Presidents Memo for January 2012

I think that even some of those who presently disagree with what we are trying to do will be surprised at some of the simple things we can do around our open areas that should make a big difference to the cleanliness of our parks, walkways and lawn areas. We are making every effort to begin to disseminate the information weve gathered later in January. This information will be mostly applicable to property managers for our local HOAs and business properties, and to Redwood City for the park areas, especially those on the waterways. But well also provide information on the national scope of the problem caused by these no longer migrating birds. If you or your children, grand-children, nieces, nephews, cousins, or friends of the family participate in any of our events, you should join RSCA.

Once More on our resident Canada Geese: In addition to emails, Ive had several people approach me at Nob Hill and at our recent Santa event with criticism that our December PILOT gave the impression that opinions in the Shores regarding our Canada Goose problem were fairly evenly divided. That criticism was justified. In an attempt to provide a forum for differing opinions, we over-compensated. Let me say again, as I have said several times before, that when we polled Shores resident last winter well over 80% ranked the issue of goose feces as one of the highest issues affecting the quality of life in the Shores. The only issue that ranked higher was public safety, e.g., police and fire protection.

If you believe that events like our Eggstravaganza egg hunt, our summer concerts, or other holiday events contribute to the quality of life and value of our community, you should join RSCA. If you believe that a geographically distinct community like the Shores needs a dedicated voice and advocate for our unique issues like the recent levee crisis, you should join RSCA. If you read The PILOT (provided at no cost to you) each month, you should join RSCA.

Redwood City In brief, the rate increase is due to higher costs and lower revenues than originally anticipated, during Recologys first year of service and projected for service to be provided in 2012. Also, the new Household Hazardous Waste curbside collection service that is being considered, which I think youll agree is a great idea, contributes a small percentage to the proposed increase.

New Proposed Garbage Rates

As you may know, rates charged to customers must reflect Recologys actual cost of providing service, and must take into account the contractually-agreed upon revenues (typical in the garbage/recycling collection industry). Each year an analysis is done of the prior years and upcoming years expenses and revenues. A rate recommendation is made by SBWMA, which is then considered by the City Council. Based on that analysis for 2011 and 2012, the proposed 7.81% rate increase is made up of: 2.3% to cover anticipated cost increases for 2012 2.9% to cover cost increases that occurred in 2011 0.61% to cover the proposed Household Hazardous Waste Collection service 2.0% to cover anticipated revenue shortfall in 2012 due to cart-size reductions (customers choosing to move to a smaller cart, at a lower cost)

We would like to express our heartfelt gratitude for the many years of service Marty has provided to PAL, said Jim Gordon, President of the PAL Board of Directors. His meaningful contributions of time and energy, high standards of community involvement, and many skills and talents have been of great value to the entire community of Redwood City. During his more than 14 years of service to PAL, Marty Cooper has performed as a board member, accountant, and Treasurer. This award recognizes his exemplary efforts and passion to help manage PALs financial health, significantly helping the organization to grow from its earlier years of serving 200 kids, to its present level of success with over 3,500 youth and community members involved each year.

Redwood City, CA The Board of Directors of the Redwood City Police Activities League (PAL) has announced that the recipient of the 2011 Alpio Barbara Citizen of the Year Award is Martin Cooper, a reserve officer with the Redwood City Police Department, and PAL volunteer.

If the proposed rates are approved by the City Council at the public hearing on January 9, the rate increase would be effective the following day, January 10, 2012. Notices of the proposed increase have been sent to all garbage/recycling service customers in Redwood City. Customers have the opportunity to protest the proposed rate increase in advance of the public hearing by writing to the City.

Finally, in the interest of keeping you fully informed, I want to mention that in spring of 2012 the City will need to propose increases in water and sewer rates, due to continually escalating costs in those services (for a number of years, weve informed you that rate increases for those services would likely be an annual occurrence, for the foreseeable future). As I said, we understand that these increases are a challenge for many residents, and we continue to work very hard to keep necessary increases to a moderate level.

