Due to the electricity shortage, rise in raw material prices and labor costs, our company now is experiencing a tough time. On December 8, 2008, the second phase project of JiIn Shanghai, China, there is a company that has been focusing on rivet production for years. China Hails WTO Ruling against EU Duties on Chinese Steel Fasteners

Chinas Ministry of Commerce (MOC) on July 16 welcomed the World Trade Organization ruling that the European Union (EU) is illegally taxing Chinese steel fasteners. It is of great significance and will help Chinese enterprises enjoy better competitive conditions in the international market including the EU, said an unidentified official of the MOC Treaty and Law Department in a statement on its website. This is not only a victory for Chinese industry but for the WTO rules as well, the official said. The ruling has reinforced the confidence of WTO members in the WTO rules and the multilateral trading system, the official said. The ruling from the WTOs appellate body on July 15 said the EU isnt complying with international commerce rules by imposing anti-dumping duties on the fasteners from China. The WTO ruled the EUs single duty requirements and practices are discriminatory and violated WTO rules. It said the EU isnt calculating them fairly as it takes China as a single exporter, instead of treating the companies individually. For a long time, the EU has been requiring Chinese exporters to prove they meet with the single duty requirements in responding to anti-dumping cases. The EU imposed anti-dumping duties of 26.5 to 85 percent on fasteners from China for five years in January 2009. China is the worlds biggest producer of screws, nuts, bolts and washers, while the EU is its major market.Its annual exports of fasteners to the EU reached $600 million in 2010. The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules. The WTO ruled on December 3 last year that the EU anti-dumping duties are discriminatory and violate global commerce rules. The EU appealed on March 25 this year. China appealed further on March 30 on the remaining problems that did not win support from the expert panel. . 43 .

WTO Says EU Illegally Taxes China Steel Fasteners

GENEVA (AP) The World Trade Organization ruled on 15 July in favor of China in its case alleging the European Union is illegally taxing steel fasteners of all sizes needed for everything from furniture to cars to bridges. The WTOs appellate body said in its ruling that the EU isnt complying with international commerce rules by imposing anti-dumping duties on the Chinese-made fasteners. It said the 27-nation bloc isnt calculating them fairly because it considers China to be a single exporter, rather than treating its companies individually. It means the EU may have to adopt new regulations to lower its anti-dumping duties, but it will have broader impact still. That is because the ruling says anti-dumping duties must now be set according to individual companies, not on country-wide basis, for China and other WTO-member nations such as Vietnam that are considered by the EU to lack free-market economies. China and the European Union, its biggest trade partner, have been involved in their fastener dispute since 2009 when China asked the WTO to examine the EUs charges on imports of Chinese steel fasteners. China brought the case on behalf of more than 1,700 producers who have been selling the steel fasteners at 30 percent to 50 percent below European prices. The EU had slapped Chinese exporters with trade duties of up to 85 percent until 2014, arguing they were needed to keep China from dumping its cheaper products and harming EU industrys competitiveness. The EU has more than 300 such producers, but the WTO said the EU had failed to show that a major proportion of that industry was harmed. Instead, it said, the EU had demonstrated that only 27 percent of its fastener production was affected. Governments investigate dumping when they suspect foreign producers are exporting goods at artificially low prices usually as a result of subsidies or in an attempt to corner a market. The WTO cannot force countries to comply with its rulings, but it can authorize commercial sanctions against nations continuing to break the rules. Trade cases generally take years to reach that point. China, too, has imposed anti-dumping duties on some European steel products and accused Europe of protectionism for extending curbs on imports of Chinese shoes.

China Forces EU to Rewrite Rules in First WTO Win

GENEVA, July 15 (Reuters) - China won its first victory against the European Union at the World Trade Organization on July 15 in a case that could thwart further EU anti-dumping claims until there is a change in European trade law. The EU came off worst after accusing China of flooding the European market with unfairly cheap exports of fasteners, such as iron and steel nuts and bolts. The EU case against China used five criteria that Brussels said allowed it to lump all Chinas exporters together into one claim. But the WTOs highest court, the Appellate Body, said several of the criteria were invalid and the cases should have been brought individually. One trade official said that would force a re-write of EU law, and until that happened the bloc would be ill-advised to bring more cases based on the same criteria. It would be a bit silly to ignore what has happened. It would be a walk in the park for China. China welcomed the WTO decision. The ruling of the Appellate Body in this case is of great significance, which is conducive to improve competitive conditions for Chinese exporters in international markets including the EU, Chinas WTO mission said in a statement. This is not only a victory for the Chinese industry, but for the WTO rules as well. In its ruling, the Appellate Body also said the EU had used the wrong method to calculate the amount of alleged dumping and had shown it impinged upon only 27 percent of EU production of such fasteners, not a high enough proportion to qualify. But there was a silver lining for European manufacturers struggling to compete with China, since the Appellate Bodys report also included some elements that could tempt the bloc to make more claims against China in future. Although the report dismissed the EU way of lumping the Chinese fastener industry together, it said such aggregation might be possible in other cases. Its possible still to consider China as one producer, like China Incorporated, said the trade official, who asked not t be named. According to a second trade official familiar with the issue, a group of companies whose decision-making is subject to government influence could now be the target of an anti-dumping case, even if there is no state ownership. That could open the door to more claims against China or other countries where the hand of the state is seen to be guiding decision-making in certain export industries, he said. The WTO may also have supported future claims by saying the EU was right to grant confidentiality to people making anti-dumping allegations against China. That reversed an earlier WTO finding that may have put off some potential complainants. An EU trade spokesman could not immediately be reached for comment.

