Introduction

The following is a specific instruction for operation of the Electronic Sectionalizer Control and Installation Setting procedure. Please refer to Application Guide AG750-401 and the Electronic Reclosing Sectionalizer Control descriptive bulletin literature prior to proceeding with this operating instruction. All wiring should be in accordance with the interconnection wiring diagram and schematic drawings supplied with each control.

Option Capabilities

The standard Joslyn Electronic Reclosing Sectionalizer is provided with many standard control logic operating options by simply flipping the appropriate toggle switch contained in the Option Dip Switches of the main P.C. board. The P.C. boards used in the Electronic Reclosing Sectionalizer utilize a modular concept. At this time there are possible combinations of two (2) through (5) P.C. boards. Version 1 Version 2 This version includes all capabilities of the three option P.C. boards and the O-T option. This version includes the O-T option and has provisions for all three option P.C. boards. These may be originally supplied with no option P.C. boards or any combination of the three (3) option P.C. boards available. Version 4 is the lowest cost version and includes the standard features only. Version 4 has provisions to plug in the O-T option relays at a later date. Version 3 includes the O-T option. These versions have no provisions to accept the three (3) option P.C. boards at any time.

Figure 1: Timer and Option Setting Guide EXCERPT FROM TIMER AND OPTION SETTING GUIDE The option selections were intended to be selected during installation and then marked on the timer and option setting guide using a permanent ink ballpoint pen. The front panel will then provide a protective barrier from operating personnel and the weather for the electronic components. The P.C. boards and components have been coated with a protective dielectric and moisture barrier coating. Refer to the above excerpt from the timer and option setting guide. The Option Dip Switch located in the center contains seven (7) options that can be selected in any combination. The High Current Option B is selected from the far left dip switch as shown. An option is selected by pushing the top of each small toggle switch in, as indicated by the ON silkscreened at the sides of the dip switches. When an option is selected, mark the box on the timer and option setting guide so that the operator will be informed as to the options selected. The following descriptions are brief, a more detailed description is contained in the application guide. A. Standard Featured Options Always Provided AUTO OPEN IN MANUAL (BIT 2) If source voltage is lost for a time exceeding the open delay timer while the control is in the manual control mode, the Joslyn high voltage vacuum switch will be automatically opened and not reclosed. This is intended as a hot line maintenance feature to reduce reclosing onto a fault during maintenance that may involve personnel.

SOURCE SIDE LOCKOUT (BIT 3) This option is intended for use in loop systems and will automatically lockout for a fault upstream on the source side of the reclosing sectionalizer without closing into the fault or running the lockout timer. It does require the source side recloser to energize the fault for 5-6 cycles, to allow control detection. A variation exists for the control selected as an O-T logic control for use on a normally open tie switch. If the source side lockout feature detects a fault on either side of the Joslyn vacuum switch prior to automatically closing, the control will go to an automatically resettable lockout condition. This is indicated by the lockout timer LED and the normal LED alternately blinking. This is an automatically resettable condition that will reset when voltage is restored to both source #1 and source #2 for a time exceeding the Source Side Reset Timer. (See Timer Setting Section 8.) Note that once an O-T control closes the Joslyn vacuum switch, the control converts to a V-T reclosing sectionalizer. A V-T control that detects a source side fault will permanently lockout and requires a reset command (see Resetting). SELECTED CLOSE (BIT 4) This selection enables the adjacent (BIT 5) titled Source Select. If the selected close option is chosen, the control will automatically close only into source #1 or source #2 as selected by the source select option bit. It will not close if voltage appears only on the source selected while the Joslyn vacuum switch is open. SOURCE SELECT (BIT 5) This BIT is only operative if (BIT 4) is set to the ON position. Selecting this toggle bit to the ON position will choose source #1 to be closed into by source #2. If the toggle bit is set to the OFF position, source #2 will be the selected source to be closed into by source #1. IMMEDIATE SECOND CLOSE (BIT 7) This option is activated when the reclosing sectionalizer is automatically closed. When the reclosing sectionalizer is closed, a first close is set to memory in the control logic and an Immediate Second Close Reset Timer begins. If the control is automatically sequenced again prior to the reset timer completion, then a high speed reclosing is provided by bypassing the close timer causing an immediate powering of the reclosing sectionalizer vacuum switch closing mechanism. The model VBM reclosing sectionalizer requires about three (3) seconds to close. Anticipating the next reclosing sectionalizer in series, the control will also bypass the lockout timer and exercise a two (2) second lockout timer. V-T CLOSE INHIBIT (BIT 8) This option is not applicable to an O-T control. This option will automatically prevent closing the Joslyn reclosing sectionalizer vacuum switch if voltage is on source #1 and source #2 simultaneously while the switch is in the open position. The control essentially converts to an O-T except without a restraint timer function. The control will immediately reset and start the close timer if voltage is lost on only one side. B. Standard Options That Must Be Specified or Can Be Added Later as Indicated O-T (BIT 1) This option is included in versions 1, 2, and 3. It can be added to a version 4. The O-T option requires two (2) plug-in relay components, for this BIT to be operative. (See Figure 4.) This option is converts the V-T normally closed Joslyn Reclosing Sectionalizer to an O-T normally open Joslyn Reclosing Sectionalizer. This option requires setting the O-T Restraint Timer and Source Side Reset Time (only if source side lockout is selected). After an O-T control closes the Joslyn Reclosing Sectionalizer vacuum switch, the control will respond totally like a V-T normally closed control. The control will automatically reset to an O-T if voltage is restored to both sides of the reclosing sectionalizer switch (source #1 and source #2) while the switch is open and not in lockout.

