Economa Regional: Mantiene su Expansin

Los indicadores disponibles, en su mayora referidos al cierre del primer semestre de 2004, confirmaron las seales positivas visualizadas para la economa regional en los meses anteriores. Asimismo, en los datos ms recientes, se perciben signos de que ste continuar en lo que resta del ao. En el mercado laboral, por ejemplo, aunque siguen preocupando las altas tasas de desempleo, el empleo formal privado sigue activo y aunque lentamente, continua aumentando. En lo que toca al empleo manufacturero, factor de mxima relevancia para la economa de los estados industrializados y/o maquiladores, las cifras conocidas apuntan hacia la continuidad de su recuperacin, si bien a un ritmo todava contenido. En las entidades con especializacin en la prestacin de servicios y en el resto de las actividades terciarias en general, la perspectiva laboral es de mantener su crecimiento. Otro aspecto positivo para las economas estatales es la buena marcha de las ventas comerciales, pues acumulan un nmero importante de meses con crecimiento y estn cerca de una recuperacin generalizada en las ciudades para las que hay registros. En especial, destaca la reactivacin que muestran en la mayora de las plazas de la regin norte del pas, las cuales, como se recuerda, estuvieron entre las ms afectadas por la pasada recesin. En las ventas de autos tambin hubo crecimiento. En este escenario, emerge adems la posibilidad de una recuperacin del la produccin manufacturera en todas las entidades para las cuales existe informacin. Es de prever que la expansin regional continuar, sin embargo, an hay mucho trecho por recorrer para hablar de un avance slido ya que existen algunos factores no resueltos que acotan mejores resultados. A lo largo del presente Informe, se analizan con ms detalle los temas comentados.
Regional Economy Expansion Continues

Available indicators, for the most part corresponding to the close of the first quarter of 2004, confirmed the positive signals visualized for the regional economy in the previous months. Moreover, in the most recent data there are signs that this improvement will continue throughout the rest of the year. In the labor market, for example, despite the fact that high unemployment rates continue to be cause for concern, formal private employment is still active, and continues to increase although slowly. In manufacturing employment, a factor of great importance for the economy of the industrialized and/or the maquiladora states, the figures point to continued recovery, although still at a contained rate. In states specializing in the provision of services and in the rest of tertiary activities in general, the outlook for labor is that it will maintain its growth. Another positive aspect for the state economies is the favorable progress of retail sales, which have accumulated an important number of months with growth and are nearing a generalized recovery in cities for which there are figures. In particular, there is a notable reactivation shown in most of the cities of the northern region of the country, which, as may be recalled, were among the most affected by the past recession. Automobile sales also posted growth. In this scenario, the possibility emerges of a recovery in manufacturing production in all the states for which there is information. Regional expansion is expected to continue, although there is still a long distance to be covered before speaking of a solid advance, since there are some factors that have not been resolved that restrict better results. Throughout this report, the topics mentioned above are analyzed in greater detail.
Empleo Regional
Se Recupera, Pero a Paso An Lento
El empleo formal privado1 sigui reaccionando positivamente y, aunque todava lo hace a un ritmo lento respecto a las necesidades acumuladas, poco a poco muestra perspectivas ms alentadoras sobre una recuperacin ms firme. Con los resultados de julio aumento de 2.2% anualel mercado laboral sum su sexto mes consecutivo de crecimiento. Como parte de este buen comportamiento destaca que, excepto el agropecuario, el resto de los sectores de actividad present crecimientos anuales en este indicador y sobre todo que en la manufactura y en el comercio (dos de los ms importantes empleadores) avanz. Partiendo del supuesto de que el empleo manufacturero seguir recuperndose en el curso de los prximos meses (reflejando de manera ms puntual la buena marcha del sector exportador) y que en el comercio reaccionar (apoyado en la expansin del crdito al consumo), se mantienen nuestras previsiones de un incremento del empleo para 2004 de 3.1%, equivalente a una creacin neta de alrededor de 373 mil puestos de trabajo. El mbito estatal tambin se observaron signos positivos. Al concluir el sptimo mes del ao el grueso de las entidades federativas (29) present variaciones anuales positivas en el empleo, en algunos casos con muy buenos avances. Asimismo, estuvo la circunstancia positiva de que aun en los pocos estados en los cuales esta variable todava no se ha recuperado (Puebla, Tabasco y Veracruz), la distancia para hacerlo es cada vez menor. Con este panorama, el balance al cierre de julio arroj en el agregado un aumento neto de 249 mil plazas laborales con respecto a las habidas al cierre de 2003.

