Plant Biotechnology Plant biotechnology is one of the significant key technologies in Saxony-Anhalt. We can rely on internationally well-known, successfully operating research institutes and innovative research companies that have competencies in plant genetics, plant biochemistry and breeding research. The networks, which are up and running in the different centres, are also examples for an encouraging development. The centres can look back on a long and impressive experience in the establishment of an innovative growth industry. The positive image of the plant biotechnology location shall be further promoted by the development of an innovation and competence centre with international attraction. In particular, the SaxonyAnhalt Government gives positive support to the construction of the BioPark in Gatersleben. As of 2005, the first national and international research biotechnology companies will move into up-to-date business and laboratory areas facilitated by greenhouses and open-land areas.

Preface
Biotechnology Strategy In the year 2002, the Government of Saxony-Anhalt launched the Biotechnology Strategy. Its aim is to harness this branchs large growth potentials for the economic development of Saxony-Anhalt. Research and development, training and qualification and the establishment of companies play a significant role in addition to conventional location factors. The Biotechnology Strategy rests upon a wide consensus in the legislative assembly of Saxony-Anhalt. The aim is not only to strengthen research and development but also to enable production by closing the value creation chain in the branch.

Region Central Germany We also turn our attention to the numerous synergies arising from the cooperation with the neighboring Free States of Saxony and Thuringia. The economic region of Central Germany offers excellent conditions for economic success through utilization of synergies. Chances and competencies can be raised and complement one another. Thus win-win solutions arise, which will contribute to the economic development of Central Germany in the field of biotechnology. The publication at hand will illustrate our efforts regarding the development of innovations and competencies of international attraction.

From Tradition to Since the unification of Germany in 1990, the Land of Innovation Saxony-Anhalt has experienced a huge development of its entrepreneurial and scientific locations. The focus shifted from traditional to innovative capabilities. Saxony-Anhalt is rich in art and culture, science and education, natural beauty, tourism and infrastructure. It owns four UNESCO World Heritage sites (e.g. the locations in the town of Wittenberg, where Martin Luthers reformation work began and in Eisleben, where the great reformer was born and died, as well as the DessauWrlitz Gardens). During the baroque period famous composers formed the landscape of classical music in Germany (e.g. Georg Friedrich Hndel, Johann Sebastian Bach). Well-known scientists like Otto von Guericke, poets and philosophers have also made their mark here.

Excellent Conditions The change from tradition to innovation is possible because of the outstanding geographic, economic, scientific and social conditions. Saxony-Anhalt is situated in the middle of Germany, which is a significant advantage for business. The traffic system is one of the densest and most efficient in Germany with top linking to international traffic systems (e.g. highways A9 Munich-Berlin; A2 Hannover-Berlin; A14 Magdeburg-Halle). For regional and business traffic SaxonyAnhalt can rely on one international airport (Leipzig/Halle) and five Business Airports throughout the Land.

Tradition and Innovation: An Overview


Scientific Community The highly-qualified scientific community is placed closely to the biotechnology locations of Saxony-Anhalt. Two universities and two universities of applied science, together with more than 9 outstanding research institutes (Max Planck, Frauenhofer and Leibniz institutes) in the correspondent biotechnology centres form the basis for excellent research and innovative capabilities. Regional, internationally perceived operating networks care for an efficient exchange of information between all stakeholders and for the continuous improvement of co-operation. The regional potential of highly-qualified and motivated personnel provides excellent human resources. In comparison to other national biotechnology clusters the marginal costs of manpower are relatively small. A regional training network, in accordance with the Biotechnology Strategy of the Government of Saxony-Anhalt, will further improve the supply of, amongst others, chemical/biological laboratory assistants. Biotechnology Strategy The availability of up-to-date business and laboratory areas with low rental fees ensure favourable conditions for the choice of location. The access to VC and state funding is guaranteed by competent partners. These excellent conditions for innovative start-ups will be facilitated and encouraged by the political commitment of the governments Biotechnology Strategy implemented in 2002. One of the aims is to close the value creation chains in the corresponding biotechnology centres. It creates credibility and security to resident and future biotechnology companies and research institutes.