HIGH CURRENT WITH VOLTAGE LOSS OPTIONS These options require the high current input option P.C. board. This board can only be added if the main board was ordered with option P.C. board provisions. This option requires a current sensor input. A threshold setpoint is set on the option P.C. board and if a peak current lasting 3-4 consecutive cycles exceeds the threshold setpoint, then the controls logic will enter to its memory that a high current (fault) has passed through the Joslyn vacuum switch and can be programmed to respond as selected below if a voltage loss immediately follows. When a high current (fault) has been entered, the high current reset timer is initiated. A voltage loss must occur before this timer completes timing to cause a response. 1. HIGH CURRENT OPTION A (Option Dip Switch BIT 6) Selection of this toggle bit will cause opening of the Joslyn Reclosing Sectionalizer only if a high current exceeding the threshold setting is followed by loss of voltage exceeding the open delay timer setting. When source voltage returns, the close timer will run and the Reclosing Sectionalizer will be automatically reclosed providing V-T sectionalizing functions. Lockout will occur if the Joslyn Reclosing Sectionalizer is automatically opened during the lockout timer cycle. 2. HIGH CURRENT OPTION B This toggle bit is located as the first toggle of the high current timer dip switch as shown on the timer and option setting guide (see Figure 5). High Current Option B maintains the normal V-T control resulting in the Joslyn Reclosing Sectionalizer vacuum switch always opening after a voltage loss exceeding the open delay timer setting and then reclosing with normal V-T logic. An exception to the normal V-T logic occurs in option B mode that results in the opening of the Joslyn Reclosing Sectionalizer and immediate lockout with no reclosing, if a high current exceeded the threshold setting prior to loss of voltage. 3. HIGH CURRENT OPTION C (No Automatic Reclosing) To select this option, both high current option toggle bits (Option A and Option B) are selected simultaneously. This option eliminates any automatic reclosing response. When the control automatically opens the Joslyn Reclosing Sectionalizer vacuum switch, the control will always go to lockout. The requirement to open and lockout is a high current exceeding the threshold setting followed (within the high current reset timer) by voltage loss (exceeding the open delay timer). If Source Side Lockout option is selected, lockout can result from Source Side Lockout Logic or from High Current Logic response lockout. REMOTE CONTROL INPUT OPTION This optional P.C. board can only be inserted if the main control P.C. board was ordered with option P.C. board provisions. Refer to the interconnection, wiring and schematic diagrams for specific electrical connections. Remote control will only be possible if the remote/local toggle switch in the control cabinet is in the remote position and the automatic/manual toggle switch is in the automatic position. A further requirement for the control to acknowledge remote commands is a maintained input contact from terminal 30 to ground. This contact is to confirm remote control operation, the remote LED will then illuminate. If a remote confirming contact is not desired, simply permanently wire terminal 30 to ground (term 1, 4, or 5). This wiring will cause remote control inputs to be acknowledged without a confirming remote contact. When the local selector switch for automatic/manual is in the manual position all remote inputs are disabled. Local manual operation requires the control cabinet toggle switches to be both in the local position and in the manual position. If the panel switches are set to manual and remote, the remote and manual LEDs will illuminate to indicate the improper combination.

THREE (3) PHASE VOLTAGE SENSING OPTION This optional P.C. board can only be inserted if the main control P.C. board was ordered with option P.C. board provisions. Refer to the interconnection, wiring and schematic diagrams for specific electrical connections. This option is required if single phase reclosers are on the source side of the reclosing sectionalizer switch. The control will respond if the voltage on any one phase of the inputs falls below the voltage threshold setpoint. All phase voltage inputs are compared to the same voltage threshold setpoint. (See Section 12A.) There are provisions for one set of three (3) phase inputs for one source side sensing or two sets of three (3) phase inputs for two (2) source side sensing. The maximum number of phase voltage inputs is six (6). The input power required is very low reaching a value of approximately 120 micro amps (14mw @ 120 VAC) per phase except for one phase from each side that will be connected to terminals 2 and 3 that should be sized for 250VA minimum. The normal continuous requirement varies from 20 watts to 40 watts depending upon options connected.

