This letter provides notice that the U.S. Postal Service is conducting a discontinuance operations at the Benning into the River Terrace. I

feasibility study of facility

The office is being studied due to declining office workload and the availability of alternate sites nearby that provide -the sale ot-stemes-and-ths mailing of mosrpackaqe items.

A discontinuance feasibility study involves a review of delivery and retail operations of a postal facility. The purpose of the study is to evaluate the facility's operations in a continUingl effort to meet customers' retail needs, improve productivity, increase efficiency, and cut costs. Customer needs have changed dramatically. Many customers receive and pay their bills online and communicate by email and text message. In addition, many customers demand easier, mor~ convenient access to Postal Service products and services when and where they want them - online, on their smart phones land at the stores they frequent. If a decision is ultimately made to discontinue the Benning and ~ou are a Post Office Box customer, you will have the option of Post Office Box delivery at the River Terrace, or you may receive carrier delivery at your residence. To request delivery, submit a request for establishment of rural deli~ery service, PS Form 4027, Petition for Change in Rural Delivery (available at the Benning). The River Terrace Whiph has retail hours from 9:00 to 17:00 Monday through Friday and closed on Saturday, is 0.2 miles away. Additionally, ~ortheast is 1.8 miles from the Benning and offers retail hours from 9:00 to 14:00 Monday through Friday and closed on Saturday. Retail services wi" continue to be available through a variety of channels beyond traditional Postal facilities, such as the WWW.usps.com website, stamp consignment locations, Stl mps by Mail, Fax, and Phone. We value your opinions during this review-process. As the Post~1 Manager responsible for a" Post Offices in your area, I would like your input concerning your postal needs. Summary of Postal Service Retail F~cmty Change Regulations The Postal Service has published regulations governing the discontinuance of Postal Service-operated retail facilities. These regulations are designed to ensure that the reason for proposing such changes in the provision of postal services are fully disclosed at a stage whe customers can make helpful contributions toward a final determination. The full text of the appllicable statutory requirements for Post Offices appears in Title 39, United States Code, Section 404(d), while the regp'lations for Postal Service-operated retail facilities appear in Title 39, Code of Federal Regulations, pa1241.3.

Under postal regulations, Postal Service Headquarters or fiel1tlpersonnel initiate an initial feasibility study to examine the continuation of a Post Office, Classified Stati9n, or Classified Branch. After conducting the

feasibility study, if warranted, the Postal Service may decide to proceed with a proposal to discontinue the - faCility. The proposarrnustexplam the services recommended as substitutes-and-the rationale-that supports this recommendation. The written proposal is prominently posted for 60 days at affected retail facilities, along with an "Invitation for Comments", which solicits writte~ feedback from customers. At the end of the 60-day comment period, an additional review is made by postal management. of customer comments, if warranted, may decide to proceed with a final determination to discontinue the retail facility under study. ATY such final determination is posted in affected retail facilities for 30 days. For discontinuances actions assopiated with Post Offices, customers may appeal the final determination to the Postal Regulatory Commission in Washington, DC. The Postal Regulatory Commission has up to 120 days to consider and decide on an appeal. EJen without an appeal, no Postal Service-operated retail facility may be closed sooner than 60 days after the first day of the posting of the final determination.