Although at a Slow Pace, is Recovering

Formal private employment1 continued to react positively and, although still at a slow rate with respect to the accumulated needs, little by little it is showing a more encouraging outlook in terms of a firmer recovery. With the July resultsan annual increase of 2.2% he labor market added its sixth consecutive month of growth. As part of this positive performance, it is worth noting that, except for agriculture, the rest of the sectors of manufacturing activity and retailing (two of the most important employers) advanced. Based on the assumption that manufacturing employment will continue to recover throughout the coming months (reflecting more specifically the positive progress of the exporting sector) and that employment will react in retailing (backed by the expansion of consumer credit), we maintain our forecasts of an increase in employment for 2004 of 3.1%, equivalent to a net creation of around 373,000 jobs. In the state environment, positive signs were also evident. By the end of July of this year most of the states (29) presented positive annual changes in employment, and in some cases with very good advances. Also, the positive circumstance that even in the few states where this variable has not quite recovered (Puebla, Tabasco and Veracruz), the distance for achieving it is increasingly shorter. In this scenario, the balance at the close of July indicated a net increase of 249,000 jobs compared to results at the end of 2003.

El Avance del Empleo Manufacturero, lo Ms Destacable

El mayor ritmo que observamos en la evolucin del empleo formal tiene que ver de manera importante con la recuperacin que presenta desde septiembre de 2003 el mercado laboral en la actividad manufacturera, el cual al cierre de julio de 2004 ya super el nivel de un ao antes. Este resultado, aunque sigue reflejando todava una exigua dinmica en la creacin de puestos de trabajo en este sector, es alentador pues hay que recordar que gran parte del comportamiento desfavorable del empleo total se debe a la importante prdida de plazas laborales que tuvo lugar en l. As, aunque el empleo en la manufactura ha estado avanzando, en julio pasado, a pesar de haberse creado en esta actividad cerca de 106 mil plazas netas desde el cierre de 2003, an haba 711 mil menos que las existentes en octubre de 2000 cuando tuvieron su registro ms alto. Estatalmente, destaca que entre las entidades federativas en las cuales el sector manufacturero cre un nmero mayor de empleos en enero-julio estuvo la mayora de aquellas que cuentan con un aparato productivo orientado de manera importante hacia el mercado externo, pero de modo notorio las de la regin norte del pas en las cuales se observaron aumentos significativos en este aspecto. Baja California, Tamaulipas, Mxico, Coahuila y Quertaro fueron las que presentaron mayor vigor: su aportacin conjunta represent 68% del total de los puestos de trabajo generados en el sector manufacturero a nivel pas durante el lapso que analizamos. El hecho de que en el grueso de los estados este tipo de empleo haya crecido, necesariamente tendr su reflejo positivo en las economas locales, en especial en aquellas en que dicho sector es clave para su evolucin.

Most Notable Aspects of Advances in Manufacturing Employment

The higher rate seen in the performance of formal employment is related in an important way to the recovery shown by the labor market in manufacturing activity since September 2003, which, at the end of July 2004 surpassed the level of a year before. Although this result continues to reflect meager strength in job creation for this sector, it is encouraging since it must be recalled that much of the unfavorable performance in total employment is due to the substantial loss of jobs in manufacturing. Thus, even though manufacturing employment has been advancing, last July, despite having created 106,000 net jobs in that activity since the end of 2003, there were still 711,000 fewer jobs than those existing in October 2000, when they registered their highest figure. Statewise, it is notable that among those states where the manufacturing sector created the highest number of jobs in January-July, were those where the productive apparatus focused most importantly on the foreign market, particularly those in the northern region where significant increases were observed in this sense. Baja California, Tamaulipas, Mexico, Coahuila and Quertaro were those presenting the greatest vigor: their joint contribution represented 68% of the total number of jobs generated in the manufacturing sector throughout the country during the period under analysis. The fact that, in most of the states this type of employment has grown, will necessarily be reflected positively in the local economies, especially in those where this sector is key to their development.

En el Norte el Mercado Laboral se Reanim

La marcha del mercado de trabajo en las regiones se distingue por la vocacin productiva de las entidades federativas: mientras en los estados del norte ste transita a un mejor ritmo por una respuesta ms rpida de su aparato productivo ante la recuperacin del sector exportador, en otras el progreso es ms lento por la mayor dependencia relativa de las economas locales del mercado interno, el cual ha tardado ms en reaccionar. En este contexto, destaca que el principal factor de empuje para crear empleos en el pas se est dando, como se apunt lneas arriba, por parte del sector manufacturero, aunque los servicios siguen liderando los avances. El contrapeso provino de la actividad comercial en la cual la ocupacin muestra un relativo estancamiento que acota la recuperacin. En enero-julio de 2004 la mayor creacin neta de empleos (casi la mitad de los 249,015 generados en el lapso) tuvo lugar en las entidades del norte, descollando Baja California, Nuevo Len y Sonora con la mayor aportacin: 80,889 en conjunto. El repunte del empleo maquilador determin en gran parte estos resultados. En el resto de las regiones el impulso laboral fue ms diversificado. En el centro y el pacfico, que siguieron en dinamismo, el sector manufacturero y los servicios fueron los principales motores. Dentro de este grupo Jalisco y Quertaro se colocaron como los ms activos con 31 mil empleos creados. En el sur y en el Distrito Federal y las entidades adyacentes a ste, el mercado laboral present un perfil mayormente negativo. La cada del empleo en el comercio que se present en casi todo el pas, repercuti ms en estas zonas dado su mayor enfoque hacia mercado interno, y anul parte de los avances en otros sectores como los servicios, la manufactura y la construccin.

