PART A. CONCEPT NOTE

1. Relevance of the Action 1.1 General presentation and analysis of the problems and their interrelation at all levels. Moldova ratified the International Covenant on Civil and Political Rights (ICCPR) in 1993 and the European Convention on Human Rights (ECHR) in 1997. In these two international instruments (art. 19(2) of the ICCPR and art. 10 of the ECHR), freedom of expression and freedom of the press are regarded as a basic human right. In the context of Moldova, these rights are guaranteed by the Constitution. However, the Moldovan civil society expresses serious concern about the recent deterioration of media situation in Moldova, including the violations of the right of access to information and incidences of harassment against journalists. Besides physical harassment by law enforcement officials, the Government also frequently uses financial measures to harass the media, such as dissuading business owners from advertising in independent outlets. The Republic of Moldova has been ranked only in the 114th position out of 175 countries in the 2009 Press Freedom Index by Reporters Without Borders. This situation seems to be sadly confirmed by the events occurred during the parliamentary elections last April 2009. In those days, foreign journalists were prevented from entering Moldova, local journalists were harassed by police officers and the major social networks were considered out of law. The April 2009 incidents may have put Moldova under the spotlight of the international community, particularly in regard to its failure to guarantee the enjoyment of freedom of expression and freedom of the press. The implementation of both freedoms is not without any restrictions; they carry specific duties and responsibilities. The lack of understanding of the rights and duties and responsibilities in carrying out their work may put journalists in a situation where they have to encounter restrictions that may curtail their rights to freedom of expression and freedom of the press. 1.2 Specific problems to be addressed by the action. Recurrent violations of Human rights, particularly in the field of the freedom of press, which affects the future journalists; Poor Human rights respect in the country and lack of awareness on Human rights in the region; Insufficient knowledge of rights and duties among journalists; Lack theoretical knowledge and opportunities to practice on the issues in the field of the freedom of press; Scarce sense of protection of human rights in the population, particularly among students; Need to develop the capacity to protect freedom of the press and freedom of expression, etc.

1.3 Brief description of the target groups and final beneficiaries. Educational organisations (universities): two State Universities Moldova State University and

Transdnistria State University in Tiraspol, will be engaged on the national level and will collaborate on the scientific scale in supporting extra-curricular activities (training, call for papers, etc.) addressed to their students. Students (including female students)/Researchers: 100 students from the Master program (both 1st and 2nd years) from the Faculty of Journalism and Communication Sciences of Moldova State University; interested students of other faculties of the USM (up to 30); and 40 students from Institute of Languages and Literature of Transdnistria State University; Professional category: 25 Professors of USM and TSU all together; officials of the Ministry of Education of Republic of Moldova; representatives of local mass media organizations (Media in Moldova, Law, etc. up to 10). Non-Governmental Organisations: representatives of local Non-Governmental Organizations (NGOs) that promote freedom of expression, freedom of press and peaceful assembly (up to 7 NGOs). Indirect beneficiaries are those reached by the activities of the project that enhance its visibility (mainly announcements, booklets, posters, radio broadcasts, and Digest).

1.4 Relevance of the proposal to the needs and constraints in general of the target country(ies) or
region(s) and to the target groups/final beneficiary groups in particular. The students of the universities involved in the action will be sensitising on the importance and respect of freedom of press. They will be conscious of their rights and will, in their future professional life, implement their respect, their compliance and ask for the respect in their own country. In general terms, those reached by the information disseminated on the action, will be aware of freedom of the press and of freedom of information and of the effort carried out in the present situation by the donor and the present action on this particular field of fundamental freedoms. In order to weed out the obstacles that prevent

freedom of expression to become a concrete reality in the Republic of Moldova, the project partners believes that it is necessary to promote the above-mentioned values among the young citizens. 1.5 Relevance of the proposal to the objectives and priorities and requirements of the call for proposals. The activities of the project target the Priority 2 of the Guidelines Promotion of freedom of expression, freedom of press, freedom of peaceful assembly. In particular the following issues therethrough: b) trainings for journalists in skill development, in professional journalism and rights and obligations of professional and independent media will be performed through the Activity RE1.A3 Series of Lectures, Activity RE2.A1 Launch of the Call and evaluation of Papers, Activity RE2.A3 Set up and implement a Final Award Ceremony and Conference, and Activity RE2.A4 Set up of internship of the three (3) first classified; e) building partnerships among the NGOs, trade unions and other specialized associations in the field, including with those from Transnistria will be achieved through the creation of the scientific forum (Activity RE1.A1 Set up and implement a Scientific board Kick-Off Meeting) on the national level and international level; h) training of relevant stakeholders will take place in the form of Activity RE1.A3 Series of Lectures, Activity RE2.A1 Launch of the Call and evaluation of Papers, Activity RE2.A3 Set up and implement a Final Award Ceremony and Conference; i) other relevant actions which would enable proper application of the legislation, development of a modern free and democratic media-landscape in Moldova and set up of good practices mainly related to all the activities proposed. In particular to the Activity RE.A2 Publication and distribution of the Project Digest and Activity RE1.A3 Series of Lectures set up as an example of best practises in the field of promotion and rooting of the freedom of expression and press among the young citizens of the Republic of Moldova. 2. Description of the action and its effectiveness 2.1 Description of the overall objective of the action, duration, expected results; Overall objective of the action is the promotion of the freedom of expression, freedom of the press, and freedom of speech among the Moldovan younger generations. The specific objective: the students attending the Master program at the Faculty of Journalism and Communication Sciences of Moldova State University and Transdnistria State University of Tiraspol will improve their professional capacities, and will be aware of the related rights and duties. With duration of 15 months the proposed actions will achieve the estimated results: 1. Students from the Faculty of Journalism and Communication Sciences of Moldova State University and Institute of Languages and Literature of Transdnistria State University in Tiraspol are aware and trained on specific themes related to freedom of expression, freedom of the press, and the legal obstacles that impede their implementation. 2. Papers for publication selected and internship granted. 3. Project Digest and information material published and distributed. 2.2 Proposed activities and their effectiveness; Activity RE1.A1: Set up and implement a Scientific board Kick-Off Meeting Duration: Half (1/2) day. Location: Chisinau, USM, Faculty of Journalism and Communication Sciences. The Scientific Board will consist of representatives of Project Partners: Applicants Project Manager, Local Coordinator, Partners and Associates delegates. The meeting will give the opportunity to the members of the Board to share their vision on the problems of freedom of expression and freedom of press and ways to address them better with project activities; discuss upcoming project activities and events; elaborate Rules and Regulations of Scientific Board; elect the Head of Scientific Board; elaborate Rules for Call and Evaluation of Papers; set the schedule of work of the Scientific Board. Activity RE1.A2: Set up and implement a Project Inauguration Press Conference Duration: Half (1/2) day. Location: Chisinau, USM, Faculty of Journalism and Communication Sciences. During the Press Conference the Scientific Board will present to public at large the project, its objectives, activities, beneficiaries and timeframe. The presence of delegates from Ministry of Education, representatives of civil society, and scientists, is expected at the event and will be secured by local partners. Moreover, the local media organizations will be invited to cover the event and give the Project Inauguration necessary visibility. Activity RE1.A3: Organize a series of 10 open lectures Duration: Ten (10) days (one day every two weeks/approximately four months). Location: Chisinau, USM, Faculty of Journalism and Communication Sciences. During four months ten lectures, two academic hours each, will be delivered to master students (in total approx. 170 persons) of the Faculty of Journalism and Communication Sciences and other topically related faculties of Moldova State University and Taras Shevchenko Transdnistria State University. One lecture will be delivered every two weeks. The lecturers, previously chosen by the Scientific Board, will

