Jo Terwey lived her life from coast to coast but mostly in Minnesota

Jo Terwey, Long Prairie, is 95 years old this year. Her life has included riding to a one-room country school in a horse-drawn buggy, and living in a chicken coop. Her life has included riding to a one-room country school in a horse-drawn buggy, living in a chicken coop, earning credentials as a graduate dietician, living for a time in California and Pennsylvania, being a social worker for sixteen years, and raising ten children. Jo Terwey was born Josephine Zehnle in 1916. Her father, Johann Georg Zehnle, was born in the Baden Wurttemberg area of Germany in 1877, and came to America in 1893, when he was 15 years old, to avoid the compulsory military service that was required of all boys. He became known as John, and traveled to Todd County. He and his brother William, who came over in 1895, purchased a farm here. The U.S. Census of 1900 shows John and his brothers William and Rudolph living on a farm in Reynolds Township. A 1914 plat map shows the farm located in Section 16. About 1908, John Zehnle married Anna Maria Bous, whose parents Gottfried and Martha Bous lived near the Zehnle brothers in Reynolds Township. The Bous family had emigrated from Holland, first going to LeSueur County, and then to Todd County. John and Anna Zehnle had seven children, of which Josephine was the fifth born. Jo remembers going to St Marys School by horse and buggy in the spring and fall, with her brothers Herman and Joe, and her sister Gert. The family switched to the District 131 school when Jo was in the second grade, about 1923. Her Aunt Nellie Bous was her teacher there for three years. Jo and her brothers Lawrence and Arnold walked to the District 131 school. Every spring the school kids had to bring rakes and rake the school yard. After that, there was a school picnic which was a big community event, Jo remembers. The parents furnished the lunch and I faintly remember sack races and a few other games. Another big event for the school year was the Christmas program. Each kid got to speak a piece, be in a song or play, and Santa Claus gave each kid a bag of candy and nuts. States seat belt use at record high, but proper booster seat low
Minnesotas seat belt compliance rate continues to climb, reaching a record high of 92.7 percent, up slightly from 92.3 percent in 2010. However, proper use of booster seats is just 64 percent, according to observational surveys conducted by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety. DPS officials attribute the continued increase in seat belt use to awareness and enforcement of the states primary seat belt law, which became effective in June 2009. Since then, the number of unbelted deaths has dropped 10 percent, and the number of unbelted severe injuries has dropped 5 percent. This law allows law enforcement to stop and ticket unbelted drivers or passengers. A statewide seat belt enforcement campaign to increase belt use is on the roads through Oct. 27. This high belt use rate means more Minnesotans will survive crashes and families wont be torn apart by these preventable tragedies, says DPS Commissioner Mona Dohman. Our challenge is to encourage those who continue to put their lives at risk to buckle up. Seat belt use was 20 percent before the states seat belt law became effective in 1986, and the rate has steadily climbed ever since. Belt use was 74 percent a decade ago. Seat Belt Use Survey (Recorded belt use of 11,000 motorists in 37 counties during two weeks in August.)

Statewide seat belt use rate: 92.7 percent. Belt use rate by vehicle type: Van 96 percent; Car 94; SUV 92.5; Pickup 88. Pickup occupant belt use is historically low, but has improved (up from 81 percent five years ago). Belt use rate by gender: Females 95 percent; Males 90 percent. This gap continues to close; the primary belt law has influenced more males to buckle up. Five years ago, female belt use was 92 percent and the male rate was 84. Belt use rate by age: 65 and older 96 percent; 3064 93; 010 93; 1115 93; 1629 92. Teen/young adult use continues to improve, up from 84 percent five years ago. Booster Seat Use Survey (Recorded booster seat use of 3,759 children in 32 counties.) DPS measured booster seat use for the first time. Boosters are required by law in Minnesota and help adult seat belts fit children correctly. Boosters are for children once they have outgrown a forward-facing harnessed restraint (typically age 4 and 4060 pounds, depending on seats weight and height limitations). Children should remain in a booster until they are 4 feet 9 inches tall. Children properly restrained in a booster seat: 64 percent. Female caregivers more likely than males to put children in boosters. Lowest booster seat use among caregivers ages 1629 (50 percent). If the driver was not belted, then only 27 percent of the children were in a booster. The survey also reported 4.7 percent of drivers were using a hand-held phone while driving, translating to more than 17,000 drivers dialing and driving at a given time on Minnesota roads.

Department of Corrections pilots messaging program for offenders


The Minnesota Department of Corrections (DOC) is piloting a secure web-based messaging system for offenders at the Oak Park Heights (OPH) and Shakopee prisons. The 6-month pilot program will allow family and friends to send messages to offenders through a secure website hosted by Advanced Technologies Group. The message is sent from this site and delivered to the offender in paper form. The system is one way, so the offender must write back using a written letter and the mail system. Weve had instances where people have coated letters with drugs, said Mike Green discipline/mail room supervisor at OPH. Theyve employed many ingenious means to introduce contraband and coded messages into the prison. This system will be much more secure. The system is already used in the Federal Bureau of Prisons and several state corrections departments. Using a web-based system has a number of advantages. It reduces incoming mail which significantly lowers contraband introduced into the facilities and allows for better surveillance and monitoring of offender correspondence. Those wishing to send an offender a message, pay 30 per message which is less expensive and faster than sending a letter. To begin using the system, family and friends of offenders should go to www.corrlinks.com and establish an account. Following the 6-month pilot project, the DOC will evaluate the success of the program and determine if it is a good fit for all Minnesota Correctional Facilities.

