Part I Overall Situation of China's Government Procurement System Reform

Chinas government procurement pilot work started from 1996. The "Government Procurement Law" was promulgated on January 1, 2003. Since then, Chinas government procurement has entered into the implementation of the procurement law and regulations.

Scale of Government Procurement


The national government procurement value has risen from about 16 billion U.S. dollars in 2002 to about 133 billion U.S. dollars in 2010. The Coverage of government procurement extends from traditional goods to services and construction services.

Supervision and Management System


The institutional separation of purchasing agencies and procurement management agencies is nearly complete, and management system and the mutual coordination and restraint working mechanism are improving.

Finance departments are responsible for integrated management and supervision, combined professional supervision of Auditing, Supervision departments. Over the past five years, the financial departments at all levels have received more than 3200 complaints, and dealt with 2033.

Transparency in Government Procurement


Public tendering of purchases accounts for the proportion of the total size of 77%. Bidding information around the country can centralize and release freely in real time. Pre-publicity tenders, online live bidding process, and public appraisal expert information were applied in some areas.