In Northern Mexico, the Labor Market Revived

The course followed by the labor market in the regions stands out because of the focus on production in the states: while in the northern states, it goes at a faster rate due to a quicker response from its productive apparatus, in view of the recovery of the exporting sector. In others, progress is slower, due to the higher relative dependence of the local economies on the domestic market, which has been slower to react. In this context, it is notable that the main boosting factor in creating jobs in Mexico is coming from the manufacturing sector, although services continues to lead in advances made. The counterweight came from retailing activity where employment is showing a relative stagnation that is delimiting the recovery. In January-July 2004, the highest net job creation (almost half of the 249,015 jobs generated in the period) was in the northern states, among which Baja California, Nuevo Len and Sonora stand out with the highest contribution: 80,889 jointly. The rally in maquiladora employment determined these results to a large extent. In the rest of the regions, the labor boost was more diversified. In the central and Pacific regions, which followed in strength, the manufacturing and services sectors were the main driving forces. Within this group, Jalisco and Quertaro were the most active, with 31,000 jobs created. In the south and in Mexico City and its adjacent states, the labor market presented a mainly negative profile. The drop in retailing employmentwhich occurred in practically the entire countryhad a greater repercussion in these areas given their greater focus on the domestic market and nullified part of the progress made in other sectors such as services, manufacturing and construction.

La Maquiladora Otro Factor de Impulso Laboral

Los datos de la ocupacin en la industria maquiladora de exportacin (IME) en el transcurso del primer semestre de 2004 muestran que sta sigui avanzando, manteniendo e intensificando la tendencia apuntada en los meses pasados. Con 1.128 millones de trabajadores al cierre de junio la IME alcanz una ganancia neta de 78,114 empleos respecto a diciembre de 2003. Los mejores resultados continuaron presentndose en los estados de la frontera norte en los cuales, con las cifras positivas que ya present Durango se generaliz la recuperacin. Baja California concluy con el registro ms alto: 24 mil plazas ms en el lapso. Lo siguieron Sonora, Tamaulipas y Chihuahua cada una con una creacin neta superior a 10 mil puestos de trabajo. Las altas tasas de expansin que mostr la exportacin maquiladora en enerojunio (13.7% en promedio) subyace a este buen comportamiento. En el resto de las entidades federativas, aunque se observan atisbos de una mejor evolucin del empleo, esta dista de consolidarse en el corto plazo. As, a pesar de que plazas como Yucatn, Guanajuato, Puebla, Aguascalientes, San Luis Potos y Jalisco tuvieron aumentos netos en el personal ocupado, sus niveles actuales de ocupacin, excepto en la primera y la segunda, son inferiores a los de un ao antes y como sucede en la mayora de los estados del pas, todava lejos de las cifras de octubre de 2002 cuando inici la crisis. Un desempeo an menos favorable se encontr el Distrito Federal, Mxico, Sinaloa y Zacatecas, donde se siguen cancelando empleos. La ausencia de recuperacin laboral en este grupo de entidades es reflejo de la fuerte orientacin de su planta maquiladora hacia el ensamble de prendas de vestir, uno de los sectores ms golpeados y con mayor desaparicin de empresas.

Maquiladoras: Another Factor Boosting Labor

Employment data in the maquiladora export industry (MEI) have shown that it continued to grow in the first quarter of 2004, maintaining and intensifying the trend shown in the past months. With 1.128 million workers at the end of June, the MEI gained 78,114 jobs compared to December 2003. The best results continued to be shown in the northern border states, where, with the positive figures in the state of Durango, recovery is now generalized. Baja California ended up with the highest figures: 24,000 more jobs in the period. Sonora, Tamaulipas and Chihuahua followed, each one with a net creation of more than 10,000 jobs. The high expansion rates indicated that maquiladora exports in January-June (13.7% on average) is core to this good performance. In the rest of the states, although there were hints of a better performance in employment, it is far from consolidating in the short term. Thus, despite the fact that states such as Yucatn, Guanajuato, Puebla, Aguascalientes, San Luis Potos and Jalisco registered net increases in employed personnel, their current employment levels, except in the first and the second states, are lower than those of the previous year andas occurs in most of the states in the countryare still far from the October 2002 figures when the crisis arose. An even less favorable performance was found in Mexico City, the state of Mexico, Sinaloa and Zacatecas, where jobs continue to be cancelled. The absence of a recovery in employment in this group of states is a reflection of the strong focus of its maquiladora plant on apparel assembly, one of the sectors most affected and with the highest disappearance of companies. Pero el Desempleo Contina Sin Ceder

