16. PROBLEM FORMULATION Today's Society and Educational Task. Some Types of Educational Planning.

Presenting a comprehensive educational plan requires first a precise statement of the problem. The original situation for most educational planning is filled with uncertainty. Questions have been raised about planning's ability to solve immediate problems. Educational planners themselves disagree on issues so that their efforts may be interpreted as an expression of uncertainty. Chaos, crises, poverty, and stagnation are only a few of the words heard so frequently about our society and about token efforts to help eradicate them. This argument is superficial. Education has a particular structure with open-ended boundaries. Educational problems are, to a considerable extent, due to a failure to communicate education's role, and, in turn, its failure to interpret a changing society. It is the educator's main task to formulate solutions to problems on the basis of the various and often contradictory needs that are brought to him. Many educators dispute the functional problems of education because they disagree on what are the desirable ends of education, or because they fail to understand how the ends may be formulated, or translated into an educational framework. What is needed is a concise statement of the problem that define educational tasks and the means of their solution through planning. Formerly these tasks and programs were defined under the "philosophy of education," and somehow tasks and programs were masked in a word. What is needed is a conscious clarification of the problem, a definition educational tasks, and an analytical approach to their solution. TODAY'S SOCIETY AND EDUCATIONAL TASKS The urban scene might be considered a complex of urban, social, and economic interactions that take place within a physical environment. The urban scene represents a dynamic and continuously changing an appropriate educational form that fits well within the context of the social and economic systems. The urban system represents a complicated communications system of constant interactions through direct analysis and processing in the role of the computer and an indirect confrontation. The various levels of these confrontations have great relevance for the educational planner. The dynamics of the urban system might be considered in terms of continuous movements or flows of activities from one node to another. Such activities involve social interactions as well as mere physical activities. Somehow the various movements must be integrated into some type of operational This is accomplished through appropriate arrangement in time, space, and scale. The new systems technology is contributing substantially to the planning process. The iterative procedures involved problem definition; the analysis of a problem into its component parts; the synthesis of these relevant variables into a new set of tentative solutions; the evaluation of the alternative solutions in terms of aesthetics, economy, scale, and functionalism; and finally, a selection of the best of the alternatives. The iterations pass through this procedure and evaluate each alternative. Continuous modification of the system eventually determines the most acceptable alternative. In

evaluating the alternatives weight is attached to various aspects of the problem according to the definition of the problem. Political, social, physical, and environmental factors, and time, cost, and resources are all major considerations in the evaluating of alternatives. Increasing concern about the environment has created new demands on analytical approaches to studying the environment. This concern has occasionally a greater role for the computer in the area of urban educational analysis. The computers, the plotters, system analysis and programming are going to extend greatly the limited problem, display, handling of data, and evaluation capacities inherent in the techniques of drawing and modeling. Cybernetic techniques will solve technical problems far beyond the range of our conscious thinking process. But this simply elevates the level of the problem and solution. Creativity must still acts beyond this level in the same way it acts beyond the current techniques. Creativity is the primary ingredient. Techniques makes it evident and useful. Excellence in these techniques is genius.' The educational planner must help to develop. level of the system Modern technology has extended beyond data analytical approaches to studying the environment. Modern engineering technology can make drastic changes in the environment before we have had time to assess their ultimate results. The top soil it has taken centuries to accumulate can be removed in a few years. A marsh can be drained before anyone weighs the benefit of its increased agricultural production against its recreational value to bird watchers, Sunday walkers and October hunters who utilized it in its present state. On the other hand, left to himself, the biologist or ecologist is likely to become so bemused by the beauty of the balance of nature that he underestimates the importance of human needs or the power of modern engineering technology to compensate for what may at first glance seem to be wanton destruction. The economist and the sociologist are likely to develop too abstract a picture for both man and nature in a pseudo scientific search for order in human affairs. A more balanced view is needed that recognizes man as a part of naturea somewhat peculiar part since he can modify the direction in which natural forces operate in order to reach objectives different from those which nature might produce if he were not there. The application of technology to environmental change places great responsibility on the planner. It is necessary to consider all of the side effects that a change in the environment will have. One must remember that the various components of the system are affected by manipulation of parts of the system. Technology tends to diminish the individual's decision-making capacity as the environment becomes more artificial. The usual standards for evaluating the environment tend to shift more to those artificial cues within the environment and hence make the individual less capable of evaluating the natural environment. "The merits of each technical advance are always so obvious that we hardly ever stop to ask ourselves if the sum total of all improvements may not pass beyond the limits of desirability."

