SECTION 1 GENERAL INFORMATION


1. Introduction
The City of Dallas Park and Recreation Department (City) is requesting proposals for services related to the Department website. These services shall include: (1) Professional design of the site; (2) Implementation of an infrastructure that allows Department divisions to maintain their specific information within a common framework; (3) Hosting of the Department website.

2. Goals for the Park and Recreation Department Website


The goal of the Departments website is to provide simple and intuitive electronic access to information about department activities, services and resources, serve as a public communications tool, integrate several existing division standalone websites and serve as a gateway to our online registration system. Specifically, the City would like the redesigned site to better support the dissemination of information, provide searchable database features and represent the personality of the department. As the current website www.dallasparks.org does not effectively integrate all department activities, its challenging to navigate and cumbersome for staff to maintain, the redesigned site should have a theme that promotes the Dallas Park and Recreation Department with a welcoming, friendly, and professional yet fun feel. The City will be in charge of content management and will own all content. No web design company indicators will be permitted on the website.

SECTION 2 SPECIFICATIONS
1. General Scope
The City shall award a Contract for the design, development and hosting of the Park and Recreation Department website and all associated quality assurance and staff training in accordance with the specifications listed below. The contract shall also include support and maintenance of the site for a period of one year from the date of go live for the site. The City will also consider the option for annual support of the website in one year increments thereafter for up to four additional years. The Contract shall become effective and work shall commence within thirty days after Contract execution.

2. Minimum Requirements
Proposed application/system shall meet the following minimum requirements:

Proposer currently provides website services to a local government entity. Public access to all of the features on the website is not dependent on a specific browser, that is, the web interface is browser agnostic and works with commonly used browsers found on Windows, Linux and Mac computer systems. C. Website is capable of being organized into multiple divisions and sections within divisions with ability for City website administration to add divisions. D. Intuitive and consistent options for navigating the website especially moving from division to division and division to general information/home page. E. Provide enterprise level hosting option in secure PCI-compliant environment, completely contained within the website infrastructure, and not reliant on the existing City network security or peer-to-peer connectivity. F. Flexibility within the portion of the site assigned to a division or function for designated staff to add, remove and update content using tools and templates that do not require extensive knowledge of web development languages or technical structure.

Pages and features compatible with limited bandwidth access by the public. Web interface code is accessible and 508-compliant to accommodate individuals with disabilities in accordance with the Americans with Disabilities Act (ADA). See rules and an example at www.ada.gov/websites2_prnt.pdf. I. Capability of the general website administration staff to: (1) Control content of individual web pages. (2) Control content and types of images used within the site. (3) Control publishing of links to other websites. (4) Report website maintenance activity and statistics on content type: Updates, downloadable documents, web pages, calendars, and broken links. (5) Report number of visits (site statistics) to site generally and to each division. J. Website shall be multi-lingual. Specific high-use pages should be professionally translated for local Spanish-speaking users. All pages should be coded for Google Translate. K. Provides 128-bit encryption over Secure Socket Layer for displaying specific web pages and for information transmitted to and from the website by City staff. L. Integrate one or more search libraries leveraging Google search for maximum search ability, including content of uploaded .doc, .xls, and .pdf files with the ability to exclude directories or files at the Citys preference via Content Management System (CMS) control. M. E-mail interfaces, if any, are not dependent on a specific e-mail client. N. Contractor who provides hosting services for the City website shall not be on any e-mail or website black lists as a source of unwanted solicitations or objectionable content. O. Contractor who provides hosting services for the City website shall comply with State of Texas Public Records Retention regulations and keep historical or archival copies of all web pages. These shall be complete and easily searchable by City employees needing to recover information. P. The site shall be designed for continuous operation 24 hours a day, 7 days a week, 365 days a year (24/7/365) with express maintenance windows clearly defined. Host shall have adequate redundant equipment to minimize down time. Q. Technical Support shall be inclusive in the contract and available on a 24/7/365 basis. R. Website shall provide for secure on-line payments, including the ability to specifically designate the amount being transmitted. Contractor providing this service shall be compatible with the requirements of Bank of America. Contractor shall work with subcontracted company(s) to ensure that the on-line payment service is available, secure, and reliable for the public. S. To maximize the use of the website, training for up to twenty (20) City staff members is mandatory. Training shall include administrator and security level as well as division head and division user level. Training will be provided at a minimum in an interactive Webinar format. On-site training would be ideal. Up to twenty (20) training manuals shall be provided, electronic format is preferred. T. Annual support and maintenance of the website shall include the following services: refreshing the design elements, updating of technology in the website design, engineering, search engine optimization, content management and other elements associated with the Citys website. These elements shall be included with this project beginning with the first day of go live for the City website for 1 year and, as an optional ongoing item and cost, the continuation of this support in 1 year increments thereafter for up to 4 years. U. Website content including, but not limited to text, graphic designs, images, etc. shall be the property of the City.