cover topics related to freedom of media. These lectures will be taught in English and/or French by European experts. Activity RE2.A1: Launch the Call and evaluation of Papers Duration: Three (3) months. Location: Chisinau, USM and Tiraspol, Taras Shevchenko Transdnistria State University The Scientific Board in accordance with the Rules for Call and Evaluation of Papers will launch a call for papers among the attendants of Series of Lectures and other interested researchers (from local media, CSOs etc.). After the publication of the announcement, the potential applicants will have three months for the preparation and submission of the final research paper for the evaluation by the Scientific Board. The applicant in his/her research paper (in English, French or Moldavian) should cover the outstanding issues of realization of freedom of press and expression in Republic of Moldova. Activity RE2.A2: Select three (3) participants who submitted the three most outstanding papers for publication Duration: One (1) day. Location: Chisinau, USM, Faculty of Journalism and Communication Sciences. In accordance with Rules and Regulations of Scientific Board, the Board will meet again in person one month after the end of the three-month period designated for Call for Papers in order to give final evaluation and decide in line with Rules for Call and Evaluation of Papers on best researchers submitted until the settled deadline. The Board should choose three (3) classified papers to further award their authors. The results should be made public and could be subject to appeal. Such evaluation will also serve as monitoring of effectiveness of previous project activities (Series of Lectures and visibility actions). Activity RE2.A3: Set up and implement a Final Award Ceremony and Conference Duration: One (1) day. Location: Chisinau, USM, Faculty of Journalism and Communication Sciences. The Ceremony will be held in English and French with interpretation into Moldavian. During the first part of the Ceremony members of the Scientific Board will deliver short speeches, presenting the project itself, activities realised and results achieved. The second part of the ceremony will be dedicated to award the authors of first three classified papers; in particular: - The author of the first prize paper will receive a scholarship equivalent to 200 Euros and four (4) month internship opportunity in the Periodical Publication Law Public Association; - The author of the second classified paper will be offered a scholarship equivalent to 150 Euros and four (4) month internship opportunity in the Periodical Publication Law Public Association; - The author of the third classified paper will be offered a scholarship equivalent to 100 Euros and four (4) month internship opportunity in the Periodical Publication Law Public Association. The aim of monetary encouragement of authors of first classified papers is to increase the interest of young scientist and researchers in the call for papers and encourage the submission of papers that would express independent ideas and views and have relevant quality. Activity RE2.A4: Set up internships for the first three (3) classified authors under the call for papers Duration: Four (4) months. Location: Chisinau, Periodical Publication Law Public Association. Following the evaluation of papers and Final Award Ceremony, the Scientific Board will offer to the authors of first three outstanding papers an internship opportunity with the duration of four months in the Periodical Publication Law Public Association. The interns are going to be given an opportunity to assist to the work of Periodical Publication, as well as practice the knowledge acquired both during the university studies and the Series of Lectures provided within the framework of the project. The internship will help to develop personal skills and unveil the practical side of journalistic work. Activity RE3.A1: Publication of the Informative Leaflets and Posters Duration: Five (5) months. Location: Chisinau, Tiraspol. Informative leaflets (in 400 copies) and posters (in 90 copies) will be published in order to promote the project activities (Series of Lectures, Call for Papers and Final Award Ceremony) and to assure the visibility of the present action and the EIDHR priorities. Leaflets are going to be published separately in three (3) languages: English, French and Moldavian and posters are going to be trilingual. Activity RE3.A2: Publication and Distribution of Project Digest in 150 copies Duration: Three (3) months. Location: Chisinau, Tiraspol After the Final Award Ceremony, the FONI Digest will be published, including all the three first classified papers together with materials from outstanding lectures of the Series of Lectures and materials of the Final Award Ceremony. The publication of the Digest will be performed by Partner 2 and coordinated by the Applicant. This publication will come in 150 bi-lingual (English, French) copies. 2.2 Involvement of any implementing partners, their role and relationship to the applicant, if applicable; The partnership is composed by the Applicant: EPLO, Local Partner 1: the Faculty of Journalism and Communication Sciences (Moldova State University), Local Partner 2: Periodical Publication Law Public Association - a local NGOs active in the promotion of freedom of journalism, and Associate 1: Department of Journalism, Institute of Languages and Literature of Taras Shevchenko Transdnistria State University. The Scientific Board will be composed by one representative for each member of the partnership. The major partner of the action is the Faculty of Journalism and Communication Sciences (USM), that will play

a relevant role in the implementation of the action by hosting the main activities; the NGO will provide the Local Coordinator and will host the two internships offered to the first three classified and will participate in the preparation and elaboration of the Informative Leaflets, Posters and the Digest. 2.3 Other possible stakeholders (national, local government, private sector, etc.), their anticipated role and/or potential attitudes towards the project. During both the Project Inauguration Press Conference and the Final Award Ceremony and Conference the officials of the Ministry of Education, representatives from media organizations and the civil society, will be invited to participate and express their views and concerns. As far as assumptions are concerned, it is of capital importance that the students at the Faculty of Journalism and Communication Sciences, Moldova State University and at Taras Shevchenko Transdnistria State University will show and demonstrate a constant interest in the implementation of the projects activities, namely on the contents of the lectures.Coordination and sound management during the implementation of the projects activities will ensure the necessary overall structure to reach the expected results.

1.5 Explain how sustainability will be secured after completion of the action. This can include aspects of
necessary measures and strategies built into the action, follow-up activities, ownership by target groups etc. The sustainability of the Action will be determined by the efficiency of the proposed initiatives and the impact they will have in terms of the promotion of freedom of the press and freedom of expression. The present action aims to lay the foundations for a young generation of journalists by starting from the youngest groups of prospective journalists, namely the students from the major State Universities that provide education in the field of journalism in the Republic of Moldova. The sustainability of this objective will be ensured by the active involvement of the students themselves who will be given the opportunity to participate in ten lectures related to the promotion of freedom of the press, to prepare and submit a paper, and to attend an internship at a local NGO active in the field of journalism. Those opportunities and the high competence of the European experts provided for the lectures will assure the quality and the success of the proposed action.