Analytical procedures being derived from such fields as ecology, cultural anthropology, and the behavioral social sciences are all becoming useful to the designer. The computer can handle their data and produce various alternative designs from which the best designs may be selected. This process has placed within mans hands the technical capacity to manipulate his own environment and enhance the chances of his survival. Indeed, man's new control over the environment relieves his dependence on the environment and forces him to rely on artificial necessities that have been derived from the environment. Many believe that although the goal of technology ... should be to provide man with e sheltered environment in which he is protected as completely as possible from any form of traumatic experience, this assumption is dangerous because certain important traits of man's nature cannot develop normally, or remain in a healthy state without constant stimulation and challenge. Life at constant temperature through air conditioning, learning made effortless through mechanical aids, avoidance of conflicts through social adjustment, are examples of the means by which modern life eliminates or minimizes physiological or psychological effort, but by the same token results in atrophy of man's adaptive mechanisms. One of the dangers for society that results from increasing technology is the possibility that life will become monotonous and routine. It is imperative that the planner, whether in education or in environmental planning, create a design that will produce a stimulating, viable, and continuously changing environment. The stage of scientific and technical development which renders large scale automated process possible also destroys all previous intrinsic value (in physical) resources or properties. From this point on, broadly speaking, all materials are inter-convertible. The only unique resources input is human knowledge-the organized information which programs machine performance. The products are non-unique and expendable, as are the machine and materials acted upon by them. The only part of the whole process which is non-expendable and uniquely irreplaceable is man.' Without the support of the people, technology is almost useless. Fortunately present-day society does recognize the high degree of relevance and payoff in technology. Technology makes possible the enlargement of the physical world and extends our physical environment,providing a constant stream of moving, fleeting images of the world for our daily appraisal. . . . Through these devices (cinema, radio, TV, magazines, newspapers) we can telescope time, move through history and span the world in a variety unprecedented ways."' Technology has furnished man with the unique capability to alter his environments and to plan his environment for future activities. It is left up to the planner, especially the educational planner, to determine the most useful way to apply the available technology to the environment. Although it would be extremely shortsighted to develop any long-range educational plans through the decade of the seventies without seriously considering the role of technology in the educational enterprise, it is also necessary to remember and include in the planning process the distinctly human element found within that system.

Only by realizing that the individual interacts within the total system of his environment will educational planning be effective. It should be pointed out, however, that the omission of modern technology occurs more often than the exclusion of concern for the psychological aspects of the individual. Indeed, there is increasing evidence that the profession of education has spent too much time and effort on the psychological or behavioral aspects of the educational program. The time is long overdue for giving technology the appropriate place within the educational learning environment in order to reach a balancing order if, as educators, we hope to bridge the gaps between the individual and his group, between nature-made and man-made environments, between human psychological needs and human physical needs, between the social rich and the social poor, between ignorance and knowledge, between ethnic or racial groups and between social cost and physical cost. Any environmental design requires a relatively clear-cut series of steps, including a detailed analysis of the environment, a clear statement of problem definition, and a concept of the various activity systems, of the interrelations among the various activity systems, and of the nature of the population whose needs arc to be served. A combination of the social and the physical goals to be accomplished must be carefully analyzed and integrated. Man's image of the world in which he lives and his understanding of man's place in the universe are critical in achieving ecological homeostasis. Science can constitute basic facts and ideas about ecosystems. But man's concerns and values also determine the behavior of societies. His conceptual environment has changed through time, a transformation expressed in literature, poetry, music, architecture, and modifications of the landscape.... Man's conceptual environment, not science wilt determine the future of humanity.' Planning is emerging as a participatory activity; that is, those people who are to be served by the environment and who arc to be influenced by the environment have a right and an obligation to participate in planning the modification or development of 'that environment. Such participatory planning should cause the participants to develop a more responsible attitude toward life and the environment. Such a philosophical orientation to planning assumes that value systems should be given high priority. The value system is directly related to the individual use to be derived from the environment. Again this concept emphasizes the interrelationships between the environment and the individual. Many designers reject the idea that the optimal environment . has a single static form. Architect Raymond Studer advocates servo - environmental systems, which respond to changes in behavioral Inputs. He feels that design problems phrased in terms of buildings, schools, houses, and neighborhoods, obscure dynamic processes that will change over time. James Marston Fitch has described a school environment that rejects day-long environmental normsthe ideal temperature of 72 degrees, 50 per cent humidity, 60 foot