3. Additional Features and Capabilities


The following is a list of additional features and capabilities the Dallas Park and Recreation Department is seeking in website services. The list is not intended to be all inclusive, nor is it intended to represent a minimum of features and capabilities.

A.

Graphic files should be relative to the site and designed with simplicity to allow for the quickest loading. B. Mechanism for members of the public to convey comments, suggestions or questions concerning the website design or information. C. Mechanism for members of the public to convey comments, suggestions or questions concerning the Department to appropriate divisions through a contact us link. D. Content Management System (CMS) that provides for an interactive, searchable database of information common to all divisions within the Department, for example, locations of parks and facilities, amenities, directions, maps, and descriptions of facilities. E. CMS that provides for the ability of various divisions to contribute content to collaborative areas of the site such as rotating photo galleries, news feeds, and events listings. F. CMS that provides a uniform means of managing web documents whether posted as web pages or downloadable files. Database should include items such as the document/page title, description, posting information, expiration date. G. Meeting/event calendar system that allows for each division to add content to a division-specific calendar that maintains a composite calendar of all department divisions. Flexibility in scheduling recurring appointments is desirable. (ex: 2nd Thursday of each month, except if that date falls on a holiday; e.g., ability to have one or more exceptions to a string of recurring appointments.) H. Ability to upload data in preformatted web pages or document locations, for example, recreation course information produced from a program registration system. I. Allow creation of functional groupings of web pages or portions of web pages from multiple divisions in order to facilitate public access to information that crosses divisional lines. J. Option for creation and maintenance of multiple blogs and/or newsgroups both restricted within a divisions portion of the website and made available generally while hosted by a specific division. K. Allow authorized staff that maintains a specific divisions web pages to make some pages available only to visitors with user names and passwords supplied by the department. L. Provision of an FTP site for uploading and sharing of large documents. M. Support and restrict users to a consistent design strategy throughout the website and all divisions. N. Creatively integrate existing standalone websites into the main site without losing the identity of the existing pages (ex: www.golfindallas.net ; www.dallasaquatics.org ; www.bahamabeachdallas.com ). O. Site should be optimized for mobile device detection such as iPads, iPhones, Androids, etc. P. Ability to integrate the use of current interactive and social networking mediums such as Facebook, Twitter, and RSS feeds, as well as flexibility to add these types of features in the future. Q. Master composite calendar should contain a sort feature for both the end user and the updater.

SECTION 3 - PROPOSAL PROCESS

A.

Proposal Conference A pre-proposal conference will be held on February 15, 2012, from 9:00 AM at, 6200 East Grand Ave, TX 75201, Attendance is strongly encouraged. This conference is a scheduled time for proposers to ask questions pertaining to the proposal. Proposers are encouraged to attend the pre-proposal conference to provide input and comments regarding the specifications. All questions must be submitted to the Buyer in writing no later than February 20, 2012. Please contact the Buyer, Kent Brown at kent.brown@dallascityhall.com or 214 670-3391 with any questions.

B.

Any adjustments to the Specifications shall be posted as an addendum on the Advantage Vendor Self Service Website, www.bids.dallascityhall.org, for prospective Proposers. C. No other informational meetings shall be held. In fairness to all potential Proposers, only the Buyer may discuss the terms of this solicitation.

