Hitting home runs for a buddy

As Barry Buchowski, 18, belted
his third home run in Chase Sta-
dium, home of the Arizona Dia-
mondbacks, one of his biggest
fans cheered and screamed as he
watched on a television thou-
sands of miles away.
Anthony Ambrose, 9, cant play
baseball anymore, but his love for
the game hasnt dulled at all.
The third-grade student at
South Valley Elementary had to
give up the game when his cere-
bral palsy made it too difficult to
play. However, the Yankees fan
still loves the sport and was hon-
ored by his good friend when Bu-
chowski chose Anthony as the
student he would represent in the
Sixth-Annual Power Showcase In-
ternational Finals.
One of the top high school
baseball prospects in the country,
Buchowski belted three home
runs in the international compe-
tition the farthest going 412 feet
in honor of Anthony. Buchows-
ki was chosen to represent the
state by the competition, which
informed his coach that he would
be selected for the showcase.
Its a great experience to go
out there and to help out Anthony.
It was just a great time for me. I
got a phone call after I was fin-
ished hitting from Anthonys
mom. You get a great feeling and
it compares to nothing else in the
world, Buchowski said. Ive
known Anthony for a few years
now. I helped him out with anoth-
er fundraiser in town a while ago.
I told him that I was going out to a
home run derby and I told him I
wanted to represent him. I felt ob-
ligated to represent him because

Working against a deadline
of the end of January,
Moorestown Township council
members agreed to move
ahead with a reassessment of
township properties to better
adjust the towns overall prop-
erty value.
Township Manager Scott
Carew stressed to council
members that a decision on
the reassessment needed to be
made before the month was
out for the changes to take ef-
fect in 2012.
Carew said the reassess-
ment would do two things,
namely mitigate the tax ap-
peals due to the economy and
mitigate tax appeals due to the
revaluation that was complet-
ed in 2007.
The reassessment will help
level it all out, Carew said.
Carew stressed the reassess-
ment would not be bringing in
more taxes for the township.
The tax rate would likely go
up, he said, but the total
amount of taxes being brought
in would not change.
Taxes will go up for some,
stay the same for others and
decrease for others as well, he
said. Its not a magic pill to de-
crease taxes throughout the
entire township.

three or four years now.
Buchowski, a junior at St. Au-
gustine Prep, is already receiving
attention from Major League
Baseball teams. The Cleveland In-
dians, the Detroit Tigers and the
Minnesota Twins have already
scouted the catcher for the 2013
draft.
But to Anthony?
Barry is just simply a good
friend.
I thought it was very nice of
him. I didnt think he would pick
me to do it. I thought he would
pick someone else, Anthony
said.
During the interview he was
wearing one of Barrys jerseys.
Im very proud of Barry for
hitting the three home runs. It
was great, he said.
Anthony said it was great to
watch Barry hit home runs in his
honor at the showcase.
State Sen. Dianne Allen hon-
ored the duo last week, as she per-
sonally invited both of them to
her office.
She awarded Barry with a cita-
tion for representing the state in
the derby and talked politics with
Anthony.
Anthony is extremely into poli-
tics, as he met Gov. Christie last
year to discuss special education
in school districts throughout the
state.
It was unbelievable to meet
one of the senators of New Jer-
sey, Barry said. To be able to
represent Anthony and the state
of New Jersey, I couldnt be hap-
pier.