La tasa de desempleo abierto (TDA) lleg en agosto a 4.35. Esta cifra (38 dcimas superior a la de un ao antes (3.96) es muy preocupante porque adems de ser la ms alta de los ltimos siete aos y medio, revela un mayor nfasis en la resistencia que muestra a disminuir. As, no obstante los avances en la creacin de empleos, su rigidez al descenso de la TDA refleja la incapacidad del aparato productivo para generar el nmero de trabajos requeridos por una poblacin en continuo crecimiento, la cual no puede asimilarse al mercado de trabajo formal. Circunstancia evidenciada en la persistencia de altos registros de desempleo desde hace ms de un ao y un creciente ndice de informalidad segn lo muestra la tasa de ocupacin en el sector estructurado que trimestralmente publica el INEGI. Desde una perspectiva regional, el desempleo sigui alto principalmente en las ciudades del norte (excepto en Tijuana), del centro y en el Distrito Federal y adyacentes. En estas zonas siguieron encontrndose las urbes con mayor nivel de desempleo, aunque en algunas se observa una incipiente tendencia a disminuir: casos de Durango, Hermosillo y Tampico; no obstante, en el resto predomina una trayectoria alcista. En este grupo, la Ciudad de Mxico, Saltillo, Aguascalientes, Quertaro y Monterrey concluyeron con los mayores porcentajes en este indicador. La ausencia de un mayor dinamismo de las actividades estratgicas dentro de las economas locales como la industria de la transformacin impide mejores resultados. En las ciudades de las regiones occidente y sur sureste siguieron presentndose tasas bajas de desempleo destacando Quintana Roo y Guerrero. El factor que las favorece es el buen ritmo que muestra, en cuanto a creacin de empleos, el sector de los servicios ajenos al comercio.

But Unemployment Refuses To Let Up

The Open Unemployment Rate (OUR) reached 4.35% in August. This figure (38 tenths higher than that of the previous year of 3.96%) is quite worrisome because, in addition to being the highest in the last seven years and a half, it reveals a greater emphasis on its resistance to diminish. Thus, despite the advances in job creation, the resistance of the MEI to decreasing reflects the inability of the productive plant to generate the required number of jobs required by a population in continuous growth, which cannot be assimilated in the formal labor market. This circumstance is evident in the persistence of high unemployment since more than a year ago and in a growing informality index as shown by the employment rate in the structured sector that is published quarterly by the INEGI. From a regional standpoint, unemployment continued to be high, mainly in the northern states (except for Tijuana), the central states and Mexico City and its adjacent states. In these areas, cities continued to have a high unemployment level, although, in some, there seems to be an incipient trend to diminish, such as Durango, Hermosillo and Tampico; nevertheless, in the rest of the states, a rallying tend persists. In this group, Mexico City, Saltillo, Aguascalientes, Quertaro and Monterrey ended with the highest percentages in this indicator. The lack of greater strength in strategic activities within the local economies, such as manufacturing, impedes better results. In cities of the western and south-southeastern regions, low unemployment rates continued to be present, among which Quintana Roo and Guerrero stand out. The factor favoring them is the favorable pace that the services sector, not related to retailing, is showing in terms of job creation.

Las cifras de empleo formal al concluir julio de 2004 establecen una trayectoria hacia mejores tiempos para el mercado de trabajo. Sin embargo, aunque el balance arroj nmeros superiores a los de meses anteriores, la creacin de empleos es an dbil, continua la rigidez al descenso de la tasa de desempleo abierto y todava estn ausentes factores clave que pudieran acelerar la oferta de trabajos en la medida deseada. El principal obstculo es el rezago que persiste en el empleo manufacturero en cuanto alcanzar sus niveles anteriores a la crisis. Asimismo, an falta un mayor impulso laboral por parte del comercio. Durante lo que resta de 2004 se espera siga el avance del empleo formal apoyado en un mejor comportamiento de ste en la actividad comercial, y la perspectiva de un empuje progresivo por parte del sector manufacturero el cual es previsible se d a lo largo de la segunda parte del ao, fincado en el creciente dinamismo de las ventas externas y la marcha de la economa a un ritmo superior al de 2003 (1.3 vs. 4%). Se prevn tambin disminuciones en la tasas de desempleo en los ltimos meses del ao. Regionalmente se anticipa un mejor desempeo laboral en las zonas con mayor vocacin exportadora, en especial en los estados ms industrializados y en los maquiladores. Esta apreciacin se basa en la mejora que muestra el personal ocupado en la industria de la transformacin estratgica para su recuperacin a un mayor ritmo, apoyada en el vigor de las exportaciones manufactureras, circunstancia que ya empez a reflejar la industria maquiladora de las entidades del norte. En el resto de las regiones estos elementos se sumarn a la buena marcha del empleo en las actividades terciarias y en la construccin y contribuirn a lograr una reactivacin generalizada del empleo en los meses por venir.