The first ever Oktoberfest was held on October 12th 1810 and was organized for the public commemoration of the wedding of Crown Prince Ludwig (later King Ludwig I) and Princess Therese. Approximately 6 million people attend the festival each year, and it is growing every year. In addition, thousands celebrate the event elsewhere. Wies'n, the local name for Oktoberfest, is derived from Theresienwiese, the name of the field on which the festival is held. The name of the field is as old as the festival. On average a 1 liter beer at the festival, known as a stein, will cost 8.50 Euros (approximately $12). Today the biggest icon of the event is beer. But Beer was introduced to the festival only in 1880. This was also the first year a bratwurst producer was invited to the festival to provide food. The beers that the Munich breweries produce specially for Oktoberfest contain 4.5 percent alcohol. The largest official Oktoberfest celebration in the United States is held in Cincinnati, Ohio, and boasts over half a million visitors to their celebration every year. 2010 was the 200th anniversary of Oktoberfest. A horse race in historical costumes was held on the opening day, to remember the beginning and to commemorate the event.

I havent made this yet, but plan to this week. October is almost over, but there is still time for an Octoberfest meal. This sounds like just the ticket for a nice German supper, and all on a pizza crust. I have found lots of different ways to dress up a pizza crust lately, and so far have loved them all. Note: the recipe said to be sure and not omit the caraway seeds, they make the pizza. I have a recipe for Reuben pizza that also calls for caraway seed, and they are right--it wouldnt be the same without them.

German Oktoberfest Pizza


1 refrigerated pizza crust garlic salt to taste 2 T. butter 2 c. mashed potatoes 1 c. shredded cheese 1 t. caraway seeds 1 T. olive oil 1 lb. smoked sausage, cut in 1/4 circles 1 c. sauerkraut, rinsed and well drained

Place pizza crust on pizza pan or cookie sheet. Brush with olive oil and season with garlic salt. Bake at 425 for 8-10 minutes. Saute sausage in butter until browned. Spread mashed potatoes on baked crust. Top with sauerkraut, sausage, cheese and caraway seed. Bake 5-10 minutes, until cheese is melted.

A good understanding

I am never bored by watching and listening to this transition and am sometimes quite surprised. Such was the case Sunday when out of the timber break in the valley came four trumpeter swans. The huge and beautiful birds flew just above the dam and landed in the lake in front of me. My wife was attempting to sleep in, but the arrival of trumpeters is no time to sleep. I woke her up and we both went out to marvel at giant white swans. They appeared to be a family of four, a male, female, and two juvenile cygnets. The cygnets are almost as large as the parents but are more gray in color rather than pure white. One adult had a red collar but the numbers are worn to the point of being difficult to read. If read from the head down, I think it is 618. If the numbers are to be read the other direction, it would be 819. Im hoping one of my readers will be able to tell me about this swan. If so, email me at wscott@netins.net. We watched them glide gracefully across the lake while we enjoyed our morning coffee. A person can be forgiven for waking up their wife on Sunday morning if its to watch swans. Sunday afternoon is the time to check the trail cameras. Its a pleasant outing, driving around the woods in the Gator and giveing the dogs a good long run. We traveled a couple of miles and the dogs were beginning to wear down. Going down the hill toward Twin Sluices, as usual the Gator rattled and banged as we hit bumps. Leaves crunched and acorns popped while we rumbled down the trail. The dogs trotted ahead, casually checking the trail, but tired enough they didnt really want to hunt. To my left, I saw a flash of sunlight reflecting off something light colored, not thirty yards off the trail. Before we passed a group of trees that blocked my view, I was able to focus enough to determine the flash was off a huge set of antlers. I slammed on the brakes and told my wife the get her camera out of the glove compartment. As she tells the story, I may have told her to get the camera twelve times in thirty seconds. Something about two dogs, screeching brakes and a guy yelling Get the camera! seemed to have spooked the deer. He bounded off before we could get photographic proof. Even without the picture, we could not ask for a better day. Its great when we can enjoy nature together. Some guys would be in trouble for waking their wives early on Sunday morning or yelling at them to get the camera. Im fortunate to have a wife that understands about the outdoors.

