The purpose of these specifications is to inform the sign contractor of the

The sign contractor shall examine the drawings and specifications and thoroughly investigate the conditions at the location where the sign is to be installed.

The specifications and drawings are intended to describe the finished product. They are intended to be used together, and what is called for by either shall be binding as if called for by both.

Questions regarding alternatives or clarification of documents should be directed to GE or its authorized representative.

Wherever the term “approved equal” appears, this approval shall be in writing by GE or its authorized representative.

Any substitute materials shall be equivalent to the materials outlined in the drawings, and the resulting alternative construction shall be designed to effectively support the wind load requirements for the particular installation location.

The sign contractor shall coordinate work responsibilities to furnish all

The sign contractor shall secure a permit for the sign erection and furnish all engineering data and drawings necessary to obtain the permit.

At locations converting existing signs to new signs, sign removal and installation shall take place concurrently. The removal operation shall not begin until the new signs are on the property or in the local installer’s inventory.

The sign contractor shall provide GE with Certificates of Insurance covering the following risks:

• worker’s compensation, as required by statutes

• employer’s liability insurance at the minimum rate of $1,000,000 per person

• public liability and property damage liability insurance including contractual liability and property dam- age, with limits of not less than $1,000,000 for bodily injury and $1,000,000 for property damage

• automobile liability insurance including all owned, nonowned, or hired vehicles, with limits of not less than $1,000,000 for bodily injury and $1,000,000 for property damage

GE shall be named as insured on all certificates. Insurance cancellations are not permitted with- out at least 30 days prior notice.

The furnishing of the foregoing certificates shall not relieve the contractor from any liability or obligation for which the contractor would other- wise be responsible under this contract.

Should the guarantee required under any trade section of the specifications be for a period of more or less than one year, the contractor’s guar- antee shall, with respect to such trade or trades, be for such longer or shorter period.

The installer shall provide adequate safety pro- tection during sign removal and/or installation. Signs shall be removed in a safe and workman- like manner. Machinery, equipment, cranes, derricks, and tools shall be of adequate size and capacity to handle the work. Work shall not be done when weather conditions are not suitable.

Sign removal shall include

• removing the actual signs

• modifying sign foundations and buildings if required

• patching architectural and/or site work surrounding the removed signs or exposed by removal of the signs to match surrounding conditions

• delivering or destroying the signs as directed by GE or its authorized representative

The cost of sign removal shall be included in the new sign cost unless otherwise directed.

• obtain all permits, inspections, and approvals required

• provide for the electrical hook-up of all signs

• notify the proper authority when work will be performed before arriving on the job site. If a construction manager has not been assigned to the project, the installer shall notify the facilities manager.

Electrical service to the signs shall be provided by the owner or an approved subcontractor.

All underground wiring shall be installed in conduit. Conduit shall be installed with as little trapping and as few bends as possible. Running thread couplings shall not be permitted.

All materials, electrical connections, and installations shall conform to the following specifications:

• NEMA

• Underwriters Laboratories, Inc.

Signs and bases shall be installed per reference

drawings. The installer shall plan and execute the erection so that the close fit and neat appearance of joints and the sign as a whole are not impaired.

The installer shall use special care in

• unloading, handling, and erecting the sign and base components to avoid twisting or otherwise distorting or damaging the sign components

• handling all sign materials to minimize damage to the shop-applied finishes

• using any stage or hoisting devices to install letter signs on building walls. Any damage shall be repaired to match existing surfaces at the installer’s expense.

The installer shall not erect any components damaged in transit. The installer shall

• inspect all materials at the time of delivery

• immediately report damages to the carrier and the sign supplier

The installer shall

• use only hardware as specified. Any damage or discoloration of a building or sign surface resulting from the use of unauthorized hardware shall be repaired at the installer’s expense.

• test-light all signs after electrical connections have been made and report any electrical prob- lems to the sign supplier

• apply touch-up paint to all exposed sign compo- nents according to the paint manufacturer’s specifications, using the paint (or approved equal) as shown in the reference drawings. Before painting, all surfaces shall be clean and free from rust, scale, and oily or greasy residue.

The contractor shall provide two sets of progress photographs at no additional cost to the owner after each of the following steps:

• footing excavation

• foundation pour with anchor bolts in place

• completed sign installation

These photographs shall show clearly all sign models and the overall area in regard to clean-up and landscaping work.

The installer shall clean all work areas and signs after installation is complete, removing all debris.

Foundations

The requirements for earthwork necessary for the installation of ground-mounted signs include all items listed below.

The installer is responsible for determining that the soil bearing capacity is adequate to satisfy the design requirements.

Excavation shall include the removal of all mater- ial necessary to complete the work described in the installation drawings and specifications.

The excavated material shall be placed and sloped to prevent drainage into the excavation (if the material is to be reused) or hauled away immediately and disposed of.

