EXECUTIVE PROGRAM OF SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION BETWEEN THE ITALIAN REPUBLIC AND THE REPUBLIC OF INDONESIA 2004-2007 Second Session of Italy Indonesia Joint Committee Rome, December 1 2, 2003

Based on art. 5 of the Agreement on Scientific and Technological Co-operation between Italy and Indonesia, which was signed in Jakarta on 20th October 1997, and came into force on 18th April 2000, the II Session of the Italian Indonesian Joint Committee was held in Rome on December 1st-2nd 2003 to examine the present state, further develop the scientific and technological cooperation between the two Countries, and define the new Executive Program for the years 20042007. The Italian delegation was led by Minister Mr. Lucio Alberto Savoia, Deputy Director General, General Directorate for Cultural Promotion and Co-operation, Ministry of Foreign Affairs. The Indonesian delegation was led by Mrs. Sriworo B. Harijono, Deputy Minister for Research Science and Technology Program, Ministry of Research and Technology. The members of the two delegations are given in Annex I. The following agenda was adopted: 1. Present state of scientific and technological co-operation 2. New Program of co-operation 3. Planning of future meetings The institutions in charge of the co-ordination and the realisation of the present Program are: For the Italian side: Ministry of Foreign Affairs, General Directorate for Cultural Promotion and Co-operation. For the Indonesian side: Ministry of Research and Technology.

1. Present state of scientific and technological co-operation The two parties have agreed to recognise the growing importance of science and technology for the economic, social and cultural development of the two Countries. The parties are pleased to underline: 1. The role of the Italian Embassy in Jakarta, especially in its active coordination and continuous support of the bilateral scientific and technological cooperation; 2. The favourable trend in scientific relations between the two countries and their satisfaction with

the Agreements and Protocols for the scientific and technological cooperation between Indonesia and Italy signed between the concerned institutions of both countries and implemented in the period 2001-2003. Similar bilateral Agreements in areas of common interest will be further encouraged by both parties. 3. The success of several bilateral scientific seminars in research fields of common interest. The list of activities implemented within the previous Executive Program for scientific and technological cooperation between Indonesia and Italy 2001-2003 is presented in Annex II. The Indonesian party acknowledges its satisfaction with the fellowships offered by the Italian party to Indonesian scientists within the framework of the previous Executive Program. The two parties also acknowledge the strong cooperation built on the Previous Executive Program, noting also that some activities are still continuing under different schemes. Moreover, some of the activities were also submitted as specific proposals within the European Union Program in order to get funding. Therefore, the two parties encourage the continuation in the future of other projects under the previous Executive Program. The two parties, considering the good relationships between the two Countries, have stressed the need to develop and further the co-operation in the fields of science and technology. The Italian party acknowledges a strengthened co-operation between the Ministry of Research and Technology of Indonesia and the International Centre for Science and High Technology United Nations Industrial Development Organisation (ICS-UNIDO) of Trieste (Italy) and encourages the signing of an Intent of Joint Co-operation.

2. New Program of co-operation for the years 2004-2007 In the period August 20th - September 30th 2003 a joint call for proposals has been launched to collect bilateral projects in the following priority areas: a) Energy and New Energy Sources, Fuel Cells, and High Energy Physics; b) Appropriate Technologies for Small and Medium Enterprises Development, Incubator Technology Centre; c) Emerging Technologies (Laser Technology, Robotics, Nano-Technologies) and New Materials; d) Information and Communication Technology; e) Air-spatial Sector, Space Science and Technology; f) Physics and Astrophysics; g) Biotechnology, Agriculture and Food; h) Earth and Marine Sciences, and Environment Preservation; i) Medicine and Health (including Genomic and Neuroscience); j) Quality Assessment, Standardisation and Certification, and IPR; k) Archaeology, Monument Building Preservation and Restoring. A total number of 19 proposals have been received by the Italian side. A total number of 33 proposals have been received by the Indonesian side. However, only 19 project proposals were received in both Countries. The two Parties, in deciding which projects should be given priority financial support, have agreed on the following criteria: scientific relevance of the project; impact on the bilateral S&T relat ions; potentialities for creating R&D;

