incorporated into the soap, rosin is crushed into coarse powder. Pour part of the oil into the pan and heat. Mix the rosin into it little by little and heat till all the rosin is dissolved in the oil. Then pour the rest of the weighed oils into the pan. Mix thoroughly. Soap stone (talc) is now stirred into the oil. When the temperature of oil comes to about 80 90F., the correctly weighed quantity of soda caustic lye (having the same temperature as that of oil) is added in a thin stream, the whole mass being continuously stirred by a wooden stirrer or crutcher. The stirring is continued till all the lye is in and until the mixture thickens to such a degree that the stirrer leaves a mark in the mixture. It will take quarter to half an hour depending upon the fatty material used and the temperature. When the mixture of oil and caustic solution thickens, it should be ladled out into the frames where saponification proceed vigorously, the temperature of the mixture rising to about 1 SQF. The frame must be covered with blanket or gunny bags in order to encourage saponification. Saponification should be complete within 25 hours and in some cases in less than six hours. When the soap completely solidifies, it is removed from the frame in the form of a solid block and examined. If due care is taken, a firm and fairly good soap will be produced. If soap turns out streaky or uneven, it means it is not thoroughly mixed. If it gives sharp biting to the tongue, much soda has been used ; if soft, mild and greasy, too little soda was used (or presumably mixture separated during saponification due to oils being rancid or impure). In either case it must be cut into small pieces and thrown into a pan and brought to a boil with a little more water, and stirring with a crutcher. In case of the first defect (streaky or unevenness) boiling is all that is necessary ; in other two defects little more oil or a little more soda must be added. *When the soap is finished it is to be ladled into frames to set.
The other apparatus required are a hydrometer and a tall glass jar to test the strength of the caustic soda solution known as ''lye''. Formulations and Process Description The following receipes are suggested for making soaps by cold process : Kgs 1. Mahua oil 25 Coconut oil 20 Rosin 5 Caustic soda lye 31 Be' 25 2. Mahua oil 15 Groundnut oil 20 Rice bran oil 10 Rosin 5 Caustic soda lye 38 Be' 25 The above formulas will give genuine soap of highest quality. For somewhat cheaper quality fillcl soaps the followiag formula may be used : Kgs Cotton seed oil 10 Groundnut oil 25 Mahua oil 10 Rosin 5 Caustic soda lye 38 Be' 25 Soap stone powder 2 to 5 Procedure: Before starting to make a batch of soap, caustic solution (lye) of required strength should be made and kept ready. Generally 1/2 kg. of caustic soda lye of 38-40 Be' are required for saponifying 1 kg. of fat or oil. A lye of 38- 40 Be' strength is obtained by dissolving 1 kg. of caustic soda (solid) in 3 kg. of water. Accurate weighing of fat and lye is a requisite for the success of the soap; if not enough lye is added the soap becomes soft and spongy, and if too much, hard and brittle, and even separates paste or lye. To make caustic lye, the required quantity of soda caustic is transferred to a small iron tank and necessary quantity of water is added. After a few minutes the solution becomes so-hot that the tank cannot be touched. It will be observed that some big lumps are sticking in the bottom of the tank which will take quite a long time to dissolve if the solution is not stirred frequently. . When the solution becomes cool, only then its strength should be tested by a hydrometer. Strength may be brought to required degree by addition of water or soda caustic, as the case may be. Govt IPSU must apply through proper channel along with a certificate from their Establishment that neither any disciplinary case is pending nor contemplated against them. They must also enclose a certificate from the Establishment concerned that in case of selection, their establishment shall release them immediately. 6. New entrants to Government Service will be governed by New Pension Scheme termed as Defined Contribution Pension Scheme and existing provisions of CCS (Pension Rules) 1972 will not be applicable. 7. The Medical Board shall indicate the period of validity of the certificate in cases where there are chances of variation in the degree of disability. The syllabus for the written test for a trade will be broadly as that of NCTVT Examination syllabus for the trade and as per the functional requirement of the trade, ii) Trade Test (practical) of 100 marks The trade test (Practical) will be as per trade test candidate in their relevant field. The syllabus for the trade test (Practical) will be as per trade test specification of the semiskilled grade of the relevant trade. All eligible candidates will be called for an Objective type written test. On the basis of merit of written test marks, candidates will be called for trade test (Practical Test) of 100 marks in the ratio of 1:3 to the number of vacancies in the respective trade. Final merit will be decided on the basis of combined marks in the written and trade test (Practical Test). In the selection process, other things being equal i.e. marks being equal, trained Ex-trade Apprentices of RFI and sister ordnance factories shall be given preference in the order in which they are