EU Imposes Anti-Dumping Duties on Imported Malaysian Fasteners

EU published the European Council Regulation 723/2011 on 26th July 2011 in the EU Official Journal, which confirms the application of 85% anti-dumping duties on imports of certain steel fasteners from Malaysia, including on imports registered by member state customs authorities since the initiation of the investigation in October 2010. Although eight Malaysian exporters have been granted exemption from the duties, importers should make sure that documentation on imports from these eight exporters conforms to the European Council Regulation, which comes into force on 27th July 2011. The Regulation applies 85% anti-dumping duties on imports of the steel fastener range defined in the original investigation against China. The Regulation defines a Taric additional code for each of eight exempted exporters. Exemptions are conditional on presentation to customs authorities of a valid commercial invoice, conforming to requirements set out in the Annex of the regulation. Fastener Makers Still May Face Strife in EU

Despite WTO ruling, delayed repeal of anti-dumping duties is probable. BEIJING - The European Union may launch a re-examination of fasteners imported from China even though the World Trade Organization ruled that the blocs high duties on Chinese goods are against the law, a source told China Daily. Yang Fengdan, deputy secretary-general of the Jiaxing Chamber of Commerce for Import & Export, also said the Chinese government is concerned that the EU might not remove the anti-dumping duties on Chinese imports as soon as possible, and it is considering drafting documents to urge the bloc to do so. As a high-level official of the Jiaxing Association of Fasteners Import and Export Companies, Yang was among representatives of the industry who recently attended a meeting held by the Ministry of Commerce. In mid-July, the WTO rejected the EUs appeal, which claimed China was dumping fasteners on the European market. It ruled that the EUs high anti-dumping duties arbitrarily contravene global trade law. In January 2009, the EU imposed anti-dumping duties of 26.5 to 85 percent on Chinas fasteners for five years. On July 31, 2009, China brought the case to the WTOs dispute settlement mechanism, Chinas first such case against the EU. While companies in the fastener industry have welcomed the WTO ruling, believing exports to the EU can be resumed, Yang noted recently that things might not go as smoothly as expected. Domestic manufacturers have to give priority to standardizing exports and improving quality, because there is a possibility that the EU will launch a new round of review and investigations of fasteners imported from China, she said. The WTOs ruling on the EU fastener case took effect July 28, and it usually takes 10 to 15 months for countries to amend rules and withdraw anti-dumping duties. But the EU is probably unwilling to do so, delaying the implementation or partly implementing the WTO ruling, Yang said. Fastener manufacturers are concerned, too. The WTOs ruling is definitely a victory for China, but we will be closely watching how it is carried out, said Gu Zhaogen, general director of Pinghu Dragon Fastener Co., Ltd. While the European debt crisis is spreading, more trade remedy cases and other measures against Chinese imports will be initiated by the bloc in the coming months, experts said. . 48 .

The EU Commission is set to introduce five-year, punitive import duties of up to 69.7 percent on the imports of Chinese bathroom, kitchen and paving tiles worth 275 million euros ($394 million) annually, and the duties have won the backing of EU trade diplomats, Reuters reported . Chinese bicycles and bicycle parts face an extension until 2016 of existing anti-dumping duties of up to 48.5 percent.
No Timescale Yet for EU Action on WTO Report

The European Union has confirmed its intentions to implement the recommendations and rulings of the WTO Dispute Settlement Body regarding its antidumping measures on fasteners from China, but there is no indication yet of a timescale. On 28 July 2011 the WTO Dispute Settlement Body (DSB) formally adopted the Appellate Body report on European Union Definite Anti-Dumping Measures on Certain Iron or Steel Fasteners from China. The European Union was required, within 30 days, to state its intentions to implement the DSBs recommendations and rulings, which it elected to do in writing on 18 August. The short communication from the EU delegation included the following statement: The European Union intends to implement the recommendations and rulings of the DSB in this dispute in a manner that respects its WTO obligations. We are consulting internally on the options for doing so. The European Union will need a reasonable period of time in which to do this. My delegation stands ready to discuss this matter with China in due course, in accordance with Article 21.3(b) of the DSU. WTO procedures state: If complying with the recommendation immediately proves impractical, the member will be given a reasonable period of time to do so. At its 2 September meeting the DSB noted the EU communication. China told the meeting it was ready to discuss the reasonable period of time with the EU. If a mutually acceptable timescale is not agreed provision exists for arbitration, normally carried out by a member of the WTO Appellate Body acting in an individual capacity. In the period 2000-2008 reasonable periods of time published determined through arbitration (as published on the WTO website) ranged from 6 to 15 months, with the median 11.5 months.

Conclusion
Reviewing the ups and downs of this antidumping case between China and EU, we can see that Chinas fastener companies have experienced a course from the negative response to active defense, who finally achieved success. When facing such kind of unfair treatment, Chinese fastener companies have started to arm themselves with safeguard measures of WTO regulations and fight for their legal rights and interests.

However, the victory does not mean we can take a rest, for the EU would not be so quick to modify or withdraw the antidumping duties and even some news says the EU would re-investigate this case in the future. In order to avoid antidumping cases, Chinese fastener companies are advised to seek measures as soon as possible, establish an effective pre-warning mechanism, change the current unfavorable situation, upgrade the industry, develop value-added products and enhance their competitive edge. As a result, we need to be stronger enough to allow the world to hear our voices and demonstrate the strength of Chinese fastener manufacturers. At this point, there is still a long way to go for the whole Chinese fastener industry.