Both financial manager Tom
Merchel and tax assessor David
DeKlerk supported the decision
to go through with the reassess-
ment.
Two financial institutions have
given the township estimates for
the revaluation, ranging from
$195,000 to $223,000 for the work.
The cost of the last revaluation
was more than $600,000, because
it hadnt been done for the past 20
years.
It was previously reported that
in 2007, the township underwent a
complete revaluation of its prop-

tunately, the action was taken be-
fore one of the biggest real estate
market crashes in the history of
this country, and in the past four
years the township has lost over
$3 million in tax appeals.
DeKlerk reported that in 2007,
the township lost $37,000 in tax
appeals; in 2008 it lost $1.5 mil-
lion, in 2009 it lost $255,000; and in
2010, it lost $873,000. Finally, so far
in 2011, DeKlerk said the town-
ship has lost $587,000 in appeals.
He estimated that there could
potentially be another $2 million
lost in appeals in the next two
years.
Mayor John Button said the
idea is sound, but the township
needs to disseminate information
to the public about exactly what
the process will entail and what
the reassessment will do to prop-
erty values.
In other township news:
The members of council unan-
imously approved an ordinance
on first reading to amend the con-
sumption and sale of alcohol laws
in the township.
The ordinance will allow for
the sale of alcohol in the town-
ship following a referendum vote
in November that approved the
creation of liquor licenses in the
township.
Township Solicitor Thomas
Coleman said a resolution would
have to be drafted after the ordi-
nance is approved on second
reading.
The resolution would detail the
restrictions and limitations for
the sale of liquor in Moorestown.

organist
Danish organist and pianist
Henrik Bo Hansen will present an
organ and piano recital on Satur-
day, Feb. 4 at 7:30 p.m. at the First
Presbyterian Church, 101 River-
ton Road, Moorestown.
The recitalist, who holds diplo-
mas from three conservatories in
Denmark, will play selections by
Danish composers Carl Nielsen,
Niels Gade and Petr Eben. To
complete the Danish connection,
the organ works will be played on
the churchs Marcussen organ,
which was built in Denmark and
installed here in 1991.
The concert is open to the pub-
lic; a free-will offering will be
taken.
Friends hosting 20th
annual camp fair
Moorestown Friends School
(MFS) will host its 20th-annual
camp fair on Saturday, Feb. 4,
from 11:30 a.m. to 3 p.m. in the
schools field house. This is the
largest camp fair in South Jersey,
featuring dozens of camps.
Admission is free and the event
is open to the public.
The fair is sponsored by the
MFS parent council.
There will be face painting and
other entertainment for children,
and refreshments and lunch will

Closed stacks not the best
cost saving idea for library
In response to the article about cost-sav-
ing ideas for the library in the Jan. 18 to 24
issue of The Moorestown Sun, I would like
to say that I am opposed to the idea of
closed stacks as a way of saving money. I
have found many interesting and useful
things that I wasnt looking for just by
browsing.
For instance, when a specific book on
Chinese cooking was, out I noted its Dewey
Decimal number, went to that area and
found other books on the subject without
knowing their titles or authors.
I know I can find Chinese cooking (17
hits, but Chinese cookbooks gives an
error message!) with a keyword search, at
home or at the library, but I cant see the
table of contents, index or a few recipes.
Does the book have pictures, etc.?
I browse movies, books (non-fiction, fic-
tion, new, CD/tape, childrens) and maga-
zines regularly and find new things I enjoy
all the time.
Some other ways of saving/making
money might be slight increases in late
fees and Friends of the Library member-
ships. Make a list of specific books, maga-
zine subscriptions, audio and video CDs,
other things the library needs, noting their
costs, and ask people to donate the funds to
purchase them.
With brainstorming, Im sure there are
many ways to save/raise money preferable
to closing stacks.

