Statutes Of The Football Association of Indonesian

ARTICLE I
GENERAL Chapter 1 Title, Headquarters, Founded Time, and Language 1. This organization is named Persatuan Sepakbola Seluruh Indonesia (The Football Association of Indonesia), shall be called as PSSI (FAI) 2. The location of headquarter is at the capital of Indonesia 3. PSSI organization is founded on April 19th 1930 at Jogyakarta until Un limited time. 4. The official languages of the PSSI shall be English Chapter 2 The Base, Principle, Status, Authority 1. The based of PSSI is Pancasila and 1945 based constitution 2. The principle of PSSI is the society and the unity of the nation and lean on to subordination spirit and strengthen to the values of sportive and professionalism to achievement a good quality national football. 3. The PSSI is legal as a R.I Law and Justice ministry settlement on February 2nd 1953, No.J.A.5/11/6, and RI country news on march 3rd 1953, no 18 4. The PSSI is the only football organization with nationality character and have an authority to organizing, managing, and arranging all the football activities/competition at Indonesia.

ARTICLE II THE PURPOSE AND EFFORT

Chapter 3 1. The PSSI purpose are: a. To improve and increase the quality of national football with spirit of brotherhood, friendship, honesty, sportive, nationalism, and professionalism b. To promote it globally in football sport society and oriented to the forward and professional football. c. To improve the national and International cooperation, especially with any other branch of sport. 2. To achieve the purpose PSSI do such a below effort : a. To regulating and organizing all the football activities ensure strict compliance of the rules and other policies which made by PSSI, AFF, AFC and FIFA. b. To organize and manage official competition and tournament, national, regional, international and also other games in Indonesia

c. To form a national team quality, in order to optimally participate in regional and also in international event d. Developing the progress concept of football, professional also prevent all violation to the sportive values, fair play principle and to the Indonesia professionalism football act. e. Do all the effort to prevent and against the using of drugs and other forbidden medicine on national football. f. Do all the effort to prevent and against all behavior and activity who involves with fellow, religion, rustling and racism in the nationality football. g. To raising all the rules on problem solving. h. Do all cooperative cooperate effort and constructive with AFF, AFC, FIFA, and also other national association. i. To raise a legally financial resources in order to facilitate all PSSI programmed, and to watching the entire PSSI inventory.

ARTICLE III THE MEMBERHIP

Chapter 4 1. The PSSI member is a football club who registered as a PSSI member. 2. The classmen of PSSI member are: a. The member candidate is a club who register to PSSI branch functionary base on the club domicile. b. The member is a club who submit the application, provided by PSSI branch functionary, and legalized the member status by the PSSI central functionary. 3. The member of PSSI could be lost because the breaking up the club or retired, stop being a PSSI member Chapter 5 The Member Terms and Condition 1. 2. 3. 4. 5. Have a base, principle and PSSI purpose Have a legally form and base principle that is not against the PSSI Take a place and officially at the city domicile Have a coach and referee Have or get using permission from the owner or stadium manager or football court that fulfills the terms. 6. Proposing the application member candidate to the branch functionary to get recommended the branch functionary and granted by the PSSI central functionary 7. To became a member, the member candidate have to fulfill the obligation such as point 1 until point 6 condition, could be legalized and established by the Central PSSI functionary.

Chapter 6 The Member Rights and Obligations 1. The member have a right to present at the congress beside on they classmen : a. Football club who have been joined the premier league, first division and second division on past 5 year last are a National congress member (Munas) b. Football club who have been joined only the third division have a right as a region congress member (MUSDA) at they own place. c. The Football group only have a right to joined the branch congress at they own place. 2. The member candidate only has a right to join a branch congress (Muscab) as an observer, have a speaking right, but not a choosing right. 3. The member of PSSI have an obligation to: a. To paid the annual membership fee b. To take part in PSSI, AFF, AFC, and FIFA competitions. c. To take part in the tournament and other games. d. To obey and respect to all the PSSI, AFF, AFC, and FIFA laws. e. To obey to these statutes, the rules and other regulations from PSSI. f. To form, create and also cooperate with football school (SSB)

Chapter 7 The Conviction The PSSI organizer would give a conviction to the members who not obey the rules on this statute. The types of conviction are: a. Warning b. Fine c. Suspension d. Expulsion

ARTICLE IV THE ORGANIZATION

Chapter 8 The Organization and Authority 1. National congress, region congress, branch congress are the supreme decision right for the classmen organization. 2. The central functionary of PSSI, region functionary, branch functionary, as an actor program and the PSSI rules beside on they classmen.

