The grounds for the recall are as follows: Failure of leadership by taking a series of contradictory positions on matters of public safety, thereby demonstrating the inability to provide for the safety of Oakland neighborhoods and for the safety of those who wish to engage in public discourse; inappropriately delegating authority to persons other than City of Oakland employees to act on behalf of the City of Oakland, resulting in conflicting messages from city hall and the resignation of key city personnel; thwarting the public' s right to know by routinely ignoring requests made under the California Public Records Act; and demonstrating the inability to make even routine decisions regarding the management of city resources, resulting in the continually diminishing delivery of basic city services. Oakland does not deserve to be known as the city of high crime and crumbling infrastructure caused by ineffective leadership and the mismanagement of city resources.