ov. Christie was pretty excited
during his State of the State
Address. Then again, it does-
nt take much to get him excited.
But this time he had reason. The
state indeed has made quite a come-
back. The numbers back up that
claim: job creation, lower taxes, com-
panies moving to the state, etc.
And while the economy remains
Job. No. 1 for Christie and the state,
another of his priorities might well
prove to be the most contentious.
Christie proposed six far-reaching
reforms to the states public education
system: end tenure protection for
weak teachers; remove the least effec-
tive teachers instead of the newest if
layoffs are necessary; attract and re-
tain effective teachers where they are
most needed by paying them more;
ending forced placements; give par-
ents and children in failing schools an
alternative through charter schools;
and establish tax credits to provide
scholarships for low-income children
so that they might be able to attend a
better school.
These are, as the governor noted,
pretty much common sense.
Think of your business, for exam-
ple. Are poor employees protected?
Should you keep the best employees or
those who have been there the longest?
Shouldnt the best employees be paid
more? Should your department head
be forced to take an employee he or
she doesnt want?
And, shouldnt kids have the oppor-
tunity to attend the best schools possi-
ble?
The last several years have been dif-
ficult. As the governor noted, there
was some bitter medicine New Jersey
had to swallow to get better. But it is
getting better.
And hes right when he says the fu-
ture of the state depends on the quali-
ty of education it provides. New Jer-
sey has a history of producing, in
many cases, outstanding students.
These changes will reinforce that his-
tory and expand upon it.

The governors plans for education
reform likely will be opposed in some
quarters. But, if enacted, they will
build upon the states history of pro-
ducing outstanding students.

camps will be represented, in-
cluding day and residential
camps for young people in pre-
school through high school.
There will be camps from the
South Jersey/Philadelphia re-
gion, as well as camps based in
New York, North Carolina, Col-
orado, New Hampshire, Vermont,
Florida and Maine.
The camp fair will also feature
programs that offer opportunities
to travel internationally. For in-
stance, teen participants in Sail
Caribbean receive training in
sailing, scuba diving and marine
biology aboard a 50-foot yacht or
47-foot catamaran.
Global Works runs a service-
based program with internation-
al trips to Central and South
America, Europe, China, Africa
and the South Pacific. Traditional
camps will be present as well as
specialty camps with programs
in art, sports, academic enrich-
ment, advanced science, technolo-
gy and service.
One of the sports camps at-
tending is the Phillies Baseball
Academy, where campers learn
from professional players and
coaches, and get an official tour of
Citizens Bank Park.
An example of an academical-
ly oriented camp focused on sci-
ence is The Discovery Camp at
the Franklin Institute, where kids
explore fields of science such as
chemistry and astronomy
through exhibits, field trips and
outdoor exploration.
MFS is home to ESF Summer
Camps in 2012.
ESF is an activity day camp for
children ages 4 to 15.
ESF also runs The Major Camp
at MFS, where campers problem-
solve, create and innovate while
collaborating with a team on
ideas to solve real-world, practi-
cal issues.
Moorestown Friends School is
minutes from the Moorestown
Mall, at the intersection of Main
Street and Chester Avenue in
Moorestown. Directions to the

camp fair is in the back lot, and
the entrance to the field house is
near the tennis courts.
1040 Food Drive in its
third consecutive year
For the third consecutive year,
the tax preparation and financial
planning firm of Leo K. Casper,
CPA/PFS will be sponsoring a
1040 Food Drive to benefit those
who are assisted by the Food
Bank of South Jersey.
Many families in surrounding
communities are helped by the
caring hearts of others who do-
nate food to those in need.
Casper and his staff are invit-
ing the public to join them in this
effort to fight hunger in the area.
Beginning Feb. 1 through April
17, nonperishable food donations
can be dropped off at their office.
Their goal is to collect 1,040
pounds or more of nonperishable
food during the upcoming tax-
preparation season.
If you would like to contribute
to this cause, please bring nonper-
ishable donations to the office lo-
cated at 110 Marter Ave., Suite
100, Moorestown Township, be-
tween the hours of 9:30 a.m. and
4:30 p.m. Monday through Friday.
Perkins Center
awarded grant
Perkins Center for the Arts has
been awarded a grant of $20,000
by Holman Automotive to support
the arts and arts education pro-
grams.
Such amazing support from
Holman Automotive reaffirms
our commitment to provide a
wide range of creative opportuni-
ties for people of all ages and
every level of artistic develop-
ment, said Alan Willoughby, ex-
ecutive director of Perkins Cen-
ter.
The grant will be shared equal-
ly by the Evergreen Annual Cam-
paign, which supports annual op-
erational expenses, and the Paint
Perkins Campaign, which has set
a goal of raising $40,000 to paint
the exterior of the historic main
building and carriage house at its
facilities in Moorestown.

