discovery considerations, and general discussion about case
coordination and sharing of information. It was agreed by both
PG and WFO that agents and SSAs would share information on weekly
basis and advise of significant investigative actions such as
search warrants, consensuals, approaches on key subjects,

PMA. She had received a bonus one year at Christmas time, based on
company profits. She also knew about a set formula that determined
percentage bonuses based on bringing in new clients. Those were
the only two types of bonusesl lknew about at PMA.

( When asked what she thught about a lobbying firm glvlng
money to its lobbyists in order to make contributions, either
front-loading them or reimbursing them, I lreplied that she
knew that reimbursing for contributions was wrong when she worked
at PMA. I lwould give a presentation on FEC rules
at every annual PAC meeting, which PMA were mandated to
attend; that included individual co:tribution limits as well.
I

could not remember if the presentation explicitly covered
reimbursed contributions being illegal.

I !heard that PMA brought in someone to teach them bS
after the ethics rules changed andl !thought that was a good b7c
idea. I lknew about the in-kind reporting rules for
fundraisers and campaiqn and PAC contributions and made sure PMA
followed those rules. t !always told people to send
checks directly to the campaign. But if they brought checks to the
door at the fundraiser,l lqlways had the campaign person there
to collect the checks.
not recall anyone at PMA working for
congressional campaigns while getting paid by PMA and thought that
sounded like it was wrong.