lamberts at desk tops, and 45 foot decibels of sound. A child needs less heat in the afternoon than in the morning, more oxygen and less humidity by the end of the day, as well as greater sound levels in the afternoon than in the morning. Why is the influence of the environment on the individual relevant to the educational setting? The individual is profoundly influenced by both the natural and the man-made factors of his environment. This condition makes it incumbent on the educational planner and the environmental designer to consider how best to use all of the resources of an urban area as a part of the educational enterprise. Recreational, cultural, artistic, and economic resources must be incorporated in the educational system to make a usable program of learning activities beneficial to the youth in the community. Incorporating in an integrative system more of the community's resources could have a dual payoff. First, if one of the primary objectives of the educational system is to achieve the student's better understanding of and interest in his environment, it seems reasonable that the greater the student's involvement in the environment, the greater his understanding and interest will be in the environment. As a result, the student would continually make efforts to improve his environment. The second potential gain to the student and, in turn, to his society would come in his experiencing an assortment o, exposed environment. The new and changing offerings lit music, art, and the theater, as well as athletic events, would maintain the student's interest over periods of time. By creating environments that encourage students' participation and that emphasize relevance, the educational system will have its greatest effect on the. community SOME TYPES OF EDUCATIONAL PLANNING Planning, in a sense, is the preparation of a layout for the construction of something physical; in another sense, planning can be the arrangement of the time of actions, which is a form of program planning. Both are needed in educational planning. Following are types of planning approaches that can be used to accommodate the construction of something physical and to arrange the timing of activities. Educational planning Educational planning is a blueprint for future development. It recommends courses of action for the achievement of desired objectives. Some of the ways educational planning is practiced follow. Adaptive educational planning Adaptive educational planning takes place in response to an externally induced development. It is problem solving in the narrowest sense. It can be quite simple and quickly understood by most. Its purpose is to maintain the equilibrium of the organization. Contingency educational planning Contingency educational planning is an approach aimed at creating conditions whose effects can be deflected or absorbed at minimum cost or inconvenience

Compulsive educational planning Compulsive educational planning specifies in great detail what should and is expected to be done. Its major tool is reward and punishment Manipulative educational planning Manipulative educational planning relies on various types of instruments to gain an advantage. Its tools are deals, trades, and personal inducements. Indicative educational planning Indicative educational planning spreads information calculated to give individuals the right signals in the hope that they in turn will take appropriate actions. Incremental educational planning Incremental educational planning is planning that takes short steps, correcting mistakes as it proceeds. Such a process, while constituting acceptable short- term adaptability, will accumulate a sufficient body of mistakes to force the planner to take a completely- comprehensive approach. On the other hand, such planning, if successful, should accumulate a sufficient body of experience to enable the educational planner to attempt comprehensive planning. Autonomous educational planning Autonomous educational planning is pursued by itself and not as a part of any other planning. Ameliorative educational planning Ameliorative educational planning is designed to restore what was, without any consideration of what could be. Its purpose is to return to a status quo. Normative educational planning Normative educational planning is long-range planning, planning for twenty-five to forty years ahead. Its inherent nature is general, and its function is to establish guidelines for the planning to follow. It is comprehensive by nature in that it focuses on the total educational plan. Functional educational planning Functional educational planning focuses on a particular aspect of the total problem. Essentially this type of planning is segmented in nature but still functions as a part of the total planning effort Educational programming Educational programming specifies the target groups, the programs required and the resources needed to achieve a specific objective.