Describe the overall objective which the action aims to contribute towards and the specific objective(s) that the action aims to achieve. Overall objective: Promotion of the freedom of expression, freedom of the press, and freedom of speech among the Moldovan younger generations. Specific objective: The students attending the Master program at the Faculty of Journalism and Communication Sciences of Moldova State University and Transdnistria State University of Tiraspol will improve their professional capacities, and will be aware of the related rights and duties. The strong foundations for a new generation of journalists (professionals) aware of their rights and duties will be laid starting from the roots. The students will be given the opportunity to develop their professional skills and competences by attending an internship at a local NGO involved in the promotion of freedom of expression, namely the Periodical Publication Law Public Association. The forum (Scientific Board) will be created, consisting of professionals (academics and practitioners) in the field of freedom of expression and media, to ensure the best quality training. The partnership between the local educational institutions, media organisations, state authorities and international structures will be established for the purpose of mutual support and further promotion of freedom of expression and media on the different levels in the Republic of Moldova. By and large the proposed action is inserted in most of the objectives and priorities specified under the EIDHR 2007-2010 strategy paper, namely: Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk. Strengthening the role of civil society in promoting human rights and democratic reform, supporting the peaceful conciliation of group interests and consolidating political participation and representation. Supporting actions on human-rights and democracy issues in areas covered by EU guidelines, including dialogues on human rights, human-rights defenders, the death penalty, torture, and children and armed conflict. Supporting and strengthening the international and regional frameworks for the protection of human rights, justice, the rule of law and the promotion of democracy.

Although the latter is not explicitly stated in both instruments, it can be inferred from the first one and, in addition, in the context of Moldova, it is guaranteed by Article 32(1) of the 1994 Constitution of Moldova, which stipulates that All citizens are guaranteed freedom of opinion as well as the free public expression of their thoughts and opinions by way of word, image or any other possible means. The importance of freedom of the press to Moldova is also acknowledged by the European Commission where in the 2007-2010 National Indicative Programme for the Republic of Moldova an objective to secure freedom of expression and freedom of the media is raised in SubPriority 2 Human rights, civil society development and local government" in Priority Area 1: Support for Democratic Development and Good Governance. There are, however, serious concerns to be expressed regarding the situation of freedom of the press in Moldova and this can be attested by the fact that the Republic of Moldova has been ranked only in the 114th position out of 175 countries in the 2009 Press Freedom Index by Reporters Without Borders. The main concerns include the violations of the right of access to information, incidences of harassment against journalists and even the use of financial measures to harass the media, such as dissuading business owners from advertising in independent outlets. This situation seems to be sadly confirmed by the recent events in Moldova, and most notably by the events that occurred during the parliamentary elections in April 2009. As stated in a joint action by the World Association of Newspapers and News Publishers (WAN-IFRA), a non-profit, non-governmental organisation established in 1948, on Monday, 6 April, the day after parliamentary elections were held, protests erupted in the Moldovan capital of Chiinu when the election results were announced amid claims from opposition parties that the poll had been rigged. The peaceful protests have turned into violent confrontations with police forces in many areas. In the following days, foreign journalists were prevented from entering Moldova. Worse, local journalists were also harassed by police officers. As a response to this incident, the General Prosecutors Office published a press release announcing that the organizers and participants of the day of mourning had violated the provisions of the law on assemblies by failing to respect public order, involving minors, encouraging drunkenness, and damaging public transport. Moreover, on 9 April 2009, Facebook and the social networking website Odnoklassniki.ru became inaccessible to users in the Republic of Moldova. Other online resources were also inaccessible during this period. At least two TV stations Realitatea TV and TVR 1 have been taken off the list of cable operators in Moldova. In addition, several reporters from the investigative newspaper "Ziarul de Garda," were harassed by police officers, physically assaulted and were told that their cameras would be destroyed. Thus, Moldovans are being denied access to vital international sources of information. The state of affairs is especially bad in Transnistria where the rights and says of reporters are recorded to be violated in an even larger degree. One notable case that has been given international attention lately is the arrest of an independent journalist Ernest Vardanean on the charges of high treason under article 272 of the breakaway regions Constitution on the 7th of April, 2010. The national authorities have reportedly rejected the request of the reporter to be represented by a lawyer proposed on the grounds that state secrets could be jeopardised. Another problem is the organization of journalists. According to a Reporters Without Borders interview of a local journalist commenting on the situation of journalism in Moldova and Transnistria (referring to

Transnistria) Local journalists and NGOs are partly to blame. They are badly organised and do not publicise cases. In a conference entitled Freedom of expression and deformation: The law and reality held on April 28, 2010 in the Republic of Moldova, a number of different possible solutions to the problem were considered. Among them, the speakers talked about possibly changing the Moldovan law to include less restrictions on the freedom of expression, decreasing the dependence of media institutions on political parties and establishing an ethics code among journalists to help ease the tension and assure freedom of the press. All in all, however, Moldova is a former Soviet Union state and its Soviet legacy is still considerable in making the problem worse. Quoting from Pridnestrovie.net news site: Moldovas government consists of old-style Communist Party officials whose only experience in state planning dates from Soviet times. Instead of working to solve the problem, the Communist Party instead imposed censorship and prohibits the press from criticizing the authorities. The same could be extended to the victims of the censorship themselves, who also live in an environment where actively engaging in a fight for their own rights is still dangerous and often very difficult. This mindset is exactly the precursor for the most part of the problems that are currently experienced by the Moldovan society.

1.6.2 Provide a detailed description of the target groups and final beneficiaries and estimated number. The target groups (within which final beneficiaries) are:

Educational organisations (universities): two State Universities Moldova State University and Transdnistria State University in Tiraspol, will be engaged on the national level and will collaborate on the scientific scale in supporting extra-curricular activities (training, call for papers, etc.) addressed to their students. Students (including female students)/Researchers: 100 students from the Master program (both 1st and 2nd years) from the Faculty of Journalism and Communication Sciences of Moldova State University; interested students of other faculties of the USM (up to 30); and 40 students from Institute of Languages and Literature of Transdnistria State University; Professional category: 25 Professors of USM and TSU all together; officials of the Ministry of Education of Republic of Moldova; representatives of local mass media organizations (Media in Moldova, Law, etc. up to 10). Non-Governmental Organisations: representatives of local Non-Governmental Organizations (NGOs) that promote freedom of expression, freedom of press and peaceful assembly (up to 7 NGOs).