Field Operation Instruction

Refer to the inside door of the control cabinet for operating instruction notes and the timer and options settings that should have been recorded during installation. There is no reason to open the inner control panel for operation of the control. The following is the operating instruction notes appearing on the control door.

Indicating LEDS

The indication LEDs (Light Emitting Diodes) indicate the switch position, the control status and the timing intervals if in process. The Normal LED should be illuminated for the standard status for the control. The normal LED also is a self check indication by the microprocessor. The unlit LEDs will periodically blink faintly as their status is being checked and updated by the microprocessor. The indicating LEDs are powered continuously. There is an LED test indication switch that will illuminate all of the LEDs to test for failed LEDs.

OPERATING INSTRUCTION NOTES
(SEE THE OPERATING INSTRUCTION MANUAL FOR COMPLETE DETAILS)

1. AFTER RESETTING THE DIP SWITCHES, ALWAYS OPERATE THE RESET SWITCH TO ENTER THE NEW CONDITIONS. 2. IF THE CONTROL IS IN THE AUTOMATIC MODE AND NO TIMERS ARE RUNNING, THEN THE NORMAL LED SHOULD BE LIT. 3. BOTH SOURCE 1 AND SOURCE 2 POWER TOGGLE SWITCHES MUST BE TURNED ON FOR PROPER CONTROL OPERATION. IF ONE SWITCH IS TURNED OFF, THEN THE CONTROL WILL RESPOND AS IF NO VOLTAGE IS ON THAT SIDE OF THE JOSLYN VACUUM SWITCH. THE POWER SWITCHES CAN BE USED FOR TESTING OR COMPLETE POWER REMOVAL FROM THE CONTROL CIRCUITRY. 4. IF THE SOURCE 1 OR SOURCE 2 POWER TOGGLE SWITCHES ARE TURNED OFF, THEN THE VACUUM SWITCH WILL AUTOMATICALLY OPEN UNLESS THE CONTROL IS IN MANUAL MODE AND THE AUTO OPEN IN MANUAL OPTION HAS NOT BEEN SELECTED. 5. IF THE LOCKOUT LED IS LIT, THE JOSLYN VACUUM SWITCH SHOULD BE OPEN AND CANNOT BE CLOSED UNTIL THE CONTROL IS RESET. A. IF THE AUTOMATIC/MANUAL TOGGLE SWITCH IS IN THE AUTOMATIC POSITION AND THE RESET SWITCH IS OPERATED, THEN THE AUTOMATIC FUNCTIONS WILL BEGIN IMMEDIATELY. (EXAMPLE: THE CLOSE TIMER WILL RUN AND CLOSE THE JOSLYN SWITCH AUTOMATICALLY IF THE CONTROL IS A V-T. FOR AN O-T CONTROL, THE JOSLYN SWITCH WILL REMAIN OPEN AND THE CONTROL WILL GO TO NORMAL IF POWER IS ON BOTH SIDES. B. IF THE AUTOMATIC/MANUAL TOGGLE SWITCH IS IN THE MANUAL POSITION AND THEN THE CONTROL IS RESET, THEN THE CONTROL GOES TO MANUAL MODE WITH NO AUTOMATIC CLOSING. 6. IF THE LOCKOUT TIMER AND NORMAL LED ARE BLINKING, THEN THE CONTROL IS IN AN AUTOMATICALLY RESETTABLE LOCKOUT CONDITION. A. IF SOURCE SIDE LOCKOUT (OPTION 3) HAS OCCURRED AS AN O-T, THEN THE CONTROL IS IN AN AUTOMATICALLY RESETTABLE LOCKOUT CONDITION. B. IF THE V-T CLOSE INHIBIT (OPTION 8) HAS OCCURRED, THEN THE CONTROL WILL AUTOMATICALLY RESET AND CLOSE THE VACUUM SWITCH WHEN POWER IS LOST ON ONE SIDE. 7. FOR ELECTRICAL MANUAL OPERATION, SET THE TOGGLE SWITCHES TO LOCAL AND MANUAL POSITIONS AND THEN PUSH THE OPEN/CLOSE TOGGLE SWITCH U P TO OPEN THE SWITCH OR HOLD THE TOGGLE SWITCH DOWN UNTIL THE SWITCH CLOSES (APPROXIMATELY 2-3 SECONDS). 3158A0030P1

Contacts for remote indication are provided in all version controls. See the interconnection, wiring and schematic diagram drawings for the electrical connection details.