grant to Perkins Center
Perkins Center for the Arts has
been awarded a grant of $10,000
from the Bank of America to fund
its ARTS (Arts Reaching the Stu-
dents) In-School Residency pro-
gram serving schools in Camden
and Burlington counties.
Through the ARTS Program,
Perkins Center employs teaching
artists in residencies at South
Jersey schools.
ARTS residencies play a criti-
cal role for schools, supporting
state core curriculum content
standards while modeling 21st
century skills and providing stu-
dents with authentic learning,

Moorestown BOE President
On Jan. 17, Gov. Christie signed
legislation that affords communi-
ties the opportunity to change the
annual school board election date
from the third Tuesday in April to
the general election date in No-
vember. Should a community
adopt this change, a variety of is-
sues will arise. The board wants
your input, and this will provide
more detail on some of these is-
sues. Additionally, the boards
website has links to other sources
of information on this topic, in-
cluding Comegno Laws Power-
Point presentation on the
changes detailed in the legisla-
tion presented during the boards
last meeting.
The board will vote on this op-
tion during its meeting on Feb. 3.
This meeting will begin at 7 a.m.
with an executive session. At ap-
proximately 8:30 a.m., the board
will go into public session for the
sole purpose of deciding this
issue.
Since the board became aware
of the potential for this legisla-
tion to become effective, it has
been gathering information and
discussing the pros and cons.
Some of the boards concerns are
highlighted herein.
Duration of the Change
in the Election Date
Should the board decide to
move the annual school board
election to November, the deci-
sion remains in effect for four
years.
Potential Tax Increases;
No Change
No matter when the annual
school board election is held,
school boards are limited to a
hard cap of 2 percent increase
on the local tax levy. A request for
any additional funds creates a
separate question that does re-
quire a vote (often referred to as a
second question). The use of
second questions is strictly limit-
ed by law, and they are most often
used for capital projects.
Cost Savings
The board estimates that it
spends approximately $20,000 an-
nually to run the annual school
board election in April. These
costs are primarily associated
with renting the voting machines,
printing sample ballots, and com-
pensating election personnel. If
the annual school board election
is moved to November, the tax-
payers would save these costs
(there would be one less election),
yet the school budget would con-
tinue to include a cost for elec-
tions. For a November annual
school board election, the board
would pay a share of the cost of
the general election (undeter-
mined at this point).
Increased Voter Turnout
More voters participate in the
November general election than
in the Annual School Board Elec-

tion in April. The board has taken
many steps over the years to en-
courage voters to participate. It
has recently extended voting
hours, and has used the election
as an educational tool through
the development of Project
Democracy. Regardless of when
the annual school board election
occurs, the Board will continue to
drive turnout through its commu-
nications effort. To vote or not to
vote is an individual decision.
Special Interest Groups
The authors of the legislation
that will allow the opportunity for
the Annual School Board Elec-
tion date to change noted that as
the vote tally increases, the influ-
ence of special interest groups on
the outcome diminishes. It would
seem more likely that the impact
of special interest groups will not
change, but that larger special in-
terest groups will exert the influ-
ence.
Voicing an Opinion
on the Schools Budget
Sixty-five percent of your tax
dollars are used in the schools.
Your opinion has counted in the
past. Will your opinion continue
to be solicited by future boards of
education even if the proposed
school budget is less than the cap
and no vote is required?
If the annual school board elec-
tion is moved to November, then
voters will not have an option to
vote for or against the proposed
school budget as is now required
with the April election date. Will
having the ability to achieve an
automatic approval of a 2 percent
increase diminish a board of edu-
cations commitment to financial
prudence? In addition to the
boards thoughtful preparation of
recent budgets, the current board
has been providing multiple op-
portunities for public input at its
budget forums. These meetings
are in addition to the public meet-
ings that are mandated by law.
Will future boards continue to
seek public input above and be-
yond that which is required?
Defeated Budgets
If the annual school board elec-
tion is moved to November, the
school budget will not be subject-
ed to a vote and, therefore, it can-
not be defeated. At present, in the
aftermath of a defeated school
budget, the board works with the

