INTRODUCTION

The proposed development is located on Lot 1683 (PT 4609), 16834 (PT 4610), 16835 (PT
4611),16836and16837,TamanMelawati,MukimSetapak,DaerahGombak,SelangorDarul
Ehsan.Thisareaisproposedtobedevelopedintoahighincomeresidentialarea.Adjacent
landuseactivitiesareresidentialareaswithinTamanMelawatiandinstitutionssuchasSJKT
TamanMelawati,SMKTamanMelawati,SKTamanMelawati2andInternationalSchoolof
KualaLumpur.

KI Integrated Consultants Sdn BhdwascommissionedtoconductacomprehensiveTraffic


ImpactAssessmenttoassessthecirculationoftheproposeddevelopmentandtodetermine
the impact of the development on the proposed road network. Corrective measures to
mitigateanytrafficimpactwillalsoberecommended.

This study report will form a supporting document in the developers submission for
approval.

2.0

STUDYOBJECTIVE

Themainobjectiveofthisstudyistoexaminetheimpactoftheproposeddevelopmenton
the road network within the vicinity of the development and to determine if the roadway
andjunctionlayoutcancopewiththefuturetrafficdemand.

3.0

THESTUDYAREA

ThestudyareaislocatedwithintheresidentialareaofTamanMelawatiandisborderedby
Jalan Taman Melawati. The area is accessible from the Middle Ring Road (MRRII) via Jalan
Taman Melawati. Existing landmarks located near to the site are the International School
locatedtothesouthwestandKClublocatedtothesoutheast.Thelocationoftheproposed
developmentisshowninFigure3.1.

2011

EXISTINGTRAFFICCONDITIONS

Assessmentoftheexistingtrafficconditionsforthesurroundingroadnetworkinthevicinity
of the development site was ascertained through visual reconnaissance surveys as well as
conducting traffic count surveys. In addition, road inventory was also carried out to
determinethecharacteristicsoftheexistingroadsandjunctionsinthestudyarea.Thesewill
providebothaquantitativeandqualitativemeasuresoftheexistingtrafficconditionsaswell
asunderstandingofthepresenttrafficpatternandcharacteristics.

4.1

RoadandJunctionInventory

Site reconnaissance was conducted to determine the access points to the proposed
development. An inventory of the existing characteristics of the roads/junctions such as
lanes,trafficcirculation,junctioncontrolandlayoutwasalsodeveloped.

Therearetwoexistingaccesspointtowardsthedevelopmentfromthenorthandsouth.The
northernaccessisviaJalanG2whereasthesouthernaccessisviaJalanG1.

The proposed development is planned to gain access via both the northern and southern
accesspoints.

2011

ExistingTrafficVolume

A Manual Classified Count (MCC) was carried out to determine the existing traffic flow
patternsandtheperiodofpeakhoursontheexistingroadsandjunctionsinthevicinityof
thedevelopment.

Thetrafficcountsurveywasconductedon26thJuly2011from6.30am9.30amforAMpeak
and4.30pm7.30pmforPMpeak.Thetrafficsurveywasconductedmanuallyat15minutes
intervalsandwasclassifiedintothefollowingfivevehiclecategories:

i)

Car,taxiandprivateVans;

ii) Motorcycles;
iii) Lighttrucks(2axle);
iv) Heavytrucks;and
v) Buses.

2011

AnalysisofSurveyData

Priortoanalyzingthetrafficdatacollectedfromthetrafficsurveys,allcountedvehicleswere
converted into passenger car unit (pcu) to account for the varying vehicular composition.
The factors used in converting the various classes of vehicles to passenger units were
adoptedfromtheTripGenerationManualbyMalaysiaHighwayPlanningUnit(HPU,2010)
andareshowninTable4.1

The findings of traffic surveys provide information not only on the vehicular turning
movementpatternsbutalsothetotaltrafficdemandsofeachconnectingroadlink.

Basedonthetrafficcounts,thepeakhourswasdeterminedwhichisfrom6.45am7.45am
forAMpeakand6.15pm7.15pmforPMpeak.Figure4.2showsthetrafficvolumeinthe
vicinityofstudyareaduringAM&PMpeak.

PerformanceofExistingRoad

Theoperationalperformanceofaroad,usuallymeasuredintermofvolumetocapacity(v/c)
ratio,isameasureofoccupancyofaparticularroadsection.Performanceanalysisiscarried
outfortheexistingroadleadingintothedevelopmentsite.