Manual Operation (Electrical)

A. Initial Conditions For manual electrical operation, place the auto-manual switch to the manual position and the local/remote switch to the local position. If the controls lockout LED is on, then the control must be reset before closing can occur. Refer to the resetting section. B. To Open Operate the toggle switch to the open position and the Joslyn vacuum switch should immediately open and the LED indicators should indicate an open switch. C. To Close Operate the toggle switch to the close position and hold in the close position until the Joslyn vacuum switch closes and the LED indicators indicate a closed switch. The Joslyn model VBM switch requires about three seconds running time of its internal motor to close the vacuum switch. D. Auto Open in Manual This option is selectable as (BIT 2) of the option dip switch. The operator should check if the box on the option setting guide has been indicated as selected. (See Section 2A.) This feature is intended for use during hot line maintenance. If hot line maintenance is to be performed on the load side of Joslyn vacuum switch, the control can be set to the manual position. If a fault occurs on the line and voltage is lost (the voltage loss must exceed the open delay timer setting, unless otherwise specified), then the Joslyn Electronic Reclosing Sectionalizer vacuum switch will be automatically opened and prevented from closing. Although this feature offers a desirable switch response for maintenance personnel in potential trouble, this feature is not to be relied upon for personal safety. Observe all proper high voltage isolation procedures as required.

Operating Toggle Switches

The manual open/close toggle switches are only operative if both automatic/manual switch is set to manual, and the local/remote toggle switch is set to local. The reset toggle switch requires only the remote/local toggle switch to be in the local position to be operative. If the automatic/manual toggle switch is set to manual, all automatic control and remote control is inhibited. (See auto open in manual option for an exception.)

Power source toggle switches labeled source #1 and source #2 will completely control the power inputs from their respective inputs. The control will respond as programmed to a voltage loss if any power toggle switch is set to the off position. Therefore, the toggle switches can be used for testing purposes. In the automatic mode the control checks for voltage on both sides of the Joslyn vacuum switch when it is in the closed position. When testing, quickly check that both power toggle switches are set to the ON position following the Joslyn vacuum switch closing. NOTE: When the Joslyn vacuum switch is closed, both power source switches must be in the ON position and 120 VAC power on source #1 and source #2 inputs. Otherwise, the control will interpret this as an illogical condition and automatically open the Joslyn vacuum switch. If the control is to be powered off without opening the Joslyn vacuum switch, then the control should be placed in the manual position before operating the source toggle switches. Also, the Automatic Open in Manual Option must not be selected. Contact the factory for information on a switch simulator for testing purposes.

Switch Hook Operation

If the operating handle of the Joslyn high voltage switch is to be operated, the control should be placed in the manual position or completely disable the control using the power source toggle switches to prevent any electrical operations. A. To open and close the model VSV switch, operate with one fast crank of the switch operating arm with a switch hook. B. To close the VBM, crank the manual operating arm about 20 times with switch hook. To open the VBM, one fast crank with the switch hook is required.

Automatic Operation

A. Description For application information of the V-T and O-T automatic functions, refer to the application guide. The control will automatically go to an automatic mode when the automatic/manual switch is positioned to automatic. If a control is set for V-T operation and the Joslyn Vacuum Switch is open, the close timer will run and close the Joslyn Vacuum Switch immediately followed by the lockout timer. The Joslyn Electronic Reclosing Sectionalizer Control is designed to work in conjunction with an upstream (source side) recloser to provide automatic sectionalizing without any over current coordination requirements, by opening during the open interval (dead time) of the recloser. The Joslyn vacuum switch will automatically open during no load conditions. The Joslyn Reclosing Sectionalizer can be programmed to ignore the upstream reclosers first instantaneous reclose operation by setting the Joslyn open delay timer to be greater than the upstream reclosers first instantaneous reclose open time. (See Section 13.) The reclosers second open interval must exceed the open time delay setting, which will then cause the control to open the Joslyn vacuum switch. When the upstream recloser closes in again, the Joslyn Reclosing Sectionalizer will automatically reclose after its close timer runs. Following the Joslyn vacuum switch closing, a lockout timer starts. If the upstream recloser opens while the lockout timer is running, causing the voltage to be lost for a time exceeding the open delay timer, then the control will automatically open the Joslyn vacuum switch and go to a lockout mode which prevents any electrical closing until it is manually reset. If the recloser did not operate while the lockout timer was running, then the Joslyn control will totally reset. (See the immediate second close option, which is an exception to this.)

B. Basic Rules 1. The control will only initiate a Joslyn vacuum switch opening if the voltage has been lost, or has dropped below the voltage threshold setting, for a time exceeding the open delay timer. (See Sections 12A and 13.) Automatic closing will occur only in the automatic control mode, following running of the close timer for a V-T control. Automatic closing will occur with an O-T control option if the voltage is lost on only one side (source) following the open delay timer, the restraint timer and close timer running sequentially. After an O-T control is closed, it will respond exactly as a V-T control providing full V-T sectionalizing functions and will no longer run the open delay or restraint timer until it is reset back to an O-T control. A control with O-T option will automatically reset back to an O-T whenever voltage is returned to both source inputs concurrently for more than two cycles while the Joslyn vacuum switch is open. If the reset toggle switch is manually activated, reset to an O-T will also occur. 4. To provide proper lockout when two or more sectionalizers are on the same circuit, simply set the close timers so that no lockout timers run simultaneously, and false lockout will not occur. The Timer and Option Setting Guide is to be marked by the user during installation as described in the instruction, to inform the operator as to the timer settings and optional responses that are selected. The options will modify the standard opening and closing responses, as described in the application guide and briefly in this instruction. If additional special circuits or options have been supplied or added, those characteristics should be detailed or noted directly on the Timer and Option Setting Guide located on the control cabinet door.