2. A.

Proposal Submission

Sealed proposals are to be submitted by the Proposers responding to the Design, Development and Hosting of the Dallas Park and Recreation Website no later than 2:00 p.m. on the due date specified on the RFP Signature Page. Proposals shall be delivered by mail or in person to the Business Development and Procurement Services office at Dallas City Hall, 1500 Marilla St, Room 3FN, Dallas, TX 75201.

B.

It may be necessary for the City to request supplemental information from individual Proposers after proposals have been submitted and reviewed. Such information will be requested in writing by the Buyer to the specific Proposer and will be used by the City in evaluating the proposal. This information will not be shared with other Proposers during the evaluation and award process.

3. A.

Required Documentation
Documents that shall be submitted as part of the proposal process include:

Evidence of Qualifications: To provide information with regard to these minimum qualifications, the following shall be submitted with the proposal: (1) A cover page that indicates the following information: a) Proposers entity name and mailing address b) Proposers current proprietor, etc.) legal status (corporation, partnership, sole

c) Federal ID number or social security number d) Primary Contact Person and Alternate Contact Persons name, title, phone number, fax number and email address

e) Signature of authorized corporate officer for each entity proposing individually or as a partnership or team
(2) (3) A one-page Statement of Interest that briefly describes the Proposers unique qualifications as they pertain to this particular project. A one-page Statement of Qualifications to include summary of relevant

background and experience in designing, developing and hosting similar website systems for comparable organizations.

An organizational chart, job descriptions and the qualifying experience of each person who will be involved in the project. Additionally, bios and resumes of key personnel who would be involved in the project should be included. Description of the proposed process for website design including how you intend to gather all of the required information, format preferred, and assistance expected from the City in order to complete this project. Description of how your company intends to meet each of the Minimum Requirements outlined in the Specifications Section above. Identify specific sections of the Minimum Requirements that are to be performed by subcontractor(s). Include a Statement of Qualifications for each subcontractor. Description of how your company intends to address each of the Additional Features and Capabilities outlined in the Specifications Section above. Identify specific sections of the Additional Features and Capabilities that are to be performed by subcontractor(s). Include a Statement of Qualifications for each subcontractor. Description of infrastructure, utilities and tools proposed for web page creation and maintenance. This should include the backroom content organization, link finders, etc. Proposed phases or steps in implementation of the website design, infrastructure and hosting. Accessibility features of the proposed website. Proposal for migration of current website content to the new website. Implementation shall be accomplished in a manner that minimizes disruption of department business via the internet. Options for training the City staff in creating and maintaining website content. Specifications and configurations required to support the proposed system, including specifications for all software components required for the system, but not provided as part of the proposal. In other words, hardware and software requirements for City workstations and network configuration. Requirements, if any, for City bandwidth to the Internet necessary to support reasonable performance of website maintenance tools. Information on hosting site including specifications on security, disaster recovery, historical data preservation, and procedures for handling outages. Examples of a variety of creative design elements that demonstrate the ability of your company to appeal to wide audience range.

Description of ongoing support provisions. A list of no less than four (4) clients, with names and phone numbers of contacts, that can attest to the Proposers capacity to provide the services requested in this Proposal. Ideally, the references shall include clients to whom which the Proposer has provided website design, development and hosting services within the past three (3) years. Cost of the initial design, development and hosting of the website including the provision of training to key City staff and technical support for one year from the date the site goes live. All costs are to be stated in exact amounts. All costs shall be detailed specifically; no additional charges (e.g. for sales tax, transportation, licenses, fees, container packing, installation, training, out-of-pocket expenses, etc.) will be allowed unless so specified in the proposal Cost for annual support and maintenance of the website in one year increments, beginning upon completion of the first year and extending for four additional years. Services such as refreshing design elements, updating of technology in the website design, engineering, search engine optimization, content management, continued hosting and other related services would be included in the annual support.

B. If the Proposer has any concerns regarding its ability or willingness to meet with any terms and conditions expressed in this RFP or in the attached sample contract, please include a statement that addresses the particular terms and any alternative language preferred by the Proposer. C. The City Council, City Manager, City Attorney, and Director may require such other information as deemed necessary to ascertain the qualifications of the Proposer.