The Alpio Barbara Citizen of the Year Award honors and commends Mr. Coopers tireless efforts in establishing a strong information technology system and set of process for PAL, helping it to be much more efficient and therefore better able to serve the community. As a jack of all trades for PAL, Mr. Cooper willingly stepped up and worked in many areas of PAL including establishing a new payroll system, securing insurance coverage, and setting up the PAL Document Binder in effect helping to further organize the PAL operation and maximize its efficiency. Additionally, for many years Mr. Cooper has been directly involved in PALs annual Blues Festival fundraiser in Downtown Redwood City, making sure that this special day goes off smoothly. Known throughout the PAL community for his generous commitment to helping the organization reach its goals, Marty Coopers work has had a lasting, positive impact on how PAL serves the community.

The annual Alpio Barbara Citizen of the Year Award, named after long-time PAL supporter, past president and Redwood City businessman Alpio Barbara, recognizes the most admirable and commendable individuals for their exemplary efforts to bring PAL and its programs to the greater community. I want to thank my council colleagues for your support and confidence. I am humbled and honored to serve as your Vice Mayor. I look forward to supporting Mayor Aguirre as the new mayor of our great city, and working together with the Council. For me, being a council member is about being a member of a Team of seven, working hard to make Redwood City a great place to live, work, raise a family, and retire. I know that each one of us is committed to preserving and improving our quality of life in our own ways. However, it takes all seven of us working together to make real progress and positive change. It is that spirit of teamwork and commitment to collaboration that makes me most proud of being a member of this city council. One of the things that I am most proud of is when a member of our community, whether it be our Redwood City community or the greater San Mateo County community, comments on the respectful way in which we lead, listen, disagree, and make decisions. We dont yell at each other or engage in hurtful behavior because we are the voices of the community at city hall. We must set the example for respecting your neighbor, finding common ground, listening, and making common sense decisions that are in the best interest of Redwood City. I cannot imagine conducting ourselves any other way. As a Team, we work well together and we get things done. I would also like to thank the community, which came together on Election Day to support the future of Redwood City by approving Measures I and M to generate critical new revenue for Redwood Citys budget. Asking our community to help generate new revenue in this economy was not an easy task. The Council laid out a 3-point vision towards achieving financial sustainability: improve how we deliver city services, ask our employee groups to help with increased employee contributions to healthcare and retirements, and finally, some very modest revenue increases. Working together as a council, with the Chamber, our local businesses and our residents, BOTH Measures I and M were passed with solid voter support. I want to thank my council colleagues, Council member Seybert, the Chamber, our local business community, our employee groups, and our residents for their help and support in passing I and M. Beyond just passing I and M, I look at the passage of these two measures as more than just a major step towards financial sustainability. I see the support for I and M as a commitment that we as a council need to uphold. We have been entrusted with more of our communitys dollars. For the trust that we have been given, we must act with integrity, trust and confidence and be worthy stewards of our City. As your Vice Mayor, I pledge to each of you, my council colleagues, our residents and our businesses to continue to lead our community with integrity, trust and confidence. Most parents are aware of the damage to the teeth caused by putting a child to sleep with a bottle of milk or other sweetened beverage. The condition it can cause, baby bottle cavities, usually involves the upper teeth because the tongue protects the lower teeth during bottle-feeding. These decayed baby teeth can become infected, and may need to be removed. Now, a recent study suggests that the prolonged use of spill-proof cups with bill-shaped extensions can also cause baby bottle cavities. Putting a child to sleep with either a bottle or a spill-proof cup can cause damage to the teeth. The reason is that milk or other carbohydrate containing liquids stay on the teeth and allow bacteria that are normally present in the mouth to attack the teeth by forming plaque acids. These acids create holes in the teeth (cavities) and can lead to deeper infections of the tiny nerves within them. The susceptibility to cavities is also increased because the flow of protective saliva is greatly reduced during sleep. A recent study identified 186 children who used either a bottle, spill-proof cup, or were breast-fed after one year of age. The children drank a variety of sweetened beverages. The results confirmed that drinking from a spill-proof cup was just as damaging as from a bottle. Infants and young children should not be put to bed with a bottle or spill-proof cup containing milk or any other sweetened beverage. If your child must use a bottle or spill-proof cup, try substituting water or something unsweetened, otherwise use a pacifier instead. It is also important to clean your babys teeth with a moist cloth (from 6-12 months) or a childsized toothbrush with a tiny amount of toothpaste (from 1-4 years) before bed.