REPORTING RESULTS h Contributions from Land-Use Planning One Possible Classification Scheme An Educational-Activity-Planning Format Statistical and mapping presentations of data are necessary to comprehend the complicated matter of land usage. The general specifications for graphic or statistical presentations include general classifications, such as residence, with a scheme to indicate low, medium, and high intensity; retail businesses; local, central, and regional types of transportation; utilities, communications, and industry groups; and wholesale uses. All of these should be combined to form various groups that can be classified into readable clusters. Traditionally maps have been presented as engineering, topographic, and property-tax charts; aerial photographs; and various miscellaneous maps. Engineering maps arc usually in a large, atlas form and resemble detailed engineering drawings. Topographic maps use contour lines to show the various elevations of tl,.c physiography and show the broadest possible view of the area. They include such things as rivers and streams, wooded areas, and other geographic characteristics, along with streets, railroads,

and principal structures. Property charts usually show a specific piece of property rather than a regional area. Derived from aerial photographs, engineering drawings, and other legitimate sources, they usually show property lines and serve legal purposes. Miscellaneous maps include highway maps, census maps, historical or commercial tracts, and so on. I General-purpose base maps, which arc used for generalized displays or rough workingcharts, show named streets, corporate limits, railroads, major public buildings, takes, ail streams. They come in three principal sizes: (1) wall-display size (the scale of 2,500 feet equals one inch), (2) table size (the scale of 500 feet to two miles equals one inch), and (3) letter size (the scale of several miles equals one inch). Detailed base maps arc prepared in atlas form and represent towns or natural planning areas. They arc usually prepared in three sizes: (1) the first one shows right-of-v.-ay lines, railroads, water courses, takes, and civil division lincs; (2) the second shows property and casement lines; and (3) the above two maps arc combined with a map of the structures in the area to form the third size. The first two maps are used primarily for neighborhood and detailed studies, and the third map is used to maintain records. A relatively straightforward procedure is followed in the preparing of base maps. A typical sequence is to (1) assemble various reference maps; (2) decide on the areas to be mapped; (3) decide on the coverage for the individual sheets of the atlas; (4) prepare the three series of detailed base maps already described; (5) prepare work sheets for the base maps; (6) field-check the work sheets in a -waik-ing survey or a driving survey; (7) produce the final drawings in ink form; and (8) set up some type of systematic procedure for updating the maps. CONTRIBUTIONS FROM LAND-USE PLANNING Land-use planning has used a relatively standardized set of guidelines for assisting the planner in developing information about urban development. (See Table 17.1.) The usual guidelines furnish the planner with data regarding the basic characteristics of the environment and the basic facts that relate the developmental area to the general urban environment. In addition to the general-characteristics guide, there is usually a directory to assist the planner in analyzing the central city. This directory includes central maps and special overlays that show the traffic pattern movements in the center. Comprehensive development guides furnish the planner with detailed data regarding Various activity system .require special consideration. Thy comprehensive guide might include such things as aerial photographs, topographical maps, and specialized sketches. Guides usually include some type of financial profile that summarizes the costs and benefits to be derived from the development plan and that records sources of possible funds for the development prograrn. Residential areas are treated somewhat differently from the central district; consideration is given to the net density and (the most efficient unit for studying residential areas. Projections of future population as well as current profiles of population density are usually examined in the set of plans. Density distance gradients are frequently used in an analysis of the dynamics of residential areas. Future residential patterns are also considered in terms of both the immediate impact on residential areas and the interactions of the population growth with other segments of the urban environment. Land-use planning is concerned primarily with the residential and business structures and the movement of people.

