The Illinois Science & Technology Coalition works to cultivate innovation and technology-based economic development in Illinois. As the only organization representing the full range of science and technology activity in Illinois, our mission is to: Foster public-private partnerships to develop and execute research, development, and innovation (RDI) projects. Advocate for funding for RDI initiatives. Collaborate with public and private partners to attract and retain RDI resources and talent in Illinois.

Dear Colleagues, I am happy to report that over the last year the ISTC has advanced our goal of making Illinois a recognized global leader in science and technology. We have enhanced our prole, increased resources for research, development & innovation in Illinois, expanded our advocacy efforts and initiated new programs. These accomplishments have allowed us to make a signicant impact in Illinois. A few highlights from 2011 include: Increased collaborations with international partners to cultivate economic opportunity and attract investments to support research, development and innovation in Illinois. Worked with the State of Illinois to launch Data.Illinois.gov, providing access to public data in a format that allows software developers to easily design mobile apps. Partnered with members of the Illinois General Assembly to support the passage of the Technology Development Account II, providing capital and technical resources to technology-focused start-up companies in Illinois. In partnership with the Illinois Innovation Council, the ISTC and partners launched the Illinois Innovation Index, a monthly informational source to measure, index and communicate Illinois performance as a global source for innovation. Partnered with the Illinois General Assembly to establish the Illinois Research, Development & Innovation Caucus, a focused group of legislators committed to stewarding economic development in Illinois through science and technology. As a core component of our mission, the ISTC collaborates with universities, federal laboratories, public sector entities and international partners on projects to further develop and expand Illinois energy ecosystem. In 2011, these included:

Smart Grid Development and Deployment

In 2011, the Illinois Smart Grid Regional Innovation Cluster (ISGRIC) completed its rst year of organized operation with impressive metrics on businesses counseling, training, mentoring and technical assistance. ISGRIC is led by the Illinois Institute of Technology, the ISTC, Clean Energy Trust and O-H Community Partners. Based on the strength of year one performance, ISGRIC was renewed for a second year of funding by the U.S. Small Business Administration.

Below are highlights from 2011 of Cluster supported businesses. ISGRIC company Intelligent Generation secured a multi-home pilot program with Commonwealth Edison. ZBB Energy, a small energy storage business, entered into a $600,000 project to install a 500 kWh Zinc Bromide Flow Battery on the Perfect Power microgrid at the Illinois Institute of Technology. This development allowed the microgird to be used as a testbed for the rst deployment of its kind in the U.S. Smart Grid Network was started as a direct result of ISGRIC activity in Illinois. The spin-out of cluster small business Adica, LLC will serve as the countrys rst smart grid social network. ISGRIC company Power2Switch secured venture funding, allowing them to continue to add capacity, and advance their position as a leader in electricity price comparison.

Electric Vehicles

Efforts to align electric vehicles (EV) resources in Illinois yielded great results in 2011. The ISTC facilitated co-investment by the State of Illinois and the City of Chicago to ensure coordinated regional electric vehicle infrastructure deployment. The joint StateCity investment leveraged a 3:1 investment from the selected private vendor. Under the plan, 70+ level III fast charging stations and 200+ level II charging stations will be deployed in the Chicago region by Spring 2012.

With the charging infrastructure now coming online, our goal of attracting related investment is starting to gain traction. In early July, the charging network developer, 350Green, announced a comprehensive list of charging locations. Then on July 19th, Nissan announced expedited delivery of their new EV product, the Leaf to Illinois. This was followed a few days later by Walgreens announcement of an $8.9 million national EV infrastructure rollout that will result in 800 new stations. And, all of this followed the work announced in February of a Memorandum of Understanding between the State of Illinois and Mitsubishi Motors North America that will translate to the deployment of 1,000 EVs in Illinois over the next 3 years. The MOU also establishes the long-term goal of EV production in Illinois.

When powered by non-polluting sources of electricity, electric vehicle deployment results in a 2069% decline in 2030 greenhouse gas emissions from U.S. light-vehicles over 2005 levels. Emissions are 847% lower when electric vehicles are charged using the current electricity grid.

Illinois Smart Buildings Initiative

The Illinois Smart Buildings Initiative (ISBI) continued to illustrate the potential upside in the application of technology to energy management practices. This project, a collaboration between Korean innovators Korea Telecom, LGE, and Nara Controls and Chicagobased property manager Draper and Kramer, the ISTC, and the Citizens Utility Board. When launched, the ISBI will be the rst of its kind multi-building ancillary services and energy efciency project. The ISBI will showcase the opportunities for demand side participation in PJMs ancillary service markets using advanced communications, control technology and energy efcient equipment installed in several multi-unit residential buildings and one commercial ofce building.

After extensive planning and systems analysis, in September 2011, project partners performed investment grade energy audits in candidate buildings. The data and ndings of the audits are now being used to design building, equipment and energy management software improvements. In 2012, equipment installations will begin and a networking operating center (NOC) will come online to manage energy across the multibuilding platform. The NOC will also have the ability to receive and transmit signals to regional energy markets, thus allowing the buildings to optimize energy use against prevailing market prices.

2 Research, Development and Innovation


Research, development and innovation (RDI) have long been hallmarks of the Illinois economy. As home to approximately 440 corporate laboratories and more than 200 institutions of higher education, groundbreaking research is a cornerstone for our state. In 2011, the ISTC partnered with public and private leaders and organizations to cultivate innovation-driven economic development, and keep Illinois competitive in the global marketplace.
Illinois Innovation Council The Illinois Innovation Council (IIC) was convened by Governor Pat Quinn in February 2011 to identify and advance strategies that accelerate innovation, economic growth, and job creation. The Illinois Science & Technology Coalition serves as the administrative home of the Council and supports the execution on all IIC-related efforts. In 2011 the IIC focused on promoting the role and importance of innovation in economic development. Many of the Councils efforts are advanced through the Illinois Innovation Network (IIN), a common platform through which startups, innovation-driven enterprises, service providers, research institutions, colleges, universities and community leaders connect, share ideas and market tools and resources to accelerate the growth of businesses and industries in the Midwest. Council supported initiatives, to date, included Data. Illinois.Gov and the Apps for Metro Chicago, Illinois Competition and the Illinois Innovation Index, a monthly digital product to bring new insights and metrics to businesses, investors, researchers, policymakers and educators about innovation and entrepreneurial activity throughout Illinois.

Illinois Innovation Index

As part of the Illinois Innovation Councils duty to recommend criteria to measure, index and communicate Illinois performance as a global source for innovation, the IIC has supported the creation of the Illinois Innovation Index. The Index is collaboration product of the Chicagoland Chamber of Commerce, the Chicago Metropolitan Agency for Planning, the Illinois Science & Technology Coalition and World Business Chicago. Each month, the Index features innovation metrics along with news and statistical insights. These metrics will be aggregated into a comprehensive Illinois Innovation Index report on an annual basis. The Index is distributed to nearly 7500 readers and has been been featured in the Chicago Tribune, Crains Business Chicago and numerous other publications.

OpenData and Apps for Metro Chicago, Illinois

The State of Illinois Open Data site, Data.Illinois.Gov, is a searchable clearinghouse of information from State agencies that helps to inform residents about the operation of state government and encourage the creative use of state information, including the development of applications for mobile devices that can be built around available data. Since its launch in June, Data. Illinois.gov has federated with the Federal Governments Data.gov site, adding nearly 5000 datasets from federal agencies including the Census Bureau, Environmental Protection Agency, Bureau of Labor Statistics and US Department of Education. Illinois is the second state to provide this federated access and only the fourth overall to have a state open data portal.

The ISTC has also partnered with several organizations on Apps for Metro Chicago Illinois, an application development competition, that continues the historic open data efforts taking place in Chicago, the Chicago metro area and throughout Illinois. The competition calls on developers to create applications using State, City of Chicago and Cook County data sets that have been made available, in hopes of creating new applications that will make profound impacts on the way residents enjoy their lives. Dozens of private companies are also engaged in the effort, including Motorola Mobility which sponsored the apps competition.

For the past 20 years, 1 out of every 20 domestic patents has been issued to an Illinoisan.

Policy Awareness

Science & Technology Leadership Forums in Washington In partnership with U.S. Representatives Judy Biggert, Jerry Costello and U.S. Senator Richard Durbin, the Illinois Science & Technology Coalition and our members organize and host an educational series for the Illinois Congressional Delegation in order to enhance understanding of the role and contributions provided by Illinois research & development institutions. In 2011, the ISTC organized ve Forums and hosted the rst annual Illinois Research, Development and Innovation Day on Capitol Hill. The ISTC was pleased to welcome RDI and industry leaders from Argonne National Laboratory, Fermi National Accelerator Laboratory, Illinois Institute of Technology, National Center for Agricultural Utilization Research, Northern Illinois University, Northwestern University, University of Chicago, University of Illinois, Eli Lilly Research Laboratories and Eaton Electrical.

The Research, Development & Innovation Caucus in the Illinois General Assembly After detailed strategic planning and with strong support, the Research, Development & Innovation (RDI) Caucus of the Illinois General Assembly was ofcially formed on March 2, 2011. The mission of the RDI Caucus is to steward economic development and job creation in Illinois through science and technology. The Caucus is an independent forum for education and idea generation in the General Assembly, comprised of members from both chambers and parties. At the direction of the Caucus, the Illinois Science & Technology Coalition has provided technical assistance and analytical support. Topics focused on issues and opportunities for innovation-driven economic development, intelligence and analysis of federal funding trends and informational workshops specic to pending legislation such as the Power Grid Modernization Act, the Research and Development Tax Credit and the Technology Development Account II.

3 Nanotechnology
Nanotechnology is a building block for high-growth economic sectors including next generation materials, biotechnology and medical devices, electronics, energy generation, among others.

Illinois Nanotechnology Collaborative

In 2011, the ISTC advanced the development of the Illinois Nanotechnology Collaborative. Activities included: seating four members to the Nanotechnology Advisory Board. The Advisory Board convened its rst meeting on August 10, 2011 and engaged the Illinois Department of Commerce and Economic Opportunity as a partner in the development of Illinois nanotechnology assets and strategies for making nanotechnology an economic driver in Illinois.

4 Food Innovation
Illinois has over 26 million acres of farmland and is home to more than 76,000 farms, creating products that are shipped both globally and locally. (U.S. Department of Agriculture)

Food Innovation and Entrepreneurship

In 2011, ISTC co-organized a food safety and innovation meeting at the Federal Reserve Bank in Chicago that brought together panelists from industry and government to discuss the importance of the food industry to our region. The ISTC also established a Food Innovation Advisory Board and started work on a strategic plan to promote food entrepreneurship and innovation.

5 Biotechnology and Life Sciences


Illinois is a center for biotechnology and life sciences. The Illinois biotechnology cluster includes nearly 2,000 establishments and over 57,000 employees; it is supported by Illinois federal labs as well as the states world-class research universities. International Collaborations

In September, the ISTC joined Governor Quinn and a delegation of civic and business leaders on an economic and business trade mission to China where the ISTC and iBIO joined forces to enter into a memorandum of cooperation with the Shanghai Biopharmaceutics Industry Association. Under the MOC, the Illinois partners and the SBIA will explore business, research and academic partnerships.

Showcasing Biotechnology and Life Sciences

At the 2011 BIO International Convention in Washington, D.C, the ISTC presented as part of panel discussion on bio safety. During the convention, Illinois Governor Pat Quinn was named BIO Governor of the Year for accomplishments in biotechnology and in celebration of his commitment to innovation.

The Illinois Smart Grid Regional Innovation Cluster (ISGRIC) announces the selection of 10 companies to participate in its multi-tiered Innovation Acceleration Platform. ISGRIC is an advanced collaborative ecosystem that seeks to attract and support smart grid innovators in order to enhance market opportunities, accelerate business and product development, create jobs and advance development of a smarter grid. Governor Quinn announces new business network to help entrepreneurs connect with services providers to launch and grow businesses in Illinois.

University of Illinois President, Michael Hogan elected chairman of ISTC Board of Directors. The City of Chicago awards $1.9 million contract to rm 350Green to install 280 electric vehicles charging stations in Chicago and surrounding suburbs by the spring of 2012.

The Biotechnology Industry Organization presents Illinois Governor Pat Quinn with the 2011 Governor of the Year Award in recognition of his leadership and support of the biosciences industry. Apps for Metro Chicago, IL competition awards rst round Innovate Illinois Prize to GoChicago, an application to guide users to interesting sites in the Metro Area. The rst round challenged developers to build transportation themed applications.

Walgreens announces plans to install electric vehicle charging stations in over 800 of its stores nationwide by the end of 2011, including 30 charging stations in its Chicago area stores. Governor Quinn signs Technology Development Act II to boost Illinois technology sector. This public law replenishes the Technology Development Account, which provides capital to venture rms that invest in companies here in Illinois.

Apps for Metro Chicago, IL second round winner iFindit uses open data to allow those in need to identify nearby sources of food, shelter and medial care throughout the state. The second round competition challenged developers to build community themed applications

New beginnings

State of Illinois launches Open Data website to provide open access to state data and greater transparency in state government. Illinois Innovation Council begins its work. The Council, chaired by Groupon co-founder Brad Keywell, is comprised of business, academic and civic leaders who work to ensure Illinois remains on the cutting-edge of the global economy. Illinois Innovation Index launches to communicate Illinois performance as a global source for innovation.

ISTC hosts second annual Research, Development & Innovation Day in Springeld. ISTC hosts Smart Grid Done Right Panel for members of the Research, Development & Innovation Caucus in Springeld.

ISTC hosted Illinois Research, Development and Innovation Day on Capitol Hill. The ISTC was pleased to welcome RDI and industry leaders from Argonne National Laboratory, Fermi National Accelerator Laboratory, Illinois Institute of Technology, National Center for Agricultural Utilization Research, Northern Illinois University, Northwestern University, University of Chicago, University of Illinois, Eli Lilly Research Laboratories and Eaton Electrical.

ISTC partners with Midwestern Governors Association, Illinois Institute of Technology, Citizens Utility Board, the Environmental Defense Fund, Eaton Electrical, ComEd and others host the Great Lakes Symposium on Smart Grid and the New Energy Economy to showcase the potential of smart grid technology to spur business innovation, create jobs and benet consumers. Illinois Innovation Council sponsors Chicago Ideas Week (CIW) Lab event on Innovations in Manufacturing. This CIW Lab featured conversations between Governor Quinn and Engineered Glass Products CEO Mike Hobbs about the continuing importance of manufacturing to Illinois, and of innovation to revitalizing business.

Working together
ISTC, Tech America, iBio and the Illinois Venture Capital Association join forces to form the Illinois Technology Alliance to encourage job creation through innovation. Governor Pat Quinn and Mitsubishi Motors North America sign a Memorandum of Understanding to support the advancement of electric vehicle and renewable energy technologies in Illinois.

ISTC and partners host a delegation from Korea to advance the Illinois Smart Buildings Initiative (ISBI), the rst smart building project to attempt to combine energy efciency, demand response and building automation.

IIllinois Science & Technology Coalition (ISTC), iBIO, and China-based Shanghai Bio Pharmaceutics Association (SBIA) sign Memorandum of Cooperation to increase economic opportunity in the biotechnology eld. Jones Lang Lasalle forms partnership with Eaton Corp and WESCO Distribution to expand EV charging stations and provide education for property managers interested in investing.
