BACKGROUND

An SEA preparation activity for Central Sulawesi Province commenced with a consolidation/preparation meeting which was held on 21 February in Bappeda Central Sulawesi, then followed up by Workshop Lesson learnt in Bali on June 1st of 2011. During this workshop, all the representatives from selected locations prepared the initial activity agenda as the reference for the next action plan in each location afterward. Based on that, SEA Technical Training for Central Sulawesi SEA Team, then conducted at 23-25 June 2011 at Swiss belhotel - Palu, Central Sulawesi Province. The SEA Technical Training was involving the Local SEA Team of Central Sulawesi that consists of Environmental Management Agency (BLHD) and the Development Planning Agency (Bappeda), Provincial Public Works/Spatial Planning Agency and all related agencies and non-government Stakeholders. Participants of the SEA Training consisted of Provincial Service Agencies (SKPD), NGOs, Academicians, and representatives from nearby Kabupaten/Kota around Central Sulawesi. Based on the action plan that was prepared during the last session of the SEA Technical Training, the local government scheduled an SEA kick-off seminar/workshop 1, on 23-25 August 2011 at Swissbel hotel Palu. During the 1st Workshop, the Provincial stakeholders participated in SEA scoping that subjected to the issues, geographical, temporal scope. They also had the opportunity along with the local SEA Team to identify baseline data and initial information may be required. And based on the agreement with Local SEA team, Workshop 2 was decided to be conducted on 27-29 September 2011. But due to a dynamic situation and availability of the Team, they are then agreed to reschedule it to 21-22 October 2011. The overall objective of Workshop-2 is to agreed on strategic issues, scope of assessment, and time frame of

identified in workshop-1 Discussion and selection of key issues. (This is a consensus decision but can be adjusted to include others as the process evolves) Final agreement on the geographic scope and temporal framework of the assessment. Agreement on the Process objective and elaboration of sub-objectives relative to the issues. (Contains the assessment and is used later to introduce management and mitigation measures Identify possible opportunities and options to enhance or adjust the plan or inform subsequent plans. Identify possible development alternatives. Select development alternatives to be assessed

The output of this event : Develop prospective scenarios for each selected alternative (by plan or nested interacting plans). Can be adjusted to address development relative to a Expected Result natural asset, economic value or other that must be protected. Presentation of group work results. Discussion and selection of preferred alternatives. Plotting outcomes and assessing interactions (spatial conflicts, impacts, etc.)

Stressing on the RTRW of Central Sulawesi

The benefits of doing the environment assessment. The environment impact In relation to the preparation of Central Sulawesi RTRW, the workshop II becomes very important as it has entered the data collecting phase. Other than data collecting, the workshop II also gave other benefit that is to deepen the RTRW of Central Sulawesi. Presentation from Resource Person: Dr.Ir. ABD RAUF M.Sg A. The interconnection between RPJP and RTRW To achieve the vision (economy and socio culture) The policy issues implementation statement in the spatial planning. Development Plan Program Within the Governor vision of Central Sulawesi, the Governor wanted in the next 20 years the agribusiness and fisheries as the economy in Central Sulawesi. If this vision is derived then what will come up is the policy that will yield a process with a well structured plan, and there shall be a party to manage the program, in this case is PKSBB. To see whether the existing policy or program has been in accordance with the strategic issues of Central Sulawesi, if they are not relevant then an improvement measure should be done. B. Strategic issues To see whether the existing policy, program and plan has confirmed with the issues, then secondary and primary data will be required. If the strategic issues are not actual then improvement is required. The strategic issues that shall be managed are: Sectoral thinking domination The growing of exclusiveness within planning based on the administrative barriers. Many interests involvement when preparing the activities. Upper-stream-downstream dichotomy

DEVELOPMENT The process in the sustainable development process In one activity, we have to be able to where our position is and on what level should we start, and what level we should finish it. Development needs a process where social change and livelihood are being taken into account. The only problem that often happen is that the development process sometimes can create bias within the livelihood in the sustainable development. The pillar in sustainable development is a process that requires a good understanding on the concept. The logical framework of development itself has to be accepted as socially culturally acceptable. Point of view and assessment As a sustainable process, we need take into account the following condition: Equitable Efficient Ecological process The point of view and assessment towards the sustainable development can be explained as follow: a. b. c. Covering all the whole system and not just partially. Taking into account the social, ecology and economy welfare. Considering the positive and negative consequences from the activity, program and policy.

The control to manage the sustainable development is very important, if it is not

being managed and controlled properly in one activity, then the result being achieved would not go in line with what has been planned. In sustainable development, a pordakis approach is needed, the stressing, attention and consideration so that we will know what we want and what we should do to realize that. For this sustainable development, then we need to extract the natural resources and only part of it should be used, so that we can use the remaining for the times ahead. D. Case study 1. National The development of the palm oil plantation today mostly belong to the foreign company The salt import that reduce the space or business opportunity of the people 2. Instrumental in the objectives, meaning: Identifying the influence and consequences from the PPP towards the environment as the effort to support the decision making process. Transformative in the objectives, meaning: To improve the quality and process of the PPP formulation To facilitate the decision making process so that it can balance the objectives in environment, social and economy aspect. 3. Substantive in the objective, meaning: To minimize the negative impact potential that will come up as the result of PPP recommendations. To do a strong environment preservation. To manage the natural resources potentials and the carrying capacity of the water, soil, air and ecosystem. From all those 4 factors, environment and behavior are the ones which have strong influence towards health (70%). In this, it is related in how do we manage

our environment to make sure of our health in the times to come. A. The challenge in health issues of people in Central Sulawesi : The number of the babies with bad nutrition is considered to be quite high. This is because the amount of nutrition consumed and the level of knowledge about the health itself. The life expectancy Notes: Environment holds a very important role between human and disease. The objective of PPP impact is to assess the PPP of Central Sulawesi RTRW, meaning that we have to focus on the development plan that does not harm the society. The approach that we do in the RTRW SEA of Central Sulawesi need to take into account these followings: 1. Need condevention, consistency with National RTRW. 2. Ensure that the plan go quiet smooth 3. SEA is relative in nature with the limited supply of budget and natural resources. The assessment content of SEA are as the following: 1. The supporting capacity (water and land) 2. The prediction on the impact and risk of the environment 3. Services performance