Indirect beneficiaries are those reached by the activities of the project that enhance its visibility (mainly announcements, booklets, posters, radio broadcasts, and Digest). 1.6.3 Identify clearly the specific problems to be addressed by the action and the perceived needs and constraints of the target groups. A Stakeholder analysis matrix (see here below) has been developed in order to perceive needs and constraints of target groups within interests, capacities and motivation of key stakeholder groups. Students/Researchers: 100 master students from the Faculty of Journalism and Communication Sciences and up to 30 interested students of other faculties of Moldova State University, and 40 students of the Institute of Languages and Literature of Taras Shevchenko State University, Transdnistria State University are the major target group of the action.

1.6.4 Demonstrate the relevance of the action to the needs and constraints of the target country(ies) or region(s) in general and to the target groups/final beneficiaries in particular and how the action will provide the desired solutions, in particular for the targeted beneficiaries.

The students of the universities involved in the action will be sensitising on the importance and respect of freedom of press. They will be conscious of their rights and will, in their future professional life, implement their respect, their compliance and ask for the respect in their own country. In general terms, those reached by the information disseminated on the action, will be aware of freedom of the press and of freedom of information and of the effort carried out in the present situation by the donor and the present action on this particular field of fundamental freedoms. In order to weed out the obstacles that prevent freedom of expression to become a concrete reality in the Republic of Moldova, the project partners believes that it is necessary to promote the above-mentioned values among the young citizens. Furthermore, the present Action aims to provide the students, attending the Master program of the Faculty of Journalism and Communication Sciences at Moldova State University and those studying in Transdnistria State University, with a series of lectures for the purpose of developing their professional skills and attitudes in the field of journalism. Professors and journalist of the universities, media organizations, State officials and NGOs involved will be informed and provided with material (particularly the Project Digest), together with setting up contacts among themselves on these issues. Moreover, as far as the specific topic of Freedom of the Press is concerned, contacts with the students involved in the project might be further kept and developed at the time they will become professionals in their country, either in future joint meeting and lectures, or in well-focused awareness campaign and information activities on events involving Human rights. The action will allow a deep analysis of the results obtained by the work of the Papers and the publication of the Project Digest; Participants of the lectures will pursue the promotion and protection of Human rights, namely in the field under focus, and will acquire punctual instruments in order to obtain effective results in the prevention of violations perpetrated in their country.

1.6.5 Demonstrate the relevance of the action to the objectives and priorities of the Guidelines. The activities of the project target the Priority 2 of the Guidelines Promotion of freedom of expression, freedom of press, freedom of peaceful assembly. In particular the following issues therethrough: b) trainings for journalists in skill development, in professional journalism and rights and obligations of professional and independent media will be performed through the Activity RE1.A3 Series of Lectures, Activity RE2.A1 Launch of the Call and evaluation of Papers, Activity RE2.A3 Set up and implement a Final Award Ceremony and Conference, and Activity RE2.A4 Set up of internship of the three (3) first classified. In particular the training will target the young generation of professionals that will transfer and apply the knowledge obtained in their work; e) building partnerships among the NGOs, trade unions and other specialized associations in the field, including with those from Transnistria will be achieved through the creation of the scientific forum (Activity RE1.A1 Set up and implement a Scientific board Kick-Off Meeting) on the national level consisting of two State universities, international organization and NGO involved in the promotion of freedom of expression, namely the Periodical Publication Law Public Association; h) training of relevant stakeholders will take place in the form of Activity RE1.A3 Series of Lectures, Activity RE2.A1 Launch of the Call and evaluation of Papers, Activity RE2.A3 Set up and implement a Final Award Ceremony and Conference where not only a students of the indicated State universities will take part, but that would be open to the public at large for participation; i) other relevant actions which would enable proper application of the legislation, development of a modern free and democratic media-landscape in Moldova and set up of good practices is mainly related to all the activities proposed within this project. In particular to the Activity RE.A2 Publication and distribution of the Project Digest and Activity RE1.A3 Series of Lectures set up as an example of best practises in the field of promotion and rooting of the freedom of expression and press among the young citizens of the Republic of Moldova.

Description of the action and its effectiveness (max 14 pages)


Provide a description of the proposed action including, where relevant, background information that led to the formulation of the action. This should include: 1.7.1 Expected results (max 5 pages). Indicate how the action will improve the situation of target groups/beneficiaries as well as the technical and management capacities of target groups and/or any local partners where applicable. Be specific and quantify results as much as possible. Indicate notably foreseen publications. Describe the possibilities for replication and extension of the action outcomes (multiplier effects). The primary and major target group of the project is students/researchers (in total approx. 170 individuals) of both Moldova and Transdnistria State Universities at their master (1st and 2nd year) programmes. Their participation in the action will ensure the realization of the objective of the project, that is, to strengthen their capacities and knowledge in the field of journalism and to make them more aware of their professional rights and obligations. The Call for Papers will give the opportunity to young researchers to speak freely on the problems of realisation of freedom of expression and freedom of the press within the Republic of Moldova. Taking into consideration the knowledge acquired during the series of lectures, which are based on international practices, young researchers will have the opportunity to investigate the legal and practical gaps in the realisation of freedom of expression and freedom of the press on a national level, to suggest proper solutions, and to be sure that not only will their voice be heard and evaluated, but it will also be made public. Long-standing results of the actions are seen in the students practical work after their graduation during their work or internship in media organizations. They are expected to bring new ideologies into such organizations based on their work on freedom of the press and freedom of expression. The Freedom of New Ideas (FONI) Digest will be published in 150 copies and distributed for further review by interested individuals and authorities. In particular, university libraries throughout the Republic of Moldova will receive an extensive number of copies so that larger academic groups will have access to the newfound knowledge. The Digest will serve both as a manual for further promotion of values of freedom of expression and freedom of the press as well as evidence of the results achieved within the framework of the project. All the novelties expressed in the papers gathered in the Digest will arm new generations of journalists and lawyers in their struggle for better human rights implementation mechanisms. It will also be a visibility and sustainability tool. The scheme of proposed actions (in particular Series of Lectures and Call for Papers) may be further used for the implementation of similar projects related to the problems of realisation of human rights in general as well as specific rights and freedoms. During the implementation of the Series of Lectures, a specific pool of experts will be created that may be used again in further related projects, both in an academic setting (i.e., lectures, training sessions, and seminars) and in practical application (i.e., drafting of legislation, country-based reports, etc.).

1.7.2

The proposed activities and their effectiveness (max 9 pages). Identify and describe in detail each activity to be undertaken to produce the results, justifying the choice of the activities, indicating their sequence and interrelation and specifying where applicable the role of each partner (or associates or subcontractors) in the activities. In this respect, the detailed description of activities must not repeat the action plan to be provided in section 1.9 below.