ONE POSSIBLE CLASSIFICATION SCHEME An appropriate classification scheme is necessary for the urban educational planner, not only to furnish information about current status but also to help derive an appropriate mix of the various land-use factors. ... The arrangement of the set of phenomena involved into a systematically ordered body of separate groups each composed of members having definable characteristics in common in accordance with a principle of classification which reflects the purpose or purposes which the classification is intended to serve is basic to inquiry into every distinct field of study. Yet, when the set of phenomena to be classified involves the uses to which urban land in a community is put, the satisfaction of these basic requirements is generally conspicuous by its absence.

1 2 3 1 2 1 2 3 1 2 1 2 3 A considerable amount of ambiguiity exists in attempts at urban land classification. Planners seldom agree except on the most commonly defined segments in urban land usage. Classifiers have not stipulated specifically the objectives for which the land is to be used.

Types of activities, types of structures, types of establishments, and legal rights are all lumped together as land uses; the principles of classification used do not operate to group like items, and the classifications themselves do not reflect the prime purpose which they are intended to servepresumably to act as bases for the land use pattern descriptions of individual communities.

An appropriate classification of land us- has been a problem to planners for some time. There are very few distinctions made between such things as industry and commerce; broad generalizations do not specifically pinpoint the precise function being considered. Complications arise in cases in which a particular organization is splintcrcd, with headquarters and branch offices in various sections of the country. However, land-use studies frequently find the main office assigned a land-use function for the entire business rather than for only the fraction of the business that is actually located there. A more functional classification of land use might be by the precise space occupied by an individual, an organization, or a facility at any period of time. This classification would allow the planner to relate the uses to specific kinds of activities rather than to general classification terms. When mapping, one must have reasonably clear-cut definition of the specific facilities and the various types of activities in which they are engaged. It follows that the planner not only has to determine the location of the various organizations but also has to understand the movement patterns of the activity systems associated with those organizations. Here is one approach to the classification problem:

AN EDUCATIONAL-ACTIVITYPLANNING FORMAT Any consideration of urban form must include the human culture and activities that will use the space to be designed. Under these constrictions the planner matches the raw materials of the physical environment and the needs and activity systems of the human element. Form and patterns constitute the basis for urban organization. Proximity, to given

spaces, the mixture of parts, choice, opportunity, the accessibility of various facilities, and stability are factors of form and pattern. The spatial arrangement of physical structures, and the movement within and the use of space compose the city's form. The common elements in the urban form include such things as spatial organization, the appropriate use of the topography, and the inhabitant's sense of identity and orientation. The basic structure and function of the city, appropriate scale and architectural design, and specific activity systems influence the form of the design. A meaningful set of physical entities reflects the end product of the process of design and spells out clearly the role of education. The structure include those for housing and business plus broad land uses that allow such various social phenomena as education to function unencumbered with unnecessary constraints such as too small a site, too much noise, too much traffic, traffic that is too fast, or too many people for so few resources. The systems format is one method for indicating the interactions among activities, the people involved, and the environmental form. Such a systems format might consist of two classification systems: the blocking system and the coding system. The blocking system is a graphic reporting of the three major components--activity, participants, and environment. Each contains necessary data for the specific level of planning. The following principles delineate the blocking system's format: 1. The blocking system must be broad enough to permit the classification of every activity, the type and number orparticipants, and environmental factors. 2. Each block of the blocking system must be clearly defined and mutually exclusive. 3. Each block and its data must be susceptible to systems analysis. In developing th4 format one must ask a minimum of three questions: 1. What is the activity and what arc its characteristics? 2. Who are the participants? 3. What will bean appropriate environment for the participants while they are engaged in this activity? Four aspects of the activity must be considered. First is the extraterritorial aspect of interactions. Activities are not necessarily bound to one in-place location. They can begin at one location and end at another miles away. The second aspect is interaction. Very few activities arc independent. Most require input from other activities for their execution, which in turn makes up the inputs for other activities in other places. Dynamic scale is the third aspect. Activities occur within the entire movement spectrum from very slow to supersonic speed. The fourth aspect is the activity's location. Each activity has certain requirements if it is to be effectively performed. Planning for the participants involves considering them as a part of a nonstationary, open system that is undergoing continuous interchange with the cnvironmerit. The participants can be distinguished according to a range of categories, such as the following: Individuals Age Physical ability Emotional ability Mental ability Experience Interests