stated. In between the trained Ex-trade apprentices of RFI, preference shall be given those who are senior i.e, if two or more Ex-trade apprentices secure same marks then preference shall be given on the basis of seniority. Seniority of Ex-trade apprentices of RFI shall be decided on the basis of OFB's L/No.13/08/ 03-AHRD dated 15/17/-12-2003. Similarly, in between trained apprentices of Ordnance Factories, preference shall be given to those who are senior as mentioned above. In all other cases of tie, the selection will be decided on the basis of marks obtained in the written examination only. Important: Ex-Trade Apprentices of Ordnance Factories would be given preference over Ex-Trade' Apprentices of Other Organisations as they are conversant with jobs in Ordnance Factories and have been trained by Ordnance Factories incurring expenditure. Staff Selection Commission conducted the Junior Engineers (Civil & Electrical) Exam.2011 on 27/ 03/11'for recruitment to the post of Jr. Engineer (Civil & Electrical) in the office of the C.P.W.D. and M.E.S., Group 'B', Non-Gazetted and Non-Ministerial Post, classified as General Central Services(Technical) in the Pay Band II with grade pay of Rs. 4200 all over the country. 2. A total of 31,850 candidates appeared in this examination. As per the cut off approved by Commission in Paper-I; 2453 candidates for Civil/Structural and 1349 candidates for Electrical/ Mechanical qualified for the evaluation of Paper-II. As per the cut-off approved by Commission in Paper I+II 1,434 candidates in Civil/Structural and 452 candidates in Electrical/Mechanical qualified to be called for interview. 3. application through his/her employer and it reaches late, the application, even if submitted to the employer before the closing date, will be rejected. Persons already in Govt. Service, whether in a permanent or temporary capacity or those serving under the Public Enterprises shall, however, be required to submit, at the final stage of the recruitment process, a NO OBJECTION CERTIFICATE from their employer to the effect that the employer has no objection to the candidate being considered for appointment to a post in Rajya Sabha Secretariat. Failure to produce such a certificate will lead to summary rejection of the candidature. No other document, however, needs to be enclosed with the application. (iv) Candidates should send their application in an envelope super-scribing clearly the name of the category applied for on the cover of the envelope. (v) Before applying, the candidate should ensure that he/she fulfills all the eligibility conditions mentioned in the advertisement. The candidate would be admitted to various stages of the recruitment process based on the information furnished by the candidate in his/her application. The Secretariat, at best, would get only a summary scrutiny of the application made before the final stage of the recruitment process and it would undertake detailed scrutiny of the eligibility of the candidate only at the final stage of the recruitment process. As such, the candidature of the applicant shall remain provisional till such a scrutiny is undertaken and the candidate is found eligible in all respects. The Secretariat would be at liberty to reject any application at any stage of the recruitment process if the candidate is found ineligible for the post. The decision of the Secretariat shall be final in deciding the eligibility of the candidate. The mere fact that a admit card/ call letter has been issued to the candidate and he/she has been allowed to appear in an examination/ skill test/ Interview, etc. will not imply that his/her candidature has been finally cleared by the Secretariat or that entries made by the candidate in his/ her application have been accepted by the Secretariat as true and correct. (vi) Age/qualification/experience/ community status/ creamy layer status will be reckoned as on 20.12.2011. Except for Secretariat copy of fee payment challan and a self addressed post card, the candidates should not enclose with the application form any other document in support of their eligibility for the post(s). They would, however, be required to produce the original documents at the final stage of the recruitment process for verification and for determining their eligibility for the post(s). (vii) Candidates in public employment would be required to produce a No Objection Certificate from their employer at the final stage of recruitment process. (viii) The Secretariat takes no responsibility for any delay in receipt or loss in postal transit of any application. (ix) No application received after the prescribed last date will be entertained under any circumstances and all such applications shall be summarily rejected. (xv) In case, the number of eligible candidates for any post is less than or equal to the approved norm for calling the candidates for the next stage of the recruitment process, the Preliminary Examination for the post may not be held. (xvi) Canvassing in any manner would lead to summary rejection of application. 9. CANCELLATION OF THE CANDIDATURE: Candidates are cautioned that they should not furnish any incomplete, false or misleading information or submit any document which is defective, forged or fabricated or otherwise commit any act of misconduct in submitting the application forms or during the course of recruitment or fraudulently claim SC/ST/OBC/ Ex-Serviceman etc. status.