thing of the past if the annual
school board election is moved to
November.
Should the board decide not to
change the annual school board
Election date to November, and
should a future school budget be
defeated, rest assured that the
board will continue to support its
proposals in the face of a defeat,
and work tirelessly with Town
Council to find an amicable reso-
lution.
Lame Duck Sessions
With the annual school election
in April, the board must reorgan-
ize within two weeks. The transi-
tion from the old board to the new
board is relatively seamless, and
pending business is organized to
take this hiatus into account.
Board members whose terms
have expired cease to be active on
the day of the election, and the
successful candidates are gener-
ally sworn in within two weeks
after the election. Therefore,
there is little activity between the
election and the reorganization.
If the annual school board elec-
tion is moved to November, the
legislation requires that the reor-
ganization (swearing in of suc-
cessful candidates) takes place in
January. This introduces an eight
week lame duck session. The
board cannot put its business on
hold for such an extended period,
and the hiatus seems to open the
opportunity for actions that are
not currently of concern. School
is in session and one may expect
that both budgetary and person-
nel decisions will be ongoing.
Politicization of the School
Board/Changing the Board
Candidate Talent Pool
The Moorestown community
has traditionally featured school
board candidates campaigning on
their own. To date, there has been
little assistance from political
parties for candidates vying for a
seat on the board. Campaigns
have been organized by interest
groups, but in a modest way. Po-
tential candidates have not been
discouraged due to the cost of a
campaign.
Should the annual school
board election date be changed,
school board candidates will have
to vie for attention with all sorts
of other issues, including nation-
al, state, county and local issues.
In order for candidates to get no-
ticed and to get their message
across to the voters, a campaign
may require the use of media and
other techniques not now neces-
sary. It is only logical that consoli-
dation of effort is the most eco-
nomical method for distributing
information. All of our political
parties have the capability of pro-
viding such service to their candi-
dates. For many school districts
in New Jersey, this is already rou-

Animal Shelter.
Freeholder Mary Ann OBrien
unveiled the shelters Free Pets
for Vets program, through
which all county veterans may
adopt a dog or cat free of charge.
It is well known that compan-
ion animals can help to reduce
stress, depression and anxiety,
OBrien said. What were doing
is reducing the barriers for adopt-
ing animals for those who, we be-
lieve, will truly appreciate the
companionship.
The typical cost of adopting
from the shelter runs anywhere
from $45 to $100, depending on
whether its a cat or dog, and the
age of the animal. All animals are
neutered or spayed before being
adopted out.
Veterans interested in adopt-
ing will need to fill out an applica-
tion form and show a copy of
their DD-214 or County Veteran
ID Card. The typical waiting peri-
od runs anywhere from one to
seven days, depending upon the
animal.
All county residents in the
market for a pet should consider
the shelter, OBrien said. Visi-
tors are welcome to walk through
the kennels, and acquaint them-
selves with our occupants who
are looking for new homes.
The shelter is located on Pio-
neer Boulevard in the countys
Westampton complex, off Wood-
lane Road. It has hours every day
but Sundays and holidays. The

The Moorestown Soccer Club's U11 Girls Lightning Team was recently
named the South Jersey Girls Soccer League's 2011 U-11 Olympic
Conference Champions. This is an outstanding accomplishment and
they are the only team to win the Olympic Conference in at least
eight years. The Lightning Team only gave up four goals in all their
league games while all the players split time in goal because they do
not have a full-time goalie. Additionally, Team Lightning made a good