Outlook
The figures for formal employment at the end of July 2004, establish a course toward better times for the labor market. However, although the balance indicated higher figures than those of previous months, job creation is still weak, the resistance of the open unemployment rate to decreasing continues, and key factors are still absent that could accelerate job supply in the amount desired. The main obstacle is the lag that persists in manufacturing employment, in terms of reaching its levels prior to the crisis. Also, a greater labor boost on the part of retailing is still needed. Throughout the rest of 2004, progress in employment is expected to continue, supported by the improved performance of retailing and the outlook of a progressive boost on the part of the manufacturing sector, which it is foreseeable could occur throughout the second part of the year, based on the growing dynamism in foreign sales and the course of the economy at a higher rate than in 2003 (1.3 vs. 4%). Also expected are drops in the unemployment rate in the last months of the year. At the regional level, improved labor performance is anticipated in areas with a greater focus on exporting activity, particularly in the most industrialized and the maquiladora states. This opinion is based on the improvement shown in employed personnel in manufacturing strategic for its recovery at a faster pacesupported by the strength of manufacturing exports, a circumstance that the maquiladora industry has begun to reflect in the northern states. In the rest of the regions, these elements will be added to the positive course of employment in tertiary activities and in construction, and will contribute to achieving a generalized reactivation of employment in the coming months.

Las Ventas al Menudeo Van a Ms
La permanencia que guardan los factores de impulso a la actividad comercial minorista, entre los cuales destacan el dinamismo del crdito al consumo y un entorno macroeconmico y financiero favorable que ha posibilitado bajos niveles de tasas de inters y de inflacin, ha permitido incrementar la capacidad de gasto de las familias y por ende mantener la trayectoria de crecimiento que presenta este indicador desde inicios de 2003. As, al cierre de julio de 2004 las ventas reales al menudeo de los establecimientos comerciales presentaron una tasa de expansin anual de 4.8%. Importa sealar, que la tasa de crecimiento registrada por las ventas minoristas en julio ha sido la ms alta desde marzo de 2001. Esto adems del impulso que le imprime la buena evolucin del crdito al consumo (crecimiento real anual de 46.7% en ese mes), podra ya estar reflejando tambin el mejor comportamiento del mercado laboral. El buen desempeo que se prev en el segundo semestre para la economa en su conjunto (crecimiento promedio de 4.2%) y la estabilidad del gasto en consumo permiten prever una trayectoria creciente de la actividad comercial en los meses por venir. Desde una perspectiva regional, la evolucin de las ventas tuvo un buen ritmo en la mayora de las ciudades. Al concluir julio slo cinco de las 33 que capta la encuesta de establecimientos comerciales presentaban variaciones anuales negativas, aunque en el grueso de stas se aprecia una tendencia a recuperarse en el corto plazo. En las ciudades ubicadas en el centro y occidente del pas la recuperacin de este indicador fue casi generalizada. En las del norte, la mayor presencia de cifras positivas refleja el proceso de reactivacin que vive la regin. En el sur sureste predominaron las altas tasas de crecimiento.

Regional Retailing: A Good Outlook

Retail Sales Are Going for More
The permanence of factors boosting retail sales activity, among which consumer credit and a favorable macro-economic and financial environment stand out, have made possible low interest rates and inflation levels, leading to an increase in the purchasing power of the population and, therefore, maintaining the growth trend that this indicator has shown since the beginning of 2003. Thus, by the end of July 2004, real retail sales of commercial establishments showed an annual expansion rate of 4.8%. It is important to point out that the growth rate of retail sales in July has been the highest since March 2001. This, in addition to the boost that the good performance of consumer credit offers it (real annual growth of 46.7% in this month) could also be already reflecting the improved performance of the labor market. The positive trend foreseen for the second half of the year for the economy as a whole (average growth of 4.2%) and stable consumer spending allow foreseeing a path toward growth in retailing activity in the coming months. From a regional perspective, the performance of retail sales registered a good rate in most of the cities. At the end of July, only five of the 33 included in the survey of commercial establishments showed annual negative changes, even though in most of them, a trend toward a recovery in the short term is evident. In cities located in central and western Mexico, the recovery in this indicator was almost generalized. In cities in the north, the greater presence of positive figures reflects the reactivation process that the region is experimenting. In the south-southeast, high growth rates predominated.