China Fast Development Drives s Great Demand for Fastener Uses
China witnessed a fast development in the past decade, and this trend will continue in the coming decade, indicating great demand for fastener uses. Shanghai Prime Successfully Bid for the Bolt Factory and the Research Centre
Shanghai Prime Machinery Company Limited announced on 16 September 2011 that it successfully bid for the 100% equity interest in the Bolt Factory and the Research Centre sold by Shanghai Electric Group (SEG) from the Equity Exchange. The successful bid price for the Bolt Factory and the Research Centre was RMB 30.8 million and RMB 58.6 million, respectively. As a result, the total consideration for the Proposed Acquisition is RMB 89.4 million. Upon passing of the relevant ordinary resolution by the Independent Shareholders, Shanghai Prime will enter into the Acquisition Agreement with SEG to acquire the Bolt Factory and the Research Centre from SEG at the successful bid price. SEG is a controlling shareholder of Shanghai Prime holding approximately 47.18% equity interest in the total issued share capital of Shanghai Prime. Gem-Year Cuts Profit Forecast by 50% for First Three Quarters
On August 18, Gem-Year Industrial forecasts its net profit will drop 50 percent year-on-year in the first three quarters of 2011 due to uncertainties in the high-speed railway parts market. In an interim report Gem-Year said high-speed train accidents happen frequently and have affected related parts biddings and existing contracts settlements. The companys net profit fell 12.05 percent to 105 million yuan in the first half despite 21.16 percent revenue growth to 1.54 billion yuan. General fastening pieces revenue rose 24.77 percent to 443.73 million yuan in the first half while revenue from high-speed railway parts slipped 7.29 percent to 485.25 million yuan. Gem-Year said the yuans appreciation, higher labor costs, material, energy, and fierce competition also caused its earnings to drop. Employees in Gem-Year were asked to take a special leave for its low profit and most of the production line for high-speed fasteners had been stopped. Gem-Years high-speed rail fastener revenue reached 1.37 billion yuan, accounting for 47.27 percent of its total revenue of 2.89 billion yuan in 2010.
China August Auto Sales Up 4.15% s

BEIJING-- Chinas August automobile sales rose 8.29 percent month-on-month to 1.38 million units, up 4.15 percent from a year earlier, the Ministry of Industry and Information Technology said on September 9. Automobile output reached 1.39 million units in August, up 6.66 percent from July and 8.72 percent year-on-year, according to a statement posted on the MIITs website. The August figure brought auto sales for the first eight months of 2011 to 11.98 million units. Automakers have been making efforts to reduce their inventories after the government ended incentive programs and imposed new limits on car purchases at the beginning of this year. SAIC Motor, Dongfeng Motor Corp and FAW Group were the top sellers during the first eight months, with sales of 324,000 units, 228,600 units and 217,400 units, respectively. Dong Yang, secretary general of the China Association of Automobile Manufacturers, said auto sales will further improve the rest of the year, the traditional peak sales season. He expects auto sales in the country will grow by 3 percent to 5 percent from a year earlier to exceed 18.6 million units.

China Steel Output Dip in August, Baosteel Up Oct Prices s
Reuters reported on September 13 that Chinas crude steel output fell 0.9 percent to 58.75 million tonnes in August from the previous month as several steel mills reduced production due to maintenance, official figures showed. Data released by the National Bureau of Statistics on Tuesday showed that Chinas daily crude steel output fell below 1.9 million tonnes for the first single month this year, with the mills scheduling maintenance to take advantage of weak consumption season over the summer period. Steel output declined for July and August mainly due to big mills maintenance, but the production over the next few months may find it difficult to climb as rapidly as the first half, said Du Hui, steel analyst with Qilu Securities in Shanghai. Chinas average daily steel output stood at above 1.9 million tonnes this year, hitting a record 1.998 million tonnes per day in June, compared with an average 1.7 million tonnes last year, as mills positioned themselves to take advantage of strong demand from construction activities, particularly the social housing programme. We dont expect steel production to fall from here, said Graeme Train, analyst with Macquarie Commodities Research. While construction appears to be stagnating, there are signs that manufacturing demand is bottoming out and seasonal consumption should help provide some lift into the final quarter of the year, Train said. Chinas industrial output grew 13.5 percent in August from a year earlier, slowing from Julys 14 percent annual rise, with the yearly growth still likely to be 13.5 percent in 2011, Chinas industry ministry said on September 13. Chinas total steel production accumulated to 469.3 million tonnes for the first eight months this year, up 11 percent from the same period of last year, bureau data showed. Demand Outlook Wary Chinas top listed steelmaker Baoshan Iron & Steel said on September 13 it will raise its main steel product prices for October bookings, while Chinas tightening moves is expected to continue curbing large restocking by end users. Its a bit surprising to see the firm hiking prices, which mainly reflects high raw materials cost, but there is little chance for prices to go up further as demand for flat products remains fragile, said a senior steel trader in Beijing. The company, known as Baosteel, led its domestic peers in price increases for September in anticipation of improving demand in the traditional consumption season. Hot-rolled coil prices will be 60 yuan ($9) a tonne higher while prices for cold-rolled coil prices will go up 50 yuan for basic grade. And other flat products see similar rises. Meanwhile, Wuhan Iron & Steel Co., Ltd. also raise prices for hot-rolled coil, cold-rolled coil and other products ranging from 30 yuan to 100 yuan per tonne for October. However, the global economic turmoil as well as the impact of monetary tightening by Chinas central bank is expected to weigh on steel market in the worlds largest steel producer and consumer. The lack of credit affects buyers willingness to build and hold inventory so even if real demand holds up, we are unlikely to see strong restocking activity in the near term, Train said. Baosteels net profits fell 37 percent in the first half of 2011, and the companys poor performance was partly blamed on soaring raw material prices. The China Iron & Steel Association warned that demand for flat steel products will see little growth in the months ahead, suggesting major state-owned steel companies may continue to suffer squeezing profit margins for the remaining course of this year.