Core Competencies in Plant Biotechnology is one of the important core centres of Saxony-Anhalt excellence in Saxony-Anhalt. Especially the Nordharz / Brde region is regarded as the birthplace of modern plant breeding in Germany. Favourable conditions and fertile soils created the basis upon which a plant breeding industry with a worldwide reputation was able to develop in this area 100 years ago.

Besides the city of Halle (Saale), Gatersleben, nearby the capital Magdeburg, is the centre of plant breeding in SaxonyAnhalt and in Germany. More than 1.000 employees are located in this region, around 460 of them at the Leibniz Institute of Plant Genetics and Crop Plant Research (IPK). Further, the Leibniz Institute of Plant Biochemistry in Halle (Saale) and the Federal Centre for Breeding Research on Cultivated Plants in Quedlinburg form the basis for excellent research. On this basis and because of the support of the Biotechnology Strategy provided by the Government of Saxony-Anhalt innovative and young research companies have grown up in the past years. Located seed breeders and production companies help to close the value creation chain.

Plant biotechnology impetus for the future of AscherslebenStassfurt. The decision to establish the biotechnology park at Gatersleben constitutes another milestone along with the construction of the biotech new business centre and a close linkup with the InnoPlanta network. The centre for green biotechnology in Saxony-Anhalt is exemplified by the Institute of Plant Genetics and Crop Plant Research (IPK) in Gatersleben, in close proximity to the Federal Centre for Breeding Research on Cultivated Plants (BAZ) and the biotechnology companies. The administrative district of Aschersleben-Stassfurt and the State of Saxony-Anhalt are setting the course for further successful development. The Central German region (comprised of the Free States of Thuringia and Saxony and the State of Saxony-Anhalt) has a clear and distinctive profile and essential core competencies with respect to its biotechnology sector. With over 130 biotechnology and over 10 big pharmaceutical companies the region can rest upon an impressive development in this sector since the BioRegion competition by the Federal Ministry of Education and Research (BMBF) Germany in 1996. Various Small and Medium-sized companies of the production industry are located in the Central German region, which are essential partners for young and innovative biotech companies, when it comes to completing the value creation chain. The scientific community is rich in Universities (11), Universities of Applied Sciences (31) and renowned R&D institutions (8 Max Planck institutes, 9 Leibniz institutes and 5 Frauenhofer institutes, 2 HGF-institutes) with know-how in Life Sciences. In terms of plant biotechnology the Leibniz Institute of Plant Genetics and Crop Plant Research (IPK), the Leibniz Institute of Plant Biochemistry (IPB) and the Federal Centre for Breeding Research on Cultivated Plants (BAZ) are located in Saxony-Anhalt besides the Max Planck Institute of Chemical Ecology in Jena (Thuringia) and the Max Planck Institute of Molecular Plant Physiology in Golm (Brandenburg). 7 incubators with total lab space of around 60.000 m2 and state-of-theart equipment guarantee an excellent infrastructure and service. The additional construction of BioParks will meet further space capacity needs (e.g. Biopark Gatersleben, Biotech Performance Park Leuna).

Synergies in the Central German Region


Appropriate funds are as always a major bottle neck for bringing good ideas on the market. But the more attractive the region the easier it is to attract investments from VC companies. 13 Venture Capital companies (e.g. IBG Beteiligungsgesellschaft Sachsen-Anhalt mbH, SachsenLB Corporate Finance Holding GmbH (Saxony), Deutsche Effecten- und Wechsel-Beteiligungsgesellschaft AG (Thuringia)) contribute to a sustainable economic development of the biotechnology sector. Finally, the economic region is encouraged by numerous Government funding programs and instruments in the respective region. However, backing efforts are necessary in promoting the development of the location and further investment incentives in the biotechnology sector. For that purpose the three networks BIO Mitteldeutschland GmbH BioRegio Jena e.V. and biosaxony have developed common projects within the Biotech Cluster Central Germany. Our major goal is that companies and researchers feel comfortable and that they find a climate in which they will develop and grow sustainable. Successful companies told us: To make a region attractive we have to link all related partners of the value creation chain including companies, research and other institutions. Therefore our major focus is in cooperation with the above mentioned networks to support all processes, which will lead to a stronger interlink and expansion of core competencies from different companies and networks. The decision on how to invest is influenced by the kind of qualified personnel. We are therefore focusing our attention on a reinforcement of education and qualification. The University of Applied Sciences Anhalt for example is developing a Master/Bachelor Program Biotechnology with a focus on plant biotechnology. We are strongly committed to further push the biotechnology sector in the Central German region for the purpose of economic growth and labour.