Excavations shall be adequately protected prior to pouring concrete to minimize possible damage from the elements or construction debris and shall be barricaded to minimize hazard to exter- nal equipment, property, personnel, and facilities.

When it is necessary to go deeper than the speci- fied dimensions to meet required firm soil condi- tions, special provisions shall be made or an alternative location considered. All excavations for foundations, however, shall be at least to the depth of the frost line. When it is necessary to go deeper than the drawing dimensions to meet frost line requirements, the additional depth shall be provided by placing additional concrete as required.

All backfilling around foundations shall be made with clean, compactible, natural earth or granu- lar material in 6-inch layers, each layer thor- oughly compacted by tamping. No backfilling shall be done until all concrete is adequately set.

All finish grades shall be sloped and graded as indicated in the installation drawing. Excess material from foundation excavation shall be dis- posed of in a manner agreeable to the customer.

Foundations are designed for a maximum soil bearing pressure of 3,000 psf. The factor of safety against overturning is 1.5. If soil conditions appear deleterious, the bearing capacity shall be verified by exploration.

For signs with a dynamic base, the base founda- tion shall be formed to dimensions shown in the drawings and cast monolithic with the footing.

Anchor bolts shall be set with a gauged metal template furnished by the sign manufacturer.

In the assembly of components with mechanically applied finishes that will be exposed, such as fas- teners and metal trim, the sign manufacturer shall grade and select parts with regard to color and finish to ensure the closest possible match and continuity of color between adjoining parts. None of these materials supplied by one manu- facturer shall be intermixed with those of another manufacturer.

Weep holes shall be drilled in the bottom of each signbox according to Underwriters Laboratories requirements.

All connections shall be made as firmly as possi- ble without stripping threads or damaging heads. Tools employed shall fit head slots precisely.

All points of contact of dissimilar metals shall be separated by tape (3M #355 polyester clear or approved equal) or a prime coat of paint.

All welded mitered joints shall be full penetration throughout the entire cross section.

Work surfaces on which assemblies are to be made shall be carefully and continually main- tained free from dirt, filings, or any material that might impair the quality of work.

All joints in exposed work shall be smoothly, solidly, and accurately fitted and rigidly secured, showing less than a 0.03-inch joint, and shall be carefully matched and aligned to produce exact continuity of line and design. Overlap joints shall be embedded in silicone caulk.

The painted aluminum extrusions used for the signbox filler and pedestal shall have an optically flat surface quality.

Sign faces shall be installed so they may be removed for replacement. The supplier shall provide adequate hardware within the sign to safely hold the hinged face sufficiently open for interior maintenance. The device shall be designed and installed so the face will not become damaged.

Manufacturing,

Metal Painting

All surfaces shall be cleaned and treated prior to priming. The prime coat shall be as specified by the paint manufacturer and applied as directed.

All internal steel shall be painted with a coat of Sherwin-Williams Zinc Clad “5” or approved equal rust-inhibiting primer.

The two-component acrylic polyurethane paints used on all exposed metal surfaces as indicated in the reference drawings shall be Matthews Acrylic Polyurethane or approved equal, applied according to the paint manufacturer’s specifications.

Electrical

Illumination shall be as specified in the drawings.

All fabrication and installation shall comply with Underwriters Laboratories requirements and specific local code restrictions. All components shall be recognized by Underwriters Laborato- ries. The contractor shall manufacture and install all components in strict compliance with these requirements and restrictions.

The illumination of all sign components shall be uniform in intensity over all illuminated surfaces. No noticeable hot spots or shadows shall be allowed.

All signs shall be wired in accordance with the ballast and/or transformer wiring diagrams displayed on each ballast and/or transformer and shall use color-coded wire corresponding to the colors of ballast and/or transformer leads when splices are required.

Individual signboxes shall be provided with make-ups on the exterior of the sign component, and all circuits shall be tagged where they are to be joined.

Unless specified otherwise, all fluorescent lamps shall be 800 mA, T-12, high output, rapid start, daylight white, as manufactured by GE.

All sockets shall be recessed double contact, snap-in tombstone and/or butt-on type, as manufactured by Kulka Wiring Devices.

All starting aids shall be supplied for each fluores- cent lamp and shall be aluminum, 1 2 inches wide x 0.020 inches thick (alloy 5052-0), terminated at

• one end with a spring connection

• the other end with an “S” hook with a maximum spacing of 3 8 inch and a mini- mum spacing of 1 8 inch from the lamp.

All ballasts shall be 120-volt “Plastic Sign Type,” for 800 mA high-output fluorescent lamps, out- door applications, as manufactured by Jefferson, France, or approved equal.

All ballasts shall be furnished with the maximum length leads allowed by Underwriters Laboratories (80 inches).

