. While I am not yet persuaded, I have an open mind and believe the issue merits candid and thoughtful discussion. sively, including book The Workplace Law Advisor. RESPONSE: I believe Pennsylvania residents should continue to have the right to select appellate court judges. There is no assurance that an appointive process will not include the kind of political negotiation and dealing most Pennsylvanians oppose. I have full confidence in the Pennsylvania voters to carefully consider each candidates qualifications and make the best judgment. Pennsylvania need not replace elections with back-room deals, but rather rigorously enforce a strong code of ethics and conduct. Democrat KATHRYN BOOCKVAR Doylestown Township www.boockvar.com D.O.B.: 1968 EDUCATION: 1993 American University, Washington College of Law, J.D.; 1990 University of Pennsylvania, B.A.; 1996 Lancaster Mediation Center. OCCUPATION: Attorney. QUALIFICATIONS: Advancement Project, Senior Attorney, 3 years; Boockvar & Yeager, Partner, 11 years; Legal Services Attorney, 3 years; Only Democratic Commonwealth Court candidate recommended by the Pennsylvania Bar Association; Rising StarSuper Lawyer. RESPONSE: Having spent the last three years working for the voters of Pennsylvania, I believe voters deserve a say in who represents them in every branch of government, including the judiciary. I support campaign finance reform, including limits and greater disclosure. I would also like to see a better system for educating the public about candidates, the courts, and why these courts matter in peoples lives, and will affect the lives of their children and grandchildren. The Superior Court consists of 15 judges who serve 10-year terms. The president judge of Superior Court is elected to a five-year term by his or her colleagues. A huge volume of appeals flow to Superior Court from the trial courts. Generally, appeals are heard by panels of three judges sitting in Philadelphia, Harrisburg or Pittsburgh. PENNSYLVANIA JUDICIAL RETENTION ELECTIONS

Judicial retention is a system of retaining judges for additional terms after they have been elected on a partisan, contested ballot. Previously elected incumbent candidates for justice or judge appear unopposed on the ballot. The only question confronting the voter is whether or not the judge should be retained. All judicial retention candidates were asked to list their education, occupation and qualifications for this office as well as the same question on the Judicial Conduct Board.

RESPONSE: County spending doubled in the past decade. Last year, real estate taxes jumped by 16 percent, yet the county ended 2010 with a $5.4 million surplus. Lisa Scheller, Vic Mazziotti and I have proposed to cut the tax rate for 2012, injecting $10 million back into the local economy, without reducing services for the needy. Our Reform Team will exert vigorous oversight on contracts and budgets, and firmly resist tax increases. LISA SCHELLER Allentown www.votelisascheller.org D.O.B.: 1959 EDUCATION: B.A. Math University of Colorado; M.S. Manufacturing Systems Engineering Lehigh University. OCCUPATION: President & CEO, Silberline. QUALIFICATIONS: Our county government needs reform. Lehigh County spending has doubled in the past decade and the Executives proposed one-time tax credit is simply not an answer. The taxpayer needs to be in the drivers seat. Every penny not required for mandatory services must be put in the taxpayers pockets, by lowering taxes whenever possible. That is how to stimulate the economy. Reform team: Scheller, Ott, and Mazziotti stand for fiscal responsibility, transparency, and accountability.