Chapter 9 The Congress 1. The National Congress (Munas) is a supreme authority at central and shall be held once every five years.

2. On extra ordinarily condition, congress national could be arrange if 2/3 of an active member recorded in the congress and eligible to vote agree to such a motion. 3. The National congress is present by: a. The Honorary Head b. The Financial Monitoring committee c. The counselor council d. An expert council e. The central PSSI organizer f. The region PSSI organizer (Pengda) g. The branch PSSI organizer (Pengcab) h. The members 4. The national congress (Munas) have an authority to : a. A declaration that the Congress has been convened and composed in compliance with the statutes b. To confirm the National work of programmed c. Evaluate the report of responsibility of PSSI organizer d. To give a state of the demission of PSSI organizer, after the responsibility reporting. e. To election of the PSSI president and the criteria and the rules is on it other private rules f. To Choose a financial monitoring form

Chapter 10 An Extraordinary National Congress 1. An extra ordinary national congress (Munaslub) may be convened for any following reasons: a. In the event the President has prevents or retired by own wish. b. The general head did something against the policies that make unsteadily the national football c. In the event the president has not did his obligation for more than sixth month d. To discussing the specific problem and push the other, that give a bad impact to organization and Indonesian football 2. An extraordinary congress (Munaslub) PSSI may be convened for any following reasons: a. Upon a written request by at least two third (2/3) of the region functionary and two third (2/3) of the member. b. Upon the central of PSSI functionary request by the Plano functionary meeting. 3. An extraordinary congress (Munaslub) arranges within sixty (60) days of the receipt of the written request 4. The members of an extraordinary congress (Munaslub) are same with the member of national congress. 5. The arranger of an extraordinary congress (Munaslub) was being state by the daily functionary. 6. An extraordinary congress (Munaslub) special arrange only for discussion a things that became a reason to the arranged an extraordinary congress by it self.

Chapter 11 The Region Congress 1. The region congress (Musda) is a supreme authority at central and shall be held once every five years. 2. The region congress was being present by: a. The central PSSI functionary b. The honorary region head c. The region financial monitoring committee d. The counselor council e. The region functionary (Pengda) f. He branch functionary (Pengcab) g. AN active member 3. The region congress was being arranged for: a. A declaration that the region congress has been convened and composed in compliance with the national congress result for the next 5 years. b. Evaluating the report of responsibility the region functionary c. Choosing the head of region functionary with it own rules condition d. Choosing the region financial monitoring committee e. To legalize the commission of head of honor.

Chapter 12 AN Extraordinary Region Congress (Musdalub) 1. An extraordinary region congress (Munaslub) may be convened for any following reasons: a. The general region head already did something against the policies who make unsteadily the region football and for the national football b. The general head has a prevent, or retired c. The moving up the head of region functionary secretariat d. To discussion a specific problem or to push the others that give a bad impact to region organization and Indonesian football 2. An extraordinary region congress (Munaslub) PSSI may be convened for any following reasons: a. Upon a written request by at least two third (2/3) of the region functionary and two third (2/3) of the member. b. Upon the request from the central of PSSI functionary by the Plano functionary meeting. 3. The member shall be specify request in writing to arrange an extraordinary of region congress to the region functionary, two months before the date of an extraordinary congress include the reason. 4. If in the 3(three) months after the request an extraordinary of region congress as on point 2 not being done by the head of region functionary, the central functionary could take in control the arranging of an extraordinary of region congress. 5. The members of an extraordinary of region congress are the same as the member of region congress. 6. The arranger of an extraordinary of region congress being state by the daily organizer.

Chapter 13 The Branch Congress (Muscab) 1. The branch congress (Muscab) have a highest authority at the city/district 2. The branch congress held once every five years. 3. The branch congress was being present by: a. The region organizer (Pengda) b. The honor branch head c. The branch financial monitoring committee d. The counselor council e. The branch Organizer (Pengcab) f. The member and member candidate of PSSI 4. The branch congress was being arranged for: a. Evaluating the report of responsibility the branch organizer b. To state the branch plan work beside on the work programmed of the central of PSSI organizer and the region of PSSI organizer c. To Choose the head of branch organizer and the condition have it own rules d. To Choose the region financial monitoring committee e. To legalize the commission of head of honor.

