30. it hurts a countrys economy when women leave to take up jobs as maids overseas (DF8) 31. the Society of Filipino Maids in Hong Kong claims (DF6) 32. the money they send home greatly helps the economy (DF6) 33. Philippine Government calls the maids national heroes (DF6)

35 (Suggested answer) The issue of whether households should employ foreign maids is a hotly debated one. In this article, we will look at the arguments for and against employing foreign maids.

40

Firstly, why are foreign maids employed when local maids in the US and Asia claim that there are more than enough local maids to fill all the available positions? The governments of New York City and Hong Kong disagree with this claim as does the Society of Filipino Maids in Hong Kong, which argues that foreign maids will happily do work that local maids refuse to do. In addition, many Hong Kong employers feel that local maids charge too much.

45 A second issue is that of child care. Some parents in developed nations feel that many foreign maids are not well-enough educated or properly trained and that there should be an international monitoring system for maids qualifications. However, according to newspaper reports in the Philippines, many maids are very well-educated and have been provided with training for the job as well. In addition, many employers in Hong 50 Kong and California claim that foreign maids take very good care of their children. They also point out that since foreign maids are bilingual, they are able to teach their children foreign languages.

Thirdly, there is the issue of tax. Some citizens in Singapore and the United Arab Emirates complain that too much tax money is spent on parks and public washrooms as foreign maids make the most frequent 55 use of these facilities. However, governments in Hong Kong and the United Arab Emirates disagree, saying that most countries charge maids or their employers a processing fee that covers a lot of the expense. They also say that if the cost gets too high, they can ask foreign maids to pay a percentage of their salary as a kind of tax.

60 Finally, according to a study conducted by the Economics Department of Seattle University, it hurts a countrys economy when women leave to take up jobs as maids overseas. However, the Society of Filipino Maids in Hong Kong claims that the money they send home greatly helps the economy, and the Philippine Government actually calls the maids national heroes.