Stretching back to the founding of our nation, judges wanted to be viewed as public servants. By being separately elected, judges could demonstrate their independence from the other branches of government. OCCUPATION: Small Business Consultant. QUALIFICATIONS: Served as the Chief Fiscal Officer (CFO) for Northampton County 2006 to 2011; 25 years experience in the private sector; Served as the Finance Director of Charlottesville, VA. RESPONSE: This is a difficult time for many County residents. They have lost jobs, had their pay frozen or hours of work reduced. But, last year, Lehigh County raised our taxes by 16%! Republicans hold a majority of the seats on the County Commissioners. But, one Republican voted with four Democrat County Commissioners to cause the 16% tax increase. The team of Ott, Mazziotti and Scheller will end Republican excuses. BRAD OSBORNE South Whitehall Twp. www.electbrad.com D.O.B.: 1955 EDUCATION: Allentown Central Catholic; B.S. RESPONSE: Protecting taxpayers while delivering essential services and making government live within its means. And while many talk about this, Ive done it. Im a local official who has never raised property taxes and a business professional who controls costs every day. As Commissioner, Ill push for intensive budget reviews to find savings and long-range planning to set priorities. Ill fight for zero-based budgeting that requires every department to justify every program, every year. Democrat GLORIA L. HAMM North Whitehall Twp. QUALIFICATIONS: Three years as Lehigh County Commissioner, chairing the human services committee. Over thirty years experience and leadership on many nonprofit boards, while working as RN in leadership roles at LVHHN. Active participation in all county human services departments. RESPONSE: The decrease of revenue with major cuts in state and federal support has caused much hardship in our county. Capital projects must be closely watched, since unfunded state mandates cannot be ignored. Maintaining our infrastructure, farmland preservation, Cedarbrook, and equal support for our most fragile citizens is a high priority for me. I support maintaining Cedarbrook, continued discussion on the Board of Health and continuing cost effective measures in our

prison and judicial system. DENNIS L. PEARSON Allentown http://pearson4pa133.com D.O.B.: 1943 EDUCATION: graduate, Lehigh 1971, M.A., Kutztown 1969, B.S. QUALIFICATIONS: 35 years experience dealing with issues pertinent to all neighborhoods; Archivist, Videographer and Collection Chairman for Steelworkers Archives. Received Leonard Buch Award from Allentown Crime Watch. Constant attendee of Commissioner meetings. RESPONSE: Fiscal responsibility excessive spending results in additional revenue needs and taxpayers do not want another 16% tax hike. They prefer at least 0% tax hike or tax cut or credit if possible, and if the Commissioners can pass a budget with enough expenditures to meet the urgent needs or requirements of Lehigh County without a tax hike then we all are better off in these trying economic times. GEOFFREY S. BRACE Allentown www.geoffbrace.com D.O.B.: 1980 EDUCATION: Graduate of Parkland High School; BA, Ursinus College; Masters, Lehigh University. OCCUPATION: Executive Director, Kutztown Community Partnership. QUALIFICATIONS: Awarded 20 under 40 by East Penn Business Journal; Allentown Zoning Hearing Board; Assistant Moderator, Penn Northeast Conference of United Church of Christ; Executive Committee, Justice Witness Ministries UCC; local church leadership. RESPONSE: The Lehigh Valleys economy has not recovered from the economic recession. To do this, Lehigh County must be fiscally responsible, learning to do more for taxpayers with less taxpayer dollars. We also need to support private sector job creation that pays family sustaining wages. Finally, we need to protect our communities. It is clear that Washington-style politics of gridlock and poor spending decisions cannot find their way into Lehigh County government. TIMOTHY S. WAITKUS Upper Macingie Twp. www.votewaitkus.com D.O.B.: 1983 EDUCATION: Northampton High School, 2002; University of the Sciences, Philadelphia; B.S. 2007. OCCUPATION: Medical Device Territory Manager. QUALIFICATIONS: I have had a successful business career in the private sector which has instilled in me the importance of valuebased decision making. I have spent a lifetime in leadership roles where my peers have looked to me for guidance. RESPONSE: Voters of Lehigh County have a decision to make in November. Whether to vote for a slate of candidates bound by ideology to cut government services at any cost, or to vote for someone who will continue to fight for an efficient and effective local government. If elected, I will fight for the people of Lehigh County in an open-minded and thoughtful manner. I promise to be a public servant, not a politician.