My aha moment came with the realization that the banks likely choreographed their recovery from toxic loans by forcing borderline homeowners who had a lot of equity to tank. The mess happened in a blink of an eyelash when a few repossessions caused entire neighborhoods to take on water. Meanwhile small businesses dried up when those who owed them money drowned, and found themselves in arrears by association. They didnt have enough income to qualify for a refinance or loan modification with income-to-loan ratios unreasonably high in an unreasonably down economy.

From my perspective in the real estate world, Im surprised more people havent marched sooner. Because were all on the same boat what affects our neighbors home affects ours. Weve been hijacked by the banks who are hoarding money, refusing good loans by qualified buyers, reasonable refinance and loan modification, likely because they make more money in the investment pool than they do lending on houses, prices for which have yet to stabilize. Per many economists, this is the root cause of our spiraling, tanking economy.

A lot of people agree with Newt Gingrich that the Occupy folks should go home, take a shower, and get a job. Others say that were on the brink of anarchy, and that positive press fuels the negative tendency toward socialism. What most seem to agree with is that theres no unified voice navigating the occupy movement.

Are Banks Helping Our Real Estate Values?

Banks are quick to underwrite companies which outsource more than half their workforce, while those who work and live here in the U.S. cant get any help. Those CEOs should be told to occupy the countries they supportgo there, live there, school their kids there, retire there.

Its common knowledge that the small business middle class homeowner pays the bulk of American taxesfor the poor on welfare and for the owners of outsourcing companies to deduct their underwear. A small biz friend of mine with equity worth more than half their devalued home but lower than waterline income ratios, was recently denied a refinance by Deutsche Bank. But its the homeowners equity; their money. It would make more sense to help Americans catch up a little bit and fairly dip into a portion of their equity for a limited time, interest rate and term, and continue to occupy American instead of German taxes, occupy American instead of overseas jobs, and light American instead of other countries Christmas treessupported by our showered, employed, unified voice. Symptoms of gout include a sudden onset of swelling, stiffness and burning pain in the affected jointin many cases the big toe but sometimes in the foot, ankle or knee. The pain is often described as throbbing or excruciating, and the skin near the joint feels warm, turns red and becomes very tender. Some people experience acute cases of gout that last days or weeks and then go away for months or years, while others experience chronic pain. Left untreated, gout can eventually damage the joints, tendons and other tissues around the affected area.

Gout, a type of arthritis that typically affects one joint, became a serious health concern in the 19th century. It was coined rich mans disease because people believed it was caused by eating a lot of meat, which was only available to the upper class. Gout affects more people now than ever, but the good news is that we know much more about the condition, what causes it and how to treat it.

Gout: Early Treatment Is Key

Gout is caused by excessive uric acid in the blood. Uric acid is a bodily waste product eliminated by the kidneys, but sometimes this process isnt completely effective because the body either makes too much uric acid or has a hard time eliminating it. When excessive uric acid builds up in the blood and other fluids surrounding a joint, hard uric-acid crystals may form and cause the joint to become inflamed. Anyone can get gout, but its most common in men. Although its more common in older age, gout can develop in young individuals as well. We dont know why some people are prone to having too much uric acid, or why some bodies tolerate high levels of uric acid while others get gout. Not everyone with high blood urate levels (called hyperuricemia) develops gout; up to two-thirds of individuals with hyperuricemia never develop symptoms.

During a gout attack, its important to rest the joint. Taking Ibuprofen or another anti-inflammatory medication may also help. Dont take aspirin, however, because it can raise uric acid levels in the body and exacerbate gout symptoms. Diet and lifestyle changes may help prevent gout. This includes drinking plenty of water, eating moderately and exercising regularly. Avoid the daily intake of meat, seafood and alcoholespecially beer. It may help to avoid purine-rich foods such as organ meat, anchovies, sardines, herring, dried beans, mushrooms, spinach, asparagus, cauliflower, yeast and oils. Gout can be very painful, but people who receive prompt treatment and make lifestyle changes can relieve their pain and live a normal, healthy life.

