RE: CITY OF TEMECULA CITY MANAGER SHAWN NELSON ANNOUNCES PLAN TO RETIRE After more than 20 years of working for the City of Temecula, including 12 plus years as City Manager, Shawn Nelson has announced his intension to retire from the City of Temecula. His last day as City Manager will be December 31, 2011. Shawn Nelson began his career with the City of Temecula as the first Director of Community Services on October 1, 1990. As a new City with only one park, Nelson was tasked with the responsibility of developing a sustainable and thriving parks, recreation, and community services system. Today, the residents of Temecula enjoy 39 parks and hundreds of successful recreation programs and community special events that help to define the Citys small town feel and family oriented community. In fact, Temeculas outstanding park system can be attributed in large part to the successful passage of Measure C in March 1997. Under the City Councils leadership, this funding mechanism was approved by 77% of Temecula voters, thus creating the financial means to build and maintain an extremely successful and unique parks and recreation system. In May 1998, Nelson accepted the position of Deputy City Manager for the City of Corona. However, by December 1998, Nelson returned to the City of Temecula in the capacity of Acting City Manager, which was converted by the City Council to permanent City Manager in July 1999. As Temeculas Chief Administrative Officer from 1998 to 2011, Nelson provided professional administrative leadership to the organization while following the vision and policy direction of the City Council. Mayor Ron Roberts, a 19 year City Council veteran stated, Shawn Nelson is the finest City Manager I have ever worked with. His fiscal conservative nature and aggressive approach to dealing with community issues has positioned the City to be successful for the next decade and beyond. We wish Shawn and his family the very best as he begins the next chapter in his life. Nelson praised the current and past City Councils by stating, I believe the secret to Temeculas success is the progressive, stable and visionary leadership of our City Council, as well as previous Councils since incorporation. I truly believe that with our strong, experienced City Council and our outstanding City leadership team, Temeculas best days are ahead of us. Some projects of particular significance to Nelson include the successful renegotiation of the Citys Redevelopment Agency Pass-through Agreement with the County of Riverside, which will save the Citys RDA $63 million by 2020, and $103 million through the life of the RDA, which is set to expire in 2028. Nelson was also instrumental in the adoption of the Transportation Uniform Mitigation Fee (TUMF) program, which has generated to date over $500 million within Western Riverside County for traffic circulation projects and is estimated to bring in $5 billion over the next 30 years.

Nelson also focused on economic development projects during his tenure which has created thousands of new jobs and millions of dollars in new revenues to the City on an annual basis. Two examples include the $100 million Promenade Mall Expansion that involved the creation of a new upscale, lifestyle center as well as additional sales taxes, property taxes and hundreds of new jobs; and the 600,000 s.f. $50 million expansion of Professional Hospital Supply, which resulted in $1 million annually in new sales tax dollars and much needed high quality jobs. Finally, Nelson is extremely proud of the transformation of Old Town from a quiet district to the downtown, cultural, and civic heart of the City today. The opening of the new Civic Center in December 2010 marked a milestone for the City Council, who long envisioned that locating such a facility in Old Town would further stimulate economic development in Old Town. In fact, the several tens of millions in private investment in Old Town is a direct result of the Citys public investment in the Civic Center and Old Town Infrastructure Projects. Strong financial stewardship, coupled with stable leadership and a progressive City Council are at the heart of much of Temeculas success. Nelson has successfully presented balanced budgets and managed fiscal resources in a manner that has positioned the City to weather the difficult economic storms for the past three years. His leadership has afforded the City balanced budgets, additional City reserves, elimination of on-going debt, while not using reserve funds or reducing essential City services. When asked, Nelson stated, The thing I am most proud of is that I gave the City of Temecula 100% of my best efforts every day for more than 20 years. I am truly honored and grateful to have the opportunity to finish my career in the place that I loveTemecula. Nelson will be 52 years old in September. He plans to spend more time with his wife Stephanie, his family and grandchildren, as well as dedicating more time to work on Jacobs House, which is a nonprofit organization dedicated to building a home away from home for families who will have loved ones in a medical crisis at a local hospital. This project is named after his only son Jacob who passed away nearly 5 years ago. Nelson says his son is with him wherever he goes.
