Fall 2011

Were counting down to a new beginning!

As you know, Effingham Hospital & Care Center has always had a mission to provide access and delivery of quality, cost-effective, community-based healthcare to all the citizens of Effingham County. To accomplish our overall and constant mission, and to protect one of the countys most important assets, Hospital Authority members embarked on a journey that will ultimately secure the healthcare future of Effingham County for at least the next 40 years and beyond. In 2008, mission Building a New Beginning was launched. From this starting point and through December of 2010, hundreds of community members, healthcare experts, staff members and champions for improving healthcare locally, joined together to reach a most important goal. On January 2, 2011, ground was broken to make room for what will be known as Effingham Health System, the new beginning for healthcare in Effingham County. While the celebration of turning the dirt to symbolize this important milestone lasted just one afternoon, its effect still lingers. When construction of the new 58,000-square-foot facility commenced on January 3rd, the community began to watch the transformation of their hospital. Once completed, the $30-million project will create a complete medical campus designed to improve patient privacy, provide needed space to accommodate additional physicians and advancing technology and create room for additional and future community-based health programs, all while expanding essential healthcare services, including a designated Alzheimers unit. The construction of the new facility will also provide the space needed to bring many of the business operations out of the external offices they now occupy on the campus. The new hospital space is expected to open early 2012. The project has been and continues to be on schedule and on budget. Thank you for your continued support and interest in our growth and in the essential services we provide to the families living and working in this outstanding community. Sincerely,

Richard Rafter Chairman Effingham Hospital Authority

Norma Jean Morgan Chief Executive Officer Effingham Hospital & Care Center

Summing up the Effingham Hospital & Care Center Modernization Project

The Effingham Hospital & Care Center Modernization Project received its funding through an FHA Section 242 Hospital Mortgage Insurance loan from the U.S. Department of Housing and Urban Development (HUD).

Facts and Figures...

Total financing of the project amounts to $30,940,000. Funding for the loan took the form of $28.6 million in Recovery Zone Economic Development Bonds (RZEDBs), which provide a 45% federal subsidy to reimburse Effinghams annual interest cost. Taxable bonds funded the remaining loan amount of $2.3 million. With FHA 242 Mortgage Insurance guaranteeing Effinghams loan and Ginnie Mae securities collateralizing the debt, Effinghams Series 2010 bonds received Standard and Poors highest credit rating of AAA. The combination of AAA rating and a 45% interest rate subsidy produced record low net interest and loan rates for Effingham Hospital & Care Center. Important to note is that Effinghams project was one in only five to be approved by HUD in the federal fiscal year of 2011. Once the project was approved and funded, it also began to serve as an economic driver for the local community, creating over $20 million in local spending, increased jobs and an attraction for talented, highly-sought after providers who would make Effingham County their new home.