RE1.A1: Set up and implement a scientific Board Kick-Off Meeting Duration: Half (1/2) day Location: Chiinu, Moldova State University, Faculty of Journalism and Communication Sciences. The Scientific Board will consist of representatives of Project Partners: Applicants Project Manager, Local Coordinator (appointer by Local Partner 2), and delegates of Partners and Associate. The meeting will give the opportunity to the members of the Board to share their vision on the problems of freedom of expression and freedom of the press and on ways to address these problems in a more effective manner using project activities; discuss upcoming project activities and events; elaborate on Rules and Regulations of the Scientific Board; elect the Head of the Scientific Board; elaborate on Rules for Call and Evaluation of Papers; and set the schedule of work of the Scientific Board (both for meetings in person and remote discussions and paper evaluation). During the meeting Partners will present the profiles of experts in the field of freedom of expression and freedom of the press who are to deliver lectures within the framework of the project. The Scientific Board will then decide on the candidatures of the lecturers and elaborate on the Scientific Plan for them. The aim of bringing together representatives of all Partners at the very beginning of project activities is to elaborate on a common approach to the ways of achieving the objectives of the project, to establish a forum for scientific discussions, and to advocate for higher education in support of a greater awareness of freedom of expression and freedom of the press. Moreover, the meeting will also provide Partners with necessary internal coordination of all the units involved, so as to be able to offer all target groups a perfect working tool for their needs. The participation of all Partners in this action is expected and openly welcomed, as it gives them an opportunity to bring their input into the project ideology and development from the very beginning of its implementation. Target groups: Educational organisations (universities), Non-Governmental Organisations. The Faculty of Journalism and Communication Sciences at Moldova State University would be the major Partner in implementation of this activity, as it will host the event. RE1.A2: Set up and implement a Project Inauguration Press Conference Duration: Half (1/2) day Location: Chiinu, Moldova State University, Faculty of Journalism and Communication Sciences. The Scientific Board will chair the Inauguration Press Conference, which will take place on the same day and right after the Scientific Board Kick-Off Meeting. During the Press Conference the Scientific Board will present to the public at large the project, its objectives, activities, beneficiaries, and timeframe. In addition, each member of the Board will share with the audience his/her vision on the problems of freedom of expression and freedom of the press in the Republic of Moldova as well as possible solutions offered by the project with regard to the implementation and realisation of the international and European instruments governing freedom of expression and freedom of the press. The Press Conference will bring together all interested groups and beneficiaries. The presence of delegates from the Ministry of Education, representatives of NGOs (up to 7), and scientists in general is expected at the event and will be secured by local partners. Such participation will bring support to further project actions and attract the attention of larger groups to the problems of freedom of expression and freedom of the press. The local media (i.e. Media in Moldova, Law, up to 10 organizations mainly dealing with issues of freedom of the press and freedom of expression) will be invited to cover the event and give the Project Inauguration the necessary visibility through informing the public at large about the activities of the project, their impact, and their importance in terms of human rights-driven education and research.

The Press Conference will be open for attendance by students of the topically related faculties of Moldova State University (i.e., the Faculty of Journalism and Communication Sciences, the Faculty of Law, et al). Moreover, students will be encouraged through their faculties and Student Associations to attend such events. Students from master programme, being target groups of project activities, will get acquainted with new educational and research opportunities offered to them by this project. This Press Conference will, therefore, constitute the first official public activity of the project and will also serve as a tool to maximize the projects visibility to its intended audience. Target groups: Educational organisations (universities), Students/Researchers, Professional category, public at large. Non-Governmental Organisations,

The Faculty of Journalism and Communication Sciences at Moldova State University would be the major Partner in implementation of this activity, as it will host the event. Furthermore, together with Taras Shevchenko Transdnistria State University, it will spread the information about the event among the University students, professors, and researchers. The Applicant will present the international practice and experience in the field of promotion of freedom of expression and freedom of the press. Partner 2, the Periodical Publication Law Public Association, will be responsible for circulation of press release and media coverage. RE1.A3: Organize a series of 10 open lectures for students attending the Master program from the Faculty of Journalism and Communication Sciences of Moldova State University and from Transdnistria State University in Tiraspol Duration: Ten (10) days (one day every two weeks/approximately four months) Location: Chiinu, Moldova State University, Faculty of Journalism and Communication Sciences. During a fourmonth period, ten open lectures, two academic hours each, will be delivered to approximately 170 students in total from master programmes of both Faculty of Journalism and Communication Sciences of Moldova State University (primarily) as well as other topically related faculties of Moldova State University and Taras Shevchenko Transdnistria State University. One lecture will be delivered every two weeks. The lecturers, previously chosen by the Scientific Board, will cover topics related to freedom of expression, freedom of the press, and freedom of association with an emphasis on international and European standards and national case studies. These lectures will be taught in English and/or French and will be interactive. The Scientific Plan, developed by the Scientific Board, will define the subject of each lecture, with mandatory focus on and exploration of different aspects of freedom of expression, freedom of the press, and freedom of association, such as:

International and European legal framework in the field of freedom of expression and freedom of the press; Comparative analysis of mechanisms of realisation of freedom of expression and freedom of the press worldwide and in the European region; National case studies; Advocacy and support for increasing freedom of media, protection of freedom of speech, and protection of journalists from abuse of power in the Republic of Moldova; Law enforcement and abolition of those legal obstacles that deal with freedom of journalism; Ethics of journalism: international practice and standards.

Lecturers from several European countries chosen for the implementation of this activity will have both academic and practical background. Their participation is essential in terms of their scientific contribution, which aims at bringing a supra-national and comparative perspective to the problems of the realisation of freedom of expression and freedom of the press. Lecturers (non-country nationals) will find it easier to deliver and expound to young scientists and researchers the value and importance of basic freedoms, reinforcing their statements with common global practice. They will show the mechanisms in action and will try along with students to define gaps in the national system and ways to fill in these gaps.