Based on these criteria 17 projects have been selected to be granted financial support for the exchange of researchers. The list of the selected projects is given in Annex III. The administrative and financial provisions for the implementation of the Program are given in Annex IV. The Italian party will consider granting a financial contribution to significant bilateral research projects. A preliminary list of such projects is given in Annex V. Financial support will be granted upon evaluation of the applications to be submitted according to indications that will be given by the Italian side. In addition to the above projects, the parties agree that previous joint seminars, symposia, workshops and lectures have contributed significantly to the cooperation between the two countries, and therefore see favourably the implementation of such joint seminars, symposia, workshops and lectures in the future. For 2004, both parties express their interest in: 1) Round Table on "Eco-Hydrology: River Load and eutrophication" The event will be organized in collaboration with Istituto di Ricerca sulle Acque (IRSA-CNR), the Indonesian Ministry for Research and Technology, the Indonesian Institute of Science (LIPI) and the International Hydrological Programme (IHP) -UNESCO in Jakarta. 2) Indonesian-Italian Workshop on Information Communication Technologies: Knowledge management and Service Oriented Computing The workshop will be organized in collaboration with the "Centro per la Ricerca Scientifica e Tecnologica di Trento" and the University of Trento and with the Indonesian Ministry for Research and Technology, Universitas Indonesia (Jakarta) and Institut of Technology of Bandung. 3) Indonesian-Italian Workshop on Wood research and industrial needs for the forestrywood sector The workshop will be organized in collaboration with the Istituto per la Valorizzazione del Legno e delle Specie Arboree (IVALSA-CNR), The Italian Trade Commission in Jakarta (ICE) and with the Indonesian Ministry for Research and Technology, the Agency for the Assessment and Application of Technology-BPPT, and the Indonesia Furniture Industry & Handicraft Association. 4) Round table on "Improving the Indonesian-Italian Co-operation through the Participation to European Union Programs on Research and Technology" The Round table will be organized in collaboration with the Italian Ministry for Education, University and Research (MIUR), ENEA and with the Indonesian Ministry for Research and Technology .

3. Planning of future meetings The two parties have agreed that, in order to define the Program of co-operation for the years 2008-2011, the next session of the Joint Committee will be held in Jakarta. Details about the date will be agreed upon through diplomatic channels. All initiatives foreseen in this Program will be carried out within the limits of the budgets and according to the rules prevailing in each Country.

Any amendment to the text of this Program has to be authorised by the competent Ministries and carried out through diplomatic channels. The present Program for the years 2004-2007 will remain into force until the signature of the next one, but no longer than one year after its expiration. The present document, including the Annexes 1,2,3,4,5 which are an integral part of it, has been drawn up in Rome, on December 2nd 2003, in two originals in English language, both texts being valid.

Annex IV:Administrative and Financial Provisions Financial Provisions for implementing the joint research projects listed in Annex 2 under the II Italian-Indonesia Executive Program of S&T Co-operation for the period 20042007.

The financed projects of the present Program are exclusively mentioned in the Annex 3. For each project listed in Annex 3 will be financed yearly 1 short term stay (10 days) or 1 long term stay (1 or 2 months). Only researchers with nationality of the two parties will be entitled to the exchange. The travel expenses between the two capitals shall be borne by the sending party, while the receiving party shall bear the expenses of lodging and bording by means of an all inclusive cash allowance. The host party shall provide medical insurance coverage, on the basis of the rules in force in each Country, against accidents and illnesss, excluding already existing and chronic diseases. The researchers have to submit to the host Country, within 30 days after finishing their research, a final report on the activities of study carried out. The report should be co-signed by both the Indonesian and Italian researchers involved in the joint project.