Re-certified 2011. OCCUPATION: none provided. QUALIFICATIONS: Internship, Court of Common Pleas; Top MDJ first time test score; various scholastic achievement and leadership awards in college and community; County Committee person. RESPONSE: Merit selection would defeat the purpose of allowing Pennsylvania citizens right to be heard through an election. Any person who meets the requirements set forth by the State Constitution for a judicial office can appear on the ballot which is how public offices are meant to be filled. Merit appointments would equate to partisan control of an office meant to be impartial. Currently, the amount of money spent cannot ultimately determine a judicial candidates outcome. ELECTION 2011
International Code Council Certified; Consultant University of Pennsylvania Fels Institute of Government; Pennsylvania Building Officials Conference Region President, State 1st V President 2007. RESPONSE: The major issue is the current lack of an open, balanced government in Allentown resulting in the loss of checks and balances required for any government to provide quality administration, fiscal management and legislation aimed solely at serving the citizens of Allentown. We must elect officials who will think, act and vote independently and re-engage Allentonians, promoting their ability to direct their government in ways that solve their problems and address their needs. STEVEN RAMOS http://stevenramos.com D.O.B.: 1975 EDUCATION: Allen High School, 1993; U.S. Army Logistics School, 1994. QUALIFICATIONS: Director of Hispanic Outreach for Senator Santorum, 2006; Borough of West Chester Police Partnership Team, Founding Member 4 Years; Judge of Elections, Yearly; Participant in multiple neighborhood associations, Yearly. RESPONSE: Many challenges face our city lack of job opportunities, protection of rights, safer neighborhoods, schools, and parks. The area affected most by our city council is ensuring a right and honorable governance. We need a city council that will: Monitor how taxes are spent, demand audits be completed on time; Allow public review on all projects; Inform public of why laws are changed or enacted; Allow voters to elect members of boards and commissions. Democrat PETER G. SCHWEYER www.peterschweyer.com D.O.B.: 1978 EDUCATION: Education: Pennsylvania State University, B.A. Political Science, 2000; CCHS Graduate; 1996. OCCUPATION: Chief of Staff, Rep. QUALIFICATIONS: Born and raised in Allentown; Chairman LANTA Board of Directors; Elected Vice President of Council; Chairman of Blighted Property Review Board; Former Leg Asst for Rep. Samuelson and Sen. Boscola. RESPONSE: We must focus on protecting and strengthening our neighborhoods by fighting slumlords, promoting homeownership and combating all types of crime. I wrote Allentowns groundbreaking law that forces landlords to evict tenants who are convicted of a drug offense. I authored Allentowns comprehensive anti-graffiti law, which is now one of the toughest in the state. I will work with our neighborhood groups, police department and appropriate city agencies to target our worst slumlords and combat blight. RESPONSE: I recognize the importance of a welcoming tax and regulatory environment to attracting and maintaining businesses. Strong businesses are the lifeline of a community. Crime and the fear of crime are impediments to business activities and quality of life. Balancing the budget and identifying novel ways to deliver property tax relief are important toward achieving fiscal responsibility. To maintain the residential base and businesses, improve the educational level of our workforce through support of schools. My website displays my 5-point plan to strengthen the Controllers office and make it a true fiscal watchdog for the people. small businesses, former Marine, Inspector of Elections, Judge of Elections, Board member of South Bethlehem Historical Society. RESPONSE: The residents of Bethlehem are on the brink when it comes to finances. I feel that $350 million worth of debt, higher taxes, and a complete lack of oversight of the Administration is inexcusable. Small business, not government is the backbone of our community. Economic growth can be achieved by lowering taxes on property and businesses so money which is saved can be invested back into the community and job creation. Democrat ROBERT J. QUALIFICATIONS: City Council since 1996; City Council President1998-2001; Current City Council President 2008 present; served on many City boards and community organizations. RESPONSE: Major Issues facing Bethlehem: 1) Fiscal responsibility: Proposed and sponsored legislation that requires city administration to obtain City Council approval for using dedicated bonds, bank notes, & lines of credit and any other form of borrowing for anything other than its intended purpose. 2) Public Safety: Continue to be a strong advocate for public safety initiatives. 