1. General Project Condition


This project is invested by Coastal Energen Private Limited (ENERGEN); Harbin Power Engineering Company Limited (HPE) serves as BTG supplier and service contractor, who will be in charge of supplying boiler, turbine, generator, auxiliaries, spare parts and various services within BTG contract. ENERGEN is responsible for BOP designing and supplying. Northeast Electric Power Design Institute is the designing organization for BTG part. Three main equipments are provided by Harbin Boiler Company Limited (HBC), Harbin Turbine Company Limited (HTC), and Harbin Electric Machinery Company, Limited (HEC). Power plant Construction Company will be selected by ENERGEN through bid invitation.

1.1 Plant Scale


6 x 600MW Indian Tuticorin thermal power plants will be invested by ENERGEN. In this phase, 2X600MW sub-critical coal-fired wet-cooled units will be constructed.

1.2 Site Location


Indian Tuticorin power plant is located at east coast of Indian ocean, in Tuticorin district, Tamil Nadu State; the site is 18Km from Tuticorin town, and 3.5 km from sea. The nearest road---NH-45B is 4 km away, nearest railway Milavittan (broad gauge) 13km, Tuticorin port 23km, and airport 26km.

1.3 Geology Condition


Earthquake intensity: 7 degree (as per IS-1893, in zone-II) Earthquake acceleration: 0.125g

1.5 System Brief


The main building will be the steel structure with four-line arrangement of the turbine building, the deaerator building, the coal bunker bay, and the boiler building. The head of turbine generator unit will face to the extension end, lengthways-sequence arranged. Turbine building operation floor will be the large platform, and one common maintenance yard will be set between two units. In this phase of the project, one central control building will be applied. The boiler will be the semi-outdoor type and the frame will be the steel structure. FD & PA fan will be placed at the boiler rear area, outdoor arranged. ID fan will be set at the ESP rear area, outdoor arranged. Two ESP will be used for each boiler. And two boilers will share one chimney. Circulating cooling water will be part natural ventilation cooling tower secondary circulating water supply system and part DC water supply system; water quality will be the sea water, and condenser pipe column will be titanium. Except for the closed heater and water-ringed mechanical vacuum pump, all the main & auxiliary equipments will be the large closed system. The boiler will use the MPS intermediate speed coal mill with direct blowing primary air coal pulverized system. Steam & water system will be unit system designing, excluding auxiliary steam system, compressed air system and service water system, which will apply to the main pipe system.

1.6 Parameters of Main Equipment


1.6.1 Boiler In this phase, the project will be constructed with 2X 600MW, sub-critical, control circulation drum boiler which will be single furnace, type arranged, primary intermediate reheating, balanced ventilation, complete steel structure hanging construction, semi-outdoor arranged and dry ash extraction. Superheater outlet steam flow rate under BMCR condition is 2060t/h, and reheater outlet steam flow rate 1731.2t/h. 1.6.2 Turbine In this phase, the project will be erected with 2 X 600MW sub-critical, primary intermediate reheating, single shaft, three cylinder four-exhaust, double back pressure, condensing turbine. It has eight non-regulating backheating steam exhaust, and the steam exhaust of feedwater pump turbine will enter main condenser. The rated power under TMCR condition is 600MW, with main steam parameter 16.67MPa/538 and reheating

steam 3.302MPa/538. 1.6.3 Generator QFSN-600-2YHG, water-hydrogen-hydrogen-cooled generator supplied by HEC, with rated capacity 666.667MVA, rated power 600MW, rated voltage 20KV, rated current 19245A, and static state excitation will be used for this project.

General Construction layout aims at a reasonable usage of land by the principle of facilitating construction and transportation, economizing the usage of land, and safety .

5.1 Site Construction Arrangement


The temporary BTG construction area covers boiler assembly yard, gas/air duct assembly yard, open warehouse, storage shed (semi-outdoor), enclosed warehouse, dangerous cargo warehouse, etc, which shall be arranged convenient for equipment

6. Temporary Construction Facilities


In order to ensure the supply of water, gas and electricity for Construction organization temporary pipelines shall be laid in construction site. Water supply pipeline will be unified planed to ensure the enough water and pressure head at the terminal points, which shall be made based on the principle of simplifying system & reducing cost. Electricity power supply shall meet with the maximum requirements from power, welding & heat treatment, lighting and others. Gas supply for construction will be prior to the bottled gas, and dispersedly supplied; as for main building, assembly yard, and plug welding site where need more gas, sub-sectional supply can be adopted. Proposed construction temporary pipeline parameters are listed below:

7. Construction Energy Plan 7.1 Construction Water Consumption


Site construction water mainly contains direct production water consumption, construction machinery water consumption, domestic water consumption and fire fighting water consumption. Construction water will be connected from the nearest reserved point from BTG construction area. 7.1.1 Construction Water Consumption Pipe Network Layout Plan: It is suggested to use one common pipe which will be underground laid, 1m under earth surface for production water and fire fighting water in construction area, . Gate valve will be set at the branch of main pipe network, and anti-corrosion pipe will be ordinary type using bituminous epoxy paint. 7.2 Construction Gas Consumption


7.2.1 Oxygen and Acetylene In boiler and assembly yard, it is recommended to adopt the oxygen and acetylene central supplying station. Each platform has the pipe networks and terminals. In other areas, it is recommended to use the bottled oxygen and acetylene, set unified oxygen and acetylene racks, as per the requirements. The rack shall be the weatherproof. 7.2.1.1 Acetylene Daily Consumption C C=8K (UN)=0.780.2450=67.2m/day Note: N construction cutting blowpipe is considered as 50 while calculating. 7.2.2.2 Oxygen Daily Consumption Q Q=C/0.3=224m/day 7.2.2 Compressed Air within the Construction Period It is suggested to set one 6m air compressor at boiler assembly yard with the 0.8Mpa outlet pressure. Compressed air will be led out by steel pipe, reserve joints will be set on air compressor outlet pipe, and various gas consumption terminal points can connect to pipes based on various requirements. 7.2.3 Argon Argon consumption for two units BTG area is about 7000m

7.3 Construction Electricity Consumption


7.3.1 Electricity Consumption Arrangement Scheme for Construction It is recommended to use level-three power distribution, level-two power leakage protection, and TN-S system power supply method at transformer low voltage side. Transformer low voltage side out going line enter the main distribution board (level-one power distribution) which will be arranged close to transformer, second stage distribution box power will be connected from main distribution board and placed at positions with larger load or major territorial positions, which can bear large indirect load and supply power to several third stage distribution boxes or specialized distribution boxes; third stage distribution box and specialized distribution box will be placed at load concentrated or partial position with relative smaller control scope, which can directly control the load and supply power to finial stage switchboxes (distribution box); normally finial stage switchbox can only control terminal direct load, which can be stationary used, or change arranged position as per project requirements at any time, finial stage switchbox will be placed near the load and convenient for construction operators.

7.3.2 Power Arrangement Plan 7.3.2.1 Pipe Assembly Yard We suggest using the second stage power boxes for power supply, 1 X 30t gantry crane 60KW, and electrical welding machine as 20 sets, 180 KW. 7.3.2.2 Boiler Assembly Yard We suggest using the second stage power boxes for power supply, 2 X 60t gantry crane 204KW, and electrical welding machine as 20 sets, 180 KW. 7.3.2.3 Goods & Equipments Storage: It is suggested to use level-two power boxes for power supply, 1 X 30t gantry crane 60KW, others 80KW, and totaling 140 KW. 7.3.2.4 Line A Construction Area: We suggest using second stage power boxes for power supply with total requirement of 100 KW. 7.3.2.5 EOT Crane Temporary Electricity Consumption We suggest using the first stage power boxes for power supply with total requirement of 100 KW. 7.3.2.6 ESP Construction Area: We suggest using the second stage power boxes for power supply, electrical welding machine as 15 sets, 90 KW and 1x20t tower crane 100KW. 7.3.2.7 Main Building Construction Area: We suggest using the second stage power boxes for power supply, 2 X 16t tower crane 120KW and electrical welding machine as 50 sets, 450 KW. 7.3.2.8 Boiler Construction Area: We suggest using the first stage power boxes for cylinder crane power supply and second stage power boxes for others; 2 X 80T tower crane 494 KW, hauling gear 200KW, electrical welding machine as 180 sets, 1620KW, and boiler building construction elevator totaling 60 KW. 7.3.2.9 Heat Treatment Area: It is suggested to use the 3X2 primary stage power boxes to supply power, which will be placed in front of the furnace top , turbine building operation platform and the top of deaerator bay respectively and totaling 2400KW. 7.3.2.10 Others: To be Considered as 100kw.

7.4 Site Communication

Fixed phones and interphones are main communication tools in construction site, while mobile phones are auxiliary communication tools. Prepare sufficient fixed phones and interphones as per construction requirements to ensure a smooth and unimpeded communication in construction site.

8. Main Construction Scheme and Brief Important Technical Measures Description 8.1 Main Construction Scheme Of Turbine
Turbine specialty construction mainly focus on turbine proper erection; subject to the project process, carry out turbine proper, generator, lube oil system, auxiliaries and other erection work gradually. For electric overhead traveling erection, emphasize erection work based on equipment arrival condition to create opportunities for equipment hoisting work in turbine building. The main control point for turbine proper erection is turbine cylinder covering. Then carry out bearing block inside work to support oil system flushing. Lube oil system flushing work shall focus on shortening flushing period and improving oil quality, which shall be finished before steam-line blowing, and turning gear can be put into operation. Generator proper erection work shall be started earlier or along with turbine proper erection, normally rotator installation work shall be completed before turbine cylinder covering and the connection work between turbine & generator coupling shall be completed before various bearing block erection and turbine cylinder covering. For auxiliary erection work in turbine building, follow the principle of erection directly after arrival, position deaerator and HP&LP heater after arrival as soon as possible to create conditions for LP pipe construction. Carry out LP & IP pipe assembly and cleaning work in advance; for buildings and equipments, start construction work once qualified to make auxiliaries ready for trial run as quickly as possible. 8.1.2 Large Equipment Hoisting Scheme 8.1.2.1 Generator Stator Hoisting Scheme Brief The generator stator is made by HEC with weight about 290t. 8.1.1 Turbine Construction Organized Concept

1Stator transportation Use hauling gear dragging the generator stator from A line outside between 7-8 axis into A line (17-18 axis for unit 2 for consideration), and it is required that part of steel beam erection work in main building shall be put off. After the stator reaches hoisting central position, veer it and make its longitudinal centerline coincide with erection longitudinal centerline. 2Stator hoisting (Refer to attachment 4) a. Use special hydraulic lifting device to lift generator stator. Before hoisting, combine hoisting frame and hydraulic pressure device above the stator. Based on site geology condition, deal with hoisting frame supporting foot foundation treatment in advance during civil work construction period, to ensure supporting foot load bearing during hoisting period, moreover, asymmetrical sinking phenomenon is not allowed. b. While assembling hoisting frame devices, well execute stator protection measures. The hoisting frame will be made up by bottom end supporting part, traveling support beam and upper traveling part. After finish all hoisting frame assembly work, put up steel strand & stator lifting ear and start finial inspection work. c. Before generator stator official hoisting, carry out trial hoisting first, which is to lift the generator stator from its original position, stop lifting when the lower plane is about 200mm above the ground, hang it in the air for 5 minutes, check supporting structure bearing condition and various supporting legs as well as operation correctness of hoisting device, if there is no mistake, land the generator stator on the ground and continue hoisting. d. While lifting generator stator, keep stator holistic levelness and avoid deviation resulted from inconsistent hydraulic pressure system route during lifting process. Raise the stator till its bottom exceeds turbine operation platform EL13.7m about 200mm,stop lifting (ensure there is no hydraulic pressure oil leakage phenomenon while hoisting), then operate the lifting frame along the track laying on the traveling support beam, tear down wedges on both sides of weight shifter, start hauling gear and drag door-type lifting frame & stator above stator positioning foundation. After the stator is fixed firmly, operate hydraulic lifting device to descending working condition, stop when it is 200mm above stator positioning height, land it after approved by related special workers, and finish positioning work officially. e. Set 30mm thick steel plate at generator stator dragging and placing positions for protecting underground devices and pipes, meanwhile, carry out protective measures appropriately.

f. While positioning, aim at generator stator erection center longitudinal and transverse position. 8.1.2.2 Brief Deaerator & Heater Hoisting Scheme 1) Deaerator hoisting (See attachment 5) The deaerator is SSD-2280/235 inner setting type made by Harbin Boiler Company Limited, which will be placed at turbine building B-C line deaerator room (EL26.0m). Deaerator water box effective volume is 235m, total volume is 457m, and the weight is about 153t. a. Deaerator water tank will be hoisted from fixed end (for unit 2, consider to use extending end) to 26m platform by CC2500/450t and CKE2500/250t crawler cranes. Because the water tank is very long, it is difficult to place its bottom support onto the platform for just one time, thereby, CKE2500/250t crawler crane lifting at the front end shall move to water tank tail end for secondary lifting after remove its lifting hook so that the water tank can continue to move forward, finally, after these three steps complete, the entire water tank will be placed on temporary sliding rails pre-erected on 26m platform. b. Use prepared raft-towing and sliding track, as well as hauling gear and pulley block, drag deaerator to positioning foundation, then use hydraulic lifting device to jack the water tank, draw out raft-towing, and make it position on foundation. 2) HP heater hoisting brief description In this project, 3xHP heaters will be set for each unit, which will all be vertical-type, surface heater. 3xHP heaters will be arranged at B-C line deaerator room (EL13.7minterlayer. The hoisting plan for #1,#2,#3 HP heaters will be the same, that is to use two electric overhead traveling for lifting and then drag to erection position. 3) Brief LP heater hoisting description In this project, 4xLP heaters will be set for each unit, which will be vertical-type, surface heater. Among them, #5 and #6 LP heaters will be arranged at B-C line deaerator room (EL6.9minterlayer. #7 and #8 LP heaters will be arranged at condenser connection part. a. During #5 and #6 LP heaters erection period, use traveling crane to penetrate them to related platform obliquely, after strengthen temporary dragging rails, drag it into deaerator room with the help of hauling gear, then veer the heater, transport to pointed position, lift the Description

heater by hydraulic lifting device, then draw out temporary rails and complete erection. b. While erecting #7 and #8 LP heaters, use the large hoop of traveling crane in turbine building for hoisting, adjust heater elevation and center as per erection position, then penetrate them from one side of the condenser to condenser throat part; use traveling crane small hook lifting LP heater temporarily, move the large hook, penetrate LP heater into turbine pedestal by both large & small hook; after heater gravity center penetrating through turbine pedestal, use traveling crane large hook for leveling and positioning, then remove the hook after welding & fixing. 8.1.3 Brief Turbine Proper Construction Scheme construction service instruction will be provided later) 8.1.3.1 Equipment Instruction: The turbine is N600-16.7/538/538 sub-critical, primary intermediate reheating, single shaft, three-cylinder (HP & IP & LP combined cylinder) four-exhaust, condensing type made by Harbin Turbine Company Limited. Turbine control system will use digital electro-hydraulic control system (DEH) and individual fire resistant oil system. The condenser is double-chamber, single flow, double back pressure, surface type, which will be directly cooled by sea water, with titanium pipe as cooling pipe material. 8.1.3.2 Basic Erection Procedure Description (The detailed

8.1.4 Generator Erection Scheme 8.1.4.1 Equipment Instruction The generator is static excitation type, water-hydrogen-hydrogen-cooled type made by HEC. 8.1.4.2 Basic Erection Procedure:

8.1.5 Generator Rotator installation Scheme (Refer to attachment 6) The transportation size of generator rotator is 12.81.871.866m, and the weight is about 66t.After rotator arrives in site, use special cargo to transport it directly into turbine building, then use one electric overhead traveling for unloading, lift it onto turbine building operation platform, place it, inspect and test it after OOBA. Generator rotator installation work shall be started after complete mechanical, electrical heating, and other work procedures, then organize related workers to final clean and inspect the stator and rotator, after confirm the inner cleanness, ensure there is no sundry, then the work can be started after being signed. Connect electric overhead traveling to rotator proper lifting area and pay attention to protect the bearing neck by guard board. Use electric overhead traveling to lift the rotator and keep it in horizontal state. Tie ropes with sufficient length to proper slide block front & bottom ends respectively for dragging purpose while rolling in and drawing out. After gradienter leveling work, start electric overhead traveling till rotator steam end over against stator excitation end, erect phase slide blocks and supports, then start electric overhead traveling large trolley, make the rotator penetrate into stator iron core chamber slowly, when the lifting rope is about to touch stator end plate, stop the large trolley, then slowly retract the hook and descend the rotator; for the external diameter of proper slide block is 3-5mm longer than that of bearing neck supports, during erected slide block moving period, proper slide block and rotator support will bear all the rotator heavy load. When bearing neck support and excitation end support bear rotator weight, remove electric overhead traveling lifting rope. Use steel rope and chain block hanging on rotator steam side, pull the rotator to move forward till its steam side coupling exceed stator end and can be hanged by steel rope, then operate electric overhead traveling to the upper part of steam side hanging bearing neck. Slide the rotator till the steam end coupling 210mm longer than engine base, use electric overhead traveling single rope hanging on rotator coupling sleeve part, lift the rotator about 10mm,take out the slide block inside stator chamber, then descend the rotator to horizontal position, continue to lead the rotator to official positioning place; lift rotator steam side, turn the bearing neck slide block to upper part, then remove proper slide leading rope from steam end coupling and pull it out from excitation end using the leading rope on the back. Then continue to move the rotator forward, erect rotator supporting bearing bush and bearer, remove electric overhead traveling hook, erect rotator supporting tools on lower cover, tear down bearing neck supports and hold the rotator steam end by

supporting tools; lift rotator excitation end, tear down rotator supports, then use bearing to hold rotator excitation end. So far, rotator installation work is completed.