A letter from the country


Dear friends, Im home again after a few days in Duluth. We left last Wednesday to attend a Bible Conference that is held there each year. We took off at 1 pm, leaving us plenty of time to stop at our friends house for supper and spend the first night of our trip; figuring this would leave us plenty of time as the first session didnt start until 6:30 pm. Well, between a very long detour because of roadwork on Hwy 210, near the intersection with Hwy 35, a bad traffic accident with many Cloquet Police vehicles, State Highway Patrol vehicles, ambulances, and a wrecker and tow truck on the scene, which slowed us down to a crawl for several miles, and then waiting at a train crossing with a train that made the ones that crawl through Staples look like speeding demons, we finally arrived at 5 pm. Im sure glad we started early!!! After a fantastic dinner of homemade chicken pot pie and a fabulous rhubarb cream cheese pie, we all headed over to the church for the beginning of the conference. It was great (it is every year, but this year really had a variety of subjects and speakers from all over.) Breakfast was furnished two mornings and lunch three days, so we had no lack of filling ourselves up on good food. We had dinner at our friends house a second night, went out for supper Friday and spent two nights at Kate and Gregs cabin with them, having a great breakfast (that I made) Saturday morning before heading back to Duluth. It was a very busy, informative, good time, and we came home Saturday afternoon totally exhausted. I was in bed by 7:30 pm--and slept until 8:30 am the next day, and took an hours nap in the afternoon. I headed for bed by 9:30 Sunday night too, but am back to my old self today, Monday. There was lots of work to catch up on Monday--as I expected. Taking a couple vacation days is great, but coming back is always git er done time. I usually am able to leave early Mondays when all the stuff I need to do is done by 1 pm or so, but this week I am working a few extra hours to get the paper finished. Oh well, thats ok, I will be taking a few more days off this week as I am having knee surgery on Wednesday. Im not looking forward to surgery, but as I have been in constant pain for the last five weeks or so, I am ready to have it done and get on the road to recovery. I plan to come to work a few hours on Friday, but will know more after Thursday. The Dr. said he didnt expect me to have much more pain than I am experiencing now, so should be able to be back at work quickly. I hate to use up vacation time recovering. On the other hand, spending time on the couch with a pillow under my leg, watching DVDs, reading, doing crossword puzzles, eating--hmmmm-kinda sounds like vacation after all. If I have good pain meds, I guess it wont be bad at all and I can just relax and enjoy myself. Limping out the door for the last time, I hope, Peggy

When temperatures are warm during the day and dont get very cool at night, deer move to feed only during the wee hours of the morning. The decreasing number of daylight hours causes the deer to grow their winter coats. If it isnt cold and theyre walking around with enough hair to protect them from a blizzard, it has to be miserable. I would sleep all day too if I had to go out bundled up for winter weather. I knew the deer wouldnt be moving, so I was sitting on the front porch watching the sun come up Sunday morning, rather than being in the timber like a respectable outdoors writer should be. Veterans History Project


Each year the students in the Judicial Recording program at Anoka Technical College partner with the Library of Congress in a project that collects, preserves, and makes accessible the personal accounts of American war veterans so that future generations may better understand the realities of war. This year will be the fourth year the college has participated in the Veterans History Project. On Saturday, November 12, 2011 volunteer students and working court reporters will be on campus between 1 and 4 p.m. to interview and record stories from veterans from World War II, The Korean War, The Vietnam War, The Afghanistan Conflict, Desert Storm, and The Iraqi War. Additionally, U.S. citizen civilians who were actively involved in supporting war efforts (such as war industry workers, USO workers, flight instructors, medical volunteers, etc.) are also invited to share their valuable stories. This free event brings American war veterans and citizens civilians together and ensures their sacrifices are not forgotten. Our hope is that many may be filled with the knowledge of how the United States of America became a great nation and why Americans have the privileges of freedom. By Coach Petermeier Browerville 7 - 14 - 15 - 6 = 42 Osakis 7 - 0 - 8 - 6 = 21 The Browerville Tigers and Osakis Silverstreaks, both sitting at 6 - 1, were geared up for another classic battle between both schools. Osakis received the opening kick-off, gained a first down and were forced to punt. The Tigers went to work on a 13 play drive and scored on a Ben Dreher five yard TD run. Trenton Wollenburg and Dreher had 10 of the 13 carries for 50 of the 64 yard drive. Osakis took the kick-off and had a drive that consisted of two big runs. A run for 16 yards by Cody Rupert and one by Mitchell Herzog for 35 yards got Osakis deep into Tiger territory. Two plays later the game was tied at 7 - 7. The Tigers received the kick-off and after one play from scrimmage the score was 13 - 7 as Ben Dreher ran into a pile, spun out of a tackle, then out sprinted everyone 66 yards for the TD (kick failed.) The Tiger defense was now fired up and played much better. A stop and punt and the Tigers were in business again. A long drive was stifled by a fumble on the 13 yard line. Again, the Tiger defense was stingy and forced a punt. The Tigers took advantage and put together a seven play scoring drive capped off by an 11 yard TD run for Dreher. The two-point run by Dreher was successful and the Tigers went to the bus at half ahead 21 - 7. The Tigers received the second half kick-off and had three runs of 3, 4, and 3. On the next play Dreher went untouched for 59 more yards and his fourth TD of the night. (Seth Kellens extra point kick was good) This is when Osakis started to win the line of scrimmage and have their way with the Tigers. The Silverstreaks went 60 yards on eight plays with runs of 20, 11, and 16. The Silverstreaks seemed to gain emotional momentum at this time. An onside kick recovery by offensive center Ryan Rickbeil gave the Tigers the ball at the 50 yard line. The Tigers offense put the game on their shoulders and pounded the ball down the field for a 50 yard TD. With Wollenburg and Kellen

