One of the four people to be picked. You can pick two out of four. This is taking place during early stage of the game. If not picked, you will be given
option to get them after the ship battle at Razril

The collapsed Iluya Island, give the flower seed obtained from either the trading center at Middleport or the cat place trading center

option to get him to join. This must be done before the final events. You should do this as soon as you got back Obel but don't go up to the deck or
the war room of the HQ

Have Cedric and head to the cave where your HQ was
Tenkuu Star - Helga
Hear about the strange powerful female at the Inn of Nay Island. Then go to the inn of Middleport
Tensoku Star - Cedric
After the bilking event near the item store, chase after him to the HQ and then talk with Louise at HQ
Teni Star - Keen
Talk with Keen with Siguard in Middleport, then talk to him again without Siguard in party. Hire with 10000 P
Tensatsu Star - Gau
Random encounter at the Small Island where Elenor was. Defeat him in battle to get him to join