BioInstruments from Jena are biological instruments, i.e. biomolecules, cells, tissue etc. as well as miniaturized and automated instruments for use in biotechnology such as sensors, biochips, detection equipment or screening machines. Today 53 members join forces in the BioRegio Jena Association, founded in 1995. Serving the local and international Genomics, Proteomics, Biomaterials and Functional Analysis Market our companies and R&D facilities closely cooperate with several biotechs and research institutions in the Central German Region in order to further improve their methods and devices. Leibniz Institute of Plant Genetics and Crop Plant Research (IPK), Gatersleben
The objective of the Institute is to carry out basic and applied research on crop plants in the tradition of its predecessor institutions with special emphasis on genetics. In accordance with Institute statutes, its research focuses on structure, function and evolution of genomes as well as on conservation and evaluation of the genetic diversity of crop plants, of their progenitors and relatives. A major aim of the Institute is interdisciplinary co-operation among the various biological fields investigated within its 5 scientific departments. This cooperation together with the establishment of biotechnological companies contributes to strengthening the Institutes role as a centre of plant biotechnological competence. IPK currently owns 50 research and development results which are made available to industrial partners by way of licence-, option- and transfer agreements. The results are protected as patent and utility model applications as well as business secrets.

The area is a stronghold of crop science and breeding for decades with IPK as a centre of research. IPK draws its strength from integrating a suite of biological disciplines including bioinformatics to exploit the huge crop plant diversity maintained in its famous genebank. Applying all the modern genome-based technologies to this often unique material offers diverse opportunities for plant biotechnology of all kind. Public-funded research, biotech start-ups and breeding companies all close together create an innovative atmosphere barely matched elsewhere in Central Europe. Federal Centre for Breeding Research on Cultivated Plants (BAZ), Quedlinburg


The Federal Centre for Breeding Research on Cultivated Plants (BAZ) encompasses 10 research units on seven sites in Germany; its
headquarters are situated in Quedlinburg (Saxony-Anhalt). The 1000-year-old town of Quedlinburg, listed by UNESCO as World Heritage City, is situated at the northern edge of the Harz Mountains. This geographic position protects against heavy rainfalls and provides the area with outstanding climatic conditions for plant breeding and seed production as well as for growth of various species of medicinal herbs and spice plants in particular. The working fields of the Federal Centre for Breeding Research on Cultivated Plants are breeding research on agricultural and horticultural crops including ornamental plants, breeding of grapevine, apple, cherry and strawberry, pathogen diagnostics, and quality research. Our mission is - advising the German Federal government on issues of breeding research and plant breeding - making plant genetic resources accessible to plant breeding - the research in the breeding of healthy, high-quality plants for food and non-food applications - the development and provision of breeding methods Main areas of research: - to evaluate plant genetic resources - to develop and improve methods for increasing the genetic diversity and methods for selection - to produce and utilize genetic variability - to improve the quality of initial breeding material for food and non-food applications - to provide initial breeding material with durable disease resistance, abiotic stress tolerance and high production efficiency - to develop new varieties of grapevine and several fruit species

The Institute of Agronomy and Crop Science is one out of seven institutes at the Agricultural Department of the Martin-Luther-University. More than 10 highly-qualified scientists doing research in: Cultivation of field crops - Monitoring of transgene rape - Efficiency on N-fertilisation of winter-rape - Seed treatment based on plant-derived products Modelling within plant cultivation - Energy Assessment Renewable resources of plants - Virtual Plant Stocks Crop development and ecological physiology on crop plants - Growth analysis of oil crops - Biology and characterisation of plant fibres Selected Project: Seed treatment based on plant-derived products: Seed treatment is the most effective way to control seedborne fungi, viruses or bacteria. Eradicative and protective functions are necessary in a chemical treatment which is commonly used in integrated farming. In organic farming the application of synthetic pesticides is not allowed, thats why alternative principles and seed treatment techniques are necessary.Our intention is to develop novel products for a biological seed treatment which have less impact on the environment and can be used in both integrated and organic farming. Plant extracts from different species are evaluated in vitro and in vivo using extracts themselves and standard formulations of them. Our solution, a natural plant-derived product, supports germination and seedling development of cereals. It controls fungal growth, for example of Fusarium culmorum (W. G. Smith) Sacc., Microdochium nivale (Fries), Stagonospora nodorum (Berk.) Castellani & E. G. Germano. Testing of treated seed in field trials has started.