doing most of the dirty work this drive, the Tigers scored on a Kellen one yard QB sneak. Osakis wasnt done yet as they again tried an onside kick. This time Kyle Petermeier was able to recover the bouncing ball and the Tigers drove the ball 50 yards to score on a 20 yard dash up the middle by Dreher. (his fifth of the game.) I would like to clear the air on what seemed to take place the last few minutes of the game. A Browerville player was flagged for a 15 yard un-sportsman like penalty for excessive verbal confrontation. This player by no means or in any sort said anything to any of the Osakis players or coaches. This player was taken out of the game after the flag. What had happened was our player was trying to gain the attention of another player from Browerville. The referee took this as our player getting in the face of the Osakis players and he was not! Both our player and the Osakis coaches and players confirmed this after the game. This was a very good high school football game played by two pretty darn good football teams and the emphasis should not have come down to the last few minutes of a very highly intense game by both teams. There were big plays made by both teams and the players were tackling and running with aggression and passion. That is how the game should be played. The Tigers rushed for 379 yards. Mitchel Heid rushed for 15 yards, Trenton Wollenburg gained 75, Seth Kellen gained 60 (1 TD) and Ben Dreher gained 229 yards and five TD's. On defense we gave up 68 yards in the first and three yards rushing in the second. The second half was a little different as Osakis pileed up 95 yards and 82 yards in the third and fourth quarter.

Tigers split two match ups


By Coach Irsfeld The Browerville Tigers finished their regular season this past week as they hosted the Staples-Motley Cardinals Monday and traveled to Swanville on Tuesday to take on the Bulldogs. The Tigers beat the Cardinals 3-0 (25-14, 25-17, 26-24). The Tigers had a balanced attack against the Cardinals. Our blocks were big and a majority of the time we kept the floor free of dropped balls. We scrambled a bit in the third game but we were able to pull back together and finish it. Ludwig had 15 kills, 17 digs, and 7 big blocks. Kruzel led our diggers with 19 as Makenna Hegseth added 17. Aksamit had 6 kills, Kruzel 5, and Haley Piotrowski 4. Katelyn Middendorf had 15 set assists as Teal Line had 14. The Tigers fell short on Tuesday as they were defeated by the Bulldogs 0-3 (21-25, 23-25, 23-25). Swanville came out swinging (literally) and we found ourselves constantly on the defense. We needed to attack but we continually tipped or just kept the ball in play with non-aggressive attacks. It's frustrating watching a team that you know can play at a level above what they are performing at . We just were not connecting. Swanville played well and deserved the victory. Aksamit and Ludwig each had 9 kills and 5 blocks. Kruzel had 7 kills. Middendorf had 11 set assists as Line had 10. Kruzel and Hegseth each had 19 digs as Ludwig had 16. On Monday we honored our four seniors, Rachel Perish, Abby Aksamit, Brianna Ludwig,and Megan Kruzel, as it was their last regular season match at home. A special thank you to these four seniors for their time, effort, and dedication to our program. The Tigers will begin play-offs this Thursday or Friday, depending on where they are seeded. Go Tigers!

Youth football wraps up successful season


The Browerville youth football program finished with a combined record of 14 wins and two losses. Thanks to those who set schedules, volunteer coaches and referees, and to parents for donations and helping with concessions. With all the help on Tuesday and Thursday evenings, and Saturday mornings, the program has been very successful.

Todd County Public Works On motion by Neumann and second by Kneisl, the following resolution was introduced and adopted by unanimous vote: TRANSFER OF EXCESS STATE AID MUNICIPAL CONSTRUCTION FUNDS TO STATE AID REGULAR CONSTRUCTION FUNDS RESOLVED, that the Todd County Board of Commissioners request that the Commissioner of Transportation transfer $200,567 from the Todd County Municipal State Aid Construction Fund Account, in excess of the two years apportionment, into the Todd County Regular State Aid Construction Fund Account. Todd County Ditch Authority On motion by Kneisl and second by Kircher, the following resolution was introduced and adopted by unanimous vote:

COUNTY DITCH INTEREST AND TIME FOR SPECIAL ASSESSMENT COLLECTION PAYABLE 2012 RESOLVED, that the County Board hereby sets the interest rate for County Ditch Assessment that are put on the 2012 tax rolls at 2% and spread over a five (5) year period for the assessments that have not been paid in full for County Ditch No.s 4, 16,19,20,31 and 41, for which letters have been sent and the due date for full payment has passed. On motion by Kneisl and second by Ruda, the following resolution was introduced and adopted by majority vote with Kircher voting against: A RESOLUTION AFFIRMING APPROVING AMENDMENT OF THE SOUTH COUNTRY HEALTH ALLIANCE JOINT POWERS AGREEMENT RESOLVED, by the Commissioners of Todd County, that this county approves the further amendment of the Fourth Amended Joint Powers Agreement of South Country Health Alliance, amending Sections 5 and 12.3 so that those respective sections will read as follows: (on file in the Administrators Office). On motion by Ruda and second by Kneisl, the following resolution was introduced and adopted by majority vote with Kircher voting against: A RESOLUTION AFFIRMING UNDERSTANDING OF THE COMMITMENTS IN THE SOUTH COUNTRY HEALTH ALLIANCE JOINT POWERS AGREEMENT RESOLVED, that this county reaffirms its commitment to the continued operation and success of South County Health Alliance, including meeting all applicable capitalization requirements of Minnesota law, at such time or times as required under that law. On motion by Neumann and second by Ruda, the following resolution was introduced and adopted by unanimous vote: A RESOLUTION ESTABLISHING A TODD COUNTY BOARD POLICY POSITION ON SOUTH COUNTRY HEALTH ALLIANCE OPERATIONS