C. Lockout 1. Lockout means that the control has opened the Joslyn vacuum switch and will prevent any electrical closing of the Joslyn vacuum switch until it is reset. Lockout can occur from normal lockout logic, or from the optional logic of Source Side Lockout or from option logic of High Current with Voltage Loss Logic. Normal lockout logic occurs when voltage is lost while the lockout timer is running which will cause the Joslyn Vacuum Switch to be opened and not reclosed until reset. A lockout condition is indicated by illumination of the Lockout LED. Automatically Resettable Lockout will occur for an O-T that experienced a source side fault lockout before closing or if the V-T Close Inhibit option has occurred. These two conditions are indicated by the Lockout Timer LED and Normal LED alternately blinking. To reset from this Automatically Resettable Lockout, proper logic conditions must occur as described in the Reset Section below. NOTE: The Automatically Resettable Lockout functions do not prevent manual closing of the VBM switch. Manual closing during O-T source side lockout can be prevented by removing the W2 jumper from the main P.C. board. (See Figure 4, Section 13).

D. Reset After Lockout 1. Permanent Lockout Manual resetting is required by operating the reset toggle switch locally or by a remote command for reset. The control will return to initial state conditions and automatically check all inputs for automatic or manual command mode and respond immediately.

If the control is in a permanent lockout condition, the operator can choose to either activate the reset while in manual or automatic mode (refer to Item 5 of the operating instructions on the control cabinet door). The selection to manual can allow for a switch closing at a desired time. If the control is used in a preferred-alternate scheme, it may be required to only reset while in the manual mode to insure closing in the desired switching sequence. Manual resetting will reset all lockout and timer conditions.

Automatic Resettable Lockout a. O-T Source Side Lockout Automatic reset will occur if voltage returns continuously to both sides of the open Joslyn vacuum switch (source #1 and source #2) for a time exceeding the Source Side Reset Timer. The Source Side Reset Timer is user settable from 1-15 seconds. Generally the time would be set to be 1 second longer than the upstream reclosers maximum fault clearing response. Note that if a control is set for O-T operation and had automatically closed to now Act like V-T control, then source side lockout is permanent (not Automatically Resettable) and requires manual resetting as described above. b. Close Inhibit Automatically Resettable Lockout Automatic reset will occur if voltage is lost on one side of the Joslyn vacuum switch (source #1 or source #2) for a time exceeding the Open Delay Timer. Following this voltage loss, the control will automatically start its close timer and close the Joslyn vacuum switch. c. Manual will reset Automatically Resettable Lockout conditions. NOTE: If the original conditions causing V-T close inhibit lockout exist during reset, the microprocessor will, at high speed, restore a lockout condition before any responses can occur. Reset After Dip Switch Changes Resetting is always required if any dip switches have been changed to enter the new conditions. Otherwise, the control will retain the previous settings. If the control power is removed for a sufficient time before power up, all of the dip switches are read as new conditions, but as a rule always reset after revising any of the dip switch settings.

Automatic Operation of a V-T Control

A. V-T Voltage Time Description In a V-T control the Joslyn high voltage switch is normally closed. Therefore, if control power is present on the source #1 or source #2 or both in the automatic mode, the Joslyn vacuum switch will be closed unless the control is in a lockout mode or the close timer is running. The objective is to automatically sectionalize a faulted distribution circuit to the smallest segment. If the selected close option is selected, only with power to the source that will feed the selected source, will the close timer run and close the Joslyn vacuum switch to power The Selected source side. B. Automatic Closing 1. Initial Conditions a. 120 VAC is on source #1 or source #2 terminals or both. b. The automatic-manual switch is in the automatic position. c. The Joslyn vacuum switch is initially open but not locked out. d. Sufficient tripping energy is sensed by the control circuitry on the opening energy capacitor. e. If the immediate second close option is selected, the immediate second close reset timer would be checked and if timing the close timer is bypassed as described in Section 2A. 2. Joslyn Vacuum Switch Closing a. The close timer will run indicated by illumination of the close timer LED.