China levied anti-dumping duties on carbon steel fasteners imported from European Union since June 29, 2010. It set a final duty ranging from 6.1 percent to 26 percent (KAMAX-Werke Rudolf Kellermann GmbH & Co. KG, 6.1%; all others, 26.0%) on imports of carbon steel fasteners from the EU. KAMAX GmbH & Co. KG applied for 6.1 percent duty on July 12, 2011 after its reconstruction from the previous companyKAMAX-Werke Rudolf Kellermann GmbH & Co. KG. Thus, the Ministry of Commerce decided that KAMAX GmbH & Co. KG could carry on the previous rights and obligation in the carbon steel fastener anti-dumping case. That is China only imposes 6.1 percent duties on imports from KAMAX GmbH & Co. KG. However, imports in the name of KAMAX-Werke Rudolf Kellermann GmbH & Co. Asian Fastener Manufacturing Cost Up Demand Still Strong

Bruce Darling summed up the 2011 Asian fastener market for the Pac-West Fastener Association: Taiwan: steel is rising, the dollar is weak, Northern Africa is in civil war and Europe is unsure where to buy. China: Steel and labor prices are up and there is little plan expansion. Electricity and pollution are major problems. In Taiwan business in 2010 was better than 2009, the vice president for materials management at Porteous Fastener Company said. If 2011 does not pick up, there will be fall out. The latest round of steel pricesat 9.3%was significant and already there is talk of larger increases to come, Darling said. The US dollar is steadier at the moment, but during its weak period has been causing problems. There has been some equipment expansionmost replacing old equipment but some parts formers that allow Taiwan to move more into specials. North America is still the largest market for Taiwan fasteners, Darling noted. Europe is hard to predict, Anti-dumping duties against China have shifted some business to Taiwan, but the WTO has ruled the anti-dumping duties were calculated wrong and broke international trade rules, Darling said. If removed, the volume will go back to China.
Taiwan China Steel Slightly Raises s Oct-Nov Prices

China Steel Corp (CSC), Taiwans top steel producers, said in August it will raise domestic steel contract prices by an average of NT$243 (US$8.37), or 1 percent, per tonne for October and November deliveries as global steel prices are likely to bottom out in the fourth quarter. This would be CSCs first price hike since May, after the company announced a 5.88 percent cut in prices for thirdquarter contracts for domestic customers. However, the 1 percent increase was lower than market expectations.

Darling predicted higher prices from Taiwan in the next quarter and the following quarter could climb higher depending on the Q2 steel price announcement. Everyone believes steel prices will eventually come down, but each quarter they push those predictions forward. In China all the indicators point to higher prices, Darling said. Flooding in Australia and Brazil hiked iron ore contracts. There are rumors that steel will increase 66% in 2011, Daring reported. However, we see price increase in the 10% to 15% range for the immediate future, with another 5% to 8% for the remainder of the year. Electricity is an issue during hot months with rolling blackouts shutting production temporarily. Pollution is a major government issue and is causing the closure of production at many steel mills, contributing to a shortage of steel and increase of prices, Darling observed. There is little plant expansion in China, he noted. There is growing demand for fasteners with the fast development of high speed railroad and wind power in China. Darling said fastener factories that are 100% export are having a difficult time.
Reversals of ITC preliminary determinations are very rare, and the reversal in the fasteners case demonstrates that the original determination was deeply flawed, said Alan Price of Wiley Rein LLP in Washington, DC, counsel to Nucor Fastener Division, a domestic producer of fasteners. There is no doubt that U.S. fastener companies and their workers are being injured by dumped imports from China and Taiwan. The court remanded the case back to the ITC for a new determination. The ITC is scheduled to issue that determination by December 7, 2011. The original investigation was initiated with estimated dumping margins of 145 percent for Chinese imports and 74 percent for imports from Taiwan. Nucor Fastener is one of the last remaining producers of standard fasteners in the United States, and many of those still in existence have been forced to dramatically slash production, resulting in significantly decreased operating income, profits, production workers and wages. If were going to have jobs in the United States, then we need to make fasteners and other products here, said Mr. Price. Requiring goods to be sold at non-dumped and subsidized prices will bring jobs back to the United States.

On 20 September 2011, the U.S. Court of International Trade (CIT) released its public decision remanding the negative preliminary determination of the International Trade Commission (ITC) in the antidumping investigation of Certain Standard Steel Fasteners from the Peoples Republic of China and Taiwan. The case stemmed from a 2009 petition brought by the Fastener Division of Nucor Corporation alleging that U.S. producers face material injury from dumped imports of Chinese and Taiwanese fasteners. In remanding the case, the CIT handed domestic fastener producers an important victory in their efforts to combat dumped imports.

