TIME TO HAVE YOUR SAY Cabonne residents have until the end of this week to comment on a plan that will shape their Shires future. Public feedback is being sought on the draft Cabonne 2025 Community Strategic Plan which has been on exhibition in a number of locations in the Shire since late November. The draft plan will remain on display until Friday 13 January 2012, which is the closing date for submissions. Cabonne Mayor Bob Dowling encouraged all Cabonne residents to study the draft plan and return their comments to Council. Because this plan is so important to the future of our wonderful Shire, we are still looking for as much public input as possible before it is adopted, he said. A long-term vision for Cabonne Shire, the draft plan has been developed following a wide-ranging community survey, two community workshops involving a broad cross-section of community representatives and further consultation with stakeholders and Government agencies. Ideas from the workshops and responses to the survey have been collected by consultants Groupwork and are being shaped into a plan that will guide the growth of Cabonne communities over the next decade and more. Priorities identified by the community include roads, health and aged care facilities, building business and generating employment, water management, access to information and communication technology and successfully balancing village and rural living. Cr Dowling said the draft plan had been developed with the community to look at real views and issues from residents. It will enable the Council to streamline its planning for the services, facilities and infrastructure that the community regards as its top priorities for the future, he said. The draft Cabonne 2025 Community Strategic Plan is on display at Councils offices in Molong, Cudal and Canowindra, post offices in Cargo, Eugowra, Cudal, Yeoval and Cumnock, libraries in Manildra, Canowindra and Molong, the Age of Fishes Museum Canowindra and the Central West Business Enterprise Centre 124-128 Summer Street Orange. The draft plan can also be viewed on Cabonne Councils website www.cabonne.nsw.gov.au

LOCAL BUSINESSES MOVING ON UP After two years operating from their Gaskill Street location, Canowindra Comprinting and The Phoenix have moved into their new premises at 6 Ryall Street, returning the building to its original use as a newspaper office and printery. With great support, direction and advice from Cabonne Council, a development application is being reviewed so that the building, originally constructed in 1910, will be fully restored inside and out. The next stage of development, once approved, will be the facade of the building: removing the tin on the parapets, and repairing/restoring external features of the structure, including repairing render and reapplying the original Canowindra Star signage (if a photo or historical reference can be found). If anyone has any information or photos regarding the Canowindra Star sign, or can give some information on colours or historical context, please contact Jo or Nick. All information would be greatly appreciated. Comprinting will continue to provide services such as public internet access, printing, copying, faxing, computer repairs and sales; but can now offer iPhone/Pad/Pod repairs, signs, banners, poster prints, invitations and business stationery. Jo produces The Phoenix each week, and also assists businesses and community groups to design posters, brochures, logos and many other desktop design projects. With the new space, both Comprinting and The Phoenix can now provide current and future customers the best possible service in a timely manner. Hours of operation will be more structured and reliable: Monday to Friday 10am to 5pm, except Wednesday which will be from 2pm to 5pm, and other times available by appointment only. Entrance to Comprintings reception area is from the Suttor Street door, and The Phoenix is accessible from the Ryall Street door. Everyone is invited to an open day to view the premises from 10am Friday 3 February, with the official opening of Stage 1 of the works at 3:30pm, after which will be a barbecue and drinks provided. For more information, call in and see Nick or Jo at 6 Ryall Street, or call them on the office number 02 6344 2760.

Sooner or later it will be recognised that rail infrastructure use cannot be continually viewed as a national commercial enterprise - the user pays. When rail infrastructure is treated as a community service utility as is the roads system then the current roads' problem will disappear. Successive Australian governments, State/Federal, have perpetuated a problem ever since, which follows the lead of Margaret Thatcher (1994) when privatising British Rail. Government and the community must now realise and accept, that alone, road improvement will always lead to a commensurate increase in road use, such that the problem of road congestion will never be solved. Yours sincerely, Bill Barwood, Canowindra

To the editor...

By the commencement of the final day of operation of the Driver Reviver site, Monday 2 January 2012, it was clear there had been no servicing of the park's facilities. The rubbish bins were over-flowing, both male and female toilets were out of toilet paper and in a very unhygienic state. This situation became steadily worse as the day wore on. The situation had not changed when the Driver Reviver site was finally vacated by 9.00am Tuesday 3rd January. In the past, Council had provided the Driver Reviver van with emergency toilet rolls, the last of these was handed out to a rather desperate female on Monday pm. In the past, travellers calling at the Site during holiday periods have remarked on how pleasant the Morris Park site and its facilities were. Not so, over this Christmas/New Year week-end. Yours sincerely, Bill Barwood, Canowindra