8.2 Main Construction Scheme Of Boiler


8.2.1 Construction Organized Concept Based on boiler characters, erected boiler construction work shall be operated concentrating on chemical cleaning work, and then carry out boiler steel structure, air preheater, gas /air duct within proper scope, drum, heating surface in extending side area, water wall, wall enclosure superheater, burner, superheater, reheater, connection pipe and other erection work gradually on basis of construction progress requirements. In prophase, give priority to steel structure erection work, during which period, implementing air preheater, gas/air duct, wind bellow, economizer ash hopper erection work alternately is a must, so as to avoid the possibility that these parts can not be hoisted after steel structure erection. After erect steel structure, heating surface shall be qualified for erection. Boiler erection work shall emphasize on plate beam & drum hoisting, and the main control point is hydraulic test. After hydraulic test, concentrate on ESP, boiler seal, boiler front oil system, coal feeder, coal mill, pulverized coal feed pipe, fan, cold/ hot air duct and gas duct erection work, meanwhile, carry out equipment, pipe and other insulation work to create opportunities for chemical cleaning. As for auxiliaries, start erection work based on equipment arrival condition as quickly as possible and make auxiliaries qualified for subsection trial run as early as possible.

8.2.2 Boiler Construction Machine Arrangement (See attachment 3) The main hoisting machine for boiler is FZQ2000/80t cylinder crane, which will be arranged between K and L column.1x 50t crawler crane will be placed on furnace top for hoisting light cylinder on boiler heating surface.1xCC2500/450t crawler crane, along with 1xFZQ2000/80t cylinder crane will be arranged on boiler rear area temporarily for hoisting A C plate beam, and the plate beam weight is considered as 70-110t temporarily. B D plate beam will be hoisted by FZQ2000individually.The main hoisting machine for ESP will be 20t movable tower crane with 70m arm working condition, which will be placed at the central part of ESP rear area.

8.2.3 Plate Beam Erection Scheme 8.2.3.1 Plate Beam Hoisting Sequence After complete boiler steel structure column, beam and supports erection work, carry out acceptance test, if qualified, start plate beam hoisting work. Based on hoisting sequence, transport plate beam to hoisting position, then use FZQ2000/80t cylinder crane and CC2500/450t crawler crane for lifting and positioning; plate beam with lighter weight will be lifted and positioned by CC2500/450t crawler crane or FZQ2000/80t cylinder crane individually; 8.2.3.2 Plate Beam Hoisting Method and Procedure (Refer to attachment 7) 1FZQ2000/80t cylinder crane will be placed at 1# boiler right side, and CC2500/450t crawler crane at boiler rear area. Front & back position will be adjusted as per various plate beam positions. The inclination angle of plate beam will be adjusted based on furnace width. While hoisting, crawler crane will use PA & FD fan foundation, as a result, the foundation construction work of this part will be delayed.

2Connect pre-welded plate beam lifting ear and support snap ring, as well as crane side large hook hanging rope sling by snap ring and lifting ear. 3Raise two cranes at the same time, stop lifting after the jacking rope is slightly tightened, inspect the entire hoisting system, if normal, continue to lift, stop lifting and recheck it after lift the plate beam above the ground, after confirm the correctness, raise two cranes synchronously till plate beam lifted from the ground, then descend it for two times discontinuously and simultaneously, after confirm there is no abnormal condition in this whole progress, continue hoisting work officially. During lifting procedure, make sure lifting speeds of these two cranes are accordant, and both sides shall keep horizontal during the whole lifting procedure. 4Stop lifting when plate beam bottom is 200mm above its positioning elevation, then use FZQ2000/80t cylinder crane and CC2500/450t crawler crane to rotate plate beam to the upper part of positioning place, during this period, these two cranes can only carry out one action for one time individually, ,moreover, two cranes simultaneous actions are strictly prohibited. Then slightly adjust plate beam position, drop crane hook, and position plate beam onto the column synchronously; fix and fasten bolts, remove the hook, erect beams among plate beams and between plate beam and steel structure, then remove lifting ear & bolts and turn to back plate beam hoisting work. 8.2.4 Drum Hoisting Scheme 8.2.4.1 Drum Transportation The drum will be directly transported to boiler furnace 0m, unloaded by CC2500/450t crawler crane and then transported to hoisting place. 8.2.4.2 Drum Hoisting Use two sets of hydraulic lifting devices for drum hoisting, for there is no sufficient net distance between main columns on both sides of the boiler, the drum will be lifted obliquely. Before hoisting the drum, except for those structures in boiler front, which can affect drum hoisting, will be erected later, boiler steel structure mainframe and auxiliary frame shall all be tested, secondary plate beam between H & J row shall be erected and fastened and drum center elevation line on J row main column shall be marked visibly. Set two GYT20 hydraulic lifting devices on top plate beam between H & J row, based on hydraulic lifting device operation requirements, steel strand shall keep vertical. During above mentioned hoisting process, the hydraulic lifting device shall be placed on the structure which can move in all directions (left & right, forward & backward).

First lift the drum to about 100mm above the ground, after confirm there is no potential safety hazard, continue to raise till it reaches certain height above the ground, stop lifting on one side, continue to raise the other side to appropriate angle, then carry out entire drum hoisting work. When the hoisting point on the right side reaches the elevation which allows drum horizontal lifting, stop lifting, adjust the drum to horizontal state, then raise both ends simultaneously and make the drum center raise to positioning elevation. During drum lifting period, adjust hydraulic lifting device position timely to keep steel strand always in vertical state. Measure and adjust four points elevations and remove the hydraulic lifting device once confirm drum positioning correctness. 8.2.5 Coal Mill Erection Scheme This project will use MPS245HP- intermediate speed coal mill made by Shenyang Heavy Machine Limited Company, 7 sets for each unit which will be placed orderly between boiler front C & D row 0m, and two seal fans will be equipped for 7 mills. 8.2.5.1 Hoisting Scheme Electric hoist will be designed on top of coal mill in this project for coal mill erection and maintenance. All equipments for coal mill will be transported from main building C-D line right side fixed end and be lifted & positioned by electric hoist. 8.2.5.2 Basic Erection Procedure

8.2.6 ESP Erection Scheme 8.2.6.1 Hoisting Scheme For each boiler, two sets of 7 fields ESP will be equipped. The main hoisting machine for ESP will be C7050/20t movable tower crane, and CC2500/450t crawler crane will be used for inlet & outlet gas duct and other large equipments hoisting. Considering gas duct outlet lifting and the unloading work for movable tower crane, steel structure erection work on the first and last line in ID fan area will be delayed. Ash hopper, inlet & outlet air & gas box and other equipments are bulk parts, which can be lifted after assembly. Ground assembly and equipment hoisting work can be carried on at the same time as per site conditions and crane operation period; various procedures can be adjusted or started alternately.

8.3 Main Anti-corrosion & Insulation Construction Scheme (The detailed construction service instruction will be provided later)
8.3.1 Construction Organized Concept Start anti-corrosion and insulation work from boiler proper insulation, consider turbine proper insulation completion as the last step, and the work shall be implemented as per equipment and pipe completion condition. 8.3.2 Boiler Insulation Scheme Boiler furnace insulation includes cold ash hopper, fuel nozzle, furnace water wall, convection pass, end enclosure wall, ceiling cover, furnace arch, hot gas duct, outlet ash hopper, rotary air preheater, cold gas duct and preheater outlet ash hopper, etc, boiler outer casing includes proper outer casing, preheater outer casing, burner connecting air duct outer casing, and gas duct outer casing, etc. Insulation construction procedure: equipment & material check support bracket manufacturing support bracket and insulation hook welding & erection reinforcing beam inner insulation concrete pouring(or insulation bulk material infill) membrane wall and reinforcing beam insulation bulk cotton filling(aluminum silicate or insulation concrete)main insulation material layered arrangement & construction galvanized lead net arrangement single aluminum foil compound silica acid plate erection outer casing compression plate erection First, based on membrane wall and insulation nail clearance requirements, mark & fix the position by talc powder or ink line snapping, then evenly weld insulation nails on water wall fin, inner cylinder wave crest or equipment surface, the arrangement shall be even and the welding shall be stable, as for membrane wall dowel, use arc stud welding machine. Insulation shall be laid tightly on equipment surface insulation hooks, and seam at the same layer and between upper & lower layers shall be staggered. Insulation layer will be fixed by insulation self-lock pressure plate and two insulation self-lock pressure plate will be fixed by each insulation dowel at insulation layer center and external part. 8.3.3 ESP Insulation Scheme Insulation thickness for ESP proper various parts shall match with drawing designing requirements, insulation shall be laid tightly on equipment surface or steel plate net preservation hook with seam at the same layer and between upper & lower layers be staggered, and be fixed by insulation self-lock pressure plate, insulation hook exceeded part from insulation pressure plate shall be bended down to keep insulation layer surface even and flat, after finish and test ESP insulation layer construction, continue outer casing

construction. 8.3.4 Pipe Insulation Scheme 8.3.4.1 Condition Before Insulation Construction: 1 Complete pipe erection, finish supports and hangers adjustment work and pass tightness test. 2Crater shall be tested and qualified and alloy pipe shall finish heat treatment and fastening procedure. 3Finish erection work for measurement elements and instrument pipes, creep expansion measure point, tracing pipe, etc. 4Cut off all temporary supports on pipes. 5Reserve sufficient space for pipe penetration, platform, and among pipes, which can not affect pipe free expansion. 6Insulation material performance shall be qualified for designing. 8.3.4.2 Insulation Construction 1Carry out construction by layer strictly based on insulation layering requirements, and each layer thickness shall be similar. 2Insulation products at the same layer shall be tight and staggered, extending insulation material is strictly prohibited, between upper and lower layer, insulation product seam shall be staggered; direct connection seam is not allowed. 3Use splinter to fill in insulation layer clearance tightly and completely, which shall be stick to pipe surface tightly. 4Tie one iron wire insulation product every other 200-300mm,the wire will be double strand and insulation material shall be tied tightly and stably. 5Reserve unloading clearance at flange connection with enough length to unload bolts, normally, bolt length will be 30mm and the clearance shall be filled up with insulation material. 6 Reserve sufficient clearance for insulation structure near pipe compensator and supports so that pipe expansion and contraction can not damage insulation structure. 7Insulation supports: set one bearing support bracket on vertical pipe every other 3m, insulation support bracket will be made of flat steel and hooped on pipes. 8.3.4.3 Outer Casing Construction 1 Use loose core aluminum rivet for fixing among outer casing, and rivet arrangement shall

be even and reasonable. 2Use outer casing axial seam as single reinforcement lap joint, use single reinforcement lap joint for pipes inside toroidal seam room and overlap rib structure for external pipes. 3Vertical seam of horizontal pipe is among pipe axes obliquity 30-45 at hidden place if possible and seam of vertical pipe shall be subject to drawing requirements. 4Reserve expansion seam for vertical pipe and seam clearance will be determined as per pipe temperature, if medium temperature is lower than 100, the clearance will be 7-10m, if temperature is between 100-320,the clearance will be 4-6m, if temperature is higher than 320,the clearance will be 3-4m; as for outer casing, use movable lap joint, for cycle direction, rivet will not be used and lap joint can not be shorter than 100mm. 5If there is difference between expansion direction of two crossed and parallel pipes or medium temperature, sufficient clearance shall be reserved. 8.3.5 Painting Plan 8.3.5.1 Working Procedure

8.3.5.2 Brief Construction Method Description (Detailed construction service instruction will be provided later) First, clean equipment surface, steel structure and pipe requiring painting, after surface treatment qualified, complete the first base paint painting(base paint type shall satisfy designing or manufacturer requirements) to avoid secondary rust or pollution. After first painting, when the dissolvent in paint film volatilizes in certain degree and the surface is dry, secondary base paint and following finish paint painting work can be started. Painting work in next stage can only be done after the last one is confirmed qualified, and the last finish paint painting can continue after the previous one gets dried. After construction, take quality acceptance test, which includes appearance, color, paint thickness and adhesive attraction. 8.3.6 Insulating Concrete Construction 8.3.6.1 Working Procedure

8.3.6.2 Construction Method Clean up pollutants at construction parts, erect mould at necessary construction position based on manufacturer drawings, and make its external size meet with drawing requirements. Mould erection position shall be correct. Within insulation concrete construction scope, use rock wool panel to separate concrete breadthwise and lengthways as free expansion joint. Insulation concrete will be made from silicate cement, expanded perlite and water, and the weight ratio of silicate cement and expanded perlite shall meet with designing requirements. While producing insulation concrete, first well mix silicate cement and expanded perlite drier, then add water and stir; qualified mixture can be formed into a ball in hand without loosing and no water shall be squeezed out. Mix insulation concrete only when needed, and the mixed material shall be used up within material requiring time limit. During concrete pouring progress, the tightness and stability of mould shall be well kept to avoid mould shifting and ash leakage phenomenon. Maintain fashioned insulation concrete surface and make its external size meet with drawing requirements. After insulation concrete pouring, based on the requiring time in instruction, remove the mould and carry out natural curing under normal temperature.