RESOLVED, that the preceding is intended to start a collaborative discussion about the course of SCHA, the Todd County Board is primarily seeking establishment of a clear and widely supported short term plan of action that may include any or none of the suggestions, and that the Todd County Board of Commissioners reserves their right to alter their policy positions to align with an appropriately developed plan of action supported by the joint powers board. RESOLVED, that absent any action on the part of SCHA staff, or the SCHA Joint Powers Board which develops a clear and measurable short term plan for stability, the Todd County Board of Commissioners will likely execute their authority to release themselves from the joint powers agreement as of January 1, 2013. Todd County Administration Discussion was held on establishing the 2012 Budget Hearing date and time. On motion by Ruda and second by Kircher, it was agreed that the Budget Hearing date and time would be the evening of November 29 at 6 pm at the Main Street Government Center in Long Prairie and cancel the regular Commissioners meeting 12/6/2011. Discussion was held to change the November 1, 2011 Commissioners Meeting to the location at 200 1st St. Staples, MN and have a grand opening after the Board Meeting. On motion by Kneisl and second by Kircher the motion was approved by majority vote with Neumann voting against. Discussion was held to hold the first Commissioners retreat day to discuss the budget and market value credit November 1, 2011 at the Staples location and the second day at the Long Prairie location November 2, 2011. On motion by Kircher and second by Ruda the motion was approved by unanimous vote. On motion by Neumann and second by Ruda, the following motion was introduced and adopted by unanimous vote: To approve the budget amendment 2011-06 and authorize purchase of one new skidloader to replace existing skidloader at a price including trade in, not to exceed $20,000. Discussion was held for naming of the newly purchased building in Staples. It was decided to table until the next work session October 11, 2011. Administration is seeking guidance on providing inserts to TNT or Tax Statements. Also guidance on planning a meeting for other Todd County Local Government Units to attend to help understand tax impacts of MVC changes. Meeting is scheduled for October 27 at 9 am in the County Board Room. Notices will be sent to all home County LGUs, inviting them to send a delegation to the meeting if they choose. Administrators Report Administrator reported that a closing to finalize the purchase of the former NJPA building in Staples is scheduled. Financial reports for the end of the third quarter are available, after a brief review, finances appear to be in line with expectations.

Commissioners Report The Todd County Transfer Station will have free disposal of residential waste on October 6,7 and 8 from 8 am to 4:30 p.m. The AMC conference is set for December 5, 6 & 7, 2011. Discuss again at the work session. On a motion by Ruda and second by Neumann, the meeting was recessed at 11:16 a.m. until October 18, 2011. Sheriffs Report
On October 15, at approx. 1:04 pm, the Todd County Sheriff s Department responded to a two vehicle property damage accident at the intersection of County Road 22 and US 71 in the city of Eagle Bend. A Chevy Monte Carlo, driven by Shawn Hagen, Eagle Bend, was broadsided at the intersection by Shawn Onken, also of Eagle Bend. Both cars sustained minor to moderate damage and no injuries were reported. On October 16, at approx. 12:11 am, TCSO received a call from Jennifer Ahrendt reporting that Louis Thompson, rural Burtrum, was driving her GMC van and struck a deer on 315th Ave., north of 150th St.. The van received moderate front end damage. Thompson was not injured in the incident. At 12:50 pm, October 16, TCSO responded to a two vehicle accident on County 11. Wayne Prather, driving a 1981 Mack truck for Twin Eagle Dairy, was making a left turn into the dairy when a 2000 Chevrolet Impala, driven by David Heinen attempted to pass Prather. Prather did not see the the Heinen vehicle and the two collided. No one was injured in the accident. There was no damage to the truck and the Impala sustained moderate damage. On October 17, at approx. 7:38 pm, David Gorka reported he struck a deer on County 13. The 2001 Dodge Caravan sustained moderate damage to the right front area of the vehicle. No one was injured in the accident. At 3:47, October 17, TCSO received a call from Mikel Nelson reporting his son, Andrew Nelson, both from rural Burtrum, had lost control and rolled a 2002 Mercury Sable on 341st Ave. and 160th St. Nelson received minor injuries from the seatbelt; the car sustained moderate damage. On October 18, at approx. 7:59 pm, TCSO received a call from Dean Weber, rural Hewitt reporting that his wife, Lori Weber, was driving their 2005 Dodge Magnum southbound on County Road 73 by the intersection of 450th Street when a deer ran into the side of the car. Lori was not injured and the car received moderate damage to the drivers side front area. On October 21, at approx. 3:12 pm, TCSO responded to a one vehicle roll over on 141st Ave, south of State 27, Gordon Township. A 2004 Ford Explorer, driven by Brandon Hirsch, Alexandria, rolled after entering the ditch. Hirsch and his passenger were checked for injuries by Long Prairie Ambulance and released. The vehicle sustained severe damage. Long Prairie Ambulance and Osakis Rescue assisted at the scene. At 10:35 am, October 23, Frank Kuhlmann reported that his mailbox had been vandalized between 10 pm, Oct. 22 and 10 am, Oct. 23. Minnesota teens called on to create Buckle UpTV spots