4.

Format for Proposal


Each Proposal shall be contained in one (1) three-ring binder with a maximum size of two (2) inches in diameter. A cover letter and table of contents should be provided on the front of the binder Binder cover shall identify the name of the Proposer and the name of the project for which the Proposal is submitted (Design, Development and Hosting of the Dallas Park and Recreation Department Website, RFP BUZ1208) Separate and identify each response to Section 3-A (1-20), Section 3-B, and Section 3-C, using divider sheets with an integral tab for ready reference of each section and sub-section. Use vertical format on 8 x 11 paper, double-sided if possible Number all the pages consecutively Submit one (1) original, marked original and eight (6) identical copies of each Proposal, and five (5) electronic version, on a (CD or Flash Drive only)

5.

Oral Presentations
If deemed necessary, the City may, after the initial proposal evaluations, schedule oral presentations with any or all Proposers.

6.

Disqualification of Proposer
Proposer may be disqualified for any but not limited to the following reasons:

A. Reason to believe collusion exists among the Proposers B. The Proposer is involved in litigation against the City C. The Proposer is in arrears on an existing Contract or has failed to perform on a previous Contract with the City D. Failure to complete RFP forms as requested E. Failure to meet Specifications F. The decision of the City as to the acceptability of the qualifications of the Proposer shall be final.

7.

Due Date
Sealed proposals are to be received at the Business Development and Procurement Services office at Dallas City Hall, 1500 Marilla St., Room 3FN, Dallas, TX 75201 by address listed above by 2:00 P.M. (Central) on or before February 29, 2012, or as updated by addendum. Follow the instructions in the official advertisement and City of Dallas website, www.bids.dallascityhall.org, from which the RFP Packet is downloaded from for instructions to address any questions you may have concerning the RFP.

8.

Public Information
All information, documentation, and other materials submitted in response to this RFP are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act after the solicitation is completed and contact executed with the selected Proposer.

SECTION 4 SELECTION PROCESS


1. Request for Proposals
This RFP shall serve to select a Designer, Developer and Host of the Dallas Park and Recreation Department website. The RFP provides information necessary to prepare and submit a proposal for consideration and ranking by the City of Dallas. Based on the evaluation criteria established for this proposal, each properly submitted proposal will be reviewed, evaluated and ranked by the City. Based on this ranking, the City will select one firm to contract as the Designer, Developer and Host of the Dallas Park and Recreation Department website. Acceptance of Evaluation Methodology: By submitting its proposal in response to this RFP, proposer accepts the evaluation process as outlined in this RFP and acknowledges and accepts that determination of the most qualified firm offering the best value to the City may require subjective judgments by those evaluating the proposals.

Criteria for Review and Evaluation


The following criteria shall be used to evaluate and determine the ranking for the proposals: A. Proposers Experience and Qualifications (Max 30 points): (1) (2) (3) B. Demonstrated knowledge and ability to successfully design develop and host the Park and Recreation Department website; Demonstrated experience with website planning and adapting website design approaches to the desired audience; Organizational structure and qualifications of key individuals.

Proposal. (Max 40 points): (1) (2) (3) (4) (5) The extent to which the proposed system meets the Minimum Requirements of the Specifications; The extent to which the proposal provides the Additional Features and Capabilities of Specifications; Demonstration of any systems features or design elements not specifically requested that would improve the functionality of the website; Degree to which the proposed system is user friendly and easily maintained by City staff; Provision of examples of a variety of creative design elements demonstrating the ability to appeal to a wide audience range.

C.

Cost. (Max 30 points): (1) Cost for the initial design, development and hosting of the website including the provision of training to key City staff and technical support for one year from the date the site goes live. Cost for annual support and maintenance of the website in one year increments beginning upon completion of the first year and extending for four additional years. Services such as refreshing design elements, updating of technology in the website design, engineering, search engine optimization, content management, continued hosting and other related services would be included in the annual support.

