First budget announced this month


Council will this month hand down its first budget, which will deliver essential local government services to residents of the Moreton Bay region.
Budget preparations began in March and since then council officers and elected representatives have taken part in a series of budget workshops. Several rating options have been presented during the workshops as well as options for council services and programs. Council is working hard to ensure appropriate funding continues to be allocated for important local government services and infrastructure such as libraries, parks, sports fields, waste collection and roads. Developing a budget to cater for the regions 340,000 strong population and working through the complexities of a newly amalgamated council has been an enormous task. Key policy decisions affecting councils budget are dependent upon state government regulations on rates and the cost of bulk water supplies. The total budget for 2008/09 is expected to be in excess of $700M.

Flu vaccine for over 65s

As the weather cools and flu cases increase, residents 65 years and older are urged to protect themselves against the influenza virus. The influenza virus can be particularly debilitating for the senior members of our community. As part of Queensland Healths targeted immunisation program, any person 65 years and older is eligible to receive a FREE

flu vaccine and Pneumovax 23 vaccine. These vaccines are available from your doctor or community clinics. Dates and times of the community clinics are on councils website www.moretonbay.qld.gov.au or phone 3205 0555 for information on your closest clinic. No appointment is necessary. Alternatively, seek further medical advice from your family GP.

Working to cut water wastage


A special project to minimise water wastage is already providing savings of an estimated two megalitres a day in the region and is expected to save even more on its completion.
Across the region, council is undertaking water pressure reduction and leakage management works as part of a state government initiative. Under the program, water supply networks are being divided into district metered areas, which are being fitted out with flow and pressure monitoring equipment. In the Redcliffe district, the water supply has been successfully divided into 17 district metered areas. The system is expected to be operating across Redcliffe in the near future and should save about three megalitres a day. The Pine Rivers district project, which divides the supply network into 30 metered zones, started in July 2006 and should be completed by September 2008. In Caboolture district, council is dividing the water supply network into 29 district metered areas and the installation of flow and pressure monitoring equipment has been completed in 15 of the areas. Leak detection has begun in a number of zones while the installation of equipment in other areas is continuing. The water savings already achieved are estimated to be close to two megalitres a day. Meanwhile, residents can also do their bit to help reduce wastage by checking for previously undetected leaks on their properties. By taking a water meter reading before leaving the house for several hours and taking another on returning, residents can see if any water consumption is being registered when no-one is home. If water use is registered, but theres no obvious explanation for the reading, then residents should engage a licensed plumber to examine the matter further.

Building our future


A drive around Moreton Bay region will show council is continuing to build dynamic thriving communities through a number of projects that were flagged by the three previous councils. Some of these are:
The Francis Road Overpass and Upgrade Project
The Francis Rd overpass at Lawnton is a two-stage $16.4M strategic road link. It will reduce congestion at peak times. Stage 1 commenced in April and is expected to be completed in August.

Beachmere
Works will continue on the Beachmere beautification project. New boardwalks, paths, lighting, landscaping and more picnic areas are planned for the next stage. Stages one and two of the project were completed in February.

Woody Point Jetty takes shape


The $8.7M works on the 240-metre Woody Point Jetty are under way. The Q150 project funding includes $6M for jetty works, $1M for landscaping and the remaining funds for the demolition of the old jetty, design and civil works.

Woorim
Landscaping works will continue as part of councils Woorim master plan, to enhance the public recreation areas near the surf beach. Plans are underway to revegetate the area with 6500 plants. Council completed the second stage of beautification works at Woorim in January, which involved the redevelopment and upgrading of nearby parks, car parks and infrastructure. The works were completed following a thorough community consultation process.

Busy dealing with business


Our newly elected councillors have had their work cut out for them, getting straight down to business via councils meeting schedule.
Council operates using a committee structure consisting of eight standing committees and one advisory committee. Committee meetings are generally held every Tuesday, Wednesday and Thursday of each week and involve hours of deliberation as councillors work to maintain the efficient delivery of essential services to residents. Workshops and briefings are often held on the remaining days of the week to help the new council address the issues and challenges facing Australias third largest local government.

Pine Rivers Park Q150 Legacy Project


The $2M Pine Rivers Park project, to celebrate Queenslands 150th birthday, should be completed by October 2008. Council has worked on this 10,000-seat amphitheatre project for about four months.

The rapid growth experienced in the Moreton Bay region in recent years presents major challenges when it comes to keeping up with demands for necessary infrastructure like roads and traffic signalisation systems. Some current road projects are listed below.