One of the aims of this activity will be to prepare students and researchers for the next activity which will include the Call for Papers, whereby participants in the lectures (among others) will have to express their view on the current state of affairs in the Republic of Moldova, keeping in mind the knowledge obtained during the lectures. During the implementation of this activity, a specific pool of experts will be created that may be used again in further related projects, both in an academic setting (i.e., lectures, training sessions, and seminars) and in practical application (i.e., drafting of legislation, country-based reports, etc.). Target groups: Educational organisations (universities), Students/Researchers, Professional category, public at large. The Faculty of Journalism and Communication Sciences at Moldova State University will, once again, be a major partner in the implementation of this activity, as it will host the lectures on the premises of Moldova State University. The Associate 1, Taras Shevchenko Transdnistria State University, will assure the participation of its students (40 persons in total) in the Series of Lectures. The Applicant, Partners and the Associate will coordinate and will jointly perform the search for lecturers. The Applicant will be responsible for the logistics related to the transportation and hosting of experts. RE2.A1: Launch the Call and evaluation of Papers Duration: Three (3) months Location: Chiinu, Moldova State University and Tiraspol, Taras Shevchenko Transdnistria State University The Scientific Board, in accordance with the Rules for Call and Evaluation of Papers, will launch a call for papers among the participants of the Series of Lectures and other interested researchers (from local media organizations, NGOs, etc.). Accordingly, the announcement will be published within Moldova State University, Transdnistria State University and in Periodical Publication Law. After the publication of the announcement, the applicants will have three months for the preparation and submission of the final research paper for the evaluation by the Scientific Board. The applicant in his/her research paper (in English, French, or the state language of the Republic of Moldova) should cover the outstanding issues of realization of freedom of the press and freedom of expression within the Republic of Moldova, analyse the gaps and the current state of affairs, and offer appropriate solutions based on examples provided during the Series of Lectures. This activity aims to invite the individuals to challenge themselves in preparation of the self-sufficient scientific research that could serve at the same time as tool to develop further state policies and strategies oriented on full realisation of fundamental human freedoms. This activity will help to voice the perspective of a new generation of journalists and lawyers in the Republic of Moldova who understand their ability to change the status quo with regard to freedom of the press and freedom of expression for the better. Thus, young researchers will invest in their future through development of their skills and, in the future, via national media by offering new solutions and compromises to the people of Moldova. Target groups: Students/Researchers, Professional category, public at large. Both Partners and Associate will be involved in the implementation of this activity under the overall coordination of the Applicant. RE2.A2: Select three (3) participants who submitted the three most outstanding papers for publication Duration: One (1) day Location: Chiinu, Moldova State University, Faculty of Journalism and Communication Sciences. In accordance with the Rules and Regulations of the Scientific Board, the Board will meet again in person one month after the end of the three-month period designated for Call for Papers in order to give final

evaluation and decide in line with the Rules for Call and Evaluation of Papers on the best researchers submitted by the established deadline. Prior to the evaluation meeting, members of the Board will receive and revise all submitted papers and provide their feedback. Based on this feedback, the final evaluation will take place. The evaluation criteria will be set in the Rules for Call and Evaluation of Papers, which the Scientific Board will apply equally to each submitted paper. The Board should choose three (3) classified papers to further award their authors. The evaluation should be without prejudice or any kind of discrimination. The results should be made public and could be subject to appeal. Target groups: Educational organisations (universities), Non-Governmental Organisations, Professional category. All Partners are encouraged and welcomed to participate in this activity in order to ensure the objectivity and impartiality of evaluation. Members of the Board may also engage lecturers in the remote evaluation process. The Faculty of Journalism and Communication Sciences will host the activity. This evaluation will also serve to monitor the effectiveness of previous project activities (Series of Lectures and visibility actions). RE2.A3: Set up and implement a Final Award Ceremony and Conference Duration: One (1) day Location: Chiinu, Moldova State University, Faculty of Journalism and Communication Sciences. The Final Award Ceremony will be held in the form of a scientific conference and chaired by the Scientific Board. It will take place on the day after the Scientific Board Evaluation Meeting. The purpose of the conference will be not only to award the first three classified papers but also to have a scientific discussion on the role of young scientists and researchers in the changing media environment. As was the case at the Project Inauguration, the Final Award Ceremony will comprise a press conference. In addition to the media organizations, representation from a number of interest groups is expected, including officials of the Ministry of Education, representatives of NGOs, scientists, and young researchers. The Ceremony will be held in English and French with interpretation into the state language of the Republic of Moldova. During the first part of the Ceremony members of the Scientific Board will deliver short speeches, presenting the project itself, activities achieved so far, and obtained results. They will evaluate and share the outcome of the project activities, thus opening the floor for interactive discussion. The second part of the ceremony will be dedicated to the general overview of all submitted papers, bringing to the attention of the participants and audience the outstanding features and ideas of particular research that greatly impressed the Scientific Board. Further, the Head of the Scientific Board will name and award the authors of first three classified papers: - the author of the first prize paper will receive a scholarship equivalent to 200 Euros and a four-month internship opportunity with the Periodical Publication Law Public Association; - the author of the second classified paper will be offered a scholarship equivalent to 150 Euros and a four-month internship opportunity with the Periodical Publication Law Public Association; - the author of the third classified paper will be offered a scholarship equivalent to 100 Euros and a four-month internship opportunity with the Periodical Publication Law Public Association. Moreover, all the first three classified papers, together with materials from outstanding lectures of the Series of Lectures and materials of the Final Award Ceremony, will be included in the FONI Digest (as set in Activity RE3.A2).

The aim of monetary encouragement of authors of first classified papers is to increase the interest of young scientist and researchers in the call for papers, to raise the competitiveness among the authors, and to encourage the submission of quality papers that would express independent ideas and views. The aim of internship opportunity will be described in Activity RE2.A4. RE2.A4: Set up of internships for the first three (3) classified under the call for papers at a local NGO involved in the promotion of freedom of the press, namely the Periodical Publication Law Public Association Duration: Four (4) months Location: Chiinu, Periodical Publication Law Public Association. Following the evaluation of papers and Final Award Ceremony, the Scientific Board will offer to the authors of three outstanding papers an internship opportunity with the Periodical Publication Law Public Association. The duration of the internship for each awarded will be four months. The interns will be given an opportunity to assist to the work of Periodical Publication, as well as practice the knowledge acquired both during the university studies and the Series of Lectures provided within the framework of the project. The internship will also help to develop personal skills and unveil the practical side of journalistic work. At the same time, interns are expected to bring into their work with the hosting NGO new ideas and vision that would assist in the promotion of freedom of the press and freedom of expression. The interns contributions and the work of the NGO should be harmonious and mutually beneficial. Target groups: Non-Governmental Organisations, Students/Researchers, Professional category. The major partner involved in this activity is the Periodical Publication Law Public Association. The Applicant will coordinate the internships through input from both NGO representatives and the interns themselves. Feedback will be provided via bi-monthly reports. RE3.A1: Publication of the Informational Leaflets and Posters Duration: Five (5) months Location: Chiinu, Tiraspol Informational leaflets (400 copies) and posters (90 copies) are going to be published by Partner 2, Periodical Publication Law, and distributed within Moldova State University, Taras Shevchenko Transdnistria State University, and other interested institutions in order to promote the project activities (Series of Lectures, Call for Papers, and Final Award Ceremony) and to assure the visibility of the present action and the EIDHR priorities. Leaflets will be published separately in three (3) languages (English, French, and the state language of the Republic of Moldova), and posters will be trilingual. There will be three phases of publications: first, before the beginning of the Series of Lectures (indicating the subject of each lecture, the date, and the name of the lecturer); second, announcing the Call for Papers (with duration and subject of research); and third, announcing the Final Award Ceremony (indicating the date and agenda). The purpose of these informational materials is to increase participation and interest in the project as well as to publicize the major issues regarding freedom of the press and freedom of expression. RE3.A2: Publication and Distribution of the Project Digest Non-Governmental Organisations,