Gout treatments include oral medicines and corticosteroid injections. These treatments typically bring relief within a few days, assuming treatment starts soon after the onset of symptoms. People with chronic gout may benefit from an ongoing medication to reduce uric acid levels in the blood.

To avoid long-term pain and joint/tissue damage, its important to see a doctor at the first gout flare-up. The doctor will likely perform a physical exam and ask questions regarding personal and family medical histories, as well as lifestyle habits including diet and exercise. The doctor may also order a joint-fluid sample to check for uric acid crystals, or a blood test to check uric acid levels.

People who are overweight, drink alcohol, or eat a lot of meat and fish containing chemicals called purines may have a greater tendency toward gout. Those with a family history of gout are at higher risk. Another risk factor is taking certain medications such as hydrochlorothiazide, a diuretic pill used to treat high blood pressure and fluid retention that rids the body of extra water and salt through urine. People with diabetes, kidney disease or leukemia or other blood cancers may also be at higher risk.

Please dont take this as a recommendation to give up on making such resolutions just because they so often result in frustrating failure. Actually, Im suggesting something quite different. Just add another to the list: thinking more about gratitude. As we get caught up in the stress of everyday life, the concept of gratitude is too often overlooked. Are your kids healthy? Can you get them medical care when needed? Are you able to shower with warm water everyday? Do you have 3 meals a day? We all know there are families in places not far from us where such ideas seem to be just that: an idea, but not a reality. Of course, we could also just think of some of the simple pleasures of living in Redwood Shores: a walk on the levy, watching the mother goose and her offspring stop traffic as they cross the street, and being able to walk or bike to the Marketplace for coffee, ice cream or a smoothie.

We all know what the most common New Years resolutions are since most of us have made them at some point(s) in our lives. Losing weight, exercising more, and quitting smoking are all too familiar. Add getting out of debt, saving money, and quitting drinking as well as volunteering and spending more time with family and we pretty much have covered those which are mentioned most often. Many New Years resolutions are admirable pursuits and may even be critical to our health and well-being. Of course, many are also long forgotten by February as we get caught up in the grind of everyday life. We often then start feeling frustrated and guilty and begin making promises to ourselves and others to start them on some Monday which never seems to come.

Gratitude doesnt mean ignoring lifes struggles. That would just be foolish. It does, however, mean developing a different perspective which allows seeing the big picture. It may not cure anxiety or depression, but it may provide some much needed relief. Some people find it very useful to think about something each day for which they feel grateful. Its worth trying. It may even be one New Years resolution which lasts beyond Groundhog Day.

Yes, our world often seems to be in a state of constant turmoil, and its easy to become despondent over the list of tragedies which seem to never end. This past year has been a trying one for millions around the world as each season seemed to bring a new disaster. Who will ever forget the images of destruction from the tsunami in Japan or from the numerous blizzards, hurricanes and tornadoes which hit various parts across the U.S.? Of course, theres also the slow economy, the lay-offs and foreclosures, all of which have had at least some impact on all of us.

