RESOLUTION No. 1- S.2012 A RESOLUTION CREATING THE GRIEVANCE COMMITTEE TO INVESTIGATE, HEAR, AND DETERMINE THE VERIFIED COMPLAINT FILED AGAINST THE RESPONDENT SK CHAIRMAN OR COUNCIL MEMBER(S) AND RECOMMEND EXECUTION AND ENFORCEMENT OF THE DECISION OF THE C OMMITTEE TO THE CHIEF EXECUTIVE OF THE LOCAL EXECUTIVE COMMITTEE BY VIRTUE OF THE POWER AND FUNCTION OF THE CHIEF EXECUTIVE TO IMPLEMENT, EXECUTE, AND ENFORCE THE OBJECTIVES AND GOALS OF THE FEDERATION PURSUANT TO ARTICLE 9, SECTION 1, PARAGRAPH 4 OF THE 2001 SK AND KK CONSTITUTION AND BY-LAWS _____________________________________________________________________ Introduced by: Vice-President Reniel John Perdido Co-Introducer: all members of the Local Executive Committee WHEREAS, Article 2, Section 2 of the 2001 SK Constitution and By-Laws mandates the organization to give life, meaning and substance to the constitutional mandate on Local Autonomy and Decentralization of Powers; WHEREAS, in Article 5, Section 1, number 4 and 5 of the same Constitution and By-Law allows a the creation of such other bodies or committees as it may deem necessary to effectively carry out programs and activities of the Federation and discuss and decide vital issues affecting the Federation and Katipunan; WHEREAS, the Local Executive Committee has the duties, responsibilities, and functions to impose disciplinary actions against erring members and provide penalties therefore as stated in article 9, section 1, number 4 of the above constitution and bylaws; WHEREAS, the elected officers of the Local Executive Committee (LEC) of the City Federation is composed of the President, Vice-President, Secretary, Treasurer, Auditor, PRO, and Sergeant-at-Arms; WHEREAS, the President of the Federasyon, being the Chief Executive Officer has the power to implement, execute and enforce the objectives and goals of the Federation and impose sunctions upon the recommendation of the Local Executive Committee against the SK Chairman or other officers of their respective pederasyon who are respondents of a verified complaint as stated in article 8, section 1, paragraphs a, f, and g of the above-mentioned Constitution and By-Laws; WHEREAS, there is a need to organize the Grievance Committee which shall investigate, hear, and determine the verified complaint filed against the respondent SK Chairman or Council Member(s) and recommend decision to the Local Executive Committee which the latter shall in turn recommend to the Chief Executive Officer for the implementation, execution, and enforcement of the decision of the Committee; WHEREAS, the members to compose the Grievance Committee are as follows: a. The seven (7) Officers of the Local Executive Committee b. The Director of the City Department of the Interior and Local Government or his duly appointed representative c. The President of the Liga ng mga Barangay or his duly appointed representative

d. The Officer-in-Charge of the Barangay Operation Center or his duly appointed representative, e. A representative from the Office of the City Secretary who shall take note of the proceedings of the committee hearings, and f. The four (4) SK Districtrict Federation Presidents of the four Congressional District of Quezon City, WHEREAS, the conduct of investigation, determination, and recommendation of the Grievance Committee shall abide by the Grievance and Appeals Policies and Guidelines of the Quezon City Sangguniang Kabataan Federation; NOW THEREFORE, BE IT RESOLVED, AS IT IS RESOLVED BY THE LOCAL EXECUTIVE COUNCIL OF THE SANGGUNIANG KABATAAN FEDERATION OF QUEZON CITY IN REGULAR SESSION ASSEMBLED to create the Grievance Committee to investigate, hear, and determine the verified complaint filed against the respondent SK Chairman or Council Member(s) and recommend execution and enforcement of the decision of the Committee to the Chief Executive Officer of the Local Executive Committee by virtue of the power and function to implement, execute, and enforce the same pursuant to Article 9, Section 1, paragraph 4 of the 2001 SK and KK Constitution and By-Laws. RESOLVED FURTHER that a copy of this Resolution be furnished to all Barangay Offices, Sangguniang Kabataan concerned, the President of the Liga ng mga Barangay, Officer-in-Charge of Barangay Operations Center and the Director of the DILG, Quezon City.