Desempeo Desigual en el Centro y Occidente

Las ciudades asentadas en las regiones occidente y centro (incluye el Distrito Federal y adyacentes) tuvieron en general un buen desempeo en el comercio minorista con resultados positivos en la mayora de los casos. Durante julio de 2004 todas las plazas, excepto Colima, presentaron variaciones anuales positivas en sus ventas. La recuperacin gradual del mercado de trabajo a lo largo de los siete meses transcurridos constituy uno de los factores con mayor peso para estos resultados. Asimismo, contribuy la mayor vinculacin de su aparato productivo con los mercados internos y la reactivacin de la demanda interna. Sin embargo, como la participacin del empleo ha procedido ms del sector servicios que del manufacturero actividad relevante en la mayora de las economas locales, el lento avance en este ltimo acota una mayor reactivacin en urbes como la Ciudad de Mxico y Toluca. Las ciudades con las tasas de crecimiento anual ms altas fueron Cuernavaca, Guadalajara y Zacatecas. El factor dinamizador en el caso de la primera fue el buen comportamiento de la actividad turstica que est volviendo a cobrar impulso; asimismo, influy el proceso de modernizacin de su comercio y la recuperacin paulatina de su planta industrial. En la segunda, fue principalmente la buena marcha del empleo manufacturero, en la tercera, fue la buena marcha de los sectores agropecuario y de la construccin. Por otra parte, aunque con variaciones anuales menores, destaca la firmeza del dinamismo comercial de Quertaro; la reactivacin del empleo manufacturero fue de los elementos primordiales para esta evolucin. En el resto de las plazas con crecimiento, estuvieron indistintamente la buena evolucin de los servicios y de la construccin. Es de esperar un escenario regional de recuperacin generalizada de las ventas en los prximos meses.

Uneven Performance in Central and Western Mexico

Cities located in western and central Mexico (including Mexico City and its adjacent states) in general had a good performance in retail sales, with positive results in most cases. During the month of July 2004, all the cities except Colima showed annual positive changes in their sales. The gradual recovery of the labor market throughout the last seven months was one of the factors with the greatest weight in achieving these results. Moreover, the greater linkage of its productive plant to the domestic markets and the reactivation of domestic demand also contributed. However, being that the contribution of employment has come from the services sector more than from manufacturingan important activity in most of the local economiesthe slow progress in the latter delimits greater reactivation in cities like Mexico City and Toluca. The cities with the highest annual growth rates were Cuernavaca, Guadalajara and Zacatecas. The strengthening factor in the case of the first was the good performance of tourism, which is beginning to resume its driving force; also, the process of retail modernization and the gradual recovery of its industrial plant also had a favorable influence. In Guadalajara, it was mainly the good trend shown by manufacturing employment. In the third, it was the positive trend shown by the agricultural and construction sectors. At the same time, although with lower annual changes, the firmness of the strength of retail sales in Quertaro is significant; the reactivation of manufacturing employment was one of the main elements for this performance. In the rest of the states with growth, the favorable performance of both services and construction contributed. A regional scenario showing a generalized recovery in retail sales can be expected in the coming months. En el Norte, la Recuperacin se Abre Paso

Al cierre de julio de 2004 el balance de las ventas al menudeo en las ciudades ubicadas en los estados del norte del pas fue muy positivo: slo dos urbes presentaron en ese mes variaciones anuales negativas. Esto cobra importancia si se toma en cuenta que estas plazas fueron de las ms afectadas por la recesin de 2001 y eran tambin de las que estaban ms lejos de recuperarse hace algunos meses. A diferencia de lo ocurrido en las otras regiones en la norte, el impulso de la actividad comercial en las ciudades, si bien ha provenido en gran parte del crecimiento del empleo en los servicios que no ha interrumpido su crecimiento, ahora est presente el comportamiento favorable del mercado laboral manufacturero, el cual se ha reactivado en la mayora de las entidades. Dentro de este, el avance que registra la ocupacin en las maquiladoras relevantes para la marcha de la economa en las plazas en que se asienta, ha sido uno de los principales factores para los buenos resultados observados en el comercio de la regin concluido el sptimo mes. Las ciudades ms dinmicas fueron Hermosillo y Monterrey con aumentos anuales en las ventas superiores a 11%. En un segundo plano se encontraron seis urbes ms. Entre los elementos a los que puede atribuirse la mayor actividad comercial en las plazas con crecimiento destaca la buena marcha del empleo manufacturero (en especial el de las maquiladoras) en las entidades a las que pertenecen, el cual se ha sumado a los avances continuos de la ocupacin en los servicios y en la construccin, sectores cuyo buen desempeo vena paliando el deterioro del comercio local propiciado por la continua reduccin del personal ocupado en la manufactura. En las ciudades an con cadas, la tendencia es a superarlas en el los prximos meses.