Blue collar White collar Semiprofessional Professional The environment can be described as a complex entity composed of many facets. Some are naturally formed and others man-made, e.g., climate, culture, physical spaces, and energies. These influence and set constraints on as well as offer opportunities for participants and activities. Thus, activities, participants, and environments are in constant interaction, Participants respond to and also change their environmerits. The planner's task becomes one of relating the three major components. A set of activities and a set of participants arc related to particular environments. By altering the component elements, one can measure the effects on participants within particular environments.

Not all factors will be important. Sorting out the important factors solely by intuitive means would deny that a rational process for planning the best environments exists. By studying a series of subsystems that bring various selected elements into focus, one can determine certain effects. Such a process helps to reveal which environments have the highest potential value for particular participants in certain activities. The formats and levels of subsystems in Figure 17.1 through Figure 17.5 comprise one model: The coding system might be use as a systematic method for storing and identifying the various activities. The general principles for developing a coding system are as follows: 1. The code should be easy to use, expandable, and computer oriented. 2. The code should be flexible enough to accept any degree of detail that is important in the planning process. 3. The code must be organized for convenience in updating the data. The number of digits found in a code indicates the level of detail. The coding explanation is as follows: 1. One-digit numbers denote activity class.

Moving is an activity requiring an object or person to go from one place over a distance to another place. Schooling is an activity that requires the participant to acquire, in a formal sense, new knowledge and skills, plus all supporting activities. Socializing includes activities that involve the company of like-minded friends or equals. Creating involves a cathartically oriented type of activity whose primary purpose is to create anew, restore, or refresh the participant's imagination or mental outlook. Re-creating includes activities that require brisk movements, that function freely within prescribed limits, and that usually require the handling or using ofan instrument. Dwelling encompasses activities requiring a place for some time length for individualistic types of activities, such as sleeping, eating, and procreating. Shopping is an activity that requires the selling and buying of goods for personal, household, or institutional consumption and all kindred incidental services. Servicing includes a group of activities that are performed for the physical and psychological welfare of the participant or for enhancing his other activities. Maintaining includes preserving, repairing, prolonging, and supporting activities that keep up the physical facilities, equipment, and all their parts.

BAB I PENDAHULUAN Dalam membuat rencana pendidikan yang komprehensif, dibutuhkan perumusan masalah yang tepat. Dalam merencanakan pendidikan sering kali para perencana dihadapkan dengan situasi yang tidak pasti, walaupun mereka sendiri tidak sependapat bahwa hal-hal tersebut menjadi akar permasalahan pendidikan. Kekacauan, krisis, kemiskinan, dan kemandegan merupakan beberapa hal yang sering menjadi latar belakang permasalahan dalam perencanaan pendidikan. Namun pendidikan memiliki struktur tertentu dengan batas-batas terbuka. Kegagalan dalam menangani masalah pendidikan berakibat munculnya masalah-masalah sosial. Merupakan tugas utama pendidikan untuk merumuskan pemecahan masalah berdasarkan berbagai kepentingan yang saling bertentangan. Para pendidik sering mempermasalahkan fungsi pendidikan dalam kaitannya dengan tujuan pendidikan yang ada. Hal yang perlu dikaji adalah merumuskan masalah tentang tugas-tugas pendidikan dan solusinya melalui perencanaan. Dahulu tugas-tugas dan program pendidikan didefinisikan atas dasar filsafat pendidikan. Kini dibutuhkan pendekatan analitis untuk memecahkan berbagai permasalahan pendidikan tersebut. BAB II TUGAS SOSIAL DAN PENDIDIKAN SAAT INI SERTA MACAM-MACAM PERENCANAAN PENDIDIKAN A. TUGAS SOSIAL DAN PENDIDIKAN SAAT INI.

