ANNEX 1 MANDATORY REQUIREMENT

List of Mandatory Requirements

General
a) The Tenderer must bid for all services and provide a turnkey solution,
including hardware, software, implementation services and support and
maintenance services set out in Section 2 “Specification”, with proposed
solution, by completing all relevant Requirements Schedules in Section 3.

b) The Tenderer must bid for all essential requirements set out in Annex 2.1 -
Hardware and Software Specification of Section 2 of the Tender.
c) The Tenderer must possess proven experience and track record of
implementing similar solutions at an enteprise-wide environment with
minimum of twenty (20) sites with established network infrastructure
solution.
d) Reference for IT projects of similar size and complexity should be included
particularly any projects involving large number of users (of at least 4,000
number of users)

e) The Tenderer MUST carry out site survey to the following secondary,
primary and ugama schools:

f) The Tenderer MUST submit the network architecture diagram for ALL the
above schools stated in (e). The network architecture diargram MUST be
in Microsoft Visio format.
g) The network architecture design MUST be prepared and approved by a
certified network engineer. Prove of certification must be submitted in the
Tenderer’s proposal. The network engineer must have a minimum of 5-
years experience in designing the network infrastructure. If there is
evidence of any falsified information give, the tenderer will be disqualified
h) The network architecture implementation MUST be commissioned by a
certified network engineer. Prove of certification must be submitted in the
Tenderer’s proposal.

i) The hardware must be designed for enterprise environment with proven

record of performance, security, reliablity, ease of management and
support,such as ability to manage the network from remote sites.
j) Minimum 2 Certified Engineers are required to do the Installation,
Commissioning, and Testing
k) Letter of Support from Authorized Partner is a MUST
l) Training should be provided by Authorized Training Partner.
m) Must be able to install and configure RADIUS authentication servers with
redundancy
n) Must have at least 3 years of experience in managing Wireless LAN
authentication services for government/enterprise organization networks.
Implementation and Related Services
a) The Tenderer shall specify, procure, install and commission the
necessary hardware and software required at the implementation sites
for the School Network Infrastructure. The Tenderers are requested to
propose a cost-effective solution and define the number of switches and
other required equipment to be implemented at the implementation
sites.
b) The Tenderer must provide the support and maintenance services
throughout the Project period from a primary support center (1st level
support) to be located within Negara Brunei Darussalam.

c) The prime contractor or the key partners must be substantially owned

(70% or above) by Bruneians with sound financial backing. Composition
of the implementation team shall include local Bruneians and the
contractor must plan to provide local support and transfer knowledge to
Ministry of Education during the tenure of the project.