8.4 Main Construction Scheme of Electric


8.4.1 Electrical Construction Organization Concept Electric specialty construction focus on plant power energizing, based on the project progress, carry out centralized control building, turbine building, and boiler building electric equipment erection work gradually. During panel foundation erection period, based on drawing designing elevation, use gradienter to center U-steel frame and start welding after it reaches designing elevation. Weld and fix shim plates, embedded parts, and U-steel. After weld the entire lines of panel and cabinet, retest for another time, if the span between two embedded parts is too large, add shim plate in span middle part to guarantee the entire foundation U-steel levelness. 8.4.2.2 Box & Cabinet Support Manufacturing and Erection After complete supports manufacturing, polish all welding spots and make anti-corrosion paint for supports. 8.4.2.3 Cabinet Positioning Cabinets arriving in site can be lifted and transported to or near to erection position by hoisting machine in various workshops, for the place where hoisting machine is not available, use hydraulic pressure handcart for horizontal transportation, and screen & panel part load-bearing shall be avoided during this period. Cabinets with bus bar bridge or nonsegregated phase bus duct (NPB) shall be erected first, then based on drawings, confirm the erection position and erect abutting cabinet one by one. Use erection truck for centering and preliminary fixing, then adjust and final fix it after adjust various index to regulated standards. 8.4.3 Cable Project Construction Scheme 8.4.3.1 Cable Tube Bending and Laying 1Based on the cable list, check cable tube erection drawings. Subject to civil work & technical drawings, check cable tube laying position in site. Carry out actual measurement on cable tube length, height, corner position and angle parameter. 2 Material quality specification of cable protection tube shall match with designing requirements, and the appearance shall have no crack or pit, with smooth inner wall, intact cladding material and no corrosion. 3Processing requirements for cable tube: cable tube will be cold bended by hydraulic pipe bender, pit is strictly prohibited after bending, the bending degree shall not be 10% larger than tube external diameter, and cable tube bending radius can not be smaller than penetrated cable minimum allowable bending radius. After bending, tube inner wall shall have no burr and sharp edges. As for tube with large external diameter, use external processing to ensure cable tube bending quality; the ratio of cable tube internal diameter

and external diameter can not be less than 1.5. 4Elbows for each cable tube can not exceed three, and for right angle elbows,2 is the maximum allowable value. 5Surface tube arrangement shall be orderly, horizontally & vertically, and its tube supporting point fixed distance shall exceed 3m,the clearance among rows of cable tubes shall be equal(the clearance shall be qualified for metal joints erection),pipe joint will be used for pipe connection, which shall be arranged appropriately. 6Cable tube supports erection shall be stable. 7 For cable tube connection, use bushing welding treatment, direct butt welding can not be used for cable tube connection, instead, use pipe joints with screw thread for fixing and sealing, and pipe joint length shall be 2.2 times larger than cable tube external diameter. For the place with acid & alkali corrosion, rigid plastic tube will be applicable. While connect rigid plastic tube by bushing or penetrating connection, the penetration depth is about 1.1-1.8 times of tube internal diameter, and adhesive will be painted on penetrating connection surface for fixing and sealing. While using bushing, both ends of the bushing shall be welded. If the straight line length is over 30m, add expansion joints. 8For the cable tube leading to equipments, tube nozzle position shall be arranged convenient for equipment connection and can not interfere with equipment unloading &erection; abreast arranged cable tube nozzle shall be orderly, the distance above ground shall be accordant, and temporary seal shall be added at the pipe interface to prevent sundries from falling into tubes. 9 For cable tube and cable support bracket connection, use side holing and spool tapping method. 10Use special grounding hoop and earth cord to connect with the main grounding net stably for cable tube grounding. 8.4.3.2 Cable Support Bracket Erection 1Use subsection erection first and then entire adjusting method to erect cable support bracket, while adjusting, carry out wire drawing and aligning, so as to ensure the support bracket horizontal & vertical, orderly and artistically after erection. 2Fix support bracket stably on every support, connection plate bolts among brackets shall be intact and stable, and the screw nut shall be placed on the outside of bracket. 3Use hand sawing for cable bracket cutting to ensure the bracket clad layer will not be damaged because of heating.

4Ground the bracket reliably. 8.4.3.3 Cable Laying 1General requirements for cable laying a. Before cable laying, carry out entire axis isolation inspection and take down records at the same time. b. The inlet passage for cable laying shall be erected with groups of crown blocks, so as to make the cable orderly arrangement, and cable sheath damage cased by friction among cables shall be avoided at the same time. c. Construction workers shall strictly follow rules in cable list to lay cables and complete the laying work for the first time for cables on the same route. Before construction, prepare all cables in various models to prevent compensatory cable laying from affecting the entire passage appearance. d. While laying cables, equip fine communication facilities to keep unimpeded connection. Meanwhile, allocate workers as per laying route, unified conduct and organize the work to lay cables to perfect position; cable laying shall be arranged orderly without crossing, while laying, operate with single cable, laying, adjusting, fixing and colligating at the same time, continue to the next cable after fixing the last one; suitable length shall be reserved on both ends of the cable to meet with cable connection requirements. e. Use printed temporary label on both ends of the cable with indication of: cable serial number, cable model, start points, etc to make sure the label can be hung timely and correctly. The cable after laying and before connection shall implement protective measures on both ends to avoid cable label damage. f. During cable laying period, if there are switchboxes, panels and other energized or electrified equipments, follow related electrified commissioning regulations, construction technicians shall be in charge of power outage operation working ticket transaction, after take safety protection measures, the construction can be started. g. Parallel connection electrical cable length, specification and model shall keep the same, as for electrical cable with large section, use special laying machine to improve work efficiency. h. The minimum bending radius during cable laying shall be qualified for regulations & standards, and the external and internal diameter ratio of cable penetrating through electric

wire tube shall be guaranteed. i. Take down various records in time during cable laying progress, and the data shall be correct. j. Carry out cable storage site rain proof measures while laying cables in rainy seasons. 2Cable fixing and arranging requirements a. While vertical laying or laying obliquely over 45, fix the cable on the bracket every other 1m. b. For horizontally laid cables, fix head & bottom ends and both ends of turning cable joints, for straight parts, on the basis of practical condition, fix every other 1-2m or colligate on every bracket cross strut. c. Single core cable of AC system or split-phase lead sheathed cable positioner after phase splitting can not form closed magnetic circuit. d. When the cable enters cable channel, tunnel, silo, building cabinet and penetrates into tube, the outlet shall be sealed, so is the nozzle. e. During cable laying period, grading arrangement is needed, and next stage laying work can only be started after be tested by quality inspection department. The arrangement key point will be cabinet inlet section, to avoid cable cross and split. f. Cables at the same layer can not be twisted and crossed, and the cable after arrangement and fixing shall be orderly and artistically. g. After laying cables, the owner, party A and construction principle will carry out inspection and test jointly, and then after confirmation and signing, clean up cable channel and put up cover boards. 3Cable laying principle: while arranging cable, power cable and control cable can not be equipped on the support at the same layer, HP & LP electric power cable, heavy-current cable and weak-current (control) cable shall be arranged in order. Normally, the arrangement will be from top to bottom, however, if there is HP cable, bottom to top arrangement can be applicable for satisfying bending radius requirements while penetrating cables into cabinets. The net distance between abreast laid electric power cables shall meet with designing requirements. 4The minimum net distance among cables, as well as parallel and cross part between cables and other pipes shall meet with standard regulations, and it is strictly prohibited to lay the cable paralleled above or under pipes. 5Cable laying requirements in inflammable and explosive area: cable bracket with cable penetrating through shall be fireproof quality material dampers and cover boards; metal

hose and joints shall be explosion proof type; wire holes which entering equipments shall add sealing, and cable tube & bracket grounding work shall be well implemented. 8.4.3.4 Cable Connection 1Electrical cable terminal manufacturing a. Electrical cable grounding wire shall meet with designing standards and technology regulations. b. While manufacturing cable terminals, from cutting cable, the whole progress shall be continuous till completion, so that insulation exposure time can be shortened. c. Carry out insulation enhancing, sealing & damp proof, mechanical protection and other measures for cable terminals. d. While cutting wire core insulation and shield, the minimum distance from wire core insulation surface to the nearest grounding point shall meet with requirements in cable terminal material operation instruction. e. While manufacturing plastic insulation cable terminals and joints, clean up semiconductor shielding layer completely. f. While connecting cable wire core, clean up the wire core and oil dirt & oxide coating on the inner wall of connection pipe. Pressure connection mould and armour clamp shall be well equipped. After pressure connection, polish the terminal or convex mark on connection pipe, and burr remaining is not allowed. g. Metal shielding on both sides of three-core electrical power cable joints shall be well connected and can not be interrupted; jumper wire section can not be smaller than that of cable head grounding wire. Buried cable joints metal shell and cable metal sheath shall take anti-corrosion treatments. h. The metal sheath of three-core electrical power cable terminal shall be grounded favorably, use tin soldering grounding wire for plastic phase copper Shield, when cables penetrate through zero sequence current transformer, cable metal sheath and grounding wire shall be insulated to the ground, if cable grounding point is below the transformer, the grounding wire will be directly grounded, if above the transformer, the grounding wire will go through the transformer and be grounded. 2) Control cable head manufacturing While manufacturing and erecting control cable head, head position shall be orderly on the same straight line with special control cable head cover on the head. As for bushing, use suitable white PVC pipe on cable core section; the number will be printed by special computer marking machine, so as to ensure accordant length and obvious & fadeless

writing, as well as save time and energy, keep artistic and unified. 3) Shield cable head manufacturing (use inner panel cable as example) At first, orderly arrange the cable inside the panel as per drawings, and then confirm cable head erection height based on panel inner space. Draw lines and position the cable inside the panel on cable sheath as per the same height. Strip cable sheath, clean up inside insulation, protective layer, etc, and keep cable general & branch Shield line. Aggregate general Shield line and branch Shield line at roots, coil into one strand, then penetrate into one blue plastic pipe which is slightly shorter than Shield line with larger external diameter and fine toughness. Lead out the Shield line from cable head under part, and hide behind the cable. Use shrinkable tube for cable head, with green for electrical cable, and black for I&C cable. 4) Cable core colligation and connection a. Align cable core before colligating; colligate into cylinder-shaped, which shall be tight and inflexible. b. Reserve certain length before connecting the core with terminal, the bending arc in front of terminal strip shall be accordant, and core clearance arrangement shall be even and artistic. c. Construct subject to drawings and connect wires correctly. Use bolts to connect the guide wire and elements; penetrating connection, welding or pressure connecting, etc shall all be stable and reliable. There shall be no joints on guide wire inside the cabinet and there shall be no damage on guide wire core. d. Colligate cable Shield wire core respectively, after pressure connect the end terminal, unified connect to special grounding part and cover terminal number indicating cable serial number on it. e. The number connected to terminal core shall be arranged orderly with unified direction. f. The connection for every connecting terminal shall be one and not exceeding two. For penetrating connected terminals, guide lines on different sections can not be connected to the same terminal. As for bolt connection terminal, when there are two guide lines, add flat gasket in the middle.

g. Wire arrangement shall be correct, orderly, clear and artistic, and guide wire insulation shall be effective without damage. h. Use PVC pipe for cable terminal number and electrical marking machine for marking numbers; the writing shall be obvious and accordant, which can not fall off. i. Use PVC white plastic plate for cable board and special marking machine for printing; the board will be white, 3070mm and black character style; cable board erection height shall be accordant and set one for each cable. j. In order to make connection accuracy rate reach 100%, adjust wires before connection and recheck after connection. k. After commissioning workers check the wire and static state test complete, restore and check the equipment connection timely. 8.4.3.5 Cable Fireproof and Inflaming Retarding 1Carry out cable fireproof and inflaming retarding work as per the design. 2 Fireproof and inflaming retarding material shall pass product evaluation, and be constructed as per designing requirements and material operation instruction. 3Use the painting following regulations in the specification and paint along cable length direction. The thickness or frequency shall meet with requirements in the specification. 4While sealing cable holes, the sealing shall be tightly and reliable without visible crack and hole, as for larger holes, add fireproof scale board and continue the sealing work. 5Fireproof gate on fire resisting wall shall be tight and holes shall be sealed, cables on both sides of fire resisting wall shall be erected with fire proof tape or painting. 6 Sealing technology shall be tidy and artistic, organic and inorganic seal utilization method shall strictly implement requirements in operation instruction, the appearance after sealing shall be even, and various hole molding shall be accordant. 8.4.4 Generator Electrical Erection Scheme 8.4.4.1 Generator Connection Inspection 1After generator arrives, check on the packing list, whether related auxiliaries connect to electricity specialty is complete, then register and store it carefully; 2Carry out generator appearance inspection, the outer packing shall be complete, and there shall be no colliding and damage phenomenon during transportation period; 3 Iron core rotator and other surface & bearing neck protective layer shall be intact, with no damage and corrosion phenomenon, stator and rotator insulating resistance shall be recorded carefully after measurement and compared to monthly inspection value in the

future, check if the generator stator and rotator are affected by damp. 4During storage period, carry out inspection once a month, there shall not be corrosion phenomenon on iron core, collecting ring and other places, and the rotator shall be turned periodically based on product requirements. 5After generator stator positioning and before rotator installation: electric machine iron core, winding, and frame inside shall be clean without dust, oil dirt and sundries; winding insulating surface shall be intact without damage and air hole, end winding and banding ring shall be close and tight, fastening and colligation shall be intact without loosing, and screws shall be tightly locked; iron core silicon steel plate shall have no corrosive, loose, damage or metallic short-current phenomenon, and vent hole & air duct shall be clean and unimpeded without sundries; out going line and terminal plate of buried type temperature measurement elements shall be clean, insulation and Shield grounding shall be fine, and temperature measurement elements buried at water collecting pipe branch shall be erected stably and intact; stator wedge shall have no crack, protruding and loosing phenomenon, and end wedge shall be stably fixed. 6 Workers entering stator chamber shall wear siamese working suit, carrying metallic items is not permitted, cuff and leg opening shall be tied, and workers shall put on new working shoes. Use dust collector and new white cloth to clean the stator inside completely (water and organic solution is strictly prohibited). 7Fill in hidden project certification form soon after cleaning & inspection. 8Check if fastenings on the rotator are stable, balanced block can not increase & decrease or change position, balanced bolts shall be locked tightly, and screw lockers can be used based on original fastening foundation. 9Check the vent hole based on rotator manufactory requirements, which shall be unimpeded, rotator fan vane shall be erected stably without damage and crack, and screws shall be locked tightly. Check rotator insulating resistance and measure outer resistance. 10When penetrate the rotator, stator winding or iron core can not be damaged; Put rubber plate at iron core bottom and winding end surface. 11Before rotator installation, recheck stator inner part, confirm there is no remaining item, as well as its cleanness. 12Before erect and connect generator incoming line and out going line, carefully clean their interfaces, ensure the interface is clean without oil dirt, and sliver coating shall be intact(silver coating can not be polished).

13Incoming line and out going line shall be connected tightly, and bolt torque shall be equal to standardized value or manufactory rated value. 14 Connection bolt material quality shall meet with manufactory requirements, use spectrum analysis to confirm quality material if necessary. 15Carry out insulating colligation treatment for connected out going lines based on manufactory requirements, technology requirements must be subject to manufactory requirements and material matching shall strictly follow requirements. 16Out going line bushing surface shall be clean without crack, out going line box flange will fit with bushing flange and electrical machine proper joint face respectively. Before out going line bushing erection, besides necessary electrical tests, air leakage test shall be executed as per regulations, after confirm its qualification, the erection work can be started. 17Collecting ring and brush erection: collecting ring shall be concentric with axis, and the surface shall be smooth without damage and oil dirt. 18The brush carrier connected with cable can not bear stress, if the cable has protective layer, its metal protective layer can not contact to the bearing with insulation. 19The brush carrier and its crossbar shall be fixed, insulation liner tube and insulation pad shall have no damage and oil dirt, and insulating resistance shall be measured. 20The brush holder and collecting ring surface clearance shall meet with product technology requirements, if not any, the allowable adjusting scope is 2-4mm. 21Brush erection and adjusting. 22Generator shaft grounding device erection work will be executed as per manufactory drawings, the erection position shall be correct and the connection shall be stable. 23Generator proper grounding point shall be determined by manufactory requirements, and cooling water pipe grounding shall be convenient for unloading. 8.4.4.3 Collecting Ring and Brush Inspection & Erection 1Collecting ring shall be concentric with axis, and the surface shall be smooth without damage and oil dirt. 2Use brushes with the same model from the same manufactory for the same electrical machine. Brush lacing tape shall be connected stably with fine connection and can not touch rotating part or leaf spring. Brush insulation pad, if any, shall be intact. The brush shall be able to move in the brush holder vertically freely, and the clearance between them shall meet with product regulations; if not any, the allowable clearance is 0.1-0.2mm. Constant pressure spring shall be intact without mechanical damage and model & pressure

shall be qualified for product technology requirements. Spring pressure deviation on the same pore can not exceed 5%. 3 The brush holder and collecting ring surface clearance shall meet with product technology requirements; if not any, the adjustable clearance is 2-4mm.The brush interface and collecting device arc shall be the same and the interface can not be less than 85% of single brush section. The brush will be operated in collecting ring entire surface but can not get close to its edges. 8.4.4.4 Grounding Generator proper and shaft grounding shall be subject to manufactory drawings, the erection position shall be correct and the connection shall be stable. Cooling water pipe grounding shall be convenient for unloading. 8.4.5 Plant Power Energization Construction Scheme (To be presented by owner commissioning organization) 1) Power energizing scope: MCC cabinet and other electric equipments in various sections within BTG contract scope. 2) Condition and procedure before energizing: well execute plant power energizing measures compiled and approved by site commissioning organization.