100 TEENS KILLED IN LAST THREE YEARS, ONLY 39 BELTED Minnesota teenagers in grades 912 who produce 30-second TV public service announcements promoting seat belt use could win $1,000 and see their commercial air during the televised MTV Video Music Awards in 2012. The Buckle Up, Teens! TV Commercial Challenge contest is sponsored by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety and AAA Minnesota/Iowa. The deadline for entries is Monday, April 16, 2012. Rules and entry forms are online at ots.dps.mn.gov. The announcement of the contest comes during National Teen Driver Safety Week, Oct. 1722, and as Minnesota law enforcement agencies continue enhanced enforcement of unbelted drivers and passengers through Oct. 27. The contests finalists will be selected by DPS and AAA Minnesota/Iowa for a public online vote in May 2012. AAA Minnesota/Iowa will award first-, second- and third-place winners with $1,000, $600 and $400, respectively. We see solid belt use for kids up until about age 15, but once they start riding with their peers, belt use drops off, says Gordy Pehrson, DPS youth programs coordinator. This contest gives teens a chance to encourage their peers to belt up, and thats an effective inside way to communicate with this group.

Traffic crashes are the leading cause of death for teens in Minnesota due to driver inexperience, risk-taking behavior, distractions, nighttime driving, speeding and seat belt non-use. In Minnesota during 20082010, 100 teen vehicle occupants (ages 1319), were killed and only 39 were belted. Another 483 teens were seriously injured in crashes and only 229 were belted. AAA is dedicated to improving the safety of teen drivers, says Gail Weinholzer, director of Public Affairs, AAA Minnesota/Iowa. We believe that reaching out and involving teens can help make them responsible for their own safety. In 2011, the TV contest focused on the dangers of distracted driving. The winning spot, Football, was produced by Stillwater Area High School students. See all 2011 finalists at www.rockthebelt.org. To-date in 2011, there have been 268 traffic deaths compared to 328 at this time in 2010. Teen seat belt enforcement and education efforts are a component of the states core traffic safety initiative, Toward Zero Deaths (TZD). A primary vision of the TZD program is to create a safe driving culture in Minnesota in which motorists support a goal of zero road fatalities by practicing and promoting safe and smart driving behavior. TZD focuses on the application of four strategic areas to reduce crashes education, enforcement, engineering and emergency trauma response.

October 10: Richard L. Olson, Minneapolis, pled guilty to theft by swindle at an RU8 hearing. He was fined $135 and committed to the Commissioner of Corrections for 21 months. Restitution is reserved. October 13: Kelly S. Muellner, Alexandria, admitted violation of his probation at an evidentiary hearing. He was sentenced to 10 days and reinstated on the terms of his probation. October 17: Daniel D. Miller, unknown, appeared for an omnibus hearing on fifth degree drugs and giving a false name to a peace officer charges. A settlement conference was set for November 21. Dwight L. Kern, Sebeka, pled guilty to fifth degree drug charges an an omnibus hearing. A presentence investigation was ordered and sentencing scheduled for November 28. Danielle R. Jetty, Browerville, made her first court appearance on fourth degree drugs, fifth degree possession, and no insurance charges. An October 24 RU8 hearing was set. Karen J. Klinkhammer, Long Prairie, made her first court appearance on theft charges. A November 14 RU8 hearing was scheduled. Omar O. Hunter Walking Trails


Minnesota's primary grouse range features a number of hunter walking trails that wind their way through Wildlife Management Areas (WMAs), sometimes connecting with state forests and other public hunting lands. These trails, most of them with signs, provide comparatively easy access to areas where small game such as grouse and woodcock may abound. Many of the trails are gated, helping to prevent OHV access. Some have parking lots, while others simply have places to just pull off the road. Enhancements on the trails vary. Some feature clover planted along the trail, others have forest openings that tend to attract wildlife and some are mowed annually. Many of the trails follow the courses of old logging roads. Forests change over time as the succession of forest growth progresses. Because of this natural cycle, the forest along the trails and the wildlife that inhabit the area change with time. Use the walking trail tool to locate hunter walking trails. Simply select a county from the list and click on the trail name. The map will automatically zoom and the trail will appear marked in red.