Grainger Plans to Buy European Fastener Firm for $344M

W.W. Grainger Inc. (GWW) plans to acquire a privately owned distributor of fasteners and tools in the Netherlands for about $344 million, giving Grainger a conduit for expansion into Central and Eastern Europe. Fabory Group distributes more than 80,000 products in 14 countries, with more than two-thirds of its sales concentrated in the Netherlands and Belgium. Fabory had 2010 sales of about $300 million, or EUR211 million. The company has been aggressively expanding throughout Central and Eastern Europe in recent years. Fasteners, such as screws and nuts, accounted for 63% of Faborys sales last year.
Antidumping Duty Imposed on Chinese Fasteners Leads to Product Availability Problem in Italy

German Fastener Importer Convicted of Antidumping Fraud

German Customs authorities have issued a news release confirming that a businessman in the Baden-Weurttemburg area has received a 21 month suspended prison sentence following conviction at the Stuttgart District Court for commercial smuggling and document fraud. The case relates to evasion of anti dumping duties worth 675,000 on stainless steel nuts between 2000 and 2003. The nuts imported from Vietnam were of Chinese and Taiwanese origin, at that time subject respectively to 74.7% and up to 23.1% anti dumping duties. The court concluded that there was sufficient evidence, taking in account the company directors long experience in the fastener industry, for him to have been suspicious of the origin of the products. Indicting the businessman on ten counts the court sentenced him to a 21 month suspended custodial sentence and ordered that he pay costs. The defendant has appealed the sentence. Russia-Belarus-Kazakhstan Customs Union Imposes AD Duties on Certain Imports
On 21 July 2011, the Committee of Customs Union of Russia, Belarus and Kazakhstan passed a decision to impose protective tariffs on some imported goods. Regarding fastener products, the details are as follows: levying anti-dumping (AD) duties of 21.8% on some metal fasteners (screw bolts and nuts) from Ukraine till May 13, 2012, (but excluding those made by Druzhkivka Hardware Plant in Donetsk of Ukraine); and levying protective tariffs of USD 282.4 per tonne on some fasteners (bolts, nuts and washers) originating in China till March 17, 2014. In April 2007 Russian officials imposed a five-year antidumping duty of 21.8% on mechanical fasteners produced in Ukraine. On February 12, 2011, Russia decided to impose protective duties on steel or iron imported fasteners with the duties of USD282.84 per tonne for a period of three years.

undreds of fastener manufacturers, distributors, users and industry suppliers gathered in Rosemont, IL, USA, on June 13 through 15, 2011, for FASTENER National Fastener Distributors Association (NFDA), Chicago, IL, USA; www.nfdafastener.org Pacific-West Fastener Association, Long Beach, CA, USA; www.pac-west.org Women In The Fastener Industry (WIFI), Long Beach, CA, USA; www.adermanco.com The three-day event featured a two-day exhibition, seven educational sessions, association meetings, an All-Industry Reception, and co-location with the SUR/FIN 2011 exhibition and conference for the surface finishing industry. Total registration for FASTENER TECH 11 was recorded at 1049 people, and the SUR/FIN 2011 event added another 1174 registrants. Visitors had open access to the exhibits for both shows: 112 exhibiting companies at FASTENER TECH 11 and 162 at SUR/FIN 2011. As a trade event, FASTENER TECH 11 was unique on several fronts, including the following: the relatively low-cost and ease-of-exhibiting at and attending the show, the all-industry focus, the heart-of-the-industry location, and the high level of participation from fastener industry associations and publications. Money is still tight, so the free seminars were the most crowded of all the education sessions. Co-location with the SUR/FIN event for surface finishing technology was a good decision that added value for FASTENER TECH visitors and exhibitors. Metropolitan Chicago is easy to get to, and it is still in the heart of the American fastener industry with a majority of the industry located in Great Lakes Region of the USA and Canada. TECH 11, the third staging of The All-Fastener-Industry Event in the Heart of the Fastener Industry. This event was designed to offer attendees and exhibitors a valuable, cost-effective and easy-to-attend venue that provided value to all types of fastener industry professionals. FASTENER TECH 11 was great. Very active aisles as attendance was very strong Chicago as a host city for a fastener show makes so much sense. Its a great turnout, the people in Chicago always put on a good show. I think its a very good regional show, and it has a very nice attendance. I dont know that the suppliers who are exhibiting feel that there are as many distributors here as they would have liked. But for a distributor, its a wonderful opportunity to see people. I just wanted to let you know how much I enjoyed the show this year. Having the show in Rosemont along with SUR/FIN turned this into an excellent venue. I would hope that this model would get serious consideration for all future shows. The next FASTENER TECH will be offered in June of 2013 in Rosemont, IL, USA, and efforts are under way for another co-location with SUR/FIN. Representatives of CFI found that Thai auto part market had great potential. First, according to Mr. Vallop Tiasiri, the president of Thailand Automotive Institute, car production in Thailand for 2011 is expected to jump a stunning 60 percent and Thailand will produce 1.6 million vehicles this year. And the vehicle production in Thailand is projected to exceed 2 million units by 2014 or 2015. Since Thailand is a key market in ASEAN, it is expected that its vehicle sales will reach 3 million units in the next few years.
Second, Japans auto industrial chain has been heavily interrupted by earthquake, a large number of Japanese car manufacturers have transferred their industry to Thailand, which creates a great opportunity for Thai local companies to expand their business. This exhibition to some extent was considered as a warming-up competition for the ASEAN Economic Community (AEC) in 2015.
However, with the rapid growth of Thailands automotive industry, auto parts makers must arm themselves with higher technology to handle the tighter production schedules to catch up with the soaring local consumption and exports.
Exhibitors were mostly from Thailand and other Southeast Asian countries, such as Malaysia, Indonesia, etc., and some were from India, South Korea, Japan, China mainland, Taiwan, etc. The majority of the visitors were from Thailand and the neighboring Malaysia and Indonesia. It should be highlighted that the attendance of Indian buyers was quite notable due to the concurrent shows NEPCON Thailand and INDEE Bangkok, which were specifically organized for Indian exhibitors.
CFIs booth attracted a large number of buyers from well-known brands, such as Fact-Link, Mitsubishi, Kia, Toyota, Honda, Canon, etc. Most of them came from purchasing department of Japaneseowned companies in Thailand. They said that the auto component industry had been interrupted by earthquake and they hoped to buy auto components from China, too. Since Japanese auto companies attached much importance to quality, a lot of Japanese buyers wanted to know more about quality Chinese suppliers through the platform of CFI. To our surprise, many local fastener manufacturers came for the inquiries about the import of Chinese fastener equipment. It was really good news for fastener equipment makers in China because there was little fastener equipment exporting to Thailand from China.