When the close timer finishes, a close command is given to the Joslyn vacuum switch. c. When the Joslyn vacuum switch is closed: 1. The mechanically operated auxiliary contacts change state. 2. The close indicator LED will light and the open indicator LED will turn off. 3. The lockout timer will start indicated by illumination of the Lockout Timer LED. Normal Status or Lockout a. V-T voltage time is the basis for this control logic. While the lockout timer is running, the control voltage is monitored. 1. If the control voltage is not lost while the lockout timer is running, then upon completion of the lockout timer, the control will go to a normal status indicated by the illumination of the Normal LED. 2. If the control voltage is lost for a time exceeding the open delay timer while the lockout timer is running, then the control will automatically open and lockout (see Automatic Lockout).

b.

C. Automatic Opening 1. Initial Condition a. The control is in the normal status, which indicates that no timers are running. The Joslyn vacuum switch is closed and 120 VAC is present on both source terminals and the automatic/manual switch is in the automatic mode position. 2. Open Delay Timer a. Loss of 120 VAC occurs so power is not present on source input. Note that a voltage return must last at least two cycles continuously or will be disregarded as spurious voltage noise. b. The user adjustable (.1-25.5 seconds) open delay timer starts as indicated by illumination of the Open Delay Timer LED. Note that this LED is only illuminated a few seconds to conserve energy while the open delay timer is running. c. If the open delay timer times out before 120 VAC voltage returns, then the control will issue an open command to the Joslyn vacuum switch. d. After opening the Joslyn vacuum switch, the control will automatically set a first close to memory if the immediate second close option has been selected, and then the control will shut off its own internal power supply to conserve energy and await the return of control power (see Automatic Closing Section B). D. Lockout 1. Initial Condition a. The Joslyn vacuum switch was just closed and started the lockout timer. 2. While the lockout timer is running, the 120 VAC power source is lost (for a time exceeding the open delay timer). 3. Loss of voltage while the lockout timer is running will result in an open command to the Joslyn vacuum switch. 4. Upon opening the Joslyn vacuum switch, the control will go to lockout mode, including energizing an electromechanical latching relay and then automatically power down to conserve stored energy. 5. Upon return of 120 VAC, the control will not go to the automatic close sequence. The control will not respond to any commands, including electrical manual closing. The Lockout LED: will be illuminated. 6. The control will stay in lockout indefinitely (permanent lockout) or until the lockout latching relay is reset via the reset command. 7. Lockout may also occur with the source side lockout option or the high current with voltage loss options. Please refer to Section 2 for a description. E. Reset After Lockout 1. Refer to Section 9D for a reset description. 2. Initial Condition a. The Joslyn vacuum switch is open and locked out.

120 VAC voltage is present on at least one source. Operate and hold the reset toggle switch and release. The lockout status will be removed and the lockout LED will go off. The close timer will begin etc, if in the automatic mode. If in the manual mode, the Joslyn vacuum switch will simply remain open and the control will wait for the next manual command.

Automatic Operation of an O-T Open Tie Control

A. O-T Open Tie Description This control option will cause the normal status of the Joslyn vacuum switch to be in the open position with 120 VAC voltage applied simultaneously at source #1 and source #2 of the control. However, if the voltage of either source is de-energized for a time exceeding the open delay timer, restraint timer plus close timer sequentially, then the Joslyn vacuum will be closed. The control will then act exactly like the V-T control previously described. This will provide full automatic sectionalizing functions of a normally closed V-T control. The O-T control acting like a V-T control will automatically reset back to a normally open O-T open tie switch if control voltage returns to both source #1 and source #2 while the Joslyn vacuum switch is the open position. This means that the open delay timer and restraint timer will run again if voltage is lost on either source #1 or source #2 following resetting. See Section 2A for a description of the source side lockout feature for O-T controls. The V-T close inhibit option is not applicable to an O-T control. B. Automatic Close 1. Initial Conditions a. 120 VAC is available simultaneously at both source #1 and source #2 terminals. b. The automatic-manual toggle switch is in the automatic position. c. The Joslyn vacuum switch is open but not locked out. d. Controls are in normal status indicated by the Normal LED illuminated. 2. Automatic Close a. Either source #1 or source #2 (but not both) voltage is lost for more than two cycles. b. The open timer will run, indicated by the Open Delay LED illuminated followed by the restraint timer which is indicated by the Restraint Timer LED illuminated and the Normal LED off. c. Upon completion of the open delay and restraint timers, the close timer will run, indicated by the Close Timer LED illuminated and the Restraint Timer LED off. d. If the control voltage is not restored to both sources before the close timer completes timing, the Joslyn vacuum switch will be closed and the control will respond and act like a V-T control described above providing automatic opening and automatic V-T reclosing sectionalizer functions. The control will not operate the open delay or restraint timers during an automatic closing sequence while an O-T control is acting like a V-T control. C. Automatic Opening, Lockout or Automatic Return to an O-T When an O-T control has closed the Joslyn vacuum switch, and is acting like a V-T, the automatic opening and lockout functions will be identical to a V-T control with only one exception. If the control logic is at anytime put into a sequence that provides 120 VAC control power to both source #1 and source #2 while the Joslyn vacuum switch is in the open position, then the control will automatically reset from a V-T logic mode to an O-T mode (normal status). D. Reset After Lockout 1. Initial Conditions

a. Joslyn vacuum switch is open and locked out. The local reset toggle switch is operated or a remote reset command is given. If both source #1 and source #2 are energized, the control will return to normal status with the Joslyn vacuum switch remaining open. If voltage is de-energized on either source #1 or source #2 (exception see Selected Close Option), then the control will start the open delay and restraint timers to close the Joslyn vacuum switch as earlier described. NOTE: If the control is in the manual mode, the control will not perform any automatic function until placed in automatic. (See hot line maintenance auto-open in manual option for exception).