ALWAYS ASK FIRST TO HUNT ON PRIVATE LAND No Excuse for Trespassing Always ask permission before entering private land. You need permission to hunt on agricultural land even if it is not posted. Trespassing is a misdemeanor. If convicted you could lose your license to hunt. All conservation and peace officers enforce trespass laws. Remember, your actions reflect on all hunters. Hunters and land owners do not always understand each other. As hunters, however we need to understand the landowner's situation and point of view. If

schoolhouse, like most schools in Todd County at that time. There was no electricity, so window light had to do, Jo wrote in a District 131 memory book compiled by her niece Jeanne Bous. There was no running water so an old out house had to do. There were no hot lunches so we carried lunch buckets. All grades were taught in one room. When Jo was a year old, Jos father John and his brother William divided the farm partnership. It was decided that John and his family would move out of the family home, and would build a new house on Johns half of the farm. So John and Anna and their four children moved into a spare building a former chicken coop on a neighbors farm, and lived there while John was building the new house. When my father moved us in to our new home when I was one year old we had the only home in the entire area that had an indoor bathroom and hot and cold running water. My father was proud to explain the system to anyone who might be building a new home, she said. When she was 10 or 11, Jo got her first job as a babysitter for her aunt. She wanted me to stay with her and watch her daughter in the summer. I stayed for eight weeks, until school started again. After elementary school, Jo attended Long Prairie High School and graduated in 1933. She said it was very unusual for anyone to attend high school in those days, especially girls. When she was 17 or 18, Jo got her next job, at the Blake Hotel in Alexandria. She worked as a nursemaid for a child. She was paid $5 a week, plus her room and board. She stayed in one of the resort cottages with other girls who were working there. Then she went on to college an unheard of thing for a woman. She attended St. Benedicts College in St Joseph, Minnesota, majoring in home economics and minoring in biology. She graduated in 1939. During the summers between her junior and senior year (1938), and after her senior year and before graduate school (1939), Jo went to New York City to do volunteer work in the slums. And then Jo did an even more unusual thing: she went to Philadelphia and enrolled in the Hahnemann Medical College and Hospital and studied to become a graduate dietician. She joined the American Dietetic Association and was a member for many years. Her class consisted of six women. After she graduated, she was hired and worked for a year as a staff member at Hahnemann. During the 1930s Depression, Jos brothers Herman, Joe, and Lawrence moved out west to find work. Through the assistance of their uncle Tony Bous, a master mechanic, who was working on construction of the Boulder Dam between Arizona and Nevada, now known as the Hoover Dam, the boys found work on the dam also. Jo said, Thousands of men were waiting for jobs there and Uncle Tony helped my brothers get work. They sent money home and helped our oldest sister Gert go into nurses training at St Josephs Hospital in St Paul. They also helped me with my expenses at St Bens. We all had ambition to go to school. In 1942, Jo moved to Mather Air Force Base near Sacramento, California, where pilots were trained. She lived in nurses quarters and worked at the hospital during World War II. Jo and her husband Leander Terwey, from Stearns County, who was known as Lee, were married in California in 1943. Lee was in the U.S. Army, and attended Officer Candidate School at Camp Hood. contingency fund the projected costs of courthouse renovation are $498,000 below the estimated figure given the commissioners by the architect last April. At that time, the architect estimated the renovation would cost $4,346,000. Current estimates to complete the project are $3,847,673. That does not include the anticipated $110,000 to put a steel roof on the courthouse. Commissioners have said they want a steel roof rather than the less expensive asphalt roof proposed by the architect. Bids for the roof will be let next spring. JENNIE-O WOOD SHAVINGS PLANT The twenty-six acre property in Long Prairie township that will house the new Jennie-O Turkey wood shavings plant received the go ahead to create a one lot plat for purposes of developing the land. Current owners of the land are David Patterson and Shannon OToole. Conditions of the plat include building a protective berm between the wetlands and the rest of the property. Commissioners also agreed to award a conditional use permit to Tes Ingebritson of Staples Township. Ingebritson will build a dog kennel for breeding standard poodles on her property. COUNTY HOUSING and REDEVELOPMENT AUTHORITY Eva Buhl, of Browerville, was reappointed to another five year term on the Board of Directors for the Todd County Housing and Redevelopment Authority. Commissioner Gerald Ruda said the Todd County Board of Commissioners should meet with the Housing and Redevelopment Board of Directors to discuss how the two boards could cooperate on economic development projects. County Administrator Nathan Burkett said the county board pays a per diem and mileage costs for the Housing and Redevelopment Board members to attend meetings. GAMBLING PERMITS Commissioners approved a five-year gambling permit for the Little Sauk Legion and a one-day gambling permit for Morrison County Habitat for Humanity. SAUK RIVER WATERSHED Holly Kovarik and Vernon Vangsness gave the Sauk River Watershed Districts annual report to the commissioners. Vangsness is a Todd County representative on the Districts Board of Managers. Kovarick is the Districts Administrator. Kovarick told commissioners the district is twenty-five years old this year. She said during those twenty-five years water quality has improved dramatically at the point where the Sauk River joins the Mississippi. She said phosphorus in the water near that point has been reduced by 50% to 75%. She said a primary reason for that reduction was the construction of the Melrose sewage processing facility. She also credited hundreds of landowner erosion and pollution prevention projects in the watershed in Todd, Stearns, Douglas, Pope, and Meeker counties. The District conducts numerous educational and environmental programs throughout the watershed. Todd County was named R.I.V.E.R Award winner last year for its work on shoreline restoration on Battle Point in Lake Osakis. Lake Osakis is the headwaters for the Sauk River. Kovarick said a public meeting will be held at Sauk Centre City Hall on Thursday, October 27 at 7 p.m. The purpose of the meeting will be to discuss the watershed wide comprehensive plan. BATTLE POINT PARK Commissioner Randy Neumann asked Sauk River Watershed District Administrator Holly Kovarick why the beach at Battle Point was only twenty feet long. He told Kovarick the master plan for the park called for a forty-foot beach. The master plan called for a forty-foot beach before the plan for shoreline restoration was drawn up, Neumann said. Kovarick agreed to visit with commissioners again to discuss the matter. She said Todd County would have to pay back part of the shoreline restoration grant money if they wanted to expand the beach. LAKE WOEBEGONE TRAIL County Administrator Nathan Burkett received approval to apply for a $60,000 grant from the state of Minnesota to do maintenance on the Lake Woebegone bicycle trail. Todd County is obliged to maintain its portion of the trail. The trail is in southwestern Todd County. TODD COUNTY FAIR Commissioners accepted the donation of a door lift for the Expo Building at the Todd County Fairgrounds. Les Levin made the donation and will do the installation. Commissioners thanked Levin for his generous donation. BILLS Commissioners paid $103,986.07 in bills. Among them was $6,051.41 to Northern Star Co-op for heating fuel for the public works shop, $4,800.00 to Studio E Architects, LLC to evaluate the former Eagle Valley High School for a possible county wide Senior Citizen Center, and $2,553.16 to Wolters Body Shop, of Long Prairie, to repair a Sheriff's squad car.