3) Economic Development: Continue to support economic development in Bethlehem and the completion of LVIP7 & Majestic Site. 4) Neighborhoods: continue to support strong code enforcements. I have never voted to raise taxes. In 2010, I wrote the measure to cut City Councils budget by 14%, which allowed us to add new police officers. This year I led the fight to cut 6 million dollars from the Citys budget. If re-elected, I will continue to find ways to cut spending and keep Bethlehem a safe city. MICHAEL D. QUALIFICATIONS: Self employed 16 years; Served the citizens of Montgomery and Northampton Counties as a Prosecutor for 6 years; Served as President and Legal Counsel of a National Fraternity. RESPONSE: Bethlehem has over $300 million of debt. The General Fund deficit for 2010 was $7.2 million. At the same time there is a lot of waste. The Mayor and Department heads continue to drive city cars at the taxpayers expense as one example. They promised a tax cut when the casino was approved. Spending must be cut and taxes lowered. Essential city services will not be cut, only waste and unnecessary spending. AL BERNOTAS www.bernotasforcouncil.com D.O.B.: 1942 EDUCATION: MBA, Fairleigh Dickinson University; BA, Rudgers. QUALIFICATIONS: Resident of the city, 28 years; Executive Director Bethlehem Homeowners Association (founder), 2 years; President , Bethlehem Soccer Club, co-founder (youth soccer), 3 years; Activist, City Council, Zoning Hearing Board, 2 years. RESPONSE: The major issue of this campaign is the complacency of most members of the current City Council to address the financial mismanagement, and the lack of ethics and integrity that exists within the current City administration. One of my solutions would be to introduce an ordinance that would compel the administration to report monthly, to the residents, the projected year-end financial deficit or surplus. Several of the current sitting members of City Council would like to become Mayor, yet they do nothing to impact the financial direction which the City is taking. I would rectify that with relentless pressure to properly manage the Citys resources. TONY SIMAO D.O.B.: 1976 EDUCATION: Freedom High School 1995, Bethlehem Vo-Tech. RESPONSE: The major issue is city finances and that takes an independent watchdog for city tax dollars, as when I previously served as Controller. Since I left, the city has financial problems that has led to deficits, which did not happen when I was Controller. I will also bring transparency back to the office. Allentown needs an independent watchdog that will work for them and not the Mayor. Democrat MARY ELLEN KOVAL www.kovalforcontroller.com D.O.B.: 1951 EDUCATION: Dieruff High School. Board Secretary, 2011-current.; Lehigh County Democratic Committee Person, 2005-2009; Treasurer, Bethlehem City Democratic Committee, 2007-2011. RESPONSE: Im a taxpayer and homeowner too, and I believe that we must balance the need to maintain our municipal services while recognizing the current economic realities facing taxpayers. Now is not the time to raise taxes, especially on our homeowners and seniors. Let me be clear on this pointwe need to find budget cuts and seek other sources of revenue without raising taxes-period. Our citizens deserve nothing less of me as a councilman. EDUCATION: Graduate Catasauqua 1968; US Navy. OCCUPATION: Business owner Schlegels Dry Cleaners. QUALIFICATIONS: Business owner 37 years, Catasauqua Shade Tree Commission member (Secretary & Vice Chairman), one of the original founders of the Suburban North YMCA, Building Director of Firemans Training Field Project, active in many aspects of Borough Government and have worked with most personnel in Borough Management. RESPONSE: Major issues are many, but to narrow it down to two. 1. MONEY Keeping expenditures in check and making everyone accountable who is spending it. I believe reasonable spending is the key, and being fair and accountable to our taxpayers is unquestionable. 2. Making Borough government user friendly. Many people now believe Borough Government is not user friendly. Meetings are unruly and the permit policy simply unfair. I aim to close the gap on people vs. Government and show a more simplified way of obtaining permits and overall working with Borough Government. BRIAN K. McKITTRICK D.O.B.: 1944 EDUCATION: Catasauqua High School 1963. OCCUPATION: Retired from County Of Lehigh 1999. Was Director Of 911/Comunications for 24 years. Before being elected to borough council served 8 years on Zoning Hearing Board, last four years as chairman of the board. RESPONSE: The building of a municipal complex, this has not been addressed for the last 30 years, in the last four years we made some progress on this goal, the borough needs to provide suitable housing for our fire department , police department and municipal offices. Police headquarters and municipal offices are too small, and the fire department is operating out of 1800s buildings. The borough has experienced damage to police department and borough offices do to water, because of apartments that exist on the floors above /// ROBERT ZAKOS JR. QUALIFICATIONS: Elected Catasauqua Borough Councilwoman in 2007; Chairwoman, Recreation Committee, 4 years; General Government, Public Utilities, Public Works, George Taylor House, and J4 Committees. RESPONSE: We have two major issues: (1) the need to provide proper housing of updated emergency service equipment. This will ensure that our borough residents have the Term: 4 years emergency services when they need it most. I am actively working to address this urgent need. (2) The revitalization of businesses and economic development within the Borough. As Councilwoman, with vision to our future, I am working to stimulate new business development and keep the vital businesses we have. TAMMY L. CAMERON D.O.B.: 1965 EDUCATION: B.S. Vice President Borough Council 2008 - present. RESPONSE: One major issue in our borough for many years is a need for a fire station. I intend to keep working toward that goal with the best interest of the taxpayers in mind. I will continue to investigate and evaluate opportunities to increase revenue and hold back expenditures in the borough. With vision we