Applied research and education in the field of plant biotechnology are concentrated in the Department of Applied Biosciences and Process Technology, as well as in the Dept. of Agriculture, Dietetics and Landscape Architecture. Institute of Bioanalytics and Applied Biology Based on the availability of a variety of bioanalytical methods, immunological techniques, techniques for measurement of special functionalities and special methods for extraction and isolation of plant constituents, the main research fields are focused on: - Utilization of potential plant constituents for production of chemicals - Development of cosmetic products, as well as food products with new functional and constitutional properties (e.g. optimization of native flavor) - Manipulation of allergic potential of food - Chemical and biochemical analysis of constituents in plants, food and animal feed for customers - Development of specific analytical and extraction methods and their validation for customers Institute of Biochemistry and Algal Biotechnology The main research field is in the field of algal biotechnology, a growing future technology of the life science industry that currently taps only a fraction of its full potential. Unlike terrestrial organisms the metabolism and the range of secondary metabolites produced from algae is widely not investigated. A significant focus of our research work lies on the production of secondary carotenoids from microalgae, especially astaxanthin and lutein and furthermore on the isolation of biologically active secondary metabolites form algae extracts such as components with antibacterial, antifungal, antiviral, antialgal and cytotoxic activities. The identification of bioactive substances is carried out by spectroscopic and spectrometric investigations, particularly by high performance LC-MS/MS analyses. Performance spectrum: - cultivation of algae from shake flask to 100 liter scale - optimization of growing and product building parameters - analytical determination of all produced metabolites by LC-MS/MS - application of various test systems for biological activities

At the Department of Chemistry / Pharmaceutical Technology in Magdeburg research is done in various fields like - quality control and quality assurance; - analytics; - galenics; - bio- and gene technology. Research Partners are the chemical, cosmetic and pharmaceutical industry, institutions like for example Max Planck Institute, Fraunhofer institutes and universities. In recent years more and more pharmaceuticals are developed that are or contain biotechnological products. Therefore one part of the departments research is the development of analytical and gene technological methods for the control of biotechnological processes. In one of the major projects the Technical University Carolo Wilhelmina Braunschweig and the University of Applied Sciences Magdeburg-Stendal work together in the frame of Sonderforschungsbereich 578: From Gene to Product. Aim here is to optimize the production of heterologous proteins in different hosts. With this work tools are developed that are applicable for the production of proteins of bacterial, plant, animal and human origin. Another part of the research is quality control and assurance for the pharmaceutical industry. Here also methods are developed and implicated for an improved production of pharmaceuticals, cosmetics and dietary supplements. Presently the Department of Chemistry / Pharmaceutical Technology in Magdeburg educates students in Pharmaceutical Technology and Analytical Chemistry. Novoplant is a German biotech company active in the veterinary therapeutics and feed additives market. Our focus is on the generation and development of hyper-immune products (single chain antibodies and FAbs) to combat infectious diseases in the gastrointestinal tract of production animals such as poultry, swine and cattle, but also in companion animals, by passive immunization. Products: Several products are under development against various targets from bacterial, viral and eukaryotic pathogens. Phage display and direct cloning of the respective antigens are routinely employed together with tests in invitro and ex-vivo veterinary models. Combinations of selected antibodies can be used for specific targeting of a pathogen in a given species. Novoplant has established various heterologous expression systems (plants and micro-algae) for production of its antibodies at large scale and at costs which allow an economically feasible integration of its products in the animal production process. Increasing prevalence rates for zoonotic diseases are a threat to food safety and to human health. Polydimensional SNP Analysis on Biochips Array-On GmbH, Gatersleben


Our key business is to analyse SNP genetic markers (Single Nucleotide Polymorphisms) in humans and other organisms. A new proprietary technology allows for the service analysis of both given SNPs in many individuals or few SNPs in many individuals. 20.000 allele calls can be performed in one reaction on a special microarray. Only nanoliter amounts of reagents are used per call. This approach prevents cross-hybridisation or contamination. Thus, very many individuals can be analyzed at the same SNP, simultaneously. For more than 100 years Saxony-Anhalt has been unique for its traditional network of agricultural breeding, farming and production companies working together with a well-established food industry. The location can rest upon competencies in vegetable oils market, starch and sugar markets and the medicinal and spice plant market.

For example, the sugar production has its origin in Germany, especially in Saxony-Anhalt. At the end of the 18th century, the chemist Franz Carl Achard selected one white-shelled sugar beet from different animal food beets. Since that time, it is possible to produce sugar from beets.

As a rule, renewable resources and processing residue are the starting point for the production of a wide range of products. New industrial applications with continuous innovations ensure a competitive starch production market in Saxony-Anhalt and the region of Central Germany. For this purpose, biodegradable products are produced (e.g. catering products like cutlery or plates; packing products like bags and sacks).

Moreover, new applications are used to produce vegetable oils. For example, renewable resources or processing residue form the basis for the extraction of vegetable oils. Processing residue of the fruit juice industry serve as preliminary products.

Because of that, new and innovative companies were established which help to close the value creation chain in emerging markets, such as the functional food or dietary supplement industries. They are also suppliers for the cosmetic, pharmaceutical (e.g. phytotechnology) and the chemical industry.

InnoPlantas objectives may be divided into four projects areas: The development of modern procedures for breeding With the most modern means of breeding, methods and tools are being developed which enable breeders to change specific traits of plants with a high degree of accuracy. The cultivation of plants with new metabolites Egg white, carbohydrate, vitamins, trace elements plants can be used as natural and costeffective factories without energy consumption and exhaust fumes. The products can be put to use in food and feed as well as in pharmaceuticals or as industrial raw materials. Improvement of the resistance of cultivated plants The InnoPlanta network aims to develop plants with a higher resistance against illnesses and climatic stresses which will enable farmers to reduce the use of fertilizers and chemicals.

The aim of the InnoRegio project Rephyna is the development of novel innovative products on the basis of indigenous officinal and spicy plants. The aim of the company is the strengthening of the biotechnological industry in the State of Saxony-Anhalt and participation in the Biocluster Central Germany (Mitteldeutschland) with our colleagues from the Free States of Thuringia and Saxony. The main tasks are: - Coordination and implementation of the States biotechnology strategy - Acquisition of new biotech companies and support of existing biotech companies - Development and implementation of a marketing concept concerning the biotechnology of the region - Support of the Goverment of Saxony-Anhalt in the design and implementation of the legal framework Our activities are: - Cooperation of existing biotech companies and networks within Saxony-Anhalt and support of the Bio-cluster Central Germany - Acquisition of new biotech companies, placement of relevant partners, regular networking meetings, comprehensive public relation and marketing - Membership and participation in national and international bodies in the design and implementation of the legal framework - Support of cooperations in research and development to improve the value-added chain in plant biotechnology and active agent research - Promotion of the initiative Renewable resources in Saxony-Anhalt - Cooperation and design of an education and training network in Saxony-Anhalt - Marketing of the centers of excellence in the respective fields of biotechnology in SaxonyAnhalt

We are convinced: Plant biotechnology offers many opportunities. Therefore, in SaxonyAnhalt, we would like to identify, explore and harness them. We know: Not all potentials of this technology are foreseeable already today. When Graham Bell discovered the electricity no one could imagine which impact it would have for the development of industrialized countries. Nevertheless, the worldwide experiences and the numberless research projects with plant biotech indicate that it is worthwhile to support this technology. Moreover, plant biotechnology possesses first successes. It has reduced e.g. the application of pesticides or the cancer-causing mycotoxins in animal food. Saxony-Anhalt owns a well-established basic research, a long tradition of breeding and the political will to harness plant biotechnology for the economic development of the region and its inhabitants.
