JUDGE OF THE SUPERIOR COURT

Job Description The Superior Court is one of Pennsylvanias two statewide intermediate appellate courts. This court, which was established in 1895, reviews most of the civil and criminal cases that are appealed from the Courts of Common Pleas in the Commonwealths 67 counties. The Superior Court consists of 15 judges who serve 10-year terms. The president judge of Superior Court is elected to a five-year term by his or her colleagues. A huge volume of appeals flow to Superior Court from the trial courts. Generally, appeals are heard by panels of three judges sitting in Philadelphia, Harrisburg or Pittsburgh. The court often is the final arbiter of legal disputes. Although the Supreme Court may grant a petition for review of a Superior Court decision, most such petitions are denied and the ruling of the Superior Court stands. Term: 10 years Salary: $178,914

JUDGE OF THE COMMONWEALTH COURT

Job Description The Commonwealth Court is one of Pennsylvanias two statewide intermediate appellate courts. This court, which was established in 1968, is unlike any other state court in the nation. Its jurisdiction generally is limited to legal matters involving state and local government and regulatory agencies. Litigation typically focuses on such subjects as banking, insurance and utility regulation and laws affecting taxation, land use, elections, labor practices and workers compensation. Commonwealth Court also acts as a court of original jurisdication, or a trial court, when lawsuits are filed by or against the Commonwealth. The Commonwealth Court is made up of nine judges who serve 10-year terms. The president judge is chosen by his or her colleagues for a five-year term. The court generally decides cases in three-judge panels and sits in Philadelphia, Harrisburg and Pittsburgh. Term: 10 years Salary: $178,914

PENNSYLVANIA JUDICIAL RETENTION ELECTIONS

Judicial retention is a system of retaining judges for additional terms after they have been elected on a partisan, contested ballot. Previously elected incumbent candidates for justice or judge appear unopposed on the ballot. The only question confronting the voter is whether or not the judge should be retained. Our Reform Team will exert vigorous oversight on contracts and budgets, and firmly resist tax increases. ABSENTEE VOTING If you are unable to go to the polls in person, you may vote by absentee ballot. The deadline to apply for an absentee ballot is 4 p.m. on Tuesday, Nov. 1. The deadline for the ballot to be received by the Voter Registration Office is 5 p.m. on Friday, Nov. 4. To apply by mail, each absentee voter must complete the form and mail it to the County Voter Registration Office. You will receive an absentee ballot for your polling place. Allow at least 10 days for all steps to be completed, unless you apply in person. Any disabled voter having questions regarding the accessibility of a polling place should consult the county Board of Elections. WRITE-IN VOTING Information for write-in voting will be available at the polling place. ELECTION DAY PROBLEMS If your right to vote is challenged at the polls on Election Day and the problem cannot be resolved at the polling place, the judge of elections at the polling place should telephone the county Board of Elections. The problem could be resolved by phone if your name appears on the county records. If it does not and you want to try to resolve the problem, then you can go in person to the county Board of Elections where a judge from the Court of Common Pleas will be on duty to resolve election problems. Alternatively you can ask for and vote by provisional ballot. If it is later determined that you were eligible to vote, your ballot will be counted. You will be given instructions on how to determine if your vote was counted. IDENTIFICATION REQUIREMENTS FOR NEW VOTERS If you are a new voter or if you are voting at a polling place for the first time, then you must bring your voter ID card or a photo ID such as a drivers license, student ID or some other form of federal or state government issued ID. Some forms of non-photo ID are also acceptable such as a firearm permit, current utility bill, bank statement, paycheck, or government check. If you do not have any acceptable ID then you must be allowed to vote by provisional ballot. QUALIFICATIONS: Served as the Chief Fiscal Officer (CFO) for Northampton County 2006 to 2011; 25 years experience in the private sector; Served as the Finance Director of Charlottesville, VA. RESPONSE: This is a difficult time for many County residents. They have lost jobs, had their pay frozen or hours of work reduced. But, last year, Lehigh County raised our taxes by 16%! Republicans hold a majority of the seats on the County Commissioners. But, one Republican voted with four Democrat County Commissioners to cause the 16% tax increase. The team of Ott, Mazziotti and Scheller will end Republican excuses. BRAD OSBORNE South Whitehall Twp. www.electbrad.com D.O.B.: 1955 EDUCATION: Allentown Central Catholic; B.S. Im a local official who has never raised property taxes and a business professional who controls costs every day. As Commissioner, Ill push for intensive budget reviews to find savings and long-range planning to set priorities. Ill fight for zero-based budgeting that requires every department to justify every program, every year. Democrat GLORIA L. HAMM North Whitehall Twp. QUALIFICATIONS: Three years as Lehigh County Commissioner, chairing the human services committee. Over thirty years experience and leadership on many nonprofit boards, while working as RN in leadership roles at LVHHN. Active participation in all county human services departments. RESPONSE: The decrease of revenue with major cuts in state and federal support has caused much hardship in our county. Capital projects must be closely watched, since unfunded state mandates cannot be ignored. Maintaining our infrastructure, farmland preservation, Cedarbrook, and equal support for our most fragile citizens is a high priority for me. I support maintaining Cedarbrook, continued discussion on the Board of Health and continuing cost effective measures in our

RESPONSE: Fiscal responsibility excessive spending results in additional revenue needs and taxpayers do not want another 16% tax hike. They prefer at least 0% tax hike or tax cut or credit if possible, and if the Commissioners can pass a budget with enough expenditures to meet the urgent needs or requirements of Lehigh County without a tax hike then we all are better off in these trying economic times. To do this, Lehigh County must be fiscally responsible, learning to do more for taxpayers with less taxpayer dollars. We also need to support private sector job creation that pays family sustaining wages. Finally, we need to protect our communities. It is clear that Washington-style politics of gridlock and poor spending decisions cannot find their way into Lehigh County government. TIMOTHY S. RESPONSE: The major issues in this campaign are rising taxes, rising class sizes, and rising district debt. Taxes and debt are going up, ostensibly for the children. Unfortunately, parents are not seeing a return on their tax investment in the form of lower class sizes. The district needs to be more conservative with spending in order to give parents and taxpayers more bang for their buck and stop the trend of rising debt, taxes, and class sizes. In attempting to fix failing schools, legislators on the state and federal level continue to mandate broad brush programs requiring successful school boards to cut valuable programs to fund meaningless mandates. Cyber and Charter Schools they must be financially independent. These schools should not receive public school money to operate.
