Held high level leadership positions, including an aircraft squadron Commandin g Officer with 200 personnel and 10 aircraft; Wing Commander with 6 operational squadrons, and the Base Commander of a large Master Jet Base with 10,000 personn el and 300 aircraft. . Served two tours at the Pentagon in Washington, D.C., as an Aircraft Program M anager with a budget of millions of dollars, and on the second tour served as an advisor to the Secretary of the Navy on aircraft programs. City of Jacksonville Fleet Management Division - (15 years) Implemented numerous cost cutting measures . Switched from Ford Police Crown Victoria to General Motors Police Impala with a sustained annual savings of over $2.3M . Reduced personnel positions from 183 to 127, and payroll by over $1.0M throug h attrition and not filling vacancies . Reduced overtime from $520K to $184K . Reduced sublet repairs by $2.0M while at the same time reducing payroll and ov ertime . Implemented a heavy truck tire retread program saving $118,263 annually . Reduced outside tire services from $758,594 to $187,370 . Established night fueling of trucks in the yards which saves an estimated $250 K annually in manpower. This operation enables the crews to start working witho ut delaying for fuel and traveling to a fuel site at the start of their shift. . Published a vehicle Idling policy saving approximately $500K annually . Reduced minor body and paint repairs on vehicles from $449K to $54K, and seat covers and upholstery repairs from $211K to $26K .