8.5 Main Construction Scheme of I&C


8.5.1 Specialty Construction Organized Concept C&I specialty construction start from centralized control building cable interlayer bracket and electrical equipment room cabinet erection work and complete till unit transfer. Despite that the construction will be limited by other specialties construction progress during this period, however, the project image progress shall be guaranteed, as a result, the work arrangement shall be flexible. Consider the cable project and commissioning as the construction main line, carry out equipment grounding, device erection and system perfection work gradually to meet with project progress requirements. 8.5.2 DCS system Erection 8.5.2.1 Cabinet and Operation console Erection 1Foundation erection: cabinet foundation erection shall be executed before ground secondary plastering; the distance between cabinet hemline and ground shall be qualified; the base will be manufactured in processing site, then continue the entire or part erection; confirm base erection standard elevation, and inspect embedded iron elevation; based on civil construction specialty embedded iron erection drawings and cabinet foundation arrangement drawing, confirm cabinet base erection standard axes; position the base as

per designing drawings whose horizontal gradient can not exceed 1/1000, and the maximum horizontal height difference can not be larger than 3mm;after leveling, adjust its center line, after confirmation, use welding machine to weld base, shim plate and buried parts, etc; after erection and before ground manufacturing, carry out foundation protection measures to prevent deformation. 2Cabinet erection: carry out protection measures for electrical equipment room ground, and set temporary purdah near the wall; while erecting and positioning cabinet, use special telpher, and well execute ground protection measures within telpher operation scope; at first confirm one row of cabinet as per standard axes, then based on this cabinet, erect other cabinets gradually; drill holes and mantle fiber on panel, station and cabinet, and fix with bolts; use 4 points inside the cabinet for fixing, the neighboring erection can not be less than 8 points; all bolts need hot galvanizing will fix the cabinet stably; add 5-10mm thick rubber form between instrument cabinet and foundation, inside every cabinet, there shall be grounding lines qualified for designing requirements to ensure reliable grounding for cabinet external shell; after erect cabinets, well implement the entire protection and inner holes temporarily sealing measures; during and after cabinet erection, electrical & fire welding nearby is strictly prohibited. 8.5.2.2 DCS System Grounding 1Grounding is the main method for preventing computer control system interference, grounding especially designed for computer has played an important role in its safety operation, so it is a must to guarantee the reliability of system grounding. 2Based on designing drawings or manufacturer requirements, select grounding device material. 3Computer protective & logical grounding shall be subject to designs and requirements in the information provided by manufactory. 4Grounding resistance value shall meet with system and designing regulations or manufacturer requirements. 5Grounding cable shall be as short as possible to reduce interference. 6Signal & communication cable shield layer(as per relative grounding requirements in cable laying and connection ) shall be grounded. 7Cabinet shell, power negative electrode, and cable shield layer shall be connected to grounding main line by separate guide lines respectively. 8.5.2.3 DCS cable laying requirements

1Cable specification and model shall meet with designing and manufactory requirements. 2Based on cable signal classification, the cable shall be laid by sorts and layers, DCS signal cable and power cable shall be layered-arranged to avoid interference. 3DCS system specialized cable and prefabricated cable shall be laid after erection in cabinet and CRT, and water, damp & dust proof measures shall be taken for pins and sockets. 4Cable tray or protective pipe shall be sealed entirely and grounded favorably. 5Shield cable grounding shall strictly follow the requirement, and grounding continuity shall be ensured. 6Cables will be grounded inside computer cabinet and cable head shall be near to the terminal to eliminate series-mode interference. 7DCS cable laying shall be subject to electrical specialty cable laying scheme. 8.5.3 I&C Cable Project I&C cable project construction scheme sees also electrical specialty, for cable projects of these two specialties have many similarities, so only one construction scheme will be used. 8.5.4 I&C Sampling Device Installation 8.5.4.1 Measurement Point Position Selection and Opening 1Measurement point position selection a. Measurement point position selection and opening shall be subject to requirements in designing drawings or manufactory drawings & instructions, which shall be qualified for acceptance test regulations. b. The distance between two contiguous sampling elements shall be larger than measured medium pipe external diameter and not less than 200mm. c. When pressure & temperature measurement points are at the same position, as per medium flow direction, pressure measurement hole shall be in front of temperature measurement hole, with separation distance larger than 200mm. d. For measurement holes at the same position, the one for automatic control shall be in front of the indication & record one. e. Steam pipe supervision section can not open holes and erect sampling elements. f. Sampling elements and sensitive element shall be erected at the place in favor of maintenance and overhauling. 2) Measurement points opening

While opening on wind pressure pipe, fire welding cutting is applicable, after cutting, use flat spade to eliminate the welding slag and round file to file the burr. C. While opening temperature measurement holes, use the drill whose external diameter is the same as thermocouple bushing (deviation less than or equal to 0.5mm), during hole opening process, drill center line shall keep vertical to proper surface. d. After measurement points opening, if sampling device can not be erected immediately, temporarily seal these holes. 8.5.4.2 Sampling Device Erection 1Thermal power system pressure sampling device erection a. Pressure sampling measurement point position shall meet with designing requirements, which shall be erected on pipe straight section with stable flow rate, while measuring liquid pressure, sampling device will be erected under horizontal center line within 45included angle; while measuring steam pressure, erect within 45included angle above or under the horizontal line; when at the same position with temperature measurement point, pressure measurement point shall be in front of temperature measurement point(as per the medium flow direction). b. Before erect high temperature & pressure welding valves, carry out valve grinding & pressure test, alloy valve shall take spectral analysis with obvious marks and can be put into operation after meet with designing requirements. c. Turbine lube oil pressure measurement point shall choose the oil pipe end section with lower pressure. 2) Gas & air pressure sampling device erection a. For furnace and vertical pipe or gas duct, pressure sampling tubes shall be erected obliquely and upwards, within 3040 included angle scope with the horizontal center line. b. While erecting pressure sampling tube on horizontal pipes, erect above the horizontal pipe, this makes an acute angle with horizontal pipe flow direction. c. Air pressure sampling hole diameter shall be coincided with pressure sampling device external diameter to prevent blocking, and pressure sampling device shall be equipped with end cap for blowing and dismountable pipe joints. d. Pressure sampling element end can not exceed main equipment & pipe inwall, and there

shall be no burr around pressure sampling hole and sampling element. e. While measuring gas pressure, measurement points shall be above the horizontal center line. 3) Flow Measurement Primary Element erection a. Throttling element erection is as shown in diagram 1, orifice plates cylinder-shaped sharp edge shall be towards flow direction; nozzle curved surface larger hole shall be towards medium flow direction. b. While erecting throttling element on horizontal or oblique laid pipes, based on measured medium character, choose different position; when the medium is gas, the sampling hole will be above the pipe; when the medium is liquid, the pressure sampling hole shall be within 45scope above & below the horizontal center line; when the medium is steam, the pressure sampling hole direction will be within 45scope between the process pipe upper part and horizontal center line. c. While measuring steam flow, erect condensers on throttling element upstream and downstream sampling tubes. These two condensers erection height shall be the same, and close to the throttling element as much as possible. The condenser inlet shall be slightly higher than the sampling hole to ensure there is no deviation while measuring. The throttling element erection direction shall be correct, and concentric with the pipe axes. 4) Temperature sampling device erection a. Based on designing drawing requirements, temperature measurement sampling element shall be erected at the position which can represent measured medium. b. While measuring turbine metal temperature, boiler metal temperature, rotating machine bearing temperature and so on, temperature measurement elements and measured object surface shall be closely contacted, bolts can be applicable for fixing, cutting sleeve connection, welding, etc, temperature measurement element cold terminal shall be far away from measured point as much as possible so as to ensure measurement correctness. c. While measuring medium temperature, normally insertable thermometer will be used, holes will be directly opened on the pipe, and temperature socket will be welded on pipes, when medium temperature and pressure are high, use enhanced socket. 5) Liquid level sampling device erection a. Liquid level sampling device shall be vertically erected; carefully check erected sampling

device, erection height, measurement scope, etc as per designing and manufactory drawings, and special balance vessel erection shall meet with related regulations. Before erection, well execute the inspection and test, take records of inspection and test results, and start erection after the site is ready for erection. b. Sampling valve between measured vessel and balance vessel shall be horizontally erected and valve stem shall be level. c. There shall be gradient allowing condensate water backflow from balance vessel to measured vessel steam side guide pipe. d. Erect make up water pipe on water level balance vessel which is not easily condensed into water, or erect watering plug on top of balance vessel. e. When positive & negative pressure pipe horizon from balance vessel to differential pressure meter is larger than 400mm, continue to lay side-by-side and downward. 6Analysis meter sampling elements erection a. Based on designing and manufactory requirements, erect at the position that can represent the sample and reflect medium practical condition agilely. b. As for field acidometer, alkali meter and PH meter erection, normally measurement sensor (electrode) will be erected vertically, and the distance between field meter and sensor can not exceed 1.5m. The primary element sensor will be erected behind acid & alkali mixer (as per medium flow direction), and the sensor shall be 1.5m away from acid & alkali mixer. 8.5.5 Instrumentation Tube Laying 8.5.5.1 Instrumentation Tube Laying Requirements 1) Tube laying shall have certain gradient, and the gradient shall be larger than or equal to 1% of pressure tube, and 1/12 larger than differential pressure tube. 2) Differential pressure measurement tube (especially the water level measurement) can not be close to heat surface, and positive & negative tube environment temperature shall be accordant. 3) While laying oil pipes, keep certain distance from heat surface, and it is strictly prohibited to parallel arranged on heat surface upper part, if it is a must to lay parallel to oil pipe, the distance shall be larger than 1m, while cross laying with oil pipe, the distance shall be larger than 0.5m. 4) Vacuum measurement tube elevation shall be higher than that of sampling point and U-type bend is strictly prohibited in the tube. 5) Main equipment expansion shall be considered while laying tubes, and if tube laying

shall penetrate through floor or wall, protective pipe shall be erected. 6) Tube laying shall be orderly, artistic, stable and firm; bending and crossing shall be reduced as much as possible, sudden & complex bending is not allowed. For tubes laying in row, the bending arc shall be accordant. 7) Tube shall be concentrated laid; normally the route shall be parallel to the main structure. 8) Signs on terminals after tube laying shall be correct and obvious. 8.5.5.2 Instrumentation Tube Fixing 1) Guide tube supports positioning, centering, erection and erection technology shall meet with regulation requirements. 2) Use dismountable fastener for fixing instrumentation tube, and bolts to fix on supports, while laying in row, tube distance shall be even. 3) Use expansion bolts to root fixed concrete or brick structure supports, then fix supports. 4) While laying instrumentation tube on normal metal structure, supports can be directly welded on metal structure. After welding, paint anti-corrosion paint, then the same paint for metal frame. 5) When use hanger to fix instrumentation tube, supports shall be made into dismountable type. 8.5.5.3 Guide Tube Bending and Connection 1) Use cold bending method for instrumentation tube bending; the applicable tool is pipe bender. Instrumentation bending radius shall be 3 times larger than that of external diameter, and pipe diameter ovality after bending shall be less than 10%. 2) When use pipe bender to bend tube, the strength shall be even and the speed shall be slow. 3) Use faucet welding method for instrumentation tube connection, so is sampling & primary valve connection; for secondary valve and meter & transmitter, use movable joints. Use argon arc welding for tubes, the crater shall be orderly arranged, kept in V-type or linear type. 4) While connecting instrumentation tube, first use round file or special tools to remove edges & corners and burr on instrumentation tube ends. 5) While connecting differential instrumentation tube with equipments, adjust positive & negative tube to ensure the correctness. 6) After laying, hang signboards with serial number, name and function on both ends of the tube. 7) After tube laying, use compressed air for blowing, and confirm there is no welding lacking,

blocking and false welding phenomenon. 8.5.5.4 Instrumentation Valve Erection 1) Instrumentation valve shall be erected rightly, the welding shall be stable and bolts shall be tightly connected, so as to prevent mechanical stress and leakage; 2) Valve erection direction shall be correct, and the distance among valves erecting in rows shall be even, with height difference less than 3mm. 3) Secondary valve and drain valve arrangement inside transducer cabinet and on transducer supports shall be orderly and artistic, as well as convenient for operation and maintenance. 4) The signboard after valve erection shall be complete with suitable protective measures. 8.5.6 I&C Field Instrument Erection 8.5.6.1 Boiler Metal Wall Temperature Erection 1) On the basis of boiler manufactory superheater and reheater tube wall temperature measurement points arrangement drawings, confirm sampling point position. 2) Polish boiler tube sampling point till metallic lustre appears, weld the sampling stably (while grinding & welding, strictly follow relative requirements in welding technology handbook), normally the sampling method is stainless steel nipple sampling or collecting block, and detailed erection form shall be subject to thermometer form. 3) Normally armored thermocouple will be used for metal wall temperature because of its fine flexibility. Before erection, aline it, and then fix with sampling device; the fixing form is cutting sleeve type (top thread fixed). 4) Wall temperature on superheater and reheater outlet pipe can be led out by metal wire cylinder erected in the ceiling, and wall temperature head shall be erected in connecting box easy for overhauling & maintenance, or make fixing supports for it. 5) Before and after erection, wall temperature shall all be tested to ensure erection quality. 6) Wall temperature sampling device erection work shall be complete before boiler hydraulic test. 8.5.6.2 Turbine Proper Metal Temperature Erection 1) Cylinder metal temperature erection: Cylinder metal temperature basically will be distributed on HP & IP cylinder. Because HP & IP cylinder are all inner & outer casings, while measuring inner cylinder metal temperature, lead thermocouple from outer casing, then go through protective bushing to measure. Check turbine protective bushing drawings and lists, carry out spectral analysis for protective bushing quality material and take down records. During inner & outer casing trial

covering period, check if outer casing measuring holes are concentric with inner ones, and both metal surface of inner & outer casing measurement points shall take anti-corrosion treatment. While officially erecting temperature measurement elements, pressure spring & bolt on protective bushing end shall ensure fine connection between temperature-sensing element and metal wall. 2) Steam extraction and steam temperature element erection: The thermocouple type for turbine proper steam temperature and extraction steam temperature are shell type, armour thermocouple and protective bushing, for HP cylinder steam temperature measurement points, use protective and outer casing welding fixation, before welding, carry out spectral analysis for protective bushing, then select welding rods; heat treatment shall be executed before and after welding. After complete bushing erection, armour thermocouple erection method is the same to metal temperature armour thermocouple. 3) Bearing and bearing bush temperature elements erection: Temperature measurement elements for turbine supporting bearing and thrust pad will be designed as miniature hot resistance element. At first, use acetone and alcohol to clean reserved measurement holes. Insert miniature hot resistance into measurement hole and make the hot end tightly stick to thrust pad bottom. Use clip to fix the guide line. After hot resistance erection, use multimeter to measure and confirm it is intact without damage. 8.5.6.3 TSI Erection TSI erection can be divided into control room system monitor, recording meter, proximitor and site transducer erection, system monitors will be two individual cases erected inside TSI panel; recording meter will be erect on control panel, proximitor inside turbine proper grounding connecting box, and site transducer in turbine generator proper. 1) Normally the power will be uninterrupted power supply (UPS); two sets will be controlled by switch respectively. 2) Assembly power cable shall be selected strictly following designing requirements; connection cable between assembly and proximitor, assembly and other devices will be Shield copper core cable larger than 1mm2. Connection cable shall be connected based on manufactory instructions. Shield layer shall be connected to related assembly COM terminal, which can not be grounded at proximitor or other devices. The public line for the entire system will be connected to the ground by power signal assembly COM terminals. Shield cable can not be parallel with power supply guide line or be penetrated into the same protective tube along with guide line to avoid signal interference.