Suasana perkotaan sering dianggap sebagai interaksi sosial dan ekonomi yang kompleks yang berlangsung dalam lingkungan fisik perkotaan. Dalam suasana perkotaan seperti itu terdapat suatu bentuk perubahan pendidikan yang dinamis dan berkelanjutan sesuai dengan konteks sistem sosial dan ekonomi perkotaan. Sistem perkotaan merupakan sistem komunikasi yang rumit dari interaksi yang terus menerus baik secara langsung, dengan sarana komputer maupun karena adannya pertentangan secara langsung. Berbagai tingkat pertentangan ini memiliki relevansi besar bagi perencana pendidikan. Dinamika sistem urban dipandang sebagai pergerakan yang terus-menerus atau arus kegiatan dari satu simpul ke simpul yang lain. Kegiatan tersebut melibatkan interaksi sosial serta berbagai kegiatan fisik.

Teknologi sistem baru telah memberikan kontribusi yang mendasar untuk proses perencanaan. Para pelaksana yang iteratif terlibat dalam mendefinisi masalah, analisis masalah menjadi beberapa bagian, sintesis dari variabel-variabel yang relevan ke dalam satu perangkat baru tentang solusi tentatif, evaluasi dari solusi alternatif dari segi estetika, ekonomi, skala, dan fungsionalisme, dan akhirnya, pilihan yang terbaik dari alternative pemecahan masalah. Para pelaksana melewati prosedur ini dan mengevaluasi setiap alternatif. Dan memodifikasi sistem secara terus-menerus yang akhirnya menentukan alternatif yang paling dapat diterima. Dalam mengevaluasi alternatif melekat berbagai aspek permasalahan berdasarkan definisi masalah. Politik, sosial, fisik, dan faktor lingkungan, dan waktu, biaya, dan sumber daya merupakan pertimbangan utama dalam mengevaluasi alternatif. Peningkatan kepedulian tentang lingkungan menuntut pendekatan analitis untuk mempelajari lingkungan. Kepedulian ini menaruh peran yang lebih besar pada computer dalam analisis pendidikan di perkotaan. Teknologi modern telah berkembang melampui analisis dan pengolahan data dengan mengandalkan computer dalam pendekatan analitis untuk mempelajari lingkungan. Penerapan teknologi untuk perubahan lingkungan memberikan tanggung jawab besar kepada perencana. Hal ini diperlukan untuk mempertimbangkan semua efek samping dalam perubahan lingkungan akan terjadi. Kita harus ingat bahwa berbagai komponen sistem dipengaruhi oleh manipulasi bagian dari sistem. Teknologi cenderung mengurangi kapasitas individu dalam pengambilan keputusan sehingga lingkungan menjadi lebih bersifat artificial. Standar yang biasa untuk mengevaluasi lingkungan cenderung bergeser lebih kepada petunjuk buatan mereka terhadap lingkungan sehingga membuat individu kurang mampu mengevaluasi lingkungan alam. Prosedur analitis yang berasal dari bergagai bidang seperti ekologi, antropologi budaya, dan ilmu-ilmu perilaku sosial semua menjadi berguna bagi pendisain. Komputer dapat menangani data mereka dan menghasilkan berbagai alternatif desain dari desain yang terbaik yang dipilih. Di tangan manusia terdapat kemampuan teknis untuk memanipulasi lingkungan agar dapat meningkatkan peluang kelangsungan hidupnya. Memang, kontrol baru manusia atas lingkungan mengurangi ketergantungannya pada lingkungan dan memaksa dia untuk mengandalkan kebutuhan buatan yang berasal dari lingkungan. Salah satu bahaya bagi masyarakat yang berasal dari peningkatan teknologi adalah kemungkinan bahwa kehidupan akan menjadi monoton dan rutin. Seorang perencana, baik