E. Restoration to O-T Open Tie 1. Initial Conditions a. The Joslyn vacuum switch is closed. b. Source #1 and source #2 will both remain energized after manually opening the Joslyn vacuum switch. 2. Place the automatic/manual toggle switch to the manual position. The Automatic/Manual LED should illuminate properly to confirm. 3. Operate the open/close toggle switch to the open position. 4. After the Joslyn vacuum switch opens, the Open LED should illuminate. The control may now be placed to automatic mode for the normal status position of an O-T system that will be indicated by the Automatic, Normal and Open LEDs all illuminated.

Threshold Settings

A. Voltage Threshold Setting The control is designed to require the control voltage to exceed the low voltage threshold level for more than two cycles before the control logic will classify that the source #1 or source #2 voltage is present. This prevents operation due to any transient voltage occurrence. The minimum continuous operating voltage of the control is 90 VAC rms. The low voltage threshold is adjustable by measuring at the test probe sockets (TP1 & TP2) on the main P.C. board (see Figure 4). The voltage level is adjustable from 90-115 volts. The level is set at 95 Vrms from the factory. This can be adjusted by turning the potentiometer (R27) as indicated to the desired voltage level. (1 Volt DC = 100Vrms). The adjustment can be locked in place with a standard potentiometer locking paint or silicone sealant. The sealant should be recorded on the Timer and Option Setting Guide where indicated. B. High Current Threshold Setting The setpoint is a peak detection circuit. Therefore, the setpoint corresponds directly to the peak current. The option board also derives a neutral current signal by summing the individual phase current inputs. The neutral overcurrent output is enabled when the W1 jumper is installed on the High Current Option board. If neutral overcurrent detection is not desired, the jumper should be removed from the High Current Option board. The High Current Option board has two potentiometers and three test plugs. Plugging a voltmeter into the appropriate test plug allows reading a DC voltage corresponding to the phase or neutral setpoint. The phase or neutral setpoint can be adjusted by turning the appropriate potentiometer until the desired setpoint is reached. The location of the potentiometers and testpoints are shown on the following page. Counterclockwise rotation of the potentiometers increases the setpoint. Response Delay 3-4 cycles to prevent detection of reverse (high current flow fault transient currents and inrush detection) currents.

Note that a transducer for these sensors is not required. The control is designed to directly connect to the sensor connections. The Joslyn model TFI can be used as a transducer for analog currents and fault indication. If conventional current transformers (CTs) are to be used, consult the factory for information. Timer Setting