Jo and Lees first two boys, Joseph and William Terwey, were born in Army hospitals. After the war, Jo and Lee returned to Minnesota and moved onto the farm with her parents. John Zehne had lost his renter, so Lee Terwey and John Zehne ran the farm together. Jo and Lee had eight more children, for a total of ten. There were six boys and four girls. In the summer, one of their nephews stayed with them. Jo said, Our children learned to work. They had to help me. Lee got his breeding stock from St Johns University we milked Holsteins and we put as many kids through school as wanted to go. We grew corn, oats, and potatoes, and had a wonderful garden that my parents did the work for. I didnt garden but I did the canning and freezing. We had one big apple tree that provided us with enough apples for the whole year. We also had grapes. We butchered our own meat, and had eggs and chickens. Wed butcher the fryers and freeze them. They were so good. We had some pigs for a while, and some horses. My dad farmed with horses. He was older and he wouldnt think of having a tractor. For a short time, while the kids were little, Jo worked part-time for International Harvester doing freezer demonstrations. She traveled to homes with Don Gray, who worked part-time selling tractors for International Harvester. My girls all learned how to sew. Ann made her own wedding dress and I made all the bridesmaid dresses. Ann made suits for one of her teachers who was tall and had long arms, Jo said. Jo continued, I had 15 people to feed every day when the kids were growing up. The table was full. It was a lot of cooking. After the kids were grown, Jo was hired by Todd County Social Services where she worked for 16 years. I had to visit homes as a social worker. Those were good years, where Lee and I got to enjoy each other. We got the kids pushed out of the nest and that wasnt easy! Theyre all good kids, they all work hard and nobodys in jail. Jo retired from Todd County when she was 66. We stayed on the farm after my parents died, and built a new home, then sold the farm to our son Joe. Its a century farm that has been in our family for more than 100 years now. I lived in the new home on County Road 11, and spent 10 years there after Lee died in 1994. Then I moved into town in Long Prairie, into these apartments. Ive been here seven years. I could use an extra bedroom for my junk, and I need a sewing room. Jos daughter, Louise, died of breast cancer in 2008. She fought it for six years, Jo explained. My daughter Ann, a nurse, went to Texas to care for Louise and so Louise never had to go into a hospital. Ann is back at her home in Olivia, Minnesota. Louise was a teacher and taught at a school for young people who dropped out of high school. She was single. The school is building a new building in San Antonio, and will dedicate a room to Louise to honor what she did for those kids. My daughter Martha also lives in San Antonio, but she is moving back to Minneapolis soon. Jos son, Joe, is on the family farm, William lives in Chicago, and Carl lives in Little Falls. Her son Paul lives in St Cloud, Roger is in Hawaii, and George lives in Stillwater. There are 23 grandchildren and 13 great-grandchildren. Jo started quilting about 25 years ago. Years before, she and her mother Anna made quilts using old clothes. We made them to keep warm, not for their beauty. When Jo got back into quilting in the 1980s, her husband Lee would say, How can you sit there all night long and do that? Jo would quilt and Lee would read and watch TV until midnight. He made the quilt frame that Jo uses today. Currently, Jo is working on a postage stamp quilt. Jo has traveled a lot. She and her husband Lee visited all 50 states, sometimes for the reunions that his Army unit would hold each summer. Those were the best trips just the two of us. You go where you want to go and stop where you want to stop, she said. She has also been to Europe, Canada, and Mexico. She said, We used to take these bus trips where they arrange everything and you have no worries. We took those trips after I retired. This year, Jo and her daughters may go to San Antonio together. They usually go somewhere at Thanksgiving, but this year they may put off their trip until January or February. They enjoy getting together and spending time touring a place. Jo Terwey has had an interesting and varied life. She is in good health and enjoys her days. Jo visits her friends and relatives regularly and is a member of the Todd County Historical Society.