3) Proximitor erection: the proximitor shall be erected in turbine proper grounding connecting box to prevent mechanical damage or pollution, while erecting, it shall be insulated to ground. For this purpose, erect the proximitor on epoxy fiberboard, and use bolts and insulating washer to fix it. 4) Rotary speed sensor erection: rotary speed sensor is used for measuring rotate speed and phase angle, the sensor shall be erected radially, and its erection clearance with the end surface shall meet with manufactory requirements. Sensor erection position has to ensure that when there is axis vibration, the key groove can always take effect with the sensor. 5) Shaft eccentricity sensor erection: eccentric sensor is used to monitor the eccentricity of rotator surface to axes (shaft bending or radially vibration), and its clearance with the end surface as well as the clearance voltage shall meet with manufactory requirements. 6) Stall speed sensor erection: rotate speed sensor will be used to monitor turbine stall speed, operation rotate speed and over speed. The erection position, as well as the clearance between rotate speed sensor end surface and gear top shall meet with manufactory requirements. 7) Axial shift of rotor sensor erection: use double-pass monitor for axis displacement, which can constantly monitor the axis position, and the sensor clearance shall meet with manufactory requirements. 8) Differential expansion sensor erection: the clearance between speed controller side and measured end surface shall meet with manufactory requirements. If there is deviation, slightly adjust the adjusting drag plate, and then fix bolts on the plate when the indication value is zero. The direction of rotator facing to the generator is differential expansion positive value (larger than cylinder heat expansion), otherwise negative value. 9) Expansion transducer erection: cylinder absolute expansion transducer will be erected on turbine head side foundation, the direction of bearing block to turbine head is heat expansion; transducer iron core will move to coil inside, and the value on assembly heat expansion indicator is positive value. 10) Vibration sensor monitor erection: set a relative vibration sensor and one seism transmitter inside the monitor, as it is fixed and erected on bearing block outer shell, so the mechanical size with 1mm end surface clearance is hard to measure, normally, relative vibration clearance voltage will be used to measure the best erection position. 8.5.6.4 Transmitter Erection 1) Supports erection:

When erect transmitter supports on cement ground, carry out embedded measures in advance and grounding erection shall be well prepared at the same time. Supports can be directly erected on the structure. Supports will be made by U-steel, meanwhile, based on transmitter laying position, open cable erection hole on horizontal U-steel side face. 2) Transmitter erection a. before erection, check if transmitter specification, model and range scope, etc can match with the designing as per drawings. b. The transmitter will use supports erection method, or be erected inside protective box. c. While erecting transmitter, use the fix plate and U-type clip provided by transmitter manufactory, erect the transmitter on fixed supports, which can not bear load during erection and fixation procedures, and it is strictly prohibited to twist the converter on the upper part of transmitter membrane compartment. d. When the tested medium is liquid, transmitter discharge valve shall be on the top to exhaust all the gas in the tested medium; when the tested medium is gas, discharge valve shall be at the bottom to drain off all collected liquid. e. Transmitter erected in rows shall consider to be arranged by similar types, meanwhile, consider symmetrical arrangement for equipments on supports. f. After transmitter erection, carry out water, damage, dust proof measures timely. 8.5.6.5 Actuator Erection 1) Actuator foundation manufacturing and erection a. Based on construction drawings and equipment manufactory instructions, use U-steel to produce the base for actuator erection. Based on equipment bottom fixed bolt hole position, open holes with diameter 1mm larger than fixed bolts. Actuator base height shall be decided by construction site condition. When combine actuator base, the welding shall be stable and the painting shall be complete, even and artistic. b. Erect the base and actuator (while erecting, take fully consideration on whether actuator base position is correct or not; actuator and gate connecting rod shall be at the same direction, and during air door actuator erection period, actuator shall be fixed on the same expansion position as pipes.) once the construction site is qualified. For base erection, weld with steel structure or connect to concrete ground with expansion bolts. c. Base erection position selection shall be determined as per actuator erection requirements. 2) Actuator erection a. For all controlled valves, damper and adjusting valves erected on heating pipe and gas

/air duct, expansion and displacement phenomenon will happen on heating pipe and gas /air duct while heating. While erecting linear motion actuator on heating pipe integrated with valves, try to avoid adjusting errors caused by heating pipe heat displacement; while erecting actuator on gas /air duct, root the actuator base directly on gas /air duct; actuator can be connected to air door & damper, or axes connecting actuator can be used, so actuator will not affect the control when hot air duct and gas duct heat displacement occurs. b. For air door & damper without heat displacement, actuator can be directly fixed on the ground or steel structure. For actuator directly erected on the ground, foundation with sufficient strength shall be prepared during construction period. While erecting on steel structure, structure strength shall be considered, to ensure the working actuator will not sway and cause control errors. c. The rotating arm of actuator and adjusting device shall be operated on the same plane (otherwise add intermediate device and reversing joints). Normally when at 1/2 opening, the rotating arm shall be vertical to connection rod. d. Actuator connection rod allocation: actuator connection rod is to deliver actuator output rotation moment to controlled parts by the way of push-and-pull; as a result, the connection rod shall have certain strength.

8.6 Main Construction Scheme of Welding


8.6.1 Specialty Construction Organized Concept Welding work is mainly for the boiler proper assembly & erection, main steam pipeline, hot-reheated steam pipeline, cold reheated steam pipeline, HP feed-water pipeline etc. critical pipelines, IP & LP feed-water pipelines, auxiliary gas /air duct, ESP, condenser, etc. Ground assembly welding mainly includes those of: gas /air duct, ESP, water wall, low temperature superheater, high temperature reheater, etc. After ground assembly welding and nondestructive testing (NDT) are completed, under non-defects condition, hoisting work can be started. 8.6.2 Welding Technology Requirements 8.6.2.1 Manpower Allocation and Qualification 1Welding personnel include welding technicians, welding quality inspectors, welding testing workers, and welding & heat treatment workers; Detailed manpower allocation shall be adjusted based on project schedule to meet with site construction progress requirements. 2All welding workers shall be specially trained, tested, and obtain qualification certificates which will be submitted to the owner and HPE for recheck; Before official operation, welding

workers shall pass site test and NDT test, and then can be on duty. Construction company shall arrange welding test room in construction site. 3 Welders who pass certain test project and certain grade test can only go into corresponding test project, grade or replaceable welding work. 4Welders shall seriously execute various regulations in related welding standard, welding construction technology standard and welding operation instruction. 8.6.3.1 Weld Bevel Preparation & Assembly 1) Welding joint type and weld groove size shall be subject to DL/T869-2004 thermal power plant welding technology regulations. Weld grooves fabrication shall guarantee craters quality, convenient for welding operation, and reduce groove angle as much as possible within the allowable scope, so that filler metal quantity can be reduced. In addition, during groove fabrication period, stress and deformation shall be tried to reduce in favor of NDT. 2) Groove preparation will be carried on by machining. If flame is used to cut groove, then oxidizing material, clinker, and splash at the cut surface shall be cleaned, and uneven place shall be fixed evenly. 3) Before weldment assembly, oil, paint, dirt, rust, etc on the groove surface and inner & outer wall of the near base material shall be cleaned up, till to the metallic burnish appears. The cleaning scope is as follows: manual arc welding butt crater: 10-15mm on each side of outer wall of the pipeline, 10mm on each side of inner wall of the pipeline. 4) Normally during weldment adjustment, its inner wall shall be flush. a. If there is staggered joint, its inner wall joint staggering value shall be met with the following requirements: part joint staggering value of the butt joint single surface welding10%, 1mm. part joint staggering value of butt joint double-faced welding10%, and 3mm. b. If there is staggered joint, outer wall of the joint staggering value shall be met with the following requirements: For boiler heating surface pipe: 10%+ 1mm For other pipes: 10% and 4mm. 5) End surface of butt joint pipe orifice shall be square with the pipe center line. For quality material 12Cr1MoVG ASTM A335P22 (Cr content3% ),if welding is interrupted by force, then weld can be slowly cooled to room temperature. Welding joint evaluated by welding procedure qualification, and those with heat treatment automatic recording curve chart correspond to operation guide regulations do not need to take hardness test. 8.6.4 Welding Defects and Relative Prevention Measures During welding period, welding defects may appear on welding joints for many reasons. Based on several projects welding statistics condition, common defects are: crack, lack of penetration, lack of fusion, air hole, slag inclusion, indent, undercut, arc crater, and overburning. Every defect has certain perniciousness: directly result in brittle failure and pipe explosion, weld hardness reduction, stress concentration and construction elements working life shortening. Therefore, it is a must to improve welder technical skills, enhance welder professional ethic education, strengthen the entire workers quality awareness, well execute supervision work during welding process, emphasize examination and inspection regime after welding, and reduce defects to the largest extent. 8.6.4.1 Crack Prevention Measures Choose welding material reasonably, improve weld organization, and increase the plasticity of weld metal. Improve technology factor, control welding specification, and take technology measures to decrease welding stress. 8.6.4.2 Lack of Penetration & Fusion Prevention Measures Control joint bevel size, choose larger welding current among the current scope, reduce welding speed, adjust welding rod and welding torch angle, and take preheating measures and so on. 8.6.4.3 Slag Inclusion Prevention Measures

Decrease single layer welding pass cladding thickness to make the clinker floating onto furnace hearth surface sufficiently. Adjust welding current, move and stir furnace hearth regularly to make clinker and furnace hearth metal separate sufficiently. During argon arc welding procedure, welders shall be very careful to avoid tungsten electrode short-circuit. 8.6.4.4 Air Hole Prevention Measures Welding rod with fissured, broken, degenerative and decentered coat and corrosive welding core can not be used, before using, welding rod shall be dried strictly, oil rust and other dirt on groove and welding stick surface shall be cleaned up. Choose suitable current regulations, welding speed and arc length; rain proof measures during welding construction period shall be prepared. Carry out preheating measures if construction environment temperature is too low. 8.6.4.5 Indent Prevention Measures Welding rod & stick shall stick into bevel bottom as much as possible and welding operation shall be fast to quicken pond cooling. While covering welding, select the one with smaller welding current to reduce weld heat input. 8.6.4.6 Overburning Prevention Measures When use argon arc welding, if find out overburning phenomenon in weld metal after inspection, place it into the pipe and fill argon so as to enhance gas protection in welding procedure. For welding filling layer connected to argon arc welding bottoming, use small size welding rod for operation.

8.7 Turbine Pedestal Construction Scheme


8.7.1 Specialty Construction Organization Concept Turbine pedestal construction requires cooperation between various specialties, for it is the core of the entire unit civil work, meanwhile, turbine pedestal construction quality shall be guaranteed seriously so as to ensure the generator can be successfully erected and stably operated. Turbine pedestal construction can be divided into 5 steps based on pedestal condition. The construction sequence is: pedestal sole plate construction pedestal column construction under 0m intermediate platform and under column column under operation platform beam operation platform beam construction Steel bar and embedded steel part will be collected and processed at steel bar site, then transport to site for direct colligation and utilization. For upper structure formwork, use pre-assembly method, hoist, set up and fasten in site. Concrete will be processed in

batching plant, transported by tank truck and poured by pump track. 8.7.2 Turbine Pedestal Bottom Structure Construction Turbine pedestal bottom structure construction will be divided into two steps: first pedestal sole plate, second wall and column under 0m. Steel bar will be centralized processed at steel bar site, colligated in site, and transported by long plate trailer ; formwork will apply combined steel formwork, small amount of tie form bolts and scaffold combined fastening construction scheme, and column formwork will use wood formwork, u-steel and bolt for fastening. Concrete used for sole plate pouring will be supplied from batching plant, transported by tank car and poured by pump track. While pouring, start from one side; take advantage of concrete mobility and the vibrator to force the concrete flowing to the other side. 8.7.3 Turbine Pedestal Upper Part Structure Construction There are two layers of platforms in turbine pedestal upper part structure: intermediate platform and operation platform. 8.7.4 Mass Concrete Construction Scheme Turbine pedestal is typical mass concrete, with characters of thick structure, large shape and large amount of concrete. Construction technology requirements for mass concrete is higher, except for requirements of normal concrete construction, special attention shall be paid to prevent temperature difference caused by cement heat-transmission from resulting in temperature stress cracks. Therefore, controlling temperature rising caused by concrete pouring block heat-transmission, inside & outside temperature difference and temperature cooling rate of concrete pouring block, and preventing harmful temperature concrete cracks are key points for construction technology. For this purpose, carry out technology measures and make thorough plans & preparations for material selection, concrete manufacturing, transportation, pouring and curing, as well as concrete pouring inside temperature, temperature stress and other aspects monitoring link, so that mass concrete construction can be guaranteed. 8.7.4.1 Overall Plan Mass concrete construction in this project will use site concentrated mixing & pouring mode, tank car transportation and pump track pouring method. Use entirely one-off pouring for concrete construction and no construction joint will be reserved during pouring procedure. Use layered and sectional pouring from one side to the other based on site condition. 8.7.4.2 Sufficient Construction Preparation 1 Production preparation a. Well contact with the owner about site water & power consumption and construction load, which shall meet with mass concrete construction requirements. b. Site leveling work for mixer truck transportation passages and pump truck parking shall be completed and unimpeded. c. Complete night construction lighting arrangement and make full preparation of all reserved lights. d. Pouring power consumption shall be well arranged and connected, and the power box shall be safe and stable. e. Water for concrete curing shall be well arranged. f. Temperature measurement point leads shall be well arranged, and temperature measurement gauge regulating shall be normal; g. Concrete pump tube arrangement shall be completed with enough vibrators; h. Copy and reflect the pedestal upper surface elevation on column and wall steel bar, and

make visible signs for concrete pouring leveling work; i. Plastic thin film, tarpaulin and other curing & insulation material for concrete insulation shall be well prepared in full amount as per the plan, and orderly stacked; j. Managing workers, construction workers, support workers, and guide workers shall be on duty for day and night, who shall be stick to their posts fulfill their own responsibilities to ensure concrete continuous pouring can be completed successfully. 2Technology preparation a. Before mass concrete construction, check & calculate mass concrete pouring block temperature, temperature stress and convergent force during construction period, ensure guideposts of temperature lifting peak valve and inside & outside temperature difference not exceed 25. b. Formwork, steel bar, etc pass acceptance test; c. Technology principles shall have submitted pouring application and been approved, which shall mark out concrete grades, amount, admixture, slump, production temperature, time, place, duration period and other related information; d. Compile concrete pouring, curing, temperature measurement and other plans, which shall be tested and confirmed, and concrete foundation layer & sectional diagrams shall be completed. e. The disclosure shall be completed for construction technology procedures, line production step division, pouring procedure and method, concrete transportation and material arrangement mode & method, quality standard, construction technology requirements and safety requirements, which have been confirmed by construction scheme. 3Production management a. Set one interphone for project engineering department and construction unit respectively, allocate one interphone for project engineering department managing worker, test room watch keeper, construction unit site principle, site technician, construction managing administrator, water & power administrator, support & service worker and other workers who are involved in concrete pouring work respectively to ensure timely and smooth communication. b. Allocate one concrete superintendent in site, who will be in charge of concrete unified management. c. Tank trucks will be unified numbered (be able to identify the belonging mixture plant) and unified dispatched by the conductor.

