Skills Levels

Clearly jobs require and individuals demonstrate different levels of skill within any specific area. It is important that these levels are identified. There will be 4 skill levels and these are broadly defined as Level of demonstrated skills, evidenced experience. For general guidance the level of demonstrated skill and evidenced experience is normally within the context of the individual's overall role and contribution in the work and project environment. Basic Appreciation Basic understanding of the skill block together with some activities and its implication to the work programme. Minimal experience of the activity. Typically the person can list out key activities involved in skill areas and why there are important to the business and its relevance to own work knows where to obtain help in skill area has had job requiring direct contact with people working in the skill area and was involved in meetings /discussions with them on issues related to that area

Working Knowledge Working knowledge and application of some of the activities within the skill block, demonstrated by examples which benefit the work programme. Typically the person possesses level of expertise required to get involved in actions and decisions in the skill area can assess and diagnose issues in the skill area, and can describe to a newcomer the main technical/ operational issues involved provides reasoned challenges to specialists in skill area directly works with practitioners of the skill area

Fully Operational Can satisfactorily perform personally great majority of the activities/ operational tasks within the skill block, Typically the person will be a key member of the team / task with regard to activity in that area for several key tasks has successfully been responsible for the performance of the major part of the Skill area for more than 12 months resolves problems and makes improvements in the skill area applies and adopts the best practise in the skill area to local conditions

Leading Edge In-depth understanding of the skill block with the ability to translate knowledge into delivery and work plan. Typically seen and referred to as the person with the knowledge and expertise, as a local reference point within the function in the particular skill area. Normally not more than 1-2 persons per skill area in function will be at Leading Edge. Typically the person has resolved significant, complex issues in the skill area has personally developed significant changes in approach/ techniques to resolve complex issues has been directly responsible for that specific skill area for 3-4 years