In Northern Mexico, Recovery Makes Way

At the end of July 2004, the balance in retail sales in cities located in northern Mexico was quite positive: only two cities posted annual negative changes in that month. This is important if it is taken into account that these cities were the most affected by the recession in 2001 and were also among those farthest from recovering just a few months ago. In contrast to what occurred in other regions, in the north, the boost to retailing activity in the cities, even though it has derived to a large extent from growth in services employmentwhere growth has not been interruptedis now present in the favorable performance of the manufacturing labor market, which has reactivated in most states. Within the manufacturing labor market, the progress registered by maquiladora employmentimportant for economic progress in cities where it existshas been one of the main factors for the good results seen in retailing in the region once the seventh month had concluded. The most dynamic cities were Hermosillo and Monterrey with annual sales increases of over 11%. On a second plane are six more cities. Among the elements to which the greater retailing activity can be attributed is the progress made in manufacturing employment (in particular, that of maquiladoras) in the states where they are located, which has added to the continuous progress in employment in services and construction, sectors whose good performance had been mitigating the deterioration in local retailing led by the continued drop in employed personnel in manufacturing. In cities that still have decreases, the trend is to overcome them in the coming months.

En el Sur Sureste Sigui el Buen Ritmo

La actividad comercial al menudeo de la regin sur-sureste se consolid a lo largo de los primeros siete meses del ao. El cierre de julio confirm las seales positivas de los meses anteriores pues, excepto Puebla, todas las ciudades con registro en la encuesta, enclavadas en esta regin mostraron crecimientos anuales en las ventas minoristas, adems de ser altos en la mayor parte de los casos. La marcada vinculacin del aparato productivo regional (preponderantemente terciario) con el mercado interno que lo ha aislado relativamente de los problemas de ciclo externo, la mejora de la actividad turstica en buena parte las ciudades de la regin, estn entre los principales elementos que han favorecido el volumen de la facturacin comercial en esta zona. Otro factor de empuje fue el dinmico avance del empleo en el sector servicios y la mayor actividad constructora en especial la relacionada con el petrleo y el turismo. As, no son de extraar las altas tasas de crecimiento que presenta la mayora de las ciudades enclavadas en esta regin. Los casos de Acapulco y Cancn ventas con crecimientos anuales de 27.3 y 6.9%, respectivamente son ilustrativos del impulso que le imprimen a las economas locales las actividades relacionadas con el turismo. Mientras que en Campeche y Coatzacoalcos (incrementos anuales alrededor de 16%) una gran proporcin del avance puede atribuirse al desempeo de la actividad petrolera. En mayor o menor medida los factores anteriores, complementados principalmente por la mencionada evolucin favorable del mercado laboral en los servicios, estn reflejados en los buenos datos que muestran las ventas en el resto de las ciudades y en la regin en su conjunto. La continuidad y/o mejora de este entorno permite augurar buenas perspectivas para la actividad comercial en la regin.

South-Southeastern Mexico Continued at a Good Pace

Retailing activity in the south-southeastern region consolidated throughout the first seven months of the year. The end of July confirmed the positive signs of the previous months, since, with the exception of Puebla, all the other cities included in the survey located in this region showed annual growth in their retail sales, in addition to being high in most cases. The marked linkage of the regional productive plant (mainly tertiary) with the domestic marketwhich has relatively isolated it from problems of the external cycleto a large extent the improvement in tourism in cities of the region, are among the main elements that have favored the retail billing volume in this area. Another driving factor was the marked progress of employment in the services sector and greater activity in construction, particularly that related to oil and tourism. Thus, the high growth rates presented by most of the cities located in this region are not surprising. The cases of Acapulco and Cancn sales with annual growth of 27.3% and 6.9%, respectivelyillustrate the boost that tourism-related activities give local economies. In Campeche and Coatzacoalcos (annual increases of around 16%) a large share of the progress made can be attributed to the performance of the oil industry. To a greater or lesser degree, the previously mentioned factors, mainly complemented by the referred favorable performance of the labor market in services, are reflected in the positive data shown by sales in the rest of the cities and in the region as a whole. The continuity and/or improvement of this environment allow foreseeing a favorable outlook for the regions retailing activity.

Buen Paso Tambin en Otros Indicadores

Las Ventas Automotrices Mantienen su Crecimiento
En enero-junio de 2004 el mercado interno de automotores fue bastante dinmico. Las ventas al menudeo de autos y camiones ligeros totalizaron en el semestre 508.5 mil unidades, 48.3 mil ms que las comercializadas en igual periodo de 2003 (expansin anual de 10.5%). Este comportamiento estuvo favorecido por la creciente aceptacin de los camiones ligeros (22% de crecimiento anual), el mayor dinamismo de la economa, la estabilidad de las variables financieras, las mltiples opciones de financiamiento existentes y una amplia variedad de nuevos modelos en oferta (cerca de 40 ms que un ao antes). En lo estatal fueron patentes los avances: en el grueso de las entidades (28) las ventas fueron superiores a las del ao anterior en igual lapso. Destaca la recuperacin de los grandes vendedores Distrito Federal, Estado de Mxico, Nuevo Len y Jalisco los cuales haban concluido 2003 con crecimientos anuales marginales o incluso con cada (los dos primeros). En conjunto en el semestre, dichas plazas llevaban vendidos 22 mil vehculos ms que en igual lapso de 2003. Un hecho a destacar, sobre todo si se considera el tamao de sus mercados, fueron sus atractivas tasas de crecimiento en el periodo (vase cuadro respectivo). En cuanto a dinamismo, los mayores avances tuvieron lugar en las regiones norte, occidente y centro, acordes con el buen comportamiento que presenta en stas el mercado laboral. Zacatecas, Guerrero y Baja California destacaron con los registros ms altos. En la parte an con cadas estuvieron Durango, Hidalgo, Campeche y Tlaxcala. Las buena evolucin que se prev para el mercado de automotores en lo que resta del ao, apoyado por el lanzamiento de los nuevos modelos y el buen ritmo del consumo, hace pensar en un proceso de expansin generalizado.