d. Form site maintenance and emergency team from water & electricity specialized workers, who will be on duty for 24hours to ensure site water & electricity can be operated in normal condition. 8.7.4.3 Measures for Ensuring Concrete Continuous Pouring For mass concrete large pouring quantity and long continuous pouring period which requires short time intervals, for the purpose of preventing cold seam during concrete pouring period, implement measures to achieve continuous pouring while constructing and one-off forming. Therefore, the following measures shall be taken to guarantee concrete continuous pouring. 1Optimize various resources based on site concrete pouring amount to make it meet with mass concrete pouring requirements. While pouring, contact with competent batching plant for reservation. 2Concrete will be transported by tank truck and poured by pump truck, based on concrete amount; batching plant shall equip with enough tank trucks, pump trucks and reserved machines, as well as set special workers for monitoring. 3Equipments maintenance work for the batching plant shall be carried out before pouring concrete, to prevent the fault of the mixing building, pump truck etc equipments during working; certain amount of common easy-damaged and broken spare parts shall be prepared for the convenience of maintenance. 4Prepare enough lighting device to ensure suitable construction conditions at night; 5Before concrete pouring, prepare sufficient manpower, all related workers (including managing workers and equipments, equipment electricity maintenance and other support workers )shall be well allocated in advance, and the intercommunication shall be guaranteed and unimpeded. 6 Confirm concrete transportation route ahead of schedule. 7Report to the owner 3 days ahead of time, and start pouring work after approval, so as to confirm water & electricity continuous supplying and unimpeded construction roads. Temporary transportation road within foundation construction area before pouring will be repaired entirely, lay rock ballast on the surface for rolling if necessary, while pouring, inform all organizations in the project department, all construction workers and cars that are not involved in mass concrete construction can not enter pouring transportation road, and all vehicles shall detour. 8Carry out detailed quality and safety technical disclosure to all operators before concrete

pouring. 8.7.4.4 Crack Control Material Selection 1Cement Select cement with low hydration heat and fine stability, on condition that the designing hardness has been satisfied, select cement with lower grade to produce concrete with the same hardness grade as much as possible. During construction period, select cement with small contraction during hydration period, and fine thermal diffusivity effect. Considering normal cement hydration heat is high, especially when put into mass concrete construction, large amount of cement hydration heat will not easily dissipate, and concrete inner temperature is too high, so concrete surface will form large temperature difference, so that stress will form inside concrete, and pulling stress will form on the surface. When surface tensile strength exceed pre-stage concrete tensile strength, temperature crack will appear, so we decide to use slag silicate cement with lower hydration heat, then mix suitable admixture to improve concrete performance and concrete impermeability capability. 2Aggregate Use continuous graded aggregate to mix the concrete, on condition that the pumpability is ensured; select stone and rough sand with larger grain diameter. Rough aggregate: use macadam with 5-40mm grain diameter, whose silt content can not exceed 1%. Use stone with larger grain diameter and fine graduation to make up concrete, for its peace ability is better and compression strength is higher, meanwhile, water & cement consumption can be reduced, as a result, cement hydration heat can be reduced ,so is concrete temperature rising. Fine aggregate: use medium sand with average grain diameter larger than 0.5mm, and silt content not less than 2%.Choose concrete made from medium & rough sand with larger average grain diameter can save 10% water consumption comparing to concrete made from fine sand, accordingly, cement consumption will be reduced, so that cement hydration heat and concrete temperature lifting will reduce, so is concrete contraction. 3Admixture and Additive Utilization Based on the test, make analysis and comparison, the experience from past projects, adding pulverized fly ash into concrete instead of cement not only can reduce cement consumption, also concrete plasticity and pumpability can be improved. Additive mainly means water reducer, retarder and expanding agent. Add water reducer to concrete can not only improve concrete working function, but also mixing water

and cement consumption can be reduced, accordingly, hydration heat peak value can be reduced, which have compensatory function to concrete contraction, and concrete crack resistance can be improved. In order to support concrete transportation and extend concrete initial setting time, retarder will be used, otherwise the condensing time is too early, concrete pouring surface cementation will be affected, which can result in layer clearance and cause concrete water proof, crack resistance and overall strength reducing. Oblique Layering Sectional Pouring Method: Use oblique layered sectional pouring method for foundation concrete pouring, layered is in favor of concrete hydration heat dissipation; secondary vibration method can increase concrete compactness, improve crack resistance capacity, so as to make up and down concrete layer well combined before initial set; or reserve groove on the lower concrete surface and enhance the connection between up and down concrete. Oblique layer thickness shall be controlled at 500mm, and gradient 1:6. Concrete pouring equipment will mainly be concrete pump truck and the pouring method is to lay pump pipe. Before pour concrete, base concrete shall be moist sufficiently; however, ponding is not allowed. For the purpose of concrete vibration operation, set steel bar inside the foundation for supporting in advance, which also known as split heads, and add gangway on top part as operation platform; steel bar supports will be poured into concrete foundation. Steel bar support will be processed by 25 steel bar; support height shall be 10m higher than concrete surface. While pouring concrete, the speed shall be carefully controlled, the time interval between layers can not exceed 1 hour to guarantee concrete covering, that is, before the lower concrete initial setting, and concrete on upper layer shall be already covered. Concrete blanking height can not exceed 1.5m, otherwise chute will be used. As for concrete vibration, vibrator operation shall follow the rule of quickly stick in, slowly pull out, while oblique layering vibration, vibration point shall be arranged as per square grid, with distance 200-300m, each vibration point will move upwards from incline bottom end, normally the vibration time is 20-30s, moreover, the standard is: grout appears on concrete surface without bubble and concrete do not sink. During pouring and vibration period, extract

surface bleeding water and cement paste. While vibrating the last layer, the lower layer inserted distance shall be about 50mm. During oblique layered vibration period, using vibrator to transport concrete is strictly prohibited. While vibrating, avoid colliding between vibrator and formwork, as well as steel bar and temperature measurement guide line. Special workers shall be allocated to monitor and retest formwork and steel bar, as well as inspect temperature measurement guide line position; if there is displacement, correct it immediately. The vibration shall strictly follow working procedure. Use large gradient pouring method, the bleeding can be drained along the gradient timely, drainage outlet shall be set at gradient foot formwork, when pour concrete to the farthest end, pour concrete in negative direction to prevent concrete with large amount of cement grout from collecting, so as to ensure concrete homogeneity, improve concrete tensile strength, and reduce concrete amount of contraction. b. Using the Secondary Feeding, and the Secondary Vibration Method To use the secondary feeding technology for mixing, the feeding sequence is, first mix water, cement, blending composition and admixture to 1min cement paste, then input rough and fine aggregate, stir evenly. After pouring, drain off surface ponding timely, enhance pre-stage maintenance, and improve concrete early stage or related tensile strength and chord modulus. Pump and transport larger amount of concrete, because surface cement paste is thicker, so the treatment after pouring shall be carefully implemented, while leveling concrete foundation top surface, 1-2 hours before concrete initial setting, use darby to flat the surface as per elevation, then after trowel by wood float, cover insulation layer. In order to prevent concrete contraction crack, carry out secondary toweling for concrete surface before concrete drying or final setting. Dabbing shall be carried on for concrete base plate and column head construction seam till concrete inner stone surface appears. While constructing, walking, standing or using side form as supports to erect gangway is strictly prohibited. c. Improve reinforcement

In order to ensure there is temperature reinforcement above & under every pouring layer, we suggest designers to adjust distributing reinforcement appropriately. Set necessary temperature reinforcement inside foundation, add oblique-structured reinforcement at section sudden & turning point, base & top plate, and wall angle turning point to improve stress concentration and prevent crack phenomenon. 2Concrete curing Insulation & curing are key parts for concrete construction, and the purpose is mainly to reduce mass concrete pouring block inside & outside temperature difference to reduce its self-restrict stress; secondly, reduce mass concrete pouring block temperature cooling speed, make full use of concrete tensile strength to improve concrete block anti-crack capability while bearing external constraint force, so as to achieve the goal of avoiding or controlling temperature crack. In order to prevent fast concrete surface cooling, put cotton quilt and plastic membrane on poured concrete top surface which have already reached designing elevation, as well as execute concrete heat & moist preservation and curing to slow condensing and cooling, take advantage of creeping character and reduce temperature stress. Set special workers to monitor and test temperature stress, pay attention to inside & outside temperature difference, when temperature difference exceeds 25, carry out insulation measures suitably. surface cotton quilt insulation effectiveness lost, we plan to set temporary canopy on top of the foundation to prevent rain from falling into the quilt. Meanwhile, based on temperature difference practical condition, control inside & outside temperature difference lower than 25, and electric blanket can be used for part heating under abnormal conditions. For edges and corners, insulation thickness shall increase to 2 times of other parts. Concrete surface shall keep watering and moist; while using water pipe, add spray header and spraying shall be complete and even. When at the stage with large concrete temperature charge, before spraying, based on temperature measurement indication, construction can only be allowed after confirmed by site technicians. Moreover, based on inspection on concrete inside & outside temperature difference change, adjust insulation layer thickness and confirm insulation curing time. When concrete strength reaches 1.2MPa, it is possible for operators to walk on it and carry out some lightweight work; however, impacting operation is not allowed. When concrete reaches 30% of concrete strength standard value, concrete inside & outside temperature difference and minimum temperature difference between concrete surface and air lower than 25, formwork and insulation material can be removed. 3Temperature Measurement Use temperature measurement method to manage temperature difference at any time, through the controlment to insulation measure, control concrete inside temperature, surface temperature, and temperature difference between surface temperature and environment temperature less than 25 to prevent temperature crack. a. Temperature Measurement Points Arrangement Mass concrete in this project has large foundation area and thick thickness, so inside cement hydration heat is high and can not dissipate easily, so we can manage mass concrete inside temperature by temperature measurement work, and we can use measurement results to guide concrete outside heat and moist preservation and other works to reduce concrete inside & outside temperature difference, ensure concrete later stage quality and control concrete crack. b. Temperature Measurement Point Burying Method For temperature measurement position, choose the place with large temperature changing rate, easily to dissipate and easily affected by environment change, and with largest

adiabatic temperature raise and contraction stress. Temperature measurement guide line will be arranged along the foundation height and divided into surface temperature measurement point, middle temperature measurement point and root measurement point. Surface temperature measurement point height shall be under base plate top height 500mm; middle point height shall be under base plate top elevation 1/2 plate thickness. Temperature measurement guide line shall be colligated by steel bar, then numbered and laid to relative position as per temperature measurement guide line arrangement drawing, with additional horizontal steel bar fixing its position. c. Temperature Measurement Allocate special temperature measurement and technology management workers who shall complete daily temperature measurement form and sign on it, then hand over to technology management workers immediately, so that management layer can get firsthand information at any time to calculate temperature changing tendency and confirm whether to add covering or take other measures timely. While pouring concrete, start temperature test 4-6 hours after concrete moulding temperature test, and the test shall last for 15 days. Based on past construction experience, normally hydration heat will reach to the highest value 3 days after concrete pouring, then keep stable and do not raise, instead, temperature will start to descend gradually. So, 4 days before temperature measurement, measure the reading every other 2 hours, for 5-8 days, measure the reading every other 4 hours, for 9-15days, every other 8 hours. Based on measurement data analysis, keep concrete maximum temperature difference not exceed 25 to reduce concrete temperature stress and prevent crack at the same time, when concrete maximum temperature difference is close to or about to reach 25, inform Construction company immediately, carry out insulation measures and control maximum temperature difference within 25.While controlling inside & outside temperature difference, temperature cooling speed shall be controlled as well. 8.7.4.6 Quality Guarantee Measures 1 Before project construction, well implement related project technology information survey and theoretical analysis work, learn relative project construction experiences, combine with the character of this project, choose the most suitable construction technology plan to achieve the objective of technology first. 2While choosing mass concrete construction technology scheme, based on possible problems formed in mass concrete construction, manage concrete raw material selection, concrete design, concrete supplying, concrete pouring and other technology key points and

considerations. 3Based on mass concrete characteristic, well execute concrete curing and temperature measurement work, manage construction site firsthand information at any time, calculate temperature variation trend, and timely confirm whether to increase covering or other measures, etc, to prevent concrete crack forming. 4Strictly control temperature measurement work before dump concrete into moulds, during concrete pouring period and after concrete pouring. 5Strictly follow designing requirements while constructing. 6Carry out complete quality management, and main raw material shall be equipped with quality specifications and retested based on regulation requirements. 7Before construction and operation, carry out construction technology disclosure to all construction workers, clear manufacture purposes and quality requirements. 8Various types of construction shall be implemented strictly subject to construction regulations and construction technology disclosure & scheme. 9 Concrete vibration workers shall vibrate while pouring, and vibration leakage phenomenon can not occur, pouring layer for one time can not be 1.25 times larger than the stick length, the objective of quickly stick in and slowly out shall be achieved, especially all around the raft plate foundation and at corners, vibrate carefully; formwork and steel bar can not be vibrated. 10Well carry out site concrete overall process quality management, batching plant shall allocate special workers to construction site to monitor the quality during pouring process. After concrete arrival, project technicians, along with batching plant will carry out overall inspection to raw material quality, concrete mix proportion, slump, pouring height, concrete vibration, sample manufacture, temperature, measurement, curing, etc, and take down records carefully. Special workers shall be allocated to manufacture, maintain and manage the sample so as to guarantee concrete quality. 11Set special workers to conduct blanking procedure in foundation pit, strictly control pouring thickness and sequences, vibration and joining method, seriously achieve layered sectional continuous pouring, and prevent construction seam. 12It is strictly prohibited to add water into concrete in construction site. 13Set special workers to monitor formwork, steel bar, bolts, embedded parts, carry out inspection randomly, if find out deformation and displacement phenomenon, correct it timely.

14After tamp and plaster concrete surface with wood float, use trowel for press polish to guarantee surface compactness and cleanness, slow down concrete surface water loss speed and prevent surface checking. 15For concrete slump is large, moisture will be formed at the lower part of surface steel bar, or fine crack will form on surface steel bar upper part. In order to prevent this kind of crack, before concrete initial set and after concrete preliminary sedimentation, use secondary plastering and compacting measures. 16After pouring concrete, carry out moisturizing, insulation curing and temperature measurement measures immediately. 17Use two-shift operation, and strictly execute shift relief system. 18Check concrete on each vehicle in construction site, measure concrete slump and temperature and check if concrete quantity is right. Meanwhile, concrete mixer site temporarily water addition is strictly forbidden. 19Concrete pouring shall be continuously, the longest time interval can not be longer than concrete initial setting time. When layer time interval exceeds concrete initial setting time, poured concrete surface temperature before covered by fresh concrete shall be no less favorable than related regulations. 20Before pouring concrete, clean up sundries inside the ditch for foundation. 21Enhance concrete sample manufacture and curing management, samples after form stripping shall be numbered immediately and sent into special concrete curing room. 22While using construction electric temperature measurement instrument to measure temperature, the semiconductor transducer attached on steel bar shall be isolated to the bar, protective temperature measurement sensor pin can not be polluted and shall be kept away from water, before insert into temperature measurement instrument, the pin shall be cleaned and dried to prevent short-circuit.

During erection process, use ground assembly method as much as possible and reduce overhead operation at the same time. Crater shall be free butt joint, and bending & staggered joint phenomenon caused by forced butt joint shall be avoided, which can cause stress. Bevel surface shall keep dry without fragment, oil dirt, dust, zinc coating and other sundries. Bevel polishing shall be qualified and metal reflect shall appear within 10mm scope from pipe orifice. Welders shall apply for welding material based on welding parts and check the material at the same time. There shall be elimination measures against expansion stress during construction period, which shall be strictly supervised and executed. Flame cutting method for pipe material is strictly prohibited, so as to avoid base metal damage which is difficult to find out. While using flame cut temporary iron pieces on pipe surface, reserve a small number of temporary pieces, then use mechanical cutting and polishing method remove spare parts to avoid damages to base metal.

