MAYORSCOMPREHENSIVESECURITYPLAN: MAKINGASAFELAXTHEMOSTSECUREINITSCLASS

Tostayonthecuttingedgeofbestpracticesinairportsecurity,theMayortaskedthe BlueRibbonPanelonAirportSecuritywithconductinganindependent,comprehensive reviewofsecurityatLAX.ThevastmajorityofthePanelsrecommendationshavebeen implementedorarecurrentlyinprogress.TofurtherimprovesecurityatLAXand addressallviablerecommendationsinthereport,theMayorcreatedthefollowingten pointsecurityplan.

Step1:Finetunepublicsafetyandcounterterrorismefforts
LAWAwillestablishaDeputyExecutiveDirectorforLawEnforcementandHomeland SecuritywhowillreportdirectlytotheLAWAExecutiveDirector,overseeairportlaw enforcementoperations,andliaisewithLAFD.TheChiefofLAWAPDwillreportdirectly totheDeputyExecutiveDirector,LawEnforcementandHomelandSecurity. LAWAPDwillupdateitsStrategicPlan.LAWAPDwillhaveanupdatedStrategicPlanto defineitsuniquemissionmoreclearlyandestablishitspriorities. ThemissionstatementoftheLAWAPDwillclearlyarticulatethepreventionofterrorism asitshighestpriority. LAWAPDwillconductatoptobottomreviewofitsallocationandutilizationof resourcestoensureoptimalfocusonitsprioritymissionofthepreventionofterrorism. LAWAPDwillestablishamorerobustdeploymentofuniformedofficersonfootpatrolat thepassengerterminalsandotherpublicareasinordertofostervisibledeterrenceand enhancedinteractionwiththepublicandLAXstakeholders. AllpublicsafetyentitiesattheairportwillmeetregularlythroughtheAirportSecurity AdvisoryCommitteeandothersecurityandintelligencerelatedmeetings. LAWAPDwillsupportoftheTerrorismLiaisonOfficer(TLO)Programbyactively recruiting,selectingandsendingappropriatepersonneltoTLOtraining. LAWAwillsupporttheiWatch.organdSeeSomething,SaySomethingprogramsto keeptheprivatesectorbusinessesandprivatecitizensatLAXonthealertforsuspicious activityandhowtoreportsuchobservations.

Step2:Improveandupdatetheairportsclosedcircuittelevision(CCTV) camerasystem
LAXsvideonetworkwillberevampedwithanew$36millionCCTVvideomanagement andstoragesystem.Severalthousandcameraswillreplaceand/oraddtotheexisting camerasystem.CCTVisanessentialneedattheairport.Itcanactasaforcemultiplier allowingmoreeyesonpublicandsecureareaoftheairport,suchasticketing,baggage, cargo,androadways.

Step3:EnhancecollaborationbetweenLAPDandLAWAPD
TheLAWAPDandLAPDcommandstaffswillregularlymeettoimprovecommunications andcooperationandtobuildandstrengthenrelationships. LAWAPDandLAPDwillupdatethe2006MemorandumofAgreementtoreflectthe currentdeploymentsandallocationofresponsibilities. LAPDwillinviteLAWAPDofficerstoattendthemonthlyCOMPSTATinspectionsofthe LAPDsPacificareaandLAWAPDshouldparticipate. LAWAPDandLAPDwilljointlydeployatLAX. LAWAPDandLAPDwillworktogetheroncrimesuppressiontaskforces,andencourage furtherjointoperationstodevelopcloserworkingrelations,andprovideLAWAPD opportunitiestogainadditionallawenforcementexperiencesinadditiontoairport securityduties. LAWAPDEmergencyServicesUnit(ESU)willenterintoaMemorandumof UnderstandingwithLAPDSWATandFBISWATthatwillclarifyESUsuniquemissionand responsibilities. LAWAPDEmergencyServicesUnitofficerswillregularlytrainwithLAPDSWATand/or FBISWAT.

Step4:Updateemergencymanagementprocedures

LAWAwillestablishaDirectorofEmergencyPreparednesswhowilldirectLAWA EmergencyManagementindeveloping,administeringandcoordinatingemergency preparednessandresponseforallairportswithintheLosAngelesWorldAirports.

LAWAwillissueaRFPforemergencyplanwritingandthedevelopmentofa comprehensiveemergencymanagementprogram.

Step5:Improvephysicalsecurityattheairport
LAWAwillcompletetheupgradedperimeterfenceprojectwiththePhase4,$4,723,789 projectthatwillsurroundtheentireairport. LAWAwilladdaperimeterintrusiondetectionsystemtotheupgradedperimeterfence. Thiswouldaddsensorsandalarmcapabilitiestotheexistingfence,anddevelop appropriateresponseprotocols. LAWAwillassessallexistinghydraulicbarriersattheaccessgatestotheairfieldto preventpenetrationontotheairfield. LAWAwillassessthecurbsidebollardplanaroundtheCTAand,totheextentpossible, addbollardswhereneeded.

Step6:Buildacomprehensivepublicsafetyfacility

LAWAwillbuildanewfacilityfortheLAWAPD,whoarenowdispersedinmany buildingsthroughouttheairport.

Step7:Continuedfocusonfireandsafetyoperations
LAWAandLAFDwillworktogethertorefineandimprovefiresafety. LAWAandLAFDwillestablishaLAFDAssistantChiefpositiontoserveastheliaisonfor allLAFDrelatedissueswithLAWAandtobetheprimarypointofcontactbetweenLAFD andLAWA. LAWAandLAFDwilldevelopspecificationsforandpurchaseacceptablereplacement ARFFvehicles. LAWAwilldevelopareplacementplantobringallthefire/smokealarmsuptocurrent standardssoastofacilitateacentrallymonitoredandcontrolledenvironment. FireinspectorswillhaveaccesstoallfacilitiesinLAXatalltimes.

Step8:Continuedfocusoninformationtechnologysecurityinnovation.
TheLAWAITGroupwillliaisewithInformationSecurityofficialsatotherairportswithin theregion.

Step9:Improveinternal/externalcommunication
LAWAwillredefineitscommunicationsstrategytocombatthelowawarenessof improvementsatLAX.LAWAwillcreatetwonewpositionsonethatwilldirect externalaffairsandanothertodirectpublicandmediarelations.

Step10:Coordinatewithpartneragenciesandentitiesattheairport
AllpublicsafetyentitiesattheairportwillmeetregularlythroughtheAirportSecurity AdvisoryCommitteeandothersecurityandintelligencerelatedmeetings. PrivatesectorcompaniespresentatLAXwillbepartoftheASACandtheirinput regardingsecuritymattersimpactingLAXshouldbesolicitedandconsidered. Privatesectorstakeholderswillbeinvolvedinapublic/privatepartnershipfor counterterrorismsecurity.
