Major Accomplishments & Experience in last 15 years

Developed vision to streamline the entire IT function for the US Navy. Established Navy- wide cross-functional processes for 32 separately budgeted organizations

Orchestrated and engaged all 24 of the Navy’s functional areas, multiple command organizations and levels, and reduced applications from 100,000 to 7,000 over a 2 year period

Consolidated and reduced networks and servers from 1300+ and 40,000+ down to 300 and 20,000, via Cyber Asset Reduction and Security (CARS) initiative personally developed, briefed and obtained Vice Chief of Naval Operations approval for an investment of over $200M for this year project, which standardized the security architecture for implementation across the Navy enterprise

Wrote the governance process for all Navy IT and established the IT Management Council, transitioning ship-based IT into a cloud computing environment, targeted for completion in 2020

Led the entire Navy towards the establishment of a critical network firewall policy, Virtual Private Network (VPN) policy, and implementation of a Public Key infrastructure (PKI) pilot

Directed and instigated the Department of Defense’s (DoD) development and implementation security demilitarized zones (DMZs) at the DoD’s network boundary to Internet, achieving a marked improvement in network security

Technical Lead in development of a Navy-consolidated single network roadmap to ensure seamless data/information sharing and transfer from ship and shore in both wired and wireless environments

Established the most secure network in the Navy which has provided 100% reliability for nearly two years to geographically dispersed bases, attaining well above 90% user satisfaction

Originated and implemented the plan to synchronize training, funding, procurement, and installation for Navy afloat and ashore IT, which was adopted by the US Navy to establish a critical mass of network capability with a $2+ billion investment for a 5-year period

Developed and sold the first comprehensive IT budget to CEO, at $120 million, maximizing the return on investment and contracting with industry leader to develop and deploy innovative business practices for the first time by the Navy

Continuously, concurrently managed multiple projects including consolidation and standardization of IT personnel and assets in excess of $100 million in the Oahu, Hawaii, San Diego, Pacific Northwest, and Yokosuka, Japan regions to provide connectivity, full network services and business applications to over 13,000 desktop seats

Managed a $65 million budget in the successful Y2K corrective action and testing of all PACLFT ashore and afloat activities. Singled out as the most effective and in-depth Y2K action throughout the Department of Defense, recording Zero operational problems in the year 2000 and awarded a Defense Meritorious Service Medal