VOTE FOR THE BEST CABONNE CANDIDATE All Cabonne residents will be voting for the same set of candidates at the next Council elections after the State Government agreed to abolish wards in the Shire. This means electors will be able to vote for the candidates they believe will best represent them regardless of where they live in Cabonne, Mayor Bob Dowling said. The Shire currently has six wards, each represented by two Councillors, but they will become a thing of the past when the next Local Government elections are held in September 2012. Cabonne was one of a number of Councils whose applications to do away with the wards system was approved this month by Local Government Minister Don Page. And it will result in a considerable saving for ratepayers when next years Council elections are held, with the Council needing only one electoral roll and only one ballot paper instead separate rolls and ballot papers for each of the six wards. More importantly, it will remove any confusion about ward boundaries and I believe will be a positive step towards overcoming parochialism between our villages, Cr Dowling said. Im confident this move will also help to attract more and better candidates at the next elections. Population shifts within the Shire would have made it difficult to retain wards which maintained local representation. Although it would have been possible to have ward boundaries which satisfied the Local Government Act, they could have resulted in many residents having little affinity to the areas in which they could be included. You could have had people living on the outskirts of some villages voting for people from other areas, Cr Dowling said. The proposal to abolish wards was widely advertised, as well as being discussed at a number of community consultation meetings. In addition to the advertising and widespread media coverage, fact sheets stating the cases for and against the retention of wards were placed at village post offices, libraries and a number of businesses. At the end of the advertising period the Cabonne Council received seven submissions, four of which were opposed to the move. All were presented to the Minister as part of the Councils submission. Amendments to the Local Government Act also enabled councils to seek a reduction in the number of councillors, but Cabonne will retain its existing number of 12 elected representatives.

A LOCAL TOUCH TO YEAR OF THE FARMER 2012 has been designated Australia Year of the Farmer (AYOF) thanks to Forbes dairy farmer, Philip Bruem, who is AYOF Board Chairman and the driving force behind the initiative. 2012 Australian Year of the Farmer aims to celebrate the contribution farmers make to our daily lives and also strives to enrich the connections between rural and urban Australia. It is great to see a local identity at the forefront of the year-long celebrations. It is a fantastic initiative which will help in educating people about the vital role our farmers play in feeding our nation, Federal Member for Calare and Shadow Minister for Agriculture and Food Security, John Cobb said. From the Murray-Darling Basin and foreign ownership of farms and businesses to live exports and Mother Nature, Australias farming sector is currently facing some big challenges. As part of the AYOF I hope that people across Australia, regardless of whether they live in the city or country, will take the opportunity to think about how much farming affects their lives. It is hard to imagine a world without meat, milk, bread, fruit or vegies, or a world without clothes! With the worlds population expected to reach 9 billion by 2050, it will be Australias farmers who will play a significant role in feeding these people. Our farmers are the backbone of our nation and future prosperity. I hope that the residents of Calare take advantage of the AYOF celebrations. There are simple ways that our communities can get involved, such as purchasing local produce, supporting local agricultural shows or even educating friends and family about where our food comes from. Our region is home to some of Australias finest produce and it is only fitting that we join in celebrating the work our farmers do for our country. For more information about AYOF events visit http://www.yearofthefarmer.com.au/

REAL MUAY THAI TRAINING IN COWRA Are you looking to improve your fitness, learn some self defence skills or even looking for an opportunity to compete? Kumiai Ryus Muay Thai Classes are for you. Come and train in Cowras top kickboxing program in a state-of-the-art facility, which allows you to reduce stress and lose weight by giving you a complete workout Sensei David Simpson (Second Degree Black Belt), local Dojo owner and Instructor said, Muay Thai training promotes power, stamina, agility, coordination and speed. By continuous training, and following a moderate program, physical fitness can be achieved and, more importantly, maintained in the long term. Sensei David went on to say that Muay Thai is a very exciting competitive sport thrilling its audiences with its speed and spectacular techniques, but this isnt for everyone. What Muay Thai has to offer to the majority of people is a great way to improve their fitness, and at the same time learn some very useful self defence skills. Muay Thai, also referred to as Thai Boxing ( or Thai Kick Boxing), is a centuries old martial art tracing its history back to the tribes from southern China who migrated to the central plains of Siam (modern day Thailand). In its original form Muay Thai was a battlefield art but is today taught as a sport for fitness, competition and self defence. The Muay Thai syllabus and techniques used in the Kumiai Ryu system are as taught in Thailand. Head instructors, and those responsible for grading Kumiai Ryu students in the Muay Thai syllabus, have all trained at the Sityodtong Thai Boxing Camp in Thailand under the guidance of Grand Master Senehan Kru Toy. These Instructors, as well as Grand Master Toy, often hold seminars for the wider membership of Kumiai Ryu to enable them to hone their skills and to maintain the authenticity of the training. KRMAS Cowra trains at their permanent Dojo located at 70 Young Road. Please call Sensei David today book your free introductory lesson, or for more information on 0427 400 222.