In January-June 2004, the automobile domestic market was quite dynamic. Car and light-truck retail sales totaled 508,500, units in the first half of the year, 48,300 more than those sold in the same period of 2003 (annual growth of 10.5%). This performance was favored by the increasing acceptance of light trucks (annual growth of 22%), greater economic strength, stability in the financial variables, the multiple financing options available, and the wide variety of new models offered (close to 40 more than a year ago). In the states, progress was more than evident: in most of them (28), sales were higher than in the same period the previous year. Outstanding is the recovery of the large sellersMexico City, the State of Mexico, Nuevo Len and Jaliscowhich had ended 2003 with marginal annual growth or even with drops (the first two). As a whole, in the first half of the year, these cities had sold 22,000 more vehicles than in the same period of 2003. Of note, particularly if the size of its markets is taken into account, were its attractive growth rates in the period (see the corresponding graph). In terms of strength, greater progress took place in the northern, western and central regions of Mexico, in accordance with the good performance of the labor market. Zacatecas, Guerrero and Baja California stood out with the highest figures. In the section with drops were Durango, Hidalgo, Campeche and Tlaxcala. The positive performance foreseen for the auto market in what is left of the year, supported by the launching of new models and a favorable consumption rate, leads to expectations of a generalized expansion process.

La Produccin Manufacturera
No obstante que an no se conocen los datos estatales del comportamiento de la produccin manufacturera en julio, la ltima informacin disponible, aunque referida a mayo de 2004, seala que en las entidades para las cuales existen registros, esta variable se ha ido recuperando paulatinamente de sus retrocesos anteriores. As, aunque en dicho mes todava un numero importante de entidades presentaba variaciones anuales negativas, la evolucin que mostr el indicador agregado al cierre del sptimo mes (incremento de 4.2% anual y seis meses con crecimiento continuo) hace pensar en una perspectiva de reactivacin generalizada en el mbito estatal en el corto plazo. As, pese a que al cierre del quinto mes segn el INEGI la actividad segua con deterioro en siete de los 17 estados para los cuales hay informacin (ver cuadro de Otros Indicadores al final del documento), en general las cadas anuales, excepto las de Puebla, estaban cerca de revertirlas y es muy posible que Coahuila y Durango que presentaban retrocesos anuales de 1.4 y 0.7% lo hayan logrado en junio-agosto y Morelos est cerca de hacerlo. Por otro lado, es de destacar dada la importancia que tienen dentro de la industria de la transformacin del pas, el hecho de que el Estado de Mxico y Nuevo Len hayan abandonado sus cifras negativas desde finales de 2003 y que Jalisco se encamine a buen ritmo a la senda del crecimiento. En el caso del Distrito Federal, aunque el volumen de la produccin delinea una tendencia alcista, habr que esperar ms tiempo para ver tasas de incremento. Manufacturing Production
Despite the fact that the state data on the performance of manufacturing production in July are still not known, the latest information available, although with reference to May 2004, indicates that in states for which there is information, this variable has been recovering gradually from its previous regressions. Thus, even though in that month, an important number of states were posting annual negative changes, the performance that the aggregate indicator showed at the end of the seventh month (an annual 4.2% rise and six months of continuous growth) leads to expectations of an outlook of generalized reactivation in the state environment in the short term. Thus, even though at the close of the fifth month, according to INEGI, activity continued to deteriorate in seven of the 17 states for which there is information (see chart on Other Indicators at the end of this document), in general the annual drops, except those of Puebla, were close to being revertedand it is quite possible that Coahuila and Durango, which were showing annual regressions of 1.4% and 0.7%, had achieved it in June-August and Morelos is close to doing so. At the same time, their importance within the manufacturing industry of Mexico, the fact that the State of Mexico and Nuevo Len had left their negative figures behind since the end of 2003 and that Jalisco is en route to showing a good growth rate should be noted. In the case of Mexico City, although the production volume is indicating a rallying trend, more time is necessary to see growth rates. Given the high non-oil export rate (annual growth of 26.2% last August), a generalized recovery is expected in manufacturing production in the states in the last quarter of the year.