It is better to avoid temporary welding auxiliaries during construction period; cut off and polish base metal after erection, and undercut is not allowed. For pipes with smaller diameter below DN 50, use complete argon arc welding, for other heating surface pipes, use argon arc welding bottoming and electric welding covering method. For middle size pipes and those with larger diameter, use two people symmetry welding method, single welding is strictly prohibited so as to avoid deformation. For large area piecing, use multi-worker simultaneous symmetry welding or discontinuous welding method to prevent deformation. After welding complete, clean up the weld; the weld surface shall be smooth, and weld appearance shall be good without any defect. Carry out overall inspection to all pipes and equipments to avoid any defect that can affect hydraulic pressure. Check all valve joint surfaces & flanges and guarantee erection quality. 2) Measures Ensuring the Completion of the Auxiliary t Power Energizing a. Improve cable head manufacturing technology standard, all workers involved in cable head manufacturing shall take technology training and pass the test. b. During cable head erection period, environment temperature shall be above 0, and relative humidity shall be under 70% to avoid insulating surface moisture condensation and damping; if temperature is low and humidity is high, duly heat the cable external surface to guarantee erection quality. c. Choose sealing terminal for connection, avoid using terminal made from pipe material, prevent humidity from entering the core, and use cleaning agent to clean up oil dirt on the surface. d. Cooperate with HP power distribution cabinet and HP cable commissioning work energetically, test shall be qualified and insulation shall meet with designing requirements to prevent explosion accidents during power energizing period. 3Measures Ensuring Turbine Impulse Completion a. During turbine first cold state startup period, before impulse, continue turning for not less than 4 hours. b. Turbine startup parameter and method shall meet with regulations provided by manufacturer. c. Strictly control oil cooler outlet oil temperature and vacuum which shall be qualified for manufactory requirements.

d. During erection period, strictly control erection quality, ensure cylinder inside cleanness; before and after turbine cylinder covering, use sensor to carry out inspection of turbine inner rotary and static part, gland seal, various inner bearing parts, generator inner parts and other parts which shall have no abnormal sound; during impulse period, use sensor to make sure whether inner rotary and static friction is normal or not. e. During erection period, strictly control cylinder levelness, rotator inclination and the clearance among bearing bushes; clearance(or tightening force) between bearing bush and bearing block shall be kept at optimum state to reduce vibration. f. Before impulse, carefully check if spray desuperheating device is unimpeded and can meet with spray desuperheating requirements. g. During erection period, strictly control the clearance value among various parts to ensure erected expansion and other clearances are at optimum states, so as to ensure balanced temperature rising during impulse period. h. Check all thermal power measurement elements based on manufactory requirements, ensure there is no mistake and avoid accidents caused by incorrect indication. i. During erection period, control pipes and valves erection quality to guarantee generator overall tightness. j. During oil system erection period, strictly follow regulated rules, control crater quality and various joints tightness, as well as ensure there is no leakage phenomenon during operation period. k. Organize workers reasonably, clear division of work and well organize the manpower during impulse period. 4) Measures for guaranteeing generator synchronization a. Establish testing management structure with corresponding organizations. b. Check if measures are appropriate and preparations are sufficient before the test. Civil work and primary & secondary electrical equipments involving in the test shall be erected, which shall pass the acceptance test held by quality inspection department. Finish the acceptance test for electrical equipments involving in the test, relaying protection shall be regulated and tested subject to rated value provided by related departments, various measurement instruments shall be tested and qualified, and monomer test reports shall be complete. Finish DCS system electrical part commissioning work, the logic shall be correct and the transmission shall be completed. Drawings, information, instruments and meters for the test shall be fully prepared.

Complete turbine, electric and boiler interlock test. Prepare all operation signs, compile, put up and print various equipment code numbers, and visible electrification signboard shall be placed on electrified primary equipments. The site involving in the test shall be flat and even, all holes and channel covers shall be covered, lighting shall be sufficient and communication facilities shall be complete. Temporary fire fighting facilities in various areas shall meet with fire fighting requirements. Test measures shall be approved by the owner and HPE. Before the test, pass local government supervision and inspection, as well as ensure unit startup requirements are qualified. c. Applicable Measures Compile test operation guide and strictly follow its content during operation. Carry out working ticket regime and enhance operator supervision and management. During the test, if the test value is greatly different from manufacture value, or there is any abnormal condition without clear causes, retest for another time after approved by the superintendent. Further study and record related data and wave form. If abnormal conditions happen again, stop the test immediately and report to startup leading group. During test period, if find out test procedure or measure problems, make a prompt decision, whether to modify or stop operation. During generator short circuit test period, short circuit current shall not be larger than generator rated current. During generator no-load test, no-load voltage shall not be larger

2Falling object accident prevention measures a. Items stored on overhead operation point, various platforms, passages and scaffold can not exceed allowable loading rate, and construction materials shall be hoisted only when needed. b. Overhead operators shall wear work bags and tools with larger size shall be tied to safety ropes; while passing items, throwing is strictly prohibited. During overhead operating period, fixed items can not be moved; cutting tools, leftover bits, pieces and so on shall be placed at stable position, or use iron wire fastened with measures against falling. c. Passages in cross operation site shall be kept unimpeded; set fence or hang warning board at dangerous inlets & outlets. Isolated layer, hole cover boards, fence, safety net and other safety protection facilities can not be dismantled willfully; if dismantling is unavoidable, apply for move protection facility, reinstate it and carry out acceptance test after work immediately; meddling with equipments, tools and safety facilities within working range is strictly forbidden. d. While cross operating, throwing tools, materials, leftover bits and pieces, and other things up and down is strictly prohibited, instead, work bag, basket or loading scope, etc shall be used for lifting. Walking or staying below hanging items is strictly prohibited. 3Scaffold accident prevention measures a. While erecting, dismantling, and changing scaffold, compile construction measures ahead of schedule. During practical operation, implementation shall be executed by licensed scaffolder. b. After erect scaffold, carry out acceptance test by grades, put up boards and signs. c. While erecting and dismantling scaffold, carry out safety measures, such as mooring rope, sectional isolation, setting guarder and so on. When dismantle scaffold, throwing down pipes and fastenings is strictly prohibited. d. If part of protection facilities shall be tore down temporarily because of operation, propose application for moving protection facilities in advance and take safety measures against falling. 4Hoisting & lifting accident prevention measures a. Tie up lifted items. Lifting hook hanging point and lifted item gravity center shall be on the same vertical line, lifting hook wire rope shall keep vertical, bias pulling and oblique hoisting is forbidden. While dropping the hook, prevent lifting rope oblique caused by part landing. Releasing lifting hook before fix lifted items is forbidden.

b. Normally the included angle of jack line will be less than 90 and not greater than 120. c. When wind power reaches 5th grade at operation point, stop hoisting at windward area; if reaches 6th or higher grade, stop the entire hoisting work. d. Hoisting workers shall be licensed. e. Check if lifting machines, hoisting tools and ropes are intact and in normal condition before hoisting. Overload hoisting is strictly prohibited; as for hoisting for over height and width items, work out detailed safety technology measures. f. During hoisting period, operators shall be concentrated, and certain safety margin shall be reserved; any person can not stand below or pass through hanging items. g. While hoisting, lifting or descending shall be stable; impacting, vibration and other phenomenon shall be avoided, no one is allowed to travel along with hoisting equipments; if hoisting procedure is interrupted due to certain problems (power shutdown, etc), carry out measures to deal with these problems, and no item can not be left hanging in the air for the whole night. h. Hauling gear shall not only be fixed stably, but electrical equipments shall be grounded and connected to neutral; hauling gear operators shall be familiar with mechanical behavior, non-operator operation is strictly prohibited and the power shall be shut down after work. During operation period, twisting, sudden bending, loose arrangement among ropes and other phenomenon shall be avoided while rolling wire rope into winding drum, if not, shut down the machine and deal with those problems. 5Fire accident prevention measures a. Inspect and test fire fighting facilities periodically, keep unimpeded fire fighting water and effective fire extinguisher; fire fighting hose, sand bucket(box, package), axe, spade, hook and other fire fighting devices shall be placed at visible and convenient position. b. Storing inflammable and explosive objectives in office, tool building, rest room, dormitory and other buildings is strictly forbidden. c. Using open fire around inflammable and explosive area can only be allowable after transact flame operation working order, get approval and take relative measures. d. Volatile inflammable materials can not be kept in open vessels and stored in normal warehouse. Vessels kept volatile oiling agent and other inflammable materials shall be refunded timely and store in individual isolating area which is not less than 25m away from the building; vessels kept volatile oiling agent and other inflammable materials without any treatment can not be welded or cut by electric or fire welding . e. Exhaust pipe of vehicle which enters inflammable and explosive area shall be equipped

Use TN-S system for construction site temporary power utilization project, set special protective zero line, adopt five-core cable, and use three-stage power distribution & two-grade protection for power distribution system. b. HPE will supervise owner depository goods & materials management work and offer suggestions. 5) HPE construction instruction parties: take part in OOBA and acceptance test organized by the owner, supervise owner depository goods & materials management work and offer suggestions. 6) Equipment supplier: take part in OOBA and acceptance test organized by the owner and cooperate with HPE to deal with various existed problems during goods & materials management period.

12.2 OOBA for Equipments and Materials


Special notice: this material site OOBA regulation is provisional, final working procedure shall wait until HPE and construction instruction workers arrive in site, consult with the owner and then present detailed equipment & material site OOBA regulation. 1) After goods arrive in site and unloaded, the owner shall organize OOBA and fill in equipment OOBA notice (shall be done in 5-7 working days), then invite HPE representatives, owner engineers, construction organization, equipment supplier representatives (if equipment supplier representatives are absent, HPE site engineers can be the substitute), and HPE construction instruction parties to carry out OOBA together. As for materials requiring physiochemical performance test, inform related inspection departments to take part in the test; 3 The basis for equipment OOBA is packing list. Before OOBA, check all textual description and sign on the box as per packing list, and the next working procedure can be continued only after confirmation; 4 Inspection content includes but not limit to: whether the packing is intact or not; the sign is clear and intact or not; element packing quantity, model number and specification; if attached documents can match with the packing list or not; product appearance is damage and deformed or not; spare tools, equipments and accessories are equipped or not. Check the item term by term. Regardless of equipment size, all equipments shall be tested. If there are equipment lacking and damage problems, require the owner to identify and store the problem equipment respectively, as well as take down records seriously; 5As for nude packing materials acceptance test, carry out inspection term by term.

Acceptance test contents include: material name, specification, material quality, batch number, part number, quantity (including supporting auxiliaries and spare parts), appearance quality, etc. For materials with defects, sorted store them separately and take down records; 6 After acceptance test, the owner depository shall fill in equipment OOBA sheet on the spot, as well as take detailed records of tested equipment conditions, especially equipment lacking and defect conditions. As for technical information attached to equipments, complete equipment OOBA information delivery list and hand over to the owner immediately. Equipment OOBA sheet and equipment OOBA information delivery list shall be signed by the owner, HPE, HPE construction instruction representatives, construction organization, and owner depositary; 7Complete equipment OOBA sheet for ordinary equipments, special tools, spare parts, and one-off fillers respectively; 8During important equipments devanning period, take videos and pictures of equipment packing appearance before and after devanning, as well as keep records as information; 9Notice for filling equipment OOBA sheet: clarify inspection basis which will be bound and attached to ]acceptance test sheet, so as to establish related relations for inspections in the future; 10For inspected cargo which can not be delivered and erected immediately, recover its packing and well complete rain, leakage & damp proof measures to ensure equipment intactness. As for precision equipments which can not be safely stored for the packing can not be simply recovered, after approved by the owner, cooperate with HPE site representatives and try to save OOBA to erection period. OOBA for instrument, meter, chemical medicine, switchboard, instrument panel, control panel and other devices will be executed indoors, for equipments requiring anti-damp measures, choose suitable weather condition for OOBA, and recover their anti-damp packing soon after the test. 12.3 Missing & Defective Part Management of the Equipment Special notice: this equipment lacking & defects management regulation is provisional, final working procedure shall wait until HPE construction instruction workers arrive in site, consult with the owner and then present detailed equipment lacking & defects management regulation. 1If there is equipment lacking, damage or inspection undetermined phenomenon during OOBA, the owner depositary shall set related state identifications to prevent false delivery

and utilization. The owner depositary shall be in charge of tracing solution measures (re-supply or remedy); 2After equipment lacking re-supply and equipment damage remedy, the owner shall organize secondary acceptance test in time, fill in equipment secondary OOBA sheet, clarify previous form number, meanwhile add secondary sheet number onto the previous one, and clarify re-supply amount, remedy result and secondary acceptance test sheet number in equipment lacking & damage sheet to form closed loop;

12.4 Goods & materials warehousing


1The owner depository shall complete goods arrival records, clarify storing time, item name, specification, practical tested quantity, storing place, etc and submit record form to HPE for filing. 2Entry account: entry and reservation account shall record goods & materials practical arrival, practical delivering and practical storing quantities. The procedure shall be intact, the paper shall be clear, and the data shall be correct. While entry the account, which require proofs, and proof sequence number shall be well compiled at the same time for checking and inspecting in future. The paper shall be clean and tidy; 3Card: the item on card shall be clear, with storing date, storing number, item name, specification, amount, storage delivering time & quantity; maintenance, oil painting and other conditions can be recorded on remark column at any time. Cards in open warehouse can either be metal cards or put into plastic bags to prevent the rain; 4 Establish goods & materials files: make unified serial numbers for goods & materials files and store them in warehouse. File content includes: goods & materials quality certification, list provided by supplier, acceptance test record, transportation document, and inspection & maintenance condition during storing period;

12.5 Goods & materials ex-warehouse

All invoices for delivered goods & materials shall all be submitted to HPE for filing. 2Construction company shall submit equipments & materials requisition 7 days ahead of schedule, and special worker shall submit the notice (subscription edition) to storage management organization 3 days ahead of schedule. While requisitioning, take effective proofs (while requisitioning for equipments, take confirmed equipment erection diagram, equipment list, etc. For materials requisitioning, take goods & materials requisition) to the warehouse to transact storage delivery procedures; 3Requisitioning procedure for spare parts shall be transacted in warehouse after signed and approved by Construction company chief engineer or superintendent with higher grade, superintendent of the owner & HPE with clear requisition purposes. 4Borrowing procedure for special tools shall be transacted in warehouse after signed and approved by Construction company chief engineer or superintendent with higher grade, superintendent of the owner, HPE and the owner depositary . 12.5.2 Goods & materials storage delivery procedures 1After the owner depositary receives goods & materials sheet, check the computer account, if classification, specification and other items are matched, then check if the quantity exceeds storage amount, etc, if find out problems, return & change it; 2Before goods delivering, Construction company shall arrange competent manpower and equipments based on goods condition. During truck loading period, the owner depositary shall be there and monitored loading process; goods delivering shall be subject to practical requirements. 3 Check & handover. After recheck, the owner depositary shall count goods & materials and documents in front of requisitioning worker, then transact handover procedures; requisitioning worker shall sign on it, so that responsibilities can be clearly divided. Sent various storage delivery sheets to related organizations and submit to HPE for filing. 4Issue leaving certification. 5) After delivering goods, the owner depositary shall keep account timely and change the card till account, card and goods can coincide with each other, meanwhile, bind bill of ladings into a volume, and keep it appropriately for locating as well as preventing missing.