Chapter 14 An Extraordinary Branch Congress 1. An extraordinary branch congress may be convened for any following reasons: a. The general branch head already did something against the policies that make unsteadily the region and the national football b. The president has a prevent, or retired c. The moving up the head of branch functionary secretariat d. To discussion a specific problem or push the others that give a bad impact to region organization and Indonesian football 2. An extraordinary region congress (Munaslub) PSSI may be convened for any following reasons: a. Upon a written request by at least two third (2/3) member. b. Upon the request by the region of PSSI functionary by the Plano functionary meeting. 3. The member shall be specify request in writing to arrange an extraordinary of region congress to the region organizer, one months before the date of an extraordinary congress include the reason. 4. If in the 2(two) months after the request of an extraordinary of region congress as on 2 point a not being done by the head of branch organizer, the region organizer could take in control the arranging of an extraordinary of branch congress.

Chapter 15 The Chosen and Speak Rights 1. The representative of national congress (Munas) and an extraordinary national congress (Munaslub) a. The honorary head have a right to speak, but have no right to chosen b. The financial monitoring committee have a right to speak, but have no right to chosen

2. The representative of region congress (Musda) and an extraordinary of region congress (Musdalub) a. The central of PSSI organizer have a right to speak but have no right to chosen. b. The honorary head have a right to speak, but have no right to chosen c. The counselor council has aright to speak. But have no right to chosen d. The region of PSSI organizer have a right to speak and have 5 right to chosen e. The branch of PSSI organizer have a right to speak and 1 right to chosen. f. The member on their region, have a right to speak and each of them have one right to chosen. 3. The representative of branch congress and an extraordinary branch congress: a. The region organizer have a right to speak, but have no right to chosen. b. The honorary head have a right to speak, but have no right to chosen. c. The region financial monitoring committee have a right to speak, but have no right to chosen. d. The counselor council have a right to speak but have no right to chosen. e. The branch organizer have a right to speak and have 3 right to chosen. f. The member on his region have a right to speak and each of them have 1 right to chosen. g. The member candidates only have a right to speak.

Chapter 16 The Meetings The PSSI national meetings are: 1. National Paripurna meeting (Raparnas) that present by a member of the central of PSSI functionary plano meeting and the president of region functionary a. The National paripurna meeting held once in a year. b. The National paripurna meeting is evaluate the last yearly work programmed and makes state of the next year work programmed. c. At the region is shall arrange the region paripurna meeting and the branch work meeting base on it classmen. d. For additional purpose it is could be arrange a national paripurna meeting at least once a year. 2. The national coordination meeting are present by each department: a. The national coordination meeting held once in a year. b. The national coordination meeting is discussion and coordinating the work program and technical things with they own staff. c. At the region is shall arrange the region coordination meeting and the branch coordinating meetings base on it classmen.

3. The organizer Plano meeting a. The Plano organizer meeting (base on it classmen) is a meeting that present by all the PSSI functionary that consist of daily organizer, commissions and department, arrange at least once in three months b. The organizer Plano meeting is discussion and coordination the technical things in the program in present or in the future. 4. The daily organizer meeting a. The daily organizer meeting (base on it classmen) is a meeting that present by the daily functionary. b. The daily functionary meeting held at least once in two weeks, and in emergency case it could be arranging on schedule. c. The daily functionary meeting discussion, evaluating, coordinating and made a policies state about the PSSI programmed that is will be, being, and or was done. 5. The department meetings a. The department meetings (base on it classmen) is a meetings that present by the head of department and other related department. b. The department meeting arranged at least once in 3 weeks. c. The department meetings is discussion and to abbreviation the technical things, in order to done and also evaluating the last programmed, present programmed, and the next programmed.