Manufacturing World Japan, which is the worlds leading manufacturing trade show and the collective name for the 22nd Design Engineering and Manufacturing Expo (DMS), 15th Mechanical Components and Materials Technology Expo (M-Tech), 19th 3D & Virtual Reality Expo (IVR), and 2nd Medical Technology Expo, was held from June 22 (Wed), to 24(Fri), at Tokyo Big Sight. Organised by Reed Exhibitions Japan, Manufacturing World Japan successfully closed after a busy show period which recorded 1,633 exhibitors from 11 countries around the world, attracting a total of 84,509 visitors over the three show period days. From the opening morning, visitors formed long queues at the registration counter, and traffic was dense in the halls throughout the entire show period with those eagerly searching for new products and services to introduce to their business. Exhibitors were well prepared to seize business opportunities in their booths as they showcased new products, technologies, and demonstrations as well as set up tables and chairs to hold negotiations. Buyers were seen throughout the venue busily testing out products and discussing business with exhibitors. Many exhibitors set up special areas for negotiation and consultation in their booths, where engineers stood ready to explain actual cases of product installation as well as its advantages, and the venue was full of buzz as participants exchanged information about the best business solutions for users. In addition, large-scaled educational seminars were concurrently held with the show which attracted many users, enhancing the importance of the show for professionals in the manufacturing industry.

Whats more, demand for wire and tube solutions in Indonesia and Malaysia posts strong growth, too. GDP growth of Indonesia is forecast to remain strong in the coming years, exceeding 6 percent per annum. The Indonesia automobile industry is forecast to gain double-digit growth for the next four years, with industry estimates pointing to a doubling of production between 2010 and 2015. Besides, Indonesia will require an estimated US$150 billion of infrastructure investment over the next five years. on 13-15 September, 2011 at Bangkok International Trade & Exhibition Center (BITEC), Bangkok, Thailand, a landmark event for the regions wire, cable, pipe and tube industrials, organized biennially by Messe Dsseldorf Asia Pte Ltd. The exhibition attracted 374 exhibitors from 32 countries involving Austria, Australia, Germany, Italy, the USA, United Kingdom, China mainland and Taiwan, etc, lending the event a truly global flavor. China Fastener Info (CFI), as the only one supporting media from China mainland, attended the exhibition again (Booth A21). The organizer addressed the exhibition, expressed sincere thanks to leaders, guests and supporters and officially announced the opening of the exhibition at 10 oclock local time on Day 1. The beautiful flowers on the red arch also indicated the organizers good wishes and hopes. The exhibiting hall was packed with visitors once the opening ceremony ended. After a busy day on Day 1, China Fastener Info (CFI) on Day 2 went on to hand out China Fastener Directory (CFD) and recommended suitable suppliers to visitors with the aims of accelerating the development of Chinese fastener companies and helping them go to the world as well as encouraging bilateral trade cooperation between China and ASEAN. We also invited visitors to attend the 6th Guangzhou Fastener Trade Show scheduled for November 11-12, 2011 at Guangzhou Poly World Trade Expo Center, Guangzhou, China. If Day 1 was merely a warm-up of the exhibition, then Day 2 approached its climax. CFIs booth was crowded with many visitors. Exhibitors from China included machinery companies such as An Chen Fa Machinery, Gwolian Machinery; and wire companies including TengLong Stainless Steel Wire Group, etc. TengLong Group was the only one company that exhibited stainless steel fasteners in the exhibition. After talks with exhibitors, many of them expressed their confidence in the promising trend of Southeast Asian markets and said that they would attend the 6th Guangzhou Fastener Trade Show in November.
Mr. Xu Congzhi, business supervisor of An Chen Fa Machinery told us that they had been attending this kind of exhibition for 15 years though his companys orders had been fully booked till the next year. , China s Fastener Exports for Jan-Jul 2011

According to China customs, Chinas steel, iron or copper standard fastener exports in July jumped 31.3 percent to $462 million with export volume up 13.9 percent to 252 thousand tons and the average price up 15.3 percent to $1836/ton year on year. The export value, volume and average price rose 8.9 percent, 6.0 percent and 2.7 percent over June in 2011, respectively. Fastener Exports for Jan-Jul 2011 Chinas steel, iron or copper standard fastener exports for the first seven months of 2011 gained 39.6 percent to $2.67 billion with export volume up 20.8 percent to 1.50 million tons and the average price up 15.6 percent to $1771.5/ton year on year. However, the growth rate of steel, iron or copper standard fastener exports in value saw a decline of 5 percent and down around 25 percent in volume compared with that of the same period in 2010. US, Russia and Japan were the main importers of Chinas steel, iron or copper standard fasteners in terms of export value for the first seven months of 2011. Export to US, Russia and Japan rose 38.1 percent to $474 million, 81.7 percent to $198 million and 22.3 percent to $172 million, respectively. Market share in America remained stable of 17.8 percent while in Russia was of 7.4 percent increased from 5.7 percent over 2010. But Market share in Japan declined to 6.5 percent from 7.4 percent in 2010. Export to the top importers in value reached $1.39 billion for the first seven months, taking up 52.1 percent of Chinas total fastener export value.