All neon tubing for Laser Lines shall be 15mm Clear Red, and all neon tubing for building letters and Monograms shall be 15mm 6,500-degree White, as specified in the drawings.

All transformers shall be 120 volt, 60 mA (as specified on the reference drawings), outdoor type, as manufactured by Jefferson, France, or approved equal.

The maximum length of tubing operated on a single transformer shall not exceed the specific recommendations of the transformer manufac- turer.

All miscellaneous components, such as glass housings, electrodes, tube supports, glass tubing, and high-voltage cables, shall meet first-quality industry standards and be recognized by Under- writers Laboratories.

When remote locations are required for neon transformers, the high-voltage cables shall be protected with glass-lined conduit or housings in strict accordance with all applicable local codes. This requirement specifically applies, but is not limited to, wall penetrations. The remote trans- formers shall be enclosed in metal encasements in compliance with local codes.

The approximate placement of exterior lighting fixtures is shown in the drawings. Lighting tests and adjustments shall be made after the sign and base installations are complete to determine final placement. After installation, fixtures shall be adjusted to provide optimum lighting. If required, light shields shall be added to reduce objectionable lighting on surrounding surfaces.

Face Materials

There are no acceptable alternatives for the following items:

• face design

• color

• paint application

• letter style and layout

Polycarbonate Faces

Sign faces shall be fabricated using Lexan® sheet products as specified in the applicable drawings:

• For translucent faces, SG-100 Lexan sheet with added UV-resistant surface treatment shall be used. • Where first-surface decoration is specified, S-100 Lexan sheet may be used.

Flexible Faces

All flexible faces shall be

• 3M Panaflex Series 945 material or approved equal

• installed according to 3M Company specifications

All decorative films applied to a flexible face shall be

Acrylic Faces

All polycarbonate opaque sign faces shall be painted on the first (exterior) surface with approved-color polycarbonate paints:

Centerline registration: ± 5 16 inch. This line shall be used to properly align and adequately tension the face within the cabinet trimwork.

Image position registration: ± 1 4 inch from art- work. Any indicia contained in the artwork, such as trademarks, shall be within 1 4 inch of exact placement as specified by the artwork.

Color density: approved color swatches of all colors shall be used as references for color den- sity shift. Sufficient color swatches representing lower and upper density limits shall be generated for approval and then maintained for individual production face approvals.

Image size: ± 1 8 inch. This reference is the actual image size and is not to be confused with the image position. The predictable dimensional instability of the material shall be computed dur- ing face decoration to maintain the ± 1 8 -inch tol- erance on the properly tensioned and installed face.

All flexible faces shall carry a five-year limited warranty against color fading and face blow-out. The warranty coverage and limitations shall be as specified in the 3M written warranty.

Any seams in a flexible face shall be placed to miss any graphics wherever possible.

Maintenance

General Information

The maintenance and service requirements for the GE sign program are divided into two categories:

• routine maintenance

• call maintenance

Routine maintenance is work performed on a sign according to a regular (usually annual) schedule to keep the appearance and reliability of the sign in a like-new condition.

Routine maintenance includes

• cleaning

• relamping

• repainting

• safety inspections

• similar maintenance

All routine maintenance shall be performed in the months of May, June, July, and August in the years scheduled. Scheduling within this period shall be the prerogative of the maintenance contractor.

The maintenance contractor shall coordinate routine service calls with the facilities manager before starting any work.

Call maintenance is work performed on a sign to

• correct a malfunction in the signbox

• ensure safe performance of the sign unit

- Rinse with clean water until all traces of soap are removed.

- Wipe dry.

- Wash with mild soap and lukewarm water, using only soft cloths.

- Do not use strong concentrations of

· alcohol

· aromatic hydrocarbons

· any compounds or agents that would induce

plastic crazing or paint deterioration

- Rinse thoroughly, removing all traces of soap.

- Wipe dry using a clean, damp chamois cloth.

• wipe all fluorescent lamps with a damp cloth to remove collected dirt and dust

• wipe the inside of the signbox free from dirt and remove any foreign matter

• remove any oils, grease, or water from the interior of the signbox

• inspect the vents to ensure they are not clogged and clean them as required

• check all drain holes and unplug them as required

• apply touch-up paint on the signbox and column in accordance with paint specifications

The maintenance contractor shall make repairs to the sign when so requested by the GE repre- sentative to ensure that all lamps and ballasts operate properly.

If severe weather or significant seismic activity occurs near the sign installation (for example, wind, sand, or hail storms; tornadoes or hurri- canes; floods; earthquakes), the maintenance contractor shall

• make a safety inspection of the sign, checking all components for damage

if damage has made the sign or any of its components unsafe,

- take temporary steps and actions to eliminate the unsafe condition

- submit to GE a written report, with photographs, that details the