Chapter 17 The Functionary 1. The central functionary is a highest organization committee/institution at the central classmen within 5 years. 2. The region functionary is a highest organization committee/institution at the region classmen within 5 years. 3. The branch functionary is a highest organization committee/institution at the branch classmen within 5 years. Chapter 18 The Central Functionary 1. The central functionaries are consisting of the daily functionary, department, and commissions. 2. The daily functionary consist of: a. The Chairman b. The Head (maximum 7 persons) c. The General Secretary and the Vice General Secretary d. The Treasure 3. The Pleno functionaries are consisting of: a. The Daily PSSI functionary b. The Committee c. The Organization and the Membership Department. d. The Marketing Department e. The Examination and the Development Department f. The Department of youth development g. The Technical Department

The Foreign Department The daily functionary elected and replaced by the president To help the organizing of the PSSI in order to increase the national football quality, the president founded a counselor council and an expert council. To help the fastness of the PSSI organize duty, the general head shall be pointed a professional skills beside on the necessary. In order the president could not finish the task on his period, the general secretary will take his place and continue the task until the national congress that have to arrange at least in 6 months.

Chapter 19 The Committee 1. To help the organizing of the PSSI in order to increasing the national football quality, the president founded a committee that based on and responsible direct to the president. 2. The disciplinary committee take control in the err action of the rules on the games. 3. The consideration commissions take in control of the re-observer on the decision from the disciplinary committee and the decision is a final decision. 4. The security committee take control to the welfare and safety on the games 5. The fair play committee take control to handle the promote and advocate the fair play ethic on the games. 6. The Legal Committee shall be deal with all matters that have legal implications and law follow up at the PSSI district. 7. The budgeting Committee is handle the PSSI budget and also monitoring the financial management PSSI 8. The referee Committee is handle all aspect who involves the referee things at PSSI district.

Chapter 20 The Region Functionary 1. The region functionary is a highest organization committee/institution at the region classmen for the 5 years. 2. The region organizer are consist of the daily organizer, commissions and offices 3. The daily organizer are consists of : a. The general head; b. The daily head; c. The head of department ( maximum 5 persons); d. The secretary and the vice secretary; e. The regent and the vice regent.

The region team head f. The head of effort and promotion g. The secretary and the vice secretary h. The daily head b. The head of organization and the member c. The head of fondness d. The head of effort and promotion e. The secretary and the vice secretary f. Chapter 22 Quorum and The Legalize Decisions

1. The quorum for the Congress or an Extraordinary Congress shall be not less than two-third

(2/3) of the Member Associations.

2. In the event of lack of quorum, the congress or an extra ordinary congress may be

postponed for 2 x 30 minutes. 3. If the mentioned condition at pont 2 done, meeting is automatically arranging and a decision then be made shall be final.

CHAPTER V THE FINANCIAL

Chapter 23 The Financial Resources 1. The PSSI financial resources base on it classmen are from: a. The offices money and offices from the member b. The result of the games that being held by the central organizer, region organizer, and branch organizer. c. The contribute and any other free contribute d. Other legally effort 2. The fee that must be paid is decides by the central of PSSI organizer.

Chapter 24 The Financial Management 1. The management PSSI financial is opened beside on the rules. 2. The PSSI annually budget start from January 1st until December 31th .

Chapter 25 The Financial Responsible The PSSI organizer is having to responsible the financial to the PSSI national congress.

Chapter 26 The Financial Monitoring Committee 1. The PSSI financial monitoring committee are consist of maximum 3 person that chosen by the national congress for 5 years period. 2. The financial monitoring committee is having an obligation to controlling/inspection to PSSI financial minimum once in the 3 months. 3. In order to obligate the financial monitoring committee duty is responsible to the national congress. 4. In order to obligate the financial monitoring committee duty, The financial monitoring committee may use the third part service (public accountant) on behalf of the central PSSI organizer decision. 5. The PSSI financial monitoring committee gave a report and recommended the evaluating result to the PSSI organizer.

ARTICLE VI THE COMPETITION AND THE GAMES Chapter 27 1. The competition and the football games that made and presented by PSSI are participate by the amateur and non amateur players. 2. The competition organizer and football games as already mentioned on point 1 below, organizing on separated rules.

Chapter 28 1. The competition that held by PSSI on this country is: a. Main Division, participate by football club with non amateur players. b. First division, participate by football club with non amateur players. c. Second division; participate by football club with non amateur players. d. Third division, participate by football club with amateur players. e. Age Group, participate by football club with players: 1. Under aged 15 years (U-15) 2. Under aged 17 years (U-17) 3. Under aged 19 years(U-19) 4. Under aged 23 years (U-23) (e1) until (e4) are amateur players f. Womens football g. Futsal 3. The competition that is joined by PSSI in this country and outside country that arranged by AFF, AFC and FIFA. 4. The games are consist of : a. The inside country games that arranged by the association or football club, the district organizer, region organizer which is scheduled on PSSI year calendar beside the PSSI annually program.