China Hardware Industry Remains Steady Growth for First Half of 2011
Chinas hardware industry performed well in the first half of 2011. Import and export both surged over 40 percent in the domestic and overseas markets. However, the growth of the hardware industry may see a slowdown and the companies management may encounter challenge due to the increasing cost of energy, raw material and labor. According to statistics from China National Light Industry Information Center, the Prosperity Index (PI) of the hardware industry was 107.67 for June with the PI of 111.05 in output value, 109.85 in sales, 107.52 in export, 105.92 in capital and 100.91 in profit respectively. The Prosperity Index of the hardware industry remained steady from May 2010 to June 2011. But it showed a slight decline since February 2011 compared with the same period of 2010 though the steady trend kept unchanged. The National Bureau of Statistics released that Chinas hardware industrys output jumped 27.32 percent to RMB 307.13 billion for the first half of 2011 with sales up 27.56 percent to RMB 299.8 billion. Export shipment value jumped 16.27 percent to RMB 67.36 billion accounting for 22.46 percent of the sales, a slight decrease over the same period of 2010. Chinas hardware companies revenue rose 26.80 percent to RMB 294.33 billion with profit gained 23.85 percent to RMB 13.71 billion. There were 637 companies facing losses, accounting for 11.71 percent of all hardware companies in China, a slight decline of 3.77 percentage point year-on-year. The total losses surged 33.72 percent to RMB 822 million, which to some extent had great impact on the growth of the profit for Chinas hardware industry. According to statistics from China Customs, exports of hardware rose 44.97 percent to 19.29 billion US dollars for the first six months of 2011, achieving a trade surplus of 16.99 billion US dollars from 11.41 billion US dollars in 2010.

Taiwan Fastener Exports Up in Q2

Taiwan fastener exports rose 14% to NT$30.2 billion in the second quarter of 2011, exceeding NT$ 30 billion per single quarter for the first time driven by solid demand worldwide, according to statistics from the Metal Industries Research & Development Center (MIRDC). Taiwans overall fastener output also achieved 14% growth to NT$32.5 billion, with 93% of its output exported in the second quarter. Local market demand grew 10% to NT$3.3 billion. Taiwan fastener output increased to NT$61 billion during the first six months of 2011 with exports increased 20% to NT$56.7 billion and imports up 12% to NT$2.1 billion year on year. The local markets demand for fasteners grew 17% to NT$6.4 billion. The U.S imported 34% of Taiwans fasteners in the first half of 2011 as the biggest importer, followed by Germany (10%), the Netherlands (6%), Japan (6%) and the U.K. (4%). Fasteners shipped to Japan demonstrated the highest average price of NT$93.4 per kilogram compared to those of the other four countries. Japan, the U.S., China, Germany and South Korea were Taiwans top-five fastener suppliers, commanding 53%, 10%, 7%, 7% and 5% shares, respectively, in the first half of the year. Challenges MIRDC analyzed that there were several factors that will have negative impact on Taiwans fastener industry including Europes debt crisis, American economys uncertainty, material price hikes and the credit tightening worldwide. Taiwan fastener exports to the EU grew 30% in the first half of the year compared to a year earlier. Export volume hit a new high to 48,000 metric tons in May due to strong demand in Germany, France and the U.K. and the anti-dumping . 118 . duties imposed by the EU on China-made fasteners. However, Taiwan fastener exports will be likely influenced by the austerity measures and lingering debt crisis in Greek, Italia and Britain in the coming months of this year, especially when Germany and France GDP growths have stalled, CENS reported. Opportunities While Taiwan fastener exports may encounter various challenges in the future it still will embrace many opportunities, MIRDC reported. First, China Steel Corp., the largest steelmaker and wire rod supplier in Taiwan, invested a new factory in China mainland in July, in which the steelmaker can produce titanium and Ni-based alloy, higher-grade die steel and stainless steel. Such titanium alloy billets will be shipped back to China Steels factories in Taiwan to produce steel plates and wire rods. The analysts commented that the titanium alloy wire rods will be widely supplied to local fastener makers to produce higher-end fasteners so as to improve product caliber and margins. Second, the increasing demand for wind turbine fasteners worldwide will offer Taiwans makers a good opportunity to expand their businesses. Take India for example, the countrys demand for this kind of fasteners is growing rapidly. Sundram Fasteners Ltd, part of the TVS Group, was reported to set up a plant at an investment of Rs 50 crore to manufacture special fasteners for the wind energy sector in June. Finally, Taiwans fastener makers will benefit from the EUs growing concern about dumping by its competitors. The MIRDC said the EU commission had recently begun investi-

gating dumping by Indian makers of five types of stainless steel screws (coded 73181210, 73181410, 73181530, 73181561 and 73181570). Exports of the category to the EU surged to 21,000 metric tons in 2010 from less than 1,000 tons in 2005. This will be likely to promote distributors to turn to Taiwan-made alternatives. Exports for second half remain growth Although the global economic downturn will extend, MIRDC analysts predicted that Taiwans fastener industry will keep growth in the second half of the year due to the strong demand from the emerging economies and buoyant global auto markets. Taiwan fastener exports is forecast to be about NT$30 billion for the third quarter, and NT$117 billion for the whole year, with full-year production value up 15% to NT$126 billion from NT$109.8 billion in 2010. Taiwan Auto Parts Imports and Exports for Jan-May

According to Taiwan Vehicle Industry Association, the top importers of Taiwan auto parts for the first five months of 2011 were US, Japan, China mainland, Germany and Australia. Exports to Germany saw the largest increase of 13.52 percent followed by US with a gain of 11.75 percent while exports to Japan showed slight decline of 3.32 percent compared with the same period of last year. Exports to India saw the largest increase among the top 25 importers with the growth of 40.83 percent followed by Brazil, Hong Kong, Indonesia and Russia with an increase of 40.05 percent, 38.70 percent, 34.54 percent and 24 percent, respectively. In import aspect, the top exporters of Taiwan auto parts for the first five months of 2011 were Japan, China mainland, Thailand, Korea and Germany. Korea saw the largest increase of 89.09 percent followed by Thailand of 65.33 percent. Imports from the Netherlands demonstrated the largest increase of 256.14 percent followed by India and Romania with the growth of 191.30 percent and 109.93 percent.