The operational performances of the junctions were assessed using aaSIDRA. aaSIDRA is a
traffic engineering software developed by Akcelik & Associates as an aid to junction
performanceanalysis.

The performances of J1 until J6 were assessed and the results are summarized in Table 4.3
untilTable4.8.

J1isoperatingatLOSAintheAMpeakandPMpeak.IntheAMPeak,theapproachfrom
Jalan Taman Melawati (North) has the highest delay with an average queue of 9m. This is
because the heavy traffic from the west has to give way to a higher conflicting movement
circulatingtheroundabout.InthePMpeak,theapproachfromJalanH1(West)hasanaverage
queueof39m.J1junctionperformanceissummarizedinTable4.3.

Asshownfromtheanalysis,thesouthernmovementexperiencesthehighestdelayduring
bothpeakhours.Thisisprimarilybecauseofthehighertrafficvolumecomingfromthesouth.

operation are projected based on the traffic generation rates of the Traffic Generation

ASSESSMENTOFFUTURETRAFFICSCENARIO

Thefuturetrafficisdividedintotwotrafficcomponentsasdescribedbelow:

i)

the nonsite comprising traffic passing through the roads in the vicinity of the
projectsiteand,

ii)

siterelatedtrafficcomprisingtrafficgeneratedbyandattractedtotheproposed
developmentsite.

Thetrafficforecastfocusesontwocriticalhoursofthedayi.e.morningpeakandevening
peakhours.Itisexpectedthatonatypicalweekdaythehighesttrafficvolumesarerecorded
during these hours. Thus, the performances of road and junction are tested based on this
criticalconditionanddesign/improvementsofroad/junctionscanbemadeaccordingly.

Inforecastingthefuturetraffic,itisnecessarytodeterminethedesignyeartobeadopted.
In this traffic study, it is expected that the proposed development will be fully completed
and occupied by year 2016. A 10year traffic projection (i.e.: 2026) is also forecasted to
determinetheoperationsofthesurroundingroadnetwork.

6.1

NonSite(Base)Traffic

Thebasetrafficiscalculatedbyapplyingatrafficgrowthrateontotheexistingflowsupto
the design year when the proposed development is fully completed and occupied. The
adoptedannualtrafficgrowthwithinthestudyareais3%asthesurroundingdevelopmentis
alreadydeveloped.

Apart from this traffic growth, adjacent confirmed residential developments are also
included as the future traffic volume. When completed and occupied, these new
developments are expected to further contribute to the traffic volume on Jalan Taman
Melawati.ThetripgenerationsofthesedevelopmentsaretabulatedinTable6.1.

In year 2016, the analysis of J1 shows that the overall performance of the roundabout
without the development is operating at LOS A during AM and PM peak. With the
completion of the proposed development, the overall performance of J1 is at a LOS of A
during AM peak LOS B during PM peak. This is because the traffic generated by the
proposeddevelopmentislowatJ1roundabout.

CONCLUSION

Basedonthetrafficimpactassessmentcarriedout,theproposeddevelopmentisexpected
togenerateandattract215pcuintheAMpeakand207pcuinthePMpeak.Theproposed
development is expected to gain access from the Northern Access via Jalan G2 as well as
fromtheSouthernAccessviaJalanG1.

Upon completion of the development in year 2016, adjacent junctions are expected to
operate within the available capacity with the lowest LOS of F at Junction 4 in the peak
period. Bear in mind, J4S failure is also contributed by trips generated from adjacent
development that expected to be completed before the proposed development is fully
occupiedinYear2016.

Oncealltheplanneddevelopmentsmatureinyear2016,J4isexpectedtooperateatLOSF
and A during AM & PM peak periods. To improve this junction, it is recommended to be
upgraded to a signalized controlled junction by turn on back the existing signal light for
bettermanagethetrafficflow.

It is recommended that the above junction improvement is cocoordinated with other


junctionimprovementsproposedbytheadjacentdevelopers.Thisistoensurethatamore
robust traffic management scheme is implemented and staged according to the traffic
demandofthearea.Itisalsorecommendedthatalldeveloperswithintheareacontributeto
improvingtheadjacentjunctionstoensurethattrafficflowissmoothforboththeexisting
andnewresidentialcommunities.