The internal games are games which is former by third part that get permission from PSSI. c. Games on Region Sport Event (PORDA) and National Sport Event (PON). Those are being participate by the amateur and non amateur players below the 23 years old. d. The other games who involves other part from another country beside the invitation and permission from PSSI

Chapter 29 The Competition Period 1. The competition period is beside on the PSSI annually activities calendar that stated by the central organizer. 2. The PSSI member could not do a work program beside on the PSSI calendar except for the national sport event and national team.

ARTICLE VII THE PLAYERS Chapter 30 1. In offices national football PSSI knew 2 kinds of players amateur and non amateur. 2. The non amateur players play or on behalf of football club that parcipate on the first divisions competition, first division and second divisions. 3. The amateur players play or in behalf of football club that participate the competition beside on the point 2 mentioned. 4. The foreign players are made to increase the quality of national football in order to the exchange knowledge and the national players skills. 5. The appearance of foreign players only arranged by the accreditation officially agent, knowing and permission by the central PSSI organizer 6. Status, re-status and players transfers are stated on separated rules by the central PSSI organizer. Chapter 31 The National Team 1. The national team is the football players who chosen to played on the national team base on the classmen. The national team are from and being selection from an amateur and non amateur football club 2. The players that being selection became a national team have to obey the PSSI policies, especially on practice concentration and strengthen the national team. Chapter 32 The Age Group Player In fondness of the amateur players PSSI knowing the classification on age of players: a. Under 15 years old (U-15)

b. Under 17 years old (U-17) c. Under 19 years old (U-19) d. Under 23 years old (U-23)

Chapter 33 The Woman Football 1. The PSSI is made; develop the woman football which the offices are from the arranging of competition and other activities that offices will be on separate rules. 2. The status of the woman football will be organizing on separated rules. Chapter 34 The Futsal 1. The PSSI is made; develop the woman football which the offices are from the arranging of competition and other activities that offices will be on separate rules. 2. Status and the futsal will be organizing on separated rules. Chapter 35 The Football School 1. The offices activities and the offices of young players have done by the football school independently in behalf of offices region organizer and coordinate with the region PSSI organizer. 2. The football school could be made to football club.

ARTICLE VIII THE OFFICES AND THE SANCTIONS Chapter 36 1. The central organizer, region organizer, branch organizer, the member, players, coach, referee, referee inspector, the games monitored, and the other offices football who against the base constitution and the PSSI rules will be punished. 2. The players who refuse to follow the concentrate of the exercise and or strengthen the PSSI national team without any strength and legally reason will be punished. 3. The central organizer, the region organizer, branch organizer, the member, players, coach referee, referee inspector, the games monitored, and the other football management who involves the offices discipline, offices, drugs user and any other SARA act will be punished. 4. The type of punishment as a point 1, 2 and 3 below are ruled on separated rules. 5. The member of PSSI which do not participate in at least 1 of all PSSI competitions over a period shall be suspended such as: a. Down grade the status and classmen b. Forbidden to participate all the PSSI activities on that period of competition.

ARTICLE IX THE DIFFERENCES Chapter 37 1. All type of differences that is involves with to the PSSI organization, solved in PSSI bodies it self base on it classmen 2. The daily organizer could made an arbitration team to solved the differences 3. In disagreement between two or more members or other arguing part on choosing the arbitrator, The daily organizer have a right to decides the arbitrator chosen and the decision is a final decision and tighten the arguing part.

ARTICLE XI THE DESPITE OF PSSI ORGANIZATION Chapter 39 1. The despite of PSSI organization only declared on the extraordinary national congress that especially arranged for that case. 2. The national congress that is arranged especially to despite the organization is legally if represented by 2/3 region organizer and 2/3 members.

ARTICLE XII EXTRA RULES AND THE TRANFERS Chapter 40 1. Any matters not provided for in these Regulations shall be decided base the PSSI procedures rules. 2. The statutes are complete with illustration as a part that could not separate from these statutes. 3. All the policies that already declared and against with this statute is not acceptance
