The Effingham Hospital & Care Center Modernization Project received its funding through an FHA Section 242 Hospital Mortgage Insurance loan from the U.S. Department of Housing and Urban Development (HUD).
Total financing of the project amounts to $30,940,000. Funding for the loan took the form of $28.6 million in Recovery Zone Economic Development Bonds (RZEDBs), which provide a 45% federal subsidy to reimburse Effinghams annual interest cost. Taxable bonds funded the remaining loan amount of $2.3 million. With FHA 242 Mortgage Insurance guaranteeing Effinghams loan and Ginnie Mae securities collateralizing the debt, Effinghams Series 2010 bonds received Standard and Poors highest credit rating of AAA. The combination of AAA rating and a 45% interest rate subsidy produced record low net interest and loan rates for Effingham Hospital & Care Center. Important to note is that Effinghams project was one in only five to be approved by HUD in the federal fiscal year of 2011. Once the project was approved and funded, it also began to serve as an economic driver for the local community, creating over $20 million in local spending, increased jobs and an attraction for talented, highly-sought after providers who would make Effingham County their new home.