STAY OF INDONESIAN RESEARCHERS IN ITALY

The Italian Party will finance, yearly, for each project listed in Annex 3, 1 short term stay (10 days) or 1 long term stay (1 or 2 months). The application for both long and short term research stays shall be made exclusively through diplomatic channels, no less than two months before their beginning, to the Office V General Directorate for Cultural Promotion and Co-operation of the Italian Ministry of Foreign Affairs. The application concerning the research stay period shall be completed with the following documents, in two copies: 1) Letter of engagement of the host Institution; 2) Application Form undersigned by the Indonesian researcher comprehensive of personal and professional applicant data, title and approved list number of the research project, date and length of the visit, list of the institutes to visit (2 original application forms); the Application Form is available at following address: http://www.esteri.it/polestera/dgpcc/index.htm Attivit Scientifiche, Mobilit dei ricercatori , stranieri. 3) Detailed work program; 4) Curriculum Vitae of the researcher; 5) Letter of appointment by the head of the project (if the head of the project is not travelling in person). The above mentioned application shall be completed with a declaration, in which the researcher commits himself/herself: - to respect the indicated period of visit; - not to receive retributions by other International Organisations or Corporations during his/her stay; - not to change work program, destination and not to depart from Italy without authorisation; - to present, at the end of his/her research, a final report on the activities carried out; - to transmit to the INA Assitalia, Lungotevere Flaminio 34, 00196 Roma, notice of any accidents and/or illness which may have occurred in Italy for insurance purpose. Cancellations, unless seriously documented, shall prevent the hosting Party from accepting further applications for related missions. In order to cover the necessary insurance cost for the Indonesian researchers during their stay in Italy, each researcher is requested to send to the Italian Party (General Directorate for Cultural Promotion and Co-operation - Office V, Italian Ministry of Foreign Affairs. Fax n.: --3906 36917121) a fax on the first day of arrival at the Italian Scientific Institution to notify his/her presence in Italy. The Italian Party shall provide 1300,00 Euro per month for long term stays (1 or 2 months) and 93,00 Euro per day for short term stays (10 days). The above amounts shall be paid to the Indonesian researchers entirely at their arrival in Italy. Indonesian researchers can receive the payments at the Italian Ministry of Foreign Affairs or at the nearest Provincial Treasury (Local Branch of the Banca dItalia). The preferred place of payment will be indicated in the Application Form.

STAY OF ITALIAN RESEARCHERS IN INDONESIA The Indonesian Party will finance, yearly, for each project listed in Annex 3, up to two short term stay (10 days). The application for the short term research stays shall be made exclusively through diplomatic channels, no less than two months before their beginning, to the Deputy Minister for Research, Science and Technology Program, cq Asistant to the Deputy Minister for International Research, Science and Technology Cooperation.

The application concerning the research stay period shall be completed with the following documents, in two copies: 1. Letter of engagement of the host Institution; Application Form undersigned by the Italian researcher comprehensive of personal and professional applicant data, title and approved list number of the research project, date and length of the visit, list of the institutes to visit (2 original application forms); the application form is available by request via fax to 62 21 3101728 or by email to kodijat@ristek.go.id 2. Detailed work program; 3. Curriculum Vitae of the researcher; 4. Letter of appointment by the head of the project (if the head of the project is not travelling in person). The Indonesian Party shall provide hospitality (hotel accommodation, local transportation and meal) for the Italian researchers while in Indonesia. JOURNEY OF ITALIAN RESEARCHERS TRAVELLING TO INDONESIA Italian researchers willing to travel to Indonesia for stays at the local Institutions, must present, two months in advance the departure date, a formal application to the Italian Ministry of Foreign Affairs, Direzione Generale per la Promozione e la Cooperazione Culturale, Ufficio V, Piazzale della Farnesina 1, 00194 Roma. The Italian party will pay travelling expenses in economic class only.