can make a proactive plan to grow our borough and replace revenue we have lost on properties acquired by the airport. DEB MELLISH D.O.B.: 1952 EDUCATION: East Brady H.S. QUALIFICATIONS: No prior public office. President Historic Catasauqua Preservation Association; Board Member Saucon Valley Conservancy; Leadership Lehigh Valley2008; Member AQ Visual Arts Board. RESPONSE: FLSchmidt/Fuller Property: Its always exciting when a town gets to reclaim its waterfront from its industrial past. This is an opportunity of a lifetime for Catasauqua to create a riverfront area that addresses our public facility needs, adds new tax base, and enhances downtown amenities. I dont believe that zoning alone is sufficient to make this happen and believe the borough needs to invest in its own future. OCCUPATION: BookkeeperRentschler Chevrolet Slatington1981-present, BookkeeperMueller Chevrolet1971-1981. QUALIFICATIONS: Resident of Slatington for over 30 years. RESPONSE: The major issue in the Borough of Slatington is the unjust way that the single homeowners are billed for the Water and Sewer. They are billed quarterly at a set rate for 8,000 gallons whether they use that amount or not. However, owners of apartment buildings are billed only one set rate not multiplied per apartment. Recently, we have been informed that apartments outnumber the single homes. If elected, this issue will be addressed as soon as possible in 2012. RESPONSE: Fiscal solvency must be restored in the Borough. I propose we realign charges for water and sewer for equality among homeowners, businesses and rental units. I would make the Ordinance Enforcement Officer a full time position and pursue violators of Borough Code, including blighted properties and apply fines and fees, as warranted. All vendors would be re-evaluated to make certain that we are getting the most value for our tax dollars. MEL GILDNER D.O.B.: 1946 EDUCATION: Attended Slatington High School. OCCUPATION: Retired. QUALIFICATIONS: Slatington Borough Resident. RESPONSE: The water and sewer rates are my major issue. When you have a building with 10 apts. in it paying a few dollars more than a single homeowner, that I feel is totally wrong. We are totally discriminating the single homeowners in the Borough. A 10 unit apt. should be paying 10 times the rate of a single homeowner to be fair. I will defend the single homeowners on this issue.

RESPONSE: The townships policy of deficit spending must be corrected to avoid imposition of a new property tax. Although the recession has forced most to do more with less, Lower Macungie has outspent revenues for three consecutive years and even greater spending is budgeted for 2012 despite an expected half-million dollar drop in income. Much of this spending results from increased demand for public services due to over development.

My vision is that we need to maintain a high quality of public education, and be conscientious stewards of the public money being spent. QUALIFICATIONS: Father, Daughter in District; 13 years Management Experience; Future Leaders Program, Lucent/Agere; Supervisory and Financial Management Training, 1996-present; EPLC School Board Candidate Workshop. RESPONSE: In the current economic climate, our responsibility is to provide highquality schools without placing undo burden on taxpayers. All spending should be evaluated by how it furthers the districts mission to provide a well-rounded education, one that includes challenging academics, music, art, and athletics. Good schools are made possible by responsible fiscal policy and benefit the entire community through higher property values and the economic opportunity that stems from an educated workforce. RESPONSE: Adequate funding is the issue. Less tax revenue, state cuts, and unfunded state mandates, endanger East Penn. Our teachers froze their wages. East Penns 2011 budget is less than last year. If the state diverts public funds to cyber schools, private schools, and underfunds public schools, teachers and programs will be cut next. The

QUALIFICATIONS: Member of Lehigh County Republican Committee 2005-2007; Member of the East Penn School Board 20072011; Executive Director of Pennsylvanians for Right to Work 2010-Present. RESPONSE: The major issues in this campaign are rising taxes, rising class sizes, and rising district debt. Taxes and debt are going up, ostensibly for the children. Unfortunately, parents are not seeing a return on their tax investment in the form of lower class sizes. The district needs to be more conservative with spending in order to give parents and taxpayers more bang for their buck and stop the trend of rising debt, taxes, and class sizes. RESPONSE: The major issue facing school boards today is the economy. Schools are being challenged to focus on student achievement and improve test scores with far fewer resources. The School District needs to seriously evaluate what serves the core educational mission of our schools and look for reductions and efficiencies wherever possible. We simply cannot continue to raise local taxes. We need to run a tight ship while maintaining our legacy of high achievement in education. RESPONSE: A major issue is the loss of local control through unfunded mandates that undermine the successful management of financial resources needed to deliver curriculum that meets the needs of our students. In attempting to fix failing schools, legislators on the state and federal level continue to mandate broad brush programs requiring successful school boards to cut valuable programs to fund meaningless mandates.