Evaluation of Proposals
The City will evaluate the proposals and submit a recommendation to the Park Board and City Council for approval. The City may, in its sole discretion, expand or reduce the criteria upon which it bases its final decision regarding the selection of a Proposer. The final selection, if any, will be the proposal which best meets the requirements set by the City.

5.

Contract Award
Upon selection of a successful Proposer, the City and the Proposer will negotiate a final contract, based on the terms outlined in this RFP. A sample agreement, with the general terms for the final contract, is attached as Sample Contract for Services. By submitting a

proposal, the Proposer agrees to be bound by these terms and conditions unless otherwise noted in the Submittal. The final contract is subject to Park Board and City Council approval.

SECTION 5 - CONTRACT
1. Award of Contract
A. The City intends to award this Contract in its entirety to the responsive and responsible Proposer determined to be most advantageous to the City. B. The City of Dallas reserves the right to reject any and all proposals and to waive any and all irregularities and formalities where it is in the best interest of the City and the Facility. The submission of a proposal not in keeping with the City's goals and which could adversely affect the City of Dallas' public image shall not be accepted. The City reserves the right to withhold the award of the Contract for a reasonable period of time and no award shall be made until investigations are completed as to the capabilities of Proposers. C. The Contract Documents shall be drafted by the City Attorney's Office and tailored for this overall operational agreement. The Contractor shall be required to execute the Contract, and provide all documents required within thirty (30) days after award of the Contract by City Council. The Contract shall be governed by and construed in accordance with the Charter and ordinances of the City, as amended, and all applicable State and Federal Laws. The obligations of the parties to the Contract shall be performable in the City of Dallas, Dallas County, Texas, and if legal action is necessary in connection therewith, exclusive venue shall lie in Dallas County, Texas. D. The City's Contract shall be with the successful Proposer only, and shall not include any third party arrangement. E. In the event that the successful Proposer does not fulfill the immediate obligations of the Contract (acquisition of proper insurance, etc) within thirty (30) days following contract execution, the award of the Contract may then be made to the next most advantageous responsive and responsible Proposer, or the City of Dallas may, as its exclusive option, decide to request for new proposals. Should the City be forced to take such action, the check submitted as part of the proposal shall be forfeited as liquidated damages, it being agreed that from the nature of the case it would be impractical and/or extremely difficult to fix the actual damages.

2.

Assignment of Contract

A. No Assignment: Contractor shall not assign, transfer, sublet, convey or otherwise


dispose of the Contract or any part therein or its right, title or interest therein or its power to execute the same to any other persons, firm, partnership, company or corporation without the prior written consent of the City.

B. Sub-Contracting: The Contractor may sub-contract any portion of the Contract Subcontractors shall be identified in the proposal, or submitted to the City for prior approval, and shall meet the same guidelines and standards set forth in this specification.

3.

Indemnity
A. The Contractor shall agree to defend, indemnify and hold the City, its officers; agents, and employees harmless against any and all claims, lawsuits, judgments, costs, and expenses for personal injury (including death), property damage or other harm for which recovery of damages is sought that may arise out of or be occasioned by the

Contractor's intentional or negligent breach of any of the terms or provisions of this contract, or by any other negligent or strictly liable act or omission of the Contractor's, its officers, agents, employees, tenants, or subcontractors, in the performance of this contract; except that the liability resulting from the sole negligence of the City, its officers, agents, or employees. In the event of joint and concurrent negligence of the City and the Contractor responsibility, if any, shall be apportioned comparatively in accordance with the law of the State of Texas, without waiving any governmental immunity available to the City under Texas law and without waiving any defense of the parties under Texas law. The provisions of this paragraph are solely for the benefit of the parties hereto and not intended to create or grant any rights, contractual or otherwise, to any other person or entity. B. Anything herein to the contrary notwithstanding, the City shall not be liable or responsible for any failure to furnish the services set forth above occasioned by strike or other work stoppage. Federal, State, or local government action, breakdown, or failure of apparatus, equipment or machinery employed in supplying the said services, any temporary stoppage for the repair, improvement or enlargement thereof or any act or condition beyond its reasonable control.

4.

Default

A. Events of Default: The following events shall be deemed to be events of default by


Contractