Barcoo Amateur Swimming Council assists junior sports Club take on Alpha
The Blackall Amateur Swimming Club travelled to Alpha recently for their annual swimming carnival, with six swimmers and five parents. Zach Frost won first place in backstroke, butterfly, breaststroke and the individual medley and second in freestyle. Zach made five personal best times and was the age champion for the twelve-year olds. Jemma Jones swam a third in freestyle, breaststroke, butterfly and the individual medley and made three personal best times. Lily Richardson won a third in breaststroke and made three personal best times. Bridget Dendle made four personal best times, while first time carnival swimmers Wendy Carter and Anika Bird both received three personal best times. The swimming club would like to thank the Blackall Tambo Regional Council for the use of the bus, Steven Bird for driving the bus and Grahame Schluter for the use of his personal trailer for the trip to Alpha. The Blackall Swimming club will take a short break and resume on Thursday, February 2 2012, and would like to wish everyone a merry Christmas and a safe and happy new year. The Blackall Tambo Regional Council is pitching in to help encourage junior sporting competitions between Blackall and Tambo, agreeing to make the council bus available for transportation between the two towns. When discussed at Tuesdays meeting, council agreed that the provision of a bus could be one way to encourage more youth to participate in sports competitions by providing them with transportation. Councillor Grahame Schluter said he hoped the move would help encourage local youth to get active. We want to try to promote sporting activities again rather than just sitting in front of a box or a mobile phone, Cr Schluter said.

Resolution to saleyards dramas

by Victoria Nugent
After months of conflict regarding the Blackall saleyards, the Blackall Tambo Regional Council has come to a resolution following an operational review and an economic impact study prepared by the Livestock Exchange Consultany (LEC). Early in the morning, the council went into committee to discuss the matter, before deciding to revisit the discussion at 3pm, at which time the resolution was announced. Following recommendations from LEC, council resolved that it would remain at arms length from sales activity at the Blackall Saleyards and authorise CEO Ken Timms to negotiate a formal agreement with the Blackall Livestock Auction Association (BLAA) by 10 January 2012 to conduct future livestock sales at the Blackall Saleyards. The agreement will be subject to annual review and will include making sure that BLAAs membership policy is not overly restrictive and provides the opportunity for all agents operating within the boundaries of the council region to become members of the association. Council further stipulated that if an intending member otherwise meets all membership criteria their application for membership cannot be refuted by lack of a seconder to any motion proposing such membership. This clause reflects an incident earlier in the year when Barron Agencies application for membership was rejected following the inability to secure a seconder. BLAA will also be required to have a robust code of conduct with ethical standards that can be rigorously enforced upon all members with council requiring that any member not complying with the code can have their membership removed. Key performance indicators (KPI) for sales at the yards will also be developed and included in any contract with BLAA with council requiring that the sales volume at the yards be maintained or be increased over time. Contracts will also need to include a schedule of agents responsibilities. Council rejected a recommendation for all bull sales dates to be booked via the Blackall Livestock Auction Association and will instead continue to have the Saleyards Manager accept bookings for bull sales on days other than regular livestock sale days. Regular auction sales of prime and store cattle will continue to be conducted each Thursday with recommendations for any change to be initiated by BLAA or the saleyards manager. Operations at the Blackall Saleyards, including stock handling and stock feeding will continue in their present form for the time being, Required works outlined in the 2010 Worksafe review will also continue with Mr Timms to have the Quality Assurance Manual updated and arrange a new training session with the aim of achieving Quality Assurance accreditation by mid 2012. continued page 3

FROM THE MAYORS DESK

The Christmas Tree Festival held in the Anglican Church has been very well supported by Blackall business houses, the schools, many groups, clubs and individuals with all manner of Christmas trees on display. It is a great pleasure to see the spirit of Christmas embraced by the community as we are on the countdown to Christmas now. The Blackall Tambo Regional Council Christmas celebrations will be held in Tambo on December 9 and in Blackall on December 16. The Minister for Local Government the Hon Paul Lucas MP has still not given his assent to the recommendations made by the Electoral Commission in regard to an increase in the number of councilors to represent the electorate and the question of divided or undivided elections for the Blackall Tambo Region. There will be further councilor training offered by the Department of Local Government and Planning held here in Blackall on December 6 at 5:30pm in the Blackall Tambo Boardroom for prospective councilors who are contesting the next local government election in March 2012.

Rain washes out Dismal Creek Saleyards solution continued from page 1 plans for Jericho Road Also present at Tuesdays council
A large rain event in the headwaters of Dismal Creek has cut the Jericho-Blackall Road and delayed work on a new crossing being constructed. Blackall Tambo Regional Council CEO Ken Timms said up to seven inches of rain brought a huge amount of runoff down the creek, greater than locals had seen for many years. Council had established a sidetrack so work could be done on culverts for the new crossing, but the sidetrack has been washed out, Mr Timms said. The rain came a week too early, which is nature I guess. Council is positive it can get the road between the two towns open again by next week, so long as there are no more big falls of rain. It wont be the smoothest ride but it will be trafficable, Mr Timms said. In the meantime, work on the new crossing will have to be deferred until its dry enough to create a base for a seven-barrel culvert. If the weather had held off we were hoping to seal it all before Christmas, Mr Timms said. Thats not going to happen now. Blackall-Tambo mayor Jan Ross said the crossing at Dismal Creek would be a major improvement for people using that road once it was complete. The rain, seven inches, was very large and unexpected, she said. We are working to repair the sidetrack as soon as possible so residents can have access. We live in a land of extremes and regret any inconvenience thats come about. meeting was president of BLAA Paton Fitzsimmons who made a deputation to the council meeting in the morning regarding BLAAs plans to alter their business plans. Paton told council that BLAA was becoming a company limited by guarantee with new policies yet to be developed. The constitution wont change but the financial capacity of BLAA and the business will change, Paton said. Mayor Jan Ross said council had asked Paton to the meeting as they had not had a recent update on BLAAs process. We just wanted to know what youre doing, Cr Ross said. Its been an issue for us and weve heard nothing. BLAA met with a legal firm from Brisbane on Wednesday afternoon to begin the process of converting the association to a company limited by guarantee. Manager of Barron Agencies Jeremy Barron said he welcomed the decision to dispense with the need for a seconder. I think its fair and I see common sense has prevailed, Jeremy said. Jeremy said he believed that Barron Agencies would now be able to become a part of BLAA. Its a lot closer than weve been to being able to sell at the yard, Jeremy said. We plan to abide by all guidelines and codes set down by BLAA.

Ashley uses YouTube to speak New projects ahead at Blackall State School directly to consumers
Direct contact with the people who buy the cattle and eat the beef produced at Darracourt is the aim of Blackall producer Ashley Adams. Ashley has been using his smartphone to take videos of his stock in the paddock and property yards for the last six months, prior to sending them in for sale at the Blackall saleyards. The technology is available, we should be using it, he explained. I do an accompanying voiceover description and it can all be accessed by the potential buying public. With over 100 hours of video being uploaded to the internet sharing site every hour, Ashley is one of many who recognise the potential on offer. He sees a number of advantages, including showing the animals in their natural environment, being able to demonstrate their temperament, and that its available for free to view any time. It doesnt cost me any labour and I can have full control, and can write my own script, Ashley said. In one afternoon his video had 56 hits before the sale of 245 of his steers. I dont know who they are or where this will end up; all I know is this is where people go back to nowadays. Weve got to be the masters Blackall State School has been successful in obtaining a $38 000 grant from the federal government for the National Solar Schools Funding initiative. Principal Mr Jason Smith, in conjunction with the Blackall State School P and C Association has approved the upgrading of the schools existing solar panels from 2kW to 4kW, the purchase of 3 rainwater tanks, office ceiling fans and window tinting for senior teaching areas. Mr Smith has also received some very promising news regarding the next stage of the Multi-Purpose Centre. He has been informed that the $220 000 Smart Schools Subsidy Scheme grant he applied for earlier in the year to complete the second court, has been successful through two panels and is now waiting for approval from the Minister of Education. Another project is well underway with Blackall Tambo Regional Council CEO Ken Timms (CEO, BTRC) and Mr Smith signing a Memorandum of Understanding on Tuesday regarding the use of Blackall State Schools gym equipment to establish a community gymnasium. Mr Smith said it was a project he had been passionate about seeing resolved before his departure from Blackall. The number of community members who have expressed an interest in accessing a community gymnasium is extraordinary, Mr Smith said. I feel very proud that Blackall State School can offer the council use of our equipment to benefit the wider community. The community gym will be established early in 2012, as soon as council finds an appropriate location. Mr Smith will depart Blackall State School on Friday afternoon, taking up the principal position at Mount Tamborine. Mr Smith said he would like to sincerely --Sally Cripps thank everyone in Blackall who made him and his family feel part of the community. Ill treasure my time in Blackall with great fondness of the town and a new found respect and admiration for people who work and live on the land, Mr Smith said. The last three years have been the best years in my 13 year teaching career and I look forward to actively pursuing a beach to bush outback experience for my coastal students, so they also can taste the good life, he said I will catch up with you all when I return Ashley Adams is using online video sharing site YouTube to showcase next year to attend the presentation and formal evenings. his beef cattle before sale. Page 6 - The Barcoo Independent, Friday December 2 2011 of this game. Another positive to using internet video sharing according to Ashley is that it is creating a profile of his property and product in the process, educating consumers and giving them an insight into the production methods of producing the beef he sells. He markets his beef under the Tendabeef brand as beef bred for the consumer and now offers meal sized packs as well as 20 kilogram packs, all processed at the Oakey abbatoir after being finished on a silage ration at a familyowned feedyard on the Darling Downs. The Barcoo Hotel in Blackall has been offering Tendabeef in its Sunday night menus, which Ashley says has been a success. Last time they sold 76 meals, he said. I just find it interesting to market this way. I like people to enjoy meat, and now people in town are asking me for it, which is good too. I like the idea of a local product being available in a local town. Ashley supplied the Blackall Heartland Festival with its beef requirements this year, where it was showcased in a number of ways at the Food Fiesta and at the Tambo Cup race meeting.

Bob thrilled to meet Dolly

Blackall country music devotee Bob Harvey has had a dream come true and been able to meet the Queen of country, Dolly Parton in person. Thanks to his daughter Sandra Allen, who entered a meet and greet competition on the Dolly Parton fan club website, Bob was able to go backstage and say hello to the star just before her third Brisbane show on Sunday night. He had already watched her perform on Saturday night at the Brisbane Entertainment Centre. It was very brief just before she went on stage, Sandra said. He told her that it was great to meet her and that she was one in a million. I have never seen my dad so nervous but when he came back he was all smiles.

Sandra said her father had introduced her to Dollys music when she was young. My earliest memories are of Dad playing the guitar and singing to me and teaching me to sing Coat of Many Colours so I rang him straight away when I heard I had won the chance. When I realised it was only for one it was not a hard decision to send Dad along. I repaid the favours he gave me by giving him the opportunity to meet Dolly. According to Sandra, after a brief exchange Dolly was pleased to hear that Sandra had visited Dollywood in the United States she gave him her best wishes then ran on stage and started singing.