All of the digital timers use the binary numbering system. The timers use 1 sec increments except for the open delay timer and high current timer which are scaled for .1 sec increments and the O-T restraint timer which is scaled for 2 sec increments. The decimal to binary number conversion guide (on the last page) can be used for all of the timers. If the time increment is other than 1 sec, simply multiply the decimal number by the scale value. (e.g. Open delay timer has .1 sec increments, therefore multiply the decimal guide number by .1 sec, such that 1 = .1). All of the timers are 8 BITS except for the source side timers, which share an 8 BIT dip switch so that each one goes to 4 BITS only for a maximum setting of 15 seconds each. The high current timer has only seven BITS for a maximum value of 12.5 seconds. Note that if all the bits are set to zero (0), the time will automatically default to he lowest increment such as 1 second or .1 second, or 2 seconds depending on the timer. Please refer to Figure 5 Timer and Option Setting Guide for timer locations. Record all settings with a ballpoint pen in the record setting block provided on the timer option setting guide. See Section 9B for General Rules. 1. Open delay timer (.1 25.5 sec) This timer is normally set so that the Joslyn Reclosing Sectionalizer will ignore an instantaneous recloser operation. It is normally set to be at least 1-2 seconds shorter than the upstream recloser first time delayed reclose dead time. A typical setting is 2 seconds. 2. Close Timer (1-255 sec) The close timer is normally set to be one or two seconds greater than the longest expected reclosers total fault sensing plus interrupting time for all upstream faults up to the VBM. If reclosing sectionalizers are in series, the close timer should be set to be one or two seconds longer than the lockout timer of the adjacent upstream reclosing sectionalizer. Typically these timers are set between 4-10 seconds and use the same setting on each control. See the application guide for sectionalizers on taps. 3. Lockout Timer (1-255 sec) The lockout timer is to be set equal to or slightly greater than the longest expected reclosers total fault sensing plus interrupting time. When several sectionalizers are on the same circuit, follow the simple rule to never allow two lockout timers on the same circuit to run simultaneously. 4. O-T Restraint Timer (2510 sec) This timer is normally set to be equal to the maximum expected time that one side of loop system circuit is expected to complete its sectionalizing functions and is now ready to be fed from the source on the other side of the O-T Joslyn vacuum switch. A normal setting range is 20-60 seconds. 5. Source Side Lockout Timer (1-15 sec) This timer monitors for a recloser opening immediately following the energization of the distribution line section containing the sectionalizer. This timer is normally set to be equal to the lockout timer. This timer must be less than the close timer. 6. Source Side Reset Timer (1-15 sec) This timer is set to reset an O-T control from an Automatically Resettable Lockout condition. This timer is started when voltage returns back to both sides. A time is selected to indicate that both sources have been successfully restored. This timer is normally set to be equal to the source side lockout timer. 7. High Current Reset Timer (.1 - .12.7 sec) This timer allows for memory retention of a high current exceeding the threshold setting. The timer starts after the current exceeds the threshold for approximately four cycles. A voltage loss that occurs while this timer is running will cause the selected high current response to occur. A voltage loss occurring after this timer has expired (unless the high current constantly persisted above the threshold), will not be entered in the microprocessor as a high current followed by loss of voltage. If a high current is present at the end of the timing interval, the timer is automatically extended 50ms and will then restart completely if the current exceeds the threshold for this total time. This will provide a continuous high current memory status for a continuous overcurrent condition. Note that this timer has seven BITS. The least significant bit of this timer is the second (from the right) toggle bit of the dip switch since the first BIT is used for High Current Option B selection. This timer is normally set to be equal to the lockout timer. 8. Immediate Second Close Reset Timer (5 seconds 5 minutes) The immediate second close reset timer is started after an automatic closing of the Joslyn Reclosing Sectionalizer vacuum switch and completion of the lockout timer. This timer is not digital. It is set by monitoring TP8 and adjusting potentiometer R1 (located in the upper right of the main P.C. board, see Figure 4).

Place a voltmeter between TP8 and TP4 (common). After closing the Joslyn vacuum switch the test point voltage will go to a low state (less than 1 volt). Begin timing from when the Lockout LED goes off until the voltmeter reads high (greater than 1 volt). This measured time is the immediate second close reset timer setting. The timer setting is adjustable by turning the potentiometer (R1). A starting point can be established by turning the potentiometer (R1) CCW until a click is faintly heard on each turn indicating the lowest setting. The 20 turn potentiometer provides about 15 seconds per turn continuous adjustment. Turn the potentiometer (R1) CW (clockwise) to increase the time. The timer can then be retested. The timer can only be reset to zero by automatically timing out or actuating the reset switch. The timer will not be reinitiated until it is reset first. The adjusting screw should be locked in place with a standard potentiometer locking paint or silicone sealant. The setpoint should be recorded on the Timer and Option Setting Guide where indicated.

Power Requirement and Installation Wiring

A. The power requirement should be sized for 250 VA minimum. The normal continuous requirement varies from 20-40 watts depending upon the option connected. When the Joslyn Model VBM vacuum switch is closed, the 250 VA power requirement is needed for about three seconds with less than a 5 volt drop. B. Please follow the interconnection wiring diagram specifications that are specific to each installation. See the following important notes: 1. The cabinet and vacuum switch are to be solidly grounded together and preferably separate from the surge arrestor to grounding wires. All ground wires should then be connected to the same ground point of the ground rod wire. If the control does not use a Joslyn control cable, all wires are to be #20 awg. to #16 awg. maximum. The trip circuit wires should be #16 awg. Other wires should be #18-20 awg. for easier wiring to the terminal board. Trip current = 6 amps for 2 cycles and close current = 2 amps for 3 seconds. Wire length must be limited for 5 volt maximum voltage drop. If a long wire run is required, then a terminal strip to accommodate larger wire size will be required in the control cabinet. All control wires entering the control cabinet must be routed through the same side of the ferrite toroid noise suppressor supplied. The toroid can rest on top of the conduit connectors or be suspended above them. All wiring between the switch and control cabinet, control power and remote indication, must be in metal conduit or shielded cable. Do not tin wires that are wired into the control terminals. Both 120 VAC voltage sources, cabinet and the VBM switch must be connected to the same point on the ground rod wire.

IMPORTANT NOTE: 6. If user connects only source #1, then one of the Joslyn vacuum switch spare a auxiliary contacts must be wired between terminals 2 and 3 for proper control operation. An easier wiring is to jumper between terminals 2 and 3 instead of using a vacuum switch auxiliary contact, but option V-T close inhibit must be off. The factory can install this jumper if advised.
