Statistics for Planning 2009

Labour & Housing


Next to food and clothing, house as a shelter is a basic human need. Housing is not
merely an amenity, but an essential necessity for the healthy life of a community. Housing
Statistics plays an important role in measuring the economic and social well being of the
society. Housing is a leading sector in Kerala, generating employment and income to a large
number of skilled, semi skilled and unskilled workers. Each and every person desires to have a
house of his own, in order to keep his living in a better way. The Government has been
introducing various housing schemes from time to time. For effective implementation of these
schemes, the Government requires proper planning and policy formulation and this could not be
achieved with out reliable and up to date statistical database.
Housing in the early years of planned economy, in the country, depend entirely on the
housing statistics collected as part of the decennial Population Census. As per 2001 Population
Census the States population was 3.18 percent of the countrys population, but the housing
stock in Kerala is 66 lakh, which was 3.75 percent of the total stock of housing in the country.
Based on 2001 census, there was only a numerical shortage of 0.63 lakh housing units in the
state. However, housing inequality has widened in the State. More than 8 percent of the
households live in extremely poor quality or dilapidated houses.
National Building Organization (NBO) under the Ministry of Urban Affairs and
Employment, GOI, addressed itself to the task of collecting housing statistics at State Level
through the State Directorates of Economics and Statistics and a system was evolved for the
collection of House Building Statistics from the Municipal Authorities and the Public Works
Department on a regular basis. In Kerala, the Directorate of Economics and Statistics is the Cocoordinating agency for collection and compilation of housing statistics and building materials
and wages of building labour. These are collected from all district head quarters through the
District offices on a quarterly basis. These data are compiled and annual reports are prepared.
These reports are forwarded to National Building Organization.

Average daily wage rates of

skilled and unskilled labourers and prices of some important building materials such as Bricks,
Sand, Stone ballast, Timber, Cement, Steel Floor tiles. Paint Window glass, PVC pipe for the
years 2004, 2005, 2006 and 2007 are included.

Tables 15.1 to 15.9 show the above said

details in this chapter. This will be quite useful to trade union workers, employers, researchers,
industrialist and to all who are working in labour and related fields in the state.