According to Taiwan Economic Department, Taiwans orders from overseas markets for the first seven months rose 10.7 percent to 252.3 billion US dollars from 227.9 billion US dollars in the same period of 2010. Exports of metal products jumped 20.76 percent; exports of machinery products and electric motors rose 44.16 percent to 12.2 billion US dollars, and 15.99 percent to 10.50 billion US dollars, respectively.

Korea: Koreas fastener output and sales both saw increase in 2010 to 810,000 tons and USD 2.7 billion respectively, which were attributed to the growth of domestic automotive market such as HYUNDAI. The import value jumped 30.6% to USD 380 million in 2010, compared with USD 290 million in 2009. The imports from China took up 35.9% of the total amount. The export value reached USD 320 million, an increase of 32.1% compared with USD 240 million in 2009. Japan: Affected by the earthquake, Japans industries such as mechanical components, electronic products and materials were badly damaged and the supply chain was cut off. Due to the lack of electricity supply, the production decreased dramatically. The output from January to March 2011 dropped 4.5% year-on-year to 680,000 tons, and the value also declined 2.1% year-on-year to JPY 195.6 billion. China Mainland: China mainlands total production value and profit of the machinery industry reached RMB 14 trillion and RMB 900 billion in 2010, up 34% and 53% year-on-year respectively. The fastener output increased 32% to 258,300 tons and the value increased 26% to USD 2.66 billion. Taiwan: Taiwans export volume in 2010 surged 42.93% to 1.28 million tons compared with that of 2009. The export value also grew 55.29% to USD 3.2 billion. Hong Kong: Hong Kongs export volume gained 9% to 32,850 tons, and the export value soared 31% to USD 370 million. The import volume declined 27% year-on-year to 44,190 tons while the import value increased 20% to USD 330 million, which showed that the import prices were raised.

Japan Fastener Imports & Exports for First Half of 2011

Imports showed a slight rise during the first half of 2011 with import volume up 13.38 percent to 115,270 tons and value up 13 percent to 34.7 billion yen. The largest import category was other bolts (iron or steel) with import volume up 15.93 percent to 46,617 tons and value up 8.49 percent to 8.8 billion yen. Other fasteners, hooks, self-tapping screws and other screws saw a large import increase in volume, achieving the growth of 58.10 percent, 54.53 percent, 51.91 percent and 49.98 percent, respectively. The largest import increase category in value was also self-tapping screws, up 55.61 percent.

Japan Fastener Imports from/Exports to China for First Half of 2011

Japan fastener imports (rivets excluded) from China in the first half of 2011 saw a slight rise of 0.43 percent to 58,922 tons, accounting for around 51.45 percent of Japans total fastener imports. Import value from China rose 11.58 percent to 11.56 billion yen, taking up about 33.71 percent of the total import value. Self-tapping screws and other screws demonstrated the largest increase categories in both value and volume. Other screws surged 74.84 percent to 3,106 tons but saw a decline of 26.36 percent in average price during the first six months of this year. Other Bolts (Iron or Steel) remained the largest import category with import up 11.89 percent to 32,960 tons in volume and up 15.03 percent to 4.03 billion yen. Japan fastener exports to China for the first half of 2011 decreased due to the impact of Japans earthquake with export value down 6.87 percent to 29.1 billion yen while export volume down 6.32 percent to 37,089 tons. The average export price jumped 7.68 percent over the same period of 2010 to 1.54 million yen/ton. Exports to China accounted for 24.6 percent of the total export volume for Japan. Other bolts (iron or steel) remained the largest export volume and value of 13.9 billion yen and 23,382 tons among all the categories exported to China but down 10.95 percent and 9.45 percent over the same period of 2010 respectively. The highest export average price is other screws of 3.35 million yen/ton. . 124 .
Stainless Steel nuts achieved the largest export increase at 15.85 percent in value while screws were the largest category in volume at 21.40 percent. Self-tapping screws recorded the largest decrease in value of 22.19 percent while the largest decline in volume was other screws of 42.09 percent followed by self-tapping screws with the decrease of 20.77 percent. Besides, other screws achieved the largest growth in average price, surging 94.75 percent while spring washers and lock washers saw the largest decrease of 10.66 percent.

U.S. Fastener Imports & Exports for First Half of 2011

U.S. fastener imports increased 29.9 percent in value to $2.09 billion with a growth of 23.7 percent to 1.43 billion pounds in volume during the first six months of 2011, the Industrial Fasteners Institute reported. U.S. fastener exports also posted strong gains during the first half of 2011, rising 16.9% in value to $1.44 billion. But fastener exports declined 30.4% by weight to 793,315,558 pounds. IFI attributed this decline primarily to the lower shipments to Canada. Exports to Canada jumped 12.9 percent in value while down 40.2 percent in weight during the first six months of the year. Excluding Canada, weight exported (from the U.S.) is 22% higher.