12.6 Maintenance & storage management measures for BTG equipments and materials
In order to prevent BTG equipments and materials provided by HPE from being damaged by external factors during storage period, we are now presenting relative regulations for the owners storage work; hopefully the owner will provide competent hardware facilities and management measures. Detailed requirements are as follows: 12.6.1 Customized management The owner depositary shall carry out customized management for goods & materials storage, which shall be reasonably planned, with competent facilities, standardized goods identification and suitable management measures. 1In project preliminary stage, the owner depositary shall carry out overall planning for equipments & materials site as per requirements, confirm site and warehouse area and location, draw storage area general arrangement plan, clarify storage area, road, hoisting machines, fire fighting facilities and equipments customized area, etc which shall be placed at visible positions in office and equipments & materials storage area, and warehouse inner arrangement plan shall be put up in various warehouses; 2The owner depositary shall make plans for all kinds of hoisting & transporting machines, opening tools, stacking & covering material and other storing necessities used in equipments & materials management procedure, i.e., crane, forklift for transportation, and handcart; various tools used for truck unloading and unpacking, i.e., crowbar, nail puller, spanner, hammer, etc; required tarpaulin, sleeper and so on; 3The owner depositary shall divide equipments & materials by different characters and inspection status, store them by sorts, as well as carry out identification work; signboards shall be standardized, artistically and orderly arranged; identifying content writing shall be correct and clear; identification content mainly contains: equipment & materials name, specialty, specification and model number, part number, package number, valid period, inspection status, customized number, etc. 4Use four-number location method to number equipments & materials customization in warehouse, normally the number for storage rack is : warehouse-rack-layer-position, i.e., 1-2-3-4 means warehouse No.1, storage No.2, rack layer No.3 and the forth position; for ground area, use warehouse-district-row-position; i.e., 1-1-2-4 means warehouse No.1, the first district, row No.2, the forth position. For equipments in the open yard, use district-position-stack, three-number location method, i.e., boiler assembly yard-X-Y: in

three part numbering, the first part means the storing place is in boiler assembly yard, the second and third part means the horizontal & vertical ordinate of the boiler assembly yard respectively, and the cross point of the two ordinates is the practical location of this equipment. If equipment storing position changes, adjust original storing position, pay attention to transfer the signboard along with equipment, and the customized number shall be adjusted timely. 12.6.2 Maintenance & storage overall objective 1 Different equipments & materials shall be kept in corresponding storing position based on various maintenance & storage requirements, including open storage yard, transit shed, sealing warehouse, special warehouse(chemical dangerous cargo warehouse, welding rod warehouse, gas warehouse and constant temperature warehouse) ,etc. Packing shall be kept intact as much as possible; keep warehouse inside and outside cleaning & sanitation condition; warehouse windows and racks shall be clean and tidy without dust, and warehouse external parts shall be free from weeds, oil dirt and ponding. Safety passages shall be reserved for equipments & materials storing, which shall be kept unimpeded; 2Stored equipments & materials shall be kept in regulated storage area or storage rank & cargo container based on different characters respectively. Stacking shall be reasonably and scientifically, orderly and stable with the principle of equipment on upper layer can not cause damage to the one under, and supporting points shall be unified, not oblique, without any collapsing or deforming phenomenon; placing items onto equipments which are afraid of pressure is strictly prohibited; small items can be placed on storage rank in a group of five or ten. Packages with signs shall all face outward for the convenience of locating and delivering; 3After storing, maintain equipments and materials based on requirements provided in this document, as well as storing requirements provided by manufacturers, etc, moreover, equipments & materials maintaining record shall be completed on schedule; 4 For maintenance work for generator rotator, stator, turbine rotator, drum and other important equipments, adjust detailed maintenance & storage measures based on local condition, which shall serve as the standard for depositary operation; 5As for thermal power meters, rubber & plastic lined products and other equipments & material which can not bear large humidity & temperature change and require dust-proof measures, keep them in insulation warehouse. For equipments with large volume and are not able to be put into insulation warehouse, set up temporary constant temperature warehouse to guarantee storage requirements. Take out batteries from meters with dry

battery and keep them separately. While transporting and stacking meter, rolling, throwing & dropping, side laying and inversion is strictly prohibited; Temperature & humidity meter, air conditioner, dehumidifier, forced ventilating device, etc shall be set in insulation warehouse, the relative humidity of warehouse shall be controlled fewer than 60%, the temperature shall be within 5-40, day & night temperature difference shall not exceed 10, and cold, dust, large temperature difference proof measures shall be well executed. Warehouse keeper shall take on daily inspection and take down humidity & temperature records; 6During various containers, pipes and pipe fittings storage period, make sure there is no ponding, humidity, rust, and other sundries inside to avoid corrosion, as well as keep the hole sealing tightly to isolate the air. Holes can be sealed & covered by plastic cap, plastic cloth, rubber plug, anti-damp paper, tie plug, etc, corks with diameter larger than pipe diameter shall be immerged into anti-corrosion oil for treatment and checked frequently, as well as polished immediately after find out obstruction lacking; 7When the pressure of nitrogen-sealed equipment is close to or lower than 0.1MPa, organize nitrogen supplying; when oil equipment oil level is close to or lower than the lowest value, supply oil to equipment; rotating machines shall be turned periodically; 8Spare parts and special tools supplied along with equipments after OOBA shall be transported to special warehouses or kept in the same warehouse isolated from other equipments & materials immediately, which shall be managed by special pointed workers; 9Notebook computer, desktop computer mainframe, bus bar flexible connection, imported instrument valve and other valuable equipments shall be isolated and kept in individual room divided from insulation warehouse, with special managing workers and warning devices if necessary; 10Dangerous chemical products, welding materials, bolted compressed air and other materials shall be isolated and kept in special warehouse respectively in special warehouse and special container along with special workers, daily maintenance management shall be implemented strictly following related requirements; 11For equipments & materials with storage time requirement, the keeper shall report to related departments for timely treatment one month before valid storage period; 12 Materials with packages shall be transported as per signs on packages, and package can not be damaged, dropped, impacted and crushed during transportation period; 13Equipment keeper shall keep an eye on local weather report, check warehouse and

storage yard after gale and rainy weather and clean up the ponding on equipments after raining timely. Ensure stable foundation, intact covers and unimpeded drainage for storage yard, so as to protect equipments & materials from collapsing and immerging; 14Equipment keeper shall maintain and check equipments & materials in warehouse every day, deal with existed problems immediately and fill in equipments & materials maintenance record based on equipments & materials maintenance and storage requirements. Ensure equipments & materials completeness in warehouse. Inspection contents include: straw mat, package, corrosion & metamorphism, deformation, hole, support condition, hidden parts, and ponding; meanwhile, prevent water, damp, dust, isolation, corrosion, deformation, metamorphism, fire and pilferage; 15The following objectives shall be achieved while maintaining & storing: a. Warehouse standardized: arrange by characters and specialties and make visible signs; b. Storage systemized: stack orderly in favor of locating, match the account, card, and item; c. Regular maintenance: carry out inspection frequently, reform existed problems, fill in maintenance records and ensure the completeness of goods & materials in warehouse. 12.6.3 Detailed maintenance & storage measures Except for above-mentioned maintenance & storage overall requirements, the owner or owner depositary shall take contrapuntally storage measures for important equipments & materials within BTG scope in consideration of practical site condition, manufacturer requirements and other special requirements, including but not limit to the following requirements & materials: 12.6.3.1 Exciter 1After unpacking, use compressed air to blow out dust and sundries, ensure there is no corrosion on magnetic pole and rotator and keep the completeness of anti-corrosion paint and insulating paint; 2Take the carbon brush out from brush holder, pack the holder, spring and others with multi-effect anti-corrosion paper, then coat with anti-damp paper and store into warehouse; 3Closed exciter shall be sealed, with end cover and bearing neck clearance painted with anti-corrosion oil. 12.6.3.2 Boiler steel structure & guard board 1Support points shall be well arranged during storage period to make the surface with largest rigidity bearing the pressure to prevent deformation, inspect block up, anti-damp and painting condition periodically and deal with existed problems immediately;

2 Keep qualified anti-corrosion oil layer for high strength bolt and boom bolt, and boom bolt with external protective cover shall be stored and delivered as per original condition provided by manufacturer. 12.6.3.3 Boiler heating surface pipe 1During storage period, make use of packing structure as the pivot, or place horizontally on processed framework to protect the pipe from being stressed and deformed, and it is better to store heating surface pipe obliquely; 2Keep qualified paint coating on external wall of heating surface pipe, inner wall shall avoid rust scale, dust, ponding, humidity and other sundries, and pipe orifice shall be sealed; 3Anti-corrosion oil and hard-faced anti-corrosion oil shall not be painted on heating surface pipe inner wall. 12.6.3.4 Air preheater rotator & heat exchanger plate 1Because air preheater heat exchanging surface pipe wall is thinner, easily rusted and damaged, tube plate shall be vertically stored and the pipe shall be horizontally stacked, if storing on the ground with insufficient drying degree, add anti-damp layer to isolate it from the ground as well as keep inner & external wall free from corrosion. 2Keep qualified anti-corrosion oil painting on rotator bearing neck and heat exchanger plate. 12.6.3.5 Turbine rotator 1Turbine proper elements after unpacking shall be kept in sealing warehouse or machine room, during storage period, check anti-corrosion condition and maintain periodically, and turbine rotator shall be turned and recorded periodically as per regulations; 2Keep qualified anti-corrosion oil painting on turbine rotator bearing neck, and coat with anti-corrosion paper and plastic film; 3The bearing point of turbine rotator shall be kept away from bearing neck as much as possible, which shall be set inside bearing neck. 12.6.3.6 Turbine inner cylinder, bearing block diaphragm sleeve, and gland segment 1Turbine inner cylinder, bearing block diaphragm sleeve, gland segment and other processed surfaces shall keep qualified anti-corrosion oil painting; 2 Upper and down cylinder can be covered and stored together, add and coat aluminum foil, zinc foil or lead foil on combined surface, or use dry thin formwork immersed in anti-corrosion oil.

3Keep qualified painting on cylinder external wall. 12.6.3.7 Pump & fan 1Various pump case external wall, inside & outside surface of fan external case, and vane surface shall all be equipped with qualified painting; 2For long-term maintenance & storage pumps, packing and mechanical seal shall be taken out, bearing neck shall keep qualified anti-corrosion oil painting, inlet & outlet flange and packing shall be sealed, and pump vane & pump case inner wall shall be painted with anti-corrosion paint(however, operation condition in the future can not be affected); 3HP boiler feedwater pump and auxiliaries can not be stored in the open air, moreover, anti-rampant-corrosion and other measures shall be taken; 4Holes on fan external cylinder shall be sealed and covered to prevent water, vanes after OOBA shall be kept in original packing pattern to prevent outside force influence, and anti-proof measures shall be executed. 12.6.3.8 Deaerator, flash vessel and purifier 1 External wall of deaerator, flash vessel and purifier, etc shall keep qualified paint coating, with all holes sealed; 2For those equipments need long-term storage, the inner part shall keep qualified vapor-phase inhibitor. 12.6.3.9 Generator stator 1For those short-term stored, store after recover its original packing; for long-term stored, store in insulation warehouse, as well as carry out periodical inspection and take down records; 2If there is iron core corrosion phenomenon, inform and consult with the owner & HPE to solve the problem; if there is coil isolating paint dropping phenomenon, repaint paintings based on manufacturer requirements; carry out anti-corrosion treatment to metal element surface as per regulations; 3Put certain amount of silicone bag inside stator chest and check & change it periodically. 12.6.3.10 Generator rotator 1After unpacking, use compressed air to blow out dust and sundries on rotator surface and air hole, as well as measure the insulation; for temporary & short-term stored, store after recover its original packing; for long-term maintenance and storage, inspect and record periodically, when find out rotator proper, hoop, fan, etc surface painting dropping phenomenon, repaint it; cover the rotator proper with cotton cloth; anti-corrosion oil coating

on slip ring surface shall be intact and packed with multi-effect anti-corrosion paper, then cover anti-damp paper on the outside and store in warehouse; 2Individually stored rotator shall be put up and kept with sleepers after anti-corrosion treatment supporting under proper gear wheel,( pinion and slot wedge can not be supported), it is not allowed to support on the hoop nor bearing neck working surface(if on bearing neck, supports shall match with the bearing neck, and the rotator shall be turned and recorded periodically to prevent deformation); set aluminum foil, zinc foil, lead plate or other damp proof material between supports and rotator. 12.6.3.11 Computer & thermal power meter 1 Computer and thermal power meter shall be kept in insulation warehouse; inner batteries inside the meter shall be removed and stored respectively; standard batteries can not be inversed; 2 Computer and thermal power meter arrangement shall meet with manufacturer requirements, it is better to place with original packages or store in plastic bags; 3 Experienced meter maintainers shall check if there is corrosion phenomenon periodically ,if problems exist, deal with them timely. 12.6.3.12 Cable 1Cable shall all be rolled onto cable tray and sealed by wood plate or iron sheet; check if cable is damaged and cable head is sealed or not soon after arrival; if there is any doubt on cable appearance inspection, take insulation measurement; during storage period, cable head shall be fixed on the side of cable tray; 2Oil pressure of oil discharge cable shall keep normal, so is oil discharge cable pressure oil tank, when oil pressure goes down to zero or vacuum appears, carry out treatment immediately; it is strictly prohibited to roll it before treatment; 3Cable storage yard shall be dry with stable foundation, the drainage around shall be convenient, and cable tray shall be stored vertically rather than horizontally; Cables on every axis shall be equipped with signboard indicating the following information: signboard number, specification (diameter, section, rated voltage, etc), length, weight, manufactory name, and date of production; 4Move cable tray in short distance is allowable, however, reversed rolling is strictly prohibited. 12.6.3.13 Cabinet 1) Cabinet shall be stored inside insulation warehouse; it is strictly prohibited to place

upside down. 2) Storage condition shall meet with manufacturer requirements; it is better to place with original packing or pack in plastic bags and store; 12.6.3.14 Chemical dangerous goods 1 Paint, coating, ammonia water and other chemical products shall be stored in lucifugal warehouse with fine ventilation (dangerous chemical product warehouse),however, indoor air can not be dry and indoor temperature in winter can not be lower than 5meanwhile, anti-explosion switch and lighting equipments shall be arranged inside warehouse, in addition, dry powder fire extinguisher, fire fighting sand and other fire fighting equipments shall be arranged inside & outside warehouse; 2Store by sorts and classification, mark it and avoid reserved stacking. If there is leakage, use sandy gland to clean up the dirt, open the window for ventilation and purify the air at the same time; if the air is dry, water the ground to decrease temperature and raise air humidity; 3Be careful during loading & unloading period, prohibit throwing, knocking, impacting, dragging, dumping and rolling, equipment keeper and material applier shall wear necessary protection products when enter the warehouse, and wear gloves while transporting; 4Unconsumed paint delivered from warehouse shall be sealed tightly after storage canceling, isolated stored and marked. 5Equip enough fire extinguishers in warehouse, when fire accident break out, put out the fire with chemical fire-extinguishing agent rather than water, i.e., dry power, carbon dioxide, alkyl halide fire extinguisher, sandy oil is also applicable. 12.6.4 Goods & materials inspection and warehouse maintenance 12.6.4.1 Inspection content 1 Quality inspection Check if there is any quality changing phenomenon of goods & materials in warehouse, if the package is damaged or not, and if there is corrosion phenomenon or not. As for sealed goods & materials, pay special attention to the package, once damaged, take related measures immediately. 2Quantity inspection Check if the account, card and goods are matched and the quantity is damaged or not. 3Storage condition inspection Check whether the stacking is reasonable and stable, straw mat is tight, the

warehouse is leaking, the site has ponding, the warehouse humidity is suitable, and doors & windows ventilation is good or not. 4Measurement tools inspection Check the correctness of tape, caliper, micrometer, scale, etc, as well as maintenance conditions. Pay special attention to large-scale weighing apparatus which shall be inspected periodically, if incorrect, stop using and maintain timely. 5Safety inspection Check if various safety measures can meet with safety requirements. 12.6.4.2 Inspection method 1While checking & inspecting, focus on stored goods & materials quantity and the verification between account and goods. 2Normally, goods with large batch size will not be reweighed and restacked, however, if there is any visible doubtful point, reweigh and inspect it, so as to ensure the consistency among accounts, cardboards, and practical goods. 12.6.4.3 Goods yard and warehouse maintenance 1Warehouse and goods yard shall be inspected and cleaned frequently, and warehouse, goods yard, goods, as well as storage racks shall be clean and tidy; drainage system shall be effective during rainy seasons. Thus, the site shall be free from weeds, rubbish and ponding; 2 Equipment keeper shall monitor loading & unloading procedure. Be present in site to supervise and urge loading & unloading procedure during goods storing & stacking, as well as storage delivering period; 3Build up goods yard regulations and set signboard says warehousing notice at visible place at warehouse entrance to make people who enters the warehouse can see warehouse entering requirements. 12.6.5 Warehouse arrangement classification First kind: open storage yard (or stockyard) Second kind: storage shed (material storage), for storing equipments and instruments which can not be affected by rain & snow or direct sunlight, but can bear temperature difference. Third kind: sealing warehouse, for storing equipments and materials which can not stand rain, humidity and dust, but can bear temperature difference, as well as gadgets and valuable materials that are easily lost.

Forth kind: insulation warehouse (constant temperature warehouse),for storing precision equipments ,meters ,components & parts, and others which can not bear large humidity and temperature variation and need dust proof measures. Fifth kind: specialized warehouse, including dangerous cargo warehouse (chemical warehouse), gas warehouse (for storing the equipments with gas supports), welding material warehouse (for storing welding material) and radioactive source warehouse (for storing radioactive materials). Sixth kind: spare parts warehouse, for storing spare parts and special tools. In addition, various warehouses shall be inspected and maintained periodically, when wind & sand and thunderstorm day occurs, and before & after earthquake, enhance inspection and treatment.