Duration: Three (3) months Location: Chiinu, Tiraspol After the Final Award Ceremony one of the results of project activities will be the publication of the FONI Digest, which will include the three first classified papers together with materials from outstanding lectures of the Series of Lectures and materials of the Final Award Ceremony. The publication of the Digest will be performed by Partner 2 and coordinated by the Applicant. This publication will come in 150 bi-lingual (English, French) copies. All Partners will be responsible for the distribution of the Digest for further review by interested individuals and authorities. In addition, university libraries throughout the Republic of Moldova will receive an extensive number of copies. The Digest will serve both as a manual for further promotion of the values of freedom of expression and freedom of the press as well as an evidence of the results achieved within the framework of the project. All the novelties expressed in the papers gathered in the Digest will arm new generations of journalists and lawyers in their struggle for better human rights implementation mechanisms. Methodology (max 4 pages)


Describe in detail: 1.8.1 the methods of implementation and reasons for the proposed methodology; The project implementation will be based on a continuous exchange of views, information, and experiences among the partners of the consortium through the means and tools described in detail in the following points of this section. The principal aim of the project is to strengthen the capacities of the students attending the Master program at the Faculty of Journalism and Communication Sciences at Moldova State University and Institute of Languages and Literature of Transdnistria State University in Tiraspol, improve their overall knowledge in the field of journalism, and make them more aware of their professional rights and obligations. This action will involve multiple actors, including stakeholders who are active in human rights issues, experts in education, law and journalism, experts in freedom of the press and freedom of speech issues, the media organizations, and all other interested stakeholders (e.g. students of other universities/faculties). All the above-mentioned actors will contribute to the realization of the projects two-fold objective. On the one hand, the project will develop through the enhancement of the target groups awareness; on the other hand, the project will disseminate its results and newfound knowledge to the entire Moldovan population. This will be achieved primarily through the publication of papers written by the participants in the Call for Papers. Experts from the EPLO and from its local partners will provide comparative training to the participants. The experts of the EPLO will introduce European expertise in human rights legal protection, while the local partners will provide their input on Moldovan legislation, thus merging the two knowledge bases and offering a complete framework. The training will be carried out in such a way so as to provide the participants with an extensive knowledge of the tools that will help them to be competent and conscientious journalists. The local partners will focus on lobbying mechanisms for the promotion of freedom of speech and freedom of the press. This task will be facilitated through the relevant stakeholders and their understanding of the significance of the project. For this reason the publication of informational leaflets and other informative means is directly linked to the success of the projects priorities and objectives. The close cooperation among all partners involved in the project will aim to give the local partners the possibility to effectively discuss and resolve practical problems, and also the opportunity to enrich each other with the exchange of different experiences. The partners will form a Scientific Board that will meet two times (in person) throughout the duration of the activities in order to lead the implementation of the project in the most efficient way possible. This will facilitate constant contact among the main actors of the project and will ensure that any unforeseen circumstances will be dealt with in the most expeditious manner. Moreover, the contacts that will be established with the central authorities (e.g. Ministry of Education) throughout the project will lead to the creation of a strong network among the parties, which will enhance their capacities and potential. In general terms, the action will involve not only the students but also the universities themselves and the association participating in the project to widen and deepen the activity of promotion and sensitisation on freedom of expression, namely freedom of press. Needs and constraints existing in the will be analysed partly by the activities foreseen by the action in order to make the students aware of the problems concerning the violation of freedom of press and its consequences and ensure a punctual and effective intervention.

Students will be as much as possible directly involved in the implementation of the activities as they represent future professional journalists who will be able to document the violation of human rights. The students will be able to participate to the Call for Papers to give their theoretical contribution to the issues treated during the lectures. All the activities of the action will be executed considering the culture in the field of Human rights and the present situation existing in the country so that the action will be pertinent to specific needs and priorities. The role of the partners in the project is of a great importance, considering their large experience and knowledge of the situation in the country. Local NGOs participation is essential for the coordination and communication between institutions and civil society. Coordination among public institutions and civil society is a primary component of the intervention as it allows the recollection of information for data and research, contributing to the construction of debating fora for future developments in public policies.

Nevertheless, the project will complement and reinforce any activities that have already been implemented in the Republic of Moldova regarding the promotion of freedom of expression and freedom of the press. 1.8.1 where the action is part of a larger programme, explain how it fits or is coordinated with this programme or any other possibly planned project. Please specify the potential synergies with other initiatives, in particular from the European Commission; This project is not part of a larger programme. The scope of this action, however, falls well within EU efforts to sustain the development of the Republic of Moldova. The intent of the FONI project is to enhance the knowledge of younger Moldovan generations regarding freedom of the press and freedom of speech and to improve civil society participation by proposing complementary actions to the activities developed in the framework of other running projects. As acknowledged by the European Commission strategy in the Republic of Moldova, the goal to reduce discrimination and to assist the country in its integration into the international economy must be carried out in an economically and socially sustainable way. 1.8.2 The procedures for follow up and internal/external evaluation;

A Scientific Board, coordinated by the Project Manager from the EPLO, will be established to facilitate the implementation and coordination of the project activities and output. Following a Kick-Off meeting at which each member will set the schedule of work, present the expert profiles, and approve the Rules and Regulations, the Scientific Board will remain in constant communication in order to discuss upcoming ideas, projects, and issues. During the phase of project preparation, a monitoring and evaluation plan (PME) will be defined in order to evaluate the running of the activities, the achievement of the foresees results, the discrepancy that might occur during project implementation and bring the due assessment in order to guarantee project effectiveness. Data will be collected periodically through contacts with the partners and meetings with the beneficiaries and participants.