dalam pendidikan atau dalam perencanaan lingkungan, perlu menciptakan sebuah desain perencanaan yang akan menghasilkan perubahan lingkungan yang layak. Tahap perkembangan ilmiah dan teknis yang membuat proses otomatis skala besar mungkin juga menghancurkan semua nilai intrinsik sebelumnya (secara fisik) sumber daya atau properti. Dari titik ini, secara umum, semua bahan ini saling konversi. Yang unik hanya sumber input adalah pengetahuan-manusia informasi terorganisasi yang program kinerja mesin. Setiap desain lingkungan memerlukan serangkaian langkah-langkah yang relatif jelas, termasuk analisis rinci lingkungan, pernyataan yang jelas dari definisi masalah, dan konsep sistem berbagai aktivitas, dari saling keterkaitan antara sistem berbagai kegiatan, dan alam dari populasi yang kebutuhannya hidup untuk dilayani. Sistem nilai secara langsung berkaitan dengan penggunaan sesuatu oleh individu dari lingkungan. Sekali lagi konsep ini menekankan hubungan timbal balik antara lingkungan dan individu. Mengapa pengaruh lingkungan terhadap individu relevan dengan pengaturan pendidikan? Individu sangat dipengaruhi oleh alam dan faktor manusia yang terbuat dari lingkungannya. Kondisi ini membuat kewajiban bagi perencana pendidikan dan perancang lingkungan untuk mempertimbangkan bagaimana cara terbaik untuk menggunakan semua sumber daya wilayah perkotaan sebagai bagian dari perusahaan pendidikan. Rekreasi, budaya, seni, dan sumber daya ekonomi harus dimasukkan dalam sistem pendidikan untuk membuat program yang dapat digunakan kegiatan belajar dan bermanfaat bagi pemuda di masyarakat. Memasukkan lebih banyak sumber daya masyarakat dalam suatu sistem integratif bisa memiliki hasil ganda. Pertama, jika salah satu tujuan utama dari sistem pendidikan adalah untuk mencapai pemahaman siswa lebih baik dan minat pada lingkungannya, tampaknya masuk akal bahwa semakin besar keterlibatan siswa di lingkungan, semakin besar pemahaman dan bunga akan di lingkungan . BEBERAPA MACAM PERENCANAAN PENDIDIKAN

Perencanaan dapat diartikan sebagai penyusunan tata letak untuk pembangunan secara fisik. Dengan pengertian lain, perencanaan dapat menjadi pengaturan waktu tindakan, yang merupakan bentuk perencanaan program. Keduanya diperlukan dalam perencanaan pendidikan. Berikut adalah jenis pendekatan perencanaan yang dapat digunakan untuk mengakomodasi pembangunan fisik dan sesuatu untuk mengatur waktu kegiatan. 1. Perencanaan Pendidikan.

Perencanaan Pendidikan Manipulatif. perencanaan pendidikan manipulatif bergantung pada berbagai jenis alat untuk mendapatkan keuntungan. Alat transaksi perdagangan, dan bujukan pribadi. Perencanaan Pendidikan Indikatif. Perencanaan pendidikan indikatif menyebarkan informasi untuk memberikan sinyal hak individu dengan harapan bahwa mereka pada gilirannya akan mengambil tindakan yang sesuai. 6. Perencanaan Pendidikan Tambahan/Incremental Perencanaan pendidikan tambahan mengambil langkah-langkah singkat, memperbaiki kesalahan ketika berlangsung suatu proses. Perencanaan Pendidikan Amelioratif. Perencanaan pendidikan yg memperbaiki/amelioratif dirancang untuk mengembalikan apa yang pernah ada, tanpa mempertimbangkan apa yang bisaj adi. Tujuannya adalah untuk kembali ke status quo.

Perencanaan Pendidikan Normatif Perencanaan pendidikan normatif adalah perencanaan jangka panjang, perencanaan untuk 25-40 tahun ke depan. Perencanaan ini bersifat umum, dan fungsinya adalah untuk menetapkan pedoman untuk perencanaan untuk mengikuti.
