The settled bases for the creation of the Insular Network of Coordination

Last 13 of December in the Multifunctional Center Tramvia took place the discussion of the FIRST MEETING RIGOBERTA MENCH directed to the public and private entities in order to create and consolidate the Insular Network of Coordination. (More information page 2)

The entities bet for the NETWORK RIGOBERTA


On 13 of December in the Multifunctional Center Tranvia took place the First Meeting Rigoberta Mench in which there were in all twelve entities: among them there were representations of Cabildo, Town halls (Ayuntamiento), diverse Associations and Consulates; belonging to different points of the island, where the above mentioned entities are located. This action, framed within the general aims of the project, affect the necessity to guarantee that the information, advice and awareness about equality and gender violence will be extensible for the biggest number of social entities working directly or indirectly with foreign women. The participated entities have been the protagonists in the above mentioned meeting in which they have sat the bases for the creation of the network of coordination that will be named Network Rigoberta. During the Meeting they detected different necessities in the intervention with foreign women victims of gender violence, by what they valued the creation of Strategic Lines of Intervention, as a tool that will allow to define rules of proceeding and establishment of resource network facilitating the orientation of professionals that could broach a case of gender violence. Finally, between the other questions, they valued the creation of a list of distribution of entities that allows to maintain the coordination in the network; by means of this list it will be possible to communicate needs that should emerge in the attention on gender violence among foreign women, requesting advice and exchanging information that could be effective to intervene with the same ones and by this way to optimize the existing resources. The date for the II Meeting of the Network Rigoberta Mench is agreed on April 20th, 2012.

What actions have we developped?


Throughout four months of validity of the second Edition of the Project Rigoberta Mench we have carried out the following actions:

Different technical meetings with womans specific areas in the Town halls of Arona, Adeje, Santiago del Teide, Buenavista of the North, Garachico, Puerto de la Cruz between others. The above mentioned meetings have centered on the presentation of the Project and its aims in addition to fixing actions to develop. Technical meetings with associations, trade unions, consulates and health centers; presenting the aims of the Project and fixing the actions to develop. Different formative and sensitization chats have been realized recounted to Gender Violence among the Foreign Women. The same ones were destined for different groups, such as: Forces and Bodies of State Security, health environment, technical staff and women in general. Workshops of Interculturalidad directed to improve the social coexistence in different municipalities, and workshops of self-esteem directed to foreign women. There have been covered the demands of psychological attention and individual legal aid to foreign women who have derived us from different resources. The First Meeting Rigoberta Mench of entities has developed on purpose to settle the bases of the network of coordination.

We communicate that the next 31st of December, the second Edition of this Project comes to an end, for what its technical team and the managing entity, the Association for Integrated Development of Women Mercedes Machado, want to be grateful for the interest and agreeable reception of the Second Edition of the Project Rigoberta Mench Thanks:

Victims of Trafficking in human beings.
Guide to the Rights of Foreign Women who are Victims of Gender Violence

In case of the victims of trafficking in human beings, the suspension of the expulsion expedient in case of being in irregular situation in Spain derives from the opening of a recovery and reflection period of at least 30 days. Such a period shall be sufficient for the person to decide if she cooperates with the authorities in the investigation of the crime and, in her case, in the subsequent penal process. In this case, it pretends to perfect the normative coherence with the Convention number 197 of the European Council, dated May 16th , 2005, on Action against Trafficking in human beings, that demands to offer integrated assistance to the victims of trafficking, independently if they collaborate or not and of their administrative situation.

Frequently the victim of trafficking does not have sufficient information about her exploiters or, for simple fear, does not dare to denounce. In such situations from the Administration a suitable protection to the victim must be guaranteed. In this sense, it is necessary to assume the condemnation that the Spanish State received in the Judgment 2009/143/TJCE, of May 14, for not applying the Board 2004/81/CE of the Council, of April 29, relative to the expedition of a residence permit to nationals from countries of third world, who are victims of trafficking in human beings or they have been an object of an action of help to the illegal immigration, cooperating with the competent authorities. With regard to the victims of trafficking in human beings, the Law tries to facilitate their cooperation with the authorities in the investigation and incrimination of those who commit this class of crimes, the introduced reforms are summed up in; It is extended to the children of the victim who find in Spain the right that helps to request of the competent Public administration the corresponded measures to guarantee their safety. Also this right is extended to any other person who maintains familiar links or any other connection with the victim, in order that trafficking networks could not block the cooperation of the victim by means of serious threats to her relatives. It is specified in this Law that the resolution of refusal or revocation of the period of recovery and reflection will have to be motivated, as well as that the right to interpose administrative resource against the above mentioned resolution will submit to the norms that regulate the common administrative procedure.

Who was Mercedes Machado?


ERCEDES MACHADO was an exceptional woman. She was born in Tenerife in 1896. After her fathers death she moved to France with her mother. Her mother got married with a man, who became the promoter of her studies. He insisted on the university education for all his daughters in order to not depend economically from their husbands. When Mercedes returned to her native Island, she studied the career of Teaching and, later, Philosophy and Letters, specializing in Classic Languages. She wasnt satisfied with this and decided to study in the Faculty of Law, also in the University of La Laguna. In this way she became the first women lawyer in the Canary Island. But due to condition of being woman and social situation of beginning of the century , she could not exercise her profession. She taught in the Canary Institute, in the School of Teaching and in the University, giving classes of Philosophy, Literature, Latin and Greek. She was a tireless combatant when she was learning and developing professionally. She was dominating, until her death, French, German, English, Greek and Italian, and she left incomplete Russian studies. For her pedagogic work in the University and in the other centers where she was developing her profession, she received the medal of Alfonso X The Wise person. She was a woman of an extreme simplicity, an avid reader of everything which was passing through her hands (especially ancient Encyclopedies of Law), lover of music and great interpreter of piano. She died in Santa Cruz de Tenerife, on 2nd of September, 1970.

IV days on Prevention and Attention to the Gender Violence
Last 16 of December The Project Rigoberta Mench together with The Association Mercedes Machado has taken part in IV Days on Prevention and Attention to the Gender Violence of the National School of Health, Institute of Health Carlos III of Madrid (Escuela Nacional de Sanidad, Instituto de Salud Carlos III de Madrid). Through the round table called; Experiences of the women's movement on Action against the gender violence, were explained the aims of the Project Rigoberta Mench and the actions developed by the Association Mercedes Machado, among them the one, which emphasized the work realized with International Cooperation of the Red Cross Project. The reception and interest given by the participants to the Days were very positive, they allowed the diffusion beyond the insular limits of those so important functions and of vital necessity that are carried out from the Association to eradicate this social mark that is the Gender Violence.