Our final tournament was scheduled for November 12 unfortunately, rained out. Our final event of our season will be our holiday party, held in January. A new season will start in March 2012 with our Membership Mania event. Over the year, Ive had a lot of inquiries regarding tennis opportunities and tennis lessons in the Bay Area. Here are some frequently asked questions and my answers. Please visit www.rstc.org for more information about our club and joining next year! What is the Redwood Shores Tennis Club? We are a non-profit, volunteer neighborhood club located in Redwood Shores. We hold friendly tournaments once a month on the public courts in Redwood Shores and we have fun potluck parties in the evenings after the tournaments. We have other events as well. Please visit www.rstc.org for more information about our club. What level do you have to be? We welcome players of all levels but most of our players are 3.0 or 3.5 with some 4.0s. It is more important that you are more interested in having fun than in winning every point. In order to enjoy the tournaments (and have others enjoy playing with you), you should be able to serve the ball into play and rally a moderately paced ball. Where do you play? We play primarily on the public courts in Shorebird Park and Dolphin Park. There are two other tennis court sites in Redwood Shores, at Marlin Park and Preserve Park. How often do you play? We have 9 tournaments a year, from March to November. In addition we have Open Play opportunities and a Tennis Weekend Away event. How much does RSTC cost? Basic membership is $35 a year; tournaments are additional $10 per event and socials are free for members. A tournament membership is $75 and includes all tournaments for no additional cost. The social membership at $25 is for a non-player (such as a spouse) to attend the socials. Do you have a USTA team? RSTC does not have USTA teams. Its difficult to host USTA matches in Redwood Shores as we do not have a site with at least 3 tennis courts. Nearby clubs that do have USTA teams are the Pacific Athletic Club, the San Carlos Tennis Club, and the Foster City Tennis Club. PAC (recently renamed to the Pacific Sports Resort Redwood Shores) is a for-profit private club located on Redwood Shores Parkway. In addition to lighted tennis courts and indoor courts, they also have a full fitness facility, swimming pool, etc. SCTC and FCTC are non-profit neighborhood clubs like RSTC and they play on public courts. More information on all three groups is available on their respective websites. Do you offer lessons? RSTC is not a teaching organization. Sports in Action is a non-profit organization that offers tennis clinics to Redwood Shores children at Preserve Park. Redwood City Parks & Recreation Department offers tennis clinics at Red Morton Park. PAC has excellent private and group instructions for adults and children. The Silicon Valley Tennis Academy offers tennis clinics and private lessons to adults and children at their San Carlos location. How do I join RSTC? Membership Mania will be in March and we will publish the date on our website, in the Pilot, and on the Redwood Shores Community Board (announcement board on Redwood Shores Parkway) once it is determined. You can come meet us and pick up an application. We usually offer refreshments and an opportunity to play some tennis as well. Making the portability election The estate of the first spouse to die must make an election to allow the surviving spouse to use the unused exclusion. Until and unless the IRS revises the Form 706 to expressly contain the computation of the deceased spousal unused exclusion amount, the election will be made by timely filing a properly-prepared and complete Form 706. There is no need to make a statement that they are making the election to share the exclusion, and there is no box to check. The election is made by filing the form. This means that if an estate chooses to share an unused exclusion amount, a complete 706 must be filed even though no estate tax is due. Considering the uncertain future of the estate tax, it seems that this election should be made for all estates that do not use the full $5 million exclusion amount. The current $5 million exclusion amount and maximum 35% estate tax rate are only in place through 2012. If Congress does not enact any new estate tax provisions prior to 2013, the exclusion amount will drop to $1 million with a maximum estate tax rate of 55%. Even if Congress does act on the estate tax, we do not know what the future exclusion amounts will be, so it would be wise to protect any unused exclusion amount in case it is needed later. Example: Fred and Ethel have an estate valued at approximately $3 million. They own everything as community property, and the assets are split evenly. Fred dies in 2011, and all of his assets are inherited by Ethel. Fred only used $1.5 million of his $5 million exclusion amount, leaving $3.5 million to share with Ethel. If Ethel dies in 2013, and Congress has not acted on the estate tax, she would only have $1 million exclusion amount to apply to her estate. Assuming no appreciation or gifting, and that she has not eroded her estate over the two years, her estate tax would be computed as follows: Gross estate $3 million Exclusion ($1 million) Taxable estate $2 million Estate tax (55%) $1.1 million If Freds estate had filed a Form 706 in 2011, Ethel would not owe any estate tax because her exclusion amount would be $4.5 million (her $1 million + Freds unused $3.5 million). Redwood Shores Brownie Troop #62117 spread holiday cheer with a delivery of home-baked cookies to the Redwood Shores Fire Station on December 8th. The troop, comprised of 2nd and 3rd grade girls attending Sandpiper Elementary School, Redwood Shores Elementary School, and Challenger School, baked and decorated more than 150 cookies for this community outreach project. The three firemen on duty were excited to receive the fresh-baked goodies and in turn gave the girls a treat a tour of the firehouse and fire engine, complete with a math problem to calculate the total length of the fire hoses! Cookies were also delivered to the Redwood City Police Headquarters on Maple Street. In addition to this holiday project to thank our local heroes, the girls of Redwood Shores Brownie Troop #62117 made and decorated over 100 holiday cards to send to Army, Navy, Air Force, and Marine personnel currently deployed overseas. The girls enjoyed giving back to the community and reaching beyond Redwood Shores to make an impact this holiday season.