Have your say


If you have a bright idea or a concern you would like to raise with council, you can have your say at Community Comment sessions held during general meetings of council. Community Comment sessions provide an opportunity for ratepayers and residents to address councillors directly regarding any issues they would like council to consider. The chief executive officer (CEO) is responsible for referring statements made by members of the community to a future meeting of the relevant council committee. Any resident or ratepayer of Moreton Bay region wishing to address council is required to complete an application form that must be received by the CEO seven days prior to the general meeting at which they would like to speak. Application forms and copies of the Community Comment policy are available from Caboolture, Pine Rivers and Redcliffe District Offices of Moreton Bay Regional Council. The application form and policy document can also be downloaded from councils website at: www.moretonbay.qld.gov.au

Caboolture road projects


Petersen Road, Morayfield drainage works to be completed in July. Petersen Road, rugby club corner, Morayfield road widening and an upgrade of street lighting to be completed during June. Benabrow Avenue, Bribie Island upgrade of median strip car park and installation of pedestrian signals to be completed by late July. Bellara master drainage scheme, Boronia Drive upgrade of the stormwater drainage scheme to be completed end of August. Old Gympie Road, Narangba realignment and reconstruction of 1.1km of the existing road between Frawley Ave and Boundary Rd, including drainage upgrades, lighting and the installation of a roundabout in the McPhail Road area. Expected to be completed by late 2009.

Redcliffe road projects


Robson St, Clontarf road widening, kerb, channel and drainage works expected to be completed by July. Eversleigh Road/Oxley Ave, Scarborough signalisation upgrade. Scarborough State School improved safety and access via pedestrian actuate signals. Oxley Ave, Scarborough intersection upgrades and the removal of dips at Davis St, Shields St and Grant St. Oxley Ave, Scarborough asphalt works between Klingner Rd and Eversleigh Rd.

Pine Rivers road projects


Old North Rd/ Youngs Crossing/ Samsonvale Rd, Warner major intersection reconstruction and signalisation to be completed late 2009. Wirraway St/Bells Pocket Rd, Strathpine Major stormwater drainage upgrade to be completed in July. South Pine Sporting Association stage 4 car park, Brendale 120 bays including bio-retention zone. Bradley St, Dayboro elimination of deep open drains in Dayboro town (includes stormwater drainage and road widening). Stanley St, Strathpine pavement reconstruction and asphalt surfacing. Francis Rd, Lawnton road reconstruction and upgrading (includes stormwater drainage upgrade, pavement reconstruction and intersection improvements). Dawson Pde/Pimelea St, Arana Hills intersection signalisation.

If your pet dog or cat has the run of the house, chances are they may need some help adjusting to life after the arrival of your new baby. Introducing a bouncing bundle of joy into the family home can be distressing for pets particularly those used to getting all of the attention. But Moreton Bay Regional Councils local laws officer Louise Laurens reckons most pets can be trained to live with babies and small children in a matter of weeks. A vet nurse and dog trainer, Louise has developed a free course called Preparing Your Pet For Your Newborn, which is run as part of antenatal classes.

Although the course is currently only available at Caboolture Hospital, Louise hopes to roll the program out across Queensland. Preparing your dog for the arrival of your baby should begin a minimum of two weeks before birth, but ideally parents should allow four weeks to complete the training. As part of the course, participants will have the opportunity to borrow a crying CD from the hospital, to help their pets to get used to the sound of a baby crying. The completion dates of roads projects are subject to weather conditions. Council appreciates motorists patience with disruptions caused by ongoing road works.

The start of June marks the end of the 21st annual Pine Rivers Festival. If you are in the mood for some festival fun, dont miss the following activities. Core Series BMX and Skateboard Championships Albany Creek Skate Park on Old Northern Rd, on Sunday, 1 June from 10am. Competition times are: Under 12 skate from 10am; Beginner BMX from 11am; Under 16 skate from 12.30pm; expert BMX from

1.30pm; Open skate from 3pm; and Pro BMX from 4pm. Competitors of all ages can sign up on the day. Jazz and Shiraz at Oceanview Winery Estate on Sunday, 1 June. If you need some fresh air and sunshine and want to take the entire family out, including the dog, there are some excellent facilities designed especially for you.
Council has a number of parks and tracks where faithful hounds may be walked on leashes and other areas where theyre allowed to have a real romp off-leash. The details of off-leash areas and dog-friendly spots can be found on councils website at www.moretonbay.qld.gov.au However, here are some suggestions to get you started. In Redcliffe district, Kroll Gardens off Snook Street at Clontarf features eight hectares of fenced parkland, fresh water, dog waste bins and an animal agility area for off-leash exercise. In Caboolture district, Centenary Lakes at Caboolture has a number of on-leash areas but also has a fenced dog enclosure for off-leash activities near Riverview and Elliott Streets. On Bribie Island, dogs can run off-leash on the sand from the Red Beach car park to Woody Bay and at Woodford, the grassed area in the south-west corner of the showgrounds is a designated off-leash area. In Pine Rivers district, theres a fully fenced enclosure for dogs to run off-leash at Bunyaville Forest Reserve off Bunya Road near the tip. Theres also an enclosure with dog waste bins at Les Hughes Sporting Complex, off Baker Street at Bray Park. Dogs can be exercised off-leash at Boxwood Court Park, off Boxwood Court at Warner and at Carramar Reserve off Alma Road at Dakabin. Designated off-leash areas are designed to enable all residents to enjoy outdoor areas safely.