The collected information will be systematised in a database, which will allow to confront the results and activities foreseen with the results obtained and the activities realized so far. Effective changes and delays will be underlined and assessment will be defined in order to correct the on going of the activities. On the basis of the PME data an internal reports will be drafted. In the PME system implementation, the following indicators will be taken into consideration: Number of experts working on issues related to Freedom of Press; Quantity of data concerning Freedom of Press and related issues situation collected and analysed; Number of participant (both students and other participants) of the lectures, with no less than 40% women attendance; Number of institutions and organizations provided with Freedom of Press materials; Number of papers submitted. 1.8.3 The role and participation in the action of the various actors and stakeholders (local partner(s), target groups, local authorities, etc.), and the reasons for which these roles have been assigned to them;

The Applicant will bear all managerial tasks in as well as scientific support of the project as the most competent among other Partners and stakeholders in the action (see Section 4). The Applicant has as well has long standing cooperation history with the Local Partner 1. Local Partners and Associate are encouraged and will actively participate in all project activities; moreover some of the activities are directly linked to their capacity. Local Partners will provide scientific and managerial support of the actions on the local level; will closely follow up the realisation of the activities and at the same time will be beneficiaries of these actions. The Local Partner 1 and Associate were assigned to participate in the actions (as described in the Section 1.7.2) due to their status (State Universities), competence and background (both educate students in the Journalism master programmes). The Local Partner 2 provides the internship opportunity to the selected students, having a reputation of the NGO involved in the promotion of freedom of the press. 1.8.4 The organisational structure and the team proposed for the implementation of the action (by function: there is no need to include the names of individuals);

The team of the Applicant consists of Project Manager, Scientific Support, Secretarial Support and Financial Support Staff (one of each) providing the due coordination of the project actions and daily management. One Local Coordinator and one Local Administrative Assistant are appointed from the Local Partner 2 to assist to and facilitate the project implementation on the daily basis working part-time. One representative of each Partner and Associate is appointed to participate in the Scientific Board. 1.8.5 The main means proposed for the implementation of the action (equipment, materials, and supplies to be acquired or rented);

The only means proposed for the implementation of the action are consumables and administrative costs of the Local Coordinator and Local Administrative Assistant, and consumables of the Local Partner 2 for the placement of interns. No other equipment, materials and supplies will be acquired or rented. The events will be majorly hosted by the Local Partner 1, which will provide the premises and infrastructure free of charge.

The attitudes of all stakeholders towards the action in general and the activities in particular;

All the stakeholders (target groups and final beneficiaries) want to cope with the recurrent violations of Human rights, particularly in the field of the freedom of press, which affects their future careers as journalists. They are concern about poor Human rights respect in the country and aware of insufficient knowledge of rights and duties as journalists. Students, researchers and professionals want to increase knowledge of impediments to the full implementation of their professional rights. They want to obtain more theoretical knowledge on the issues and to have opportunities to practice the acquired knowledge. The State Universities are welcoming extra-curriculum activities that would increase the capacity to protect freedom of the press and freedom of expression and most probably will further affect the educational practices. The project partners are eager to create partnerships on national and international level for further development of similar activities, aimed at protection of human rights in the population, particularly among students. The mobility of students on the national level and academics on the international attracts the core scientist in the subject matter and contemplates the global educational tendencies.

Duration and indicative action plan for implementing the action


The duration of the action will be 15 months. Applicants should not indicate a specific start up date for the implementation of the action but simply show "month 1", "month 2", etc. It is recommended that applicants base the estimated duration for each activity and total period on the most probable duration and not on the shortest possible duration, by taking into consideration all relevant factors that may affect the implementation timetable. The activities stated in the action plan should correspond to the activities described in detail in section 1.7. The implementing body shall be either the applicant or any of the partners, associates or subcontractors. Any months or interim periods without activities must be included in the action plan and count toward the calculation of the total estimated duration of the action. The action plan for the first 12 months of implementation should be sufficiently detailed to give an overview of the preparation and implementation of each activity. The action plan for each of the subsequent years may be more general and should only list the main activities foreseen for those years. To this end, it shall be divided into six-month interim periods (NB: A more detailed action plan for each subsequent year will have to be submitted before receipt of new pre-financing payments, pursuant to Article 2.1 of the General Conditions of the grant contract). 1.10.1 Describe the main preconditions and assumptions during and after the implementation phase. An overall precondition to be met is linked to the political situation not to deteriorate to an open crisis, requiring the cancellation of the foreseen project. The Partners do need to have the possibilities both political and in concrete terms, to coordinate among themselves in order to grant their contribution to the projects activities. In particular, means, premises and financial resources will be ready and available at the time of the start of projects activities. As far as assumptions are concerned, it is of capital importance that the students at the Faculty of Journalism and Communication Sciences, Moldova State University and at Taras Shevchenko Transdnistria State University will show and demonstrate a constant interest in the implementation of the projects activities, namely on the contents of the lectures.Coordination and sound management during the implementation of the projects activities will ensure the necessary overall structure to reach the expected results. Aside from the screening of the country situation at the moment of the assessment and drafting of the proposal (see Section 1.6 Relevance of the action), the situation analysis will be constantly updated during the implementation in order to be in touch with the potential requirement pointed out by the current situation.

1.10.3 Explain how sustainability will be secured after completion of the action. The sustainability of this objective will be ensured by the active involvement of the students themselves who will be given the opportunity to participate in ten lectures related to the promotion of freedom of the press, to prepare and submit a paper, and to attend an internship at a local NGO active in the field of journalism. Those opportunities and the high competence of the European experts provided for the lectures will assure the quality and the success of the proposed action.

The Periodical Publication Law Public Association cooperated since the beginning in the preparation and elaboration of the proposed activities by giving its suggestions, comments and experience. The Periodical Publication Law Public Association will play a fundamental role in the implementation of the action by: Being a member of the Scientific Board; Appointing the Local Coordinator and Local Administrative Assistant; Offering an internship opportunity with the duration of four months to the first two classified under the proposed call for papers. PARTNERSHIP STATEMENT Local Partner 1


A partnership is a relationship of substance between the European Public Law Organization (EPLO, Greece) and Faculty of Journalism and Communication Sciences of Moldova State University (Republic of Moldova) involving shared responsibilities in undertaking the action funded by the Delegation of the European Commission to the Republic of Moldova (Contracting Authority). To ensure that the action runs smoothly, the Contracting Authority requires all partners to acknowledge this by agreeing to the principles of good partnership practice set out below.

All partners must have read the application form and understood what their role in the action will be before the application is submitted to the Contracting Authority. Local Partner 2 A partnership is a relationship of substance between the European Public Law Organization (EPLO, Greece) and Periodical Publication Law Public Association (Republic of Moldova) involving shared responsibilities in undertaking the action funded by the Delegation of the European Commission to the Republic of Moldova (Contracting Authority). To ensure that the action runs smoothly, the Contracting Authority requires all partners to acknowledge this by agreeing to the principles of good partnership practice set out below.

All partners must have read the standard grant contract and understood what their respective obligations under the contract will be if the grant is awarded.
