DISTRICT OF COLUMBIA GOVERNMENT INTEGRITY STANDARDS *** ***

Every citizen of the District of Columbia is entitled to have complete confidence in the integrity of their government. Therefore, employees of the District Government shall at all times maintain a high level of ethical conduct in connection with the performance of official duties, and shall expose corruption wherever discovered.
An employee shall avoid any action which might result in, or create the appearance of: a. using public office for private gain; b. giving improper preferential treatment to any person; c. impeding government efficiency or economy; d. losing independence or impartiality; e. making a government decision outside official channels; or f. affecting adversely the confidence of the public in the integrity of the government or its operations.
1. GIFTS, ENTERTAINMENT AND FAVORS

An employee shall not directly solicit any gift or accept or receive any gift, whether in the form of money, services, loan, travel, entertainment, hospitality, promise, or any other form, under circumstances in which it could reasonably be inferred that the gift was intended to influence the employee or could reasonably be expected to influence the employee, in the performance of official duties or was intended as a reward for any official actions. 2. MISUSE OF INFORMATION For the purpose of furthering a private interest, an employee shall not ... directly or indirectly use, or allow the use of, official information obtained through or in connection with the employee's government employment which has not been made available to the general public. 3. PROHIBITED FINANCIAL INTERESTS An employee shall not: a. have a direct or indirect financial interest that conflicts substantially, or appears to conflict substantially', with government duties and responsibilities; or b. engage in, directly or indirectly, a financial transaction as a result of, or primarily relying on, information obtained through government employment. 4. PRIVATE EMPLOYMENT Employees shall not engage in, solicit, negotiate for, or promise to accept private employment or render services for private interest, or conduct a private business when such employment service or business creates a conflict or appears to conflict, with or impairs the proper discharge of their official duties. 5. BRIBERY, GRAFT, AND CONFLICT OF INTEREST An employee shall not engage in acts relating to bribery, graft, and conflict of interest prohibited by Chapter 11 of Title 18, United States Code; Chapter 18 of the Comprehensive Merit Personnel Act of 1978; and Chapter 18 of the D.C. Personnel Regulations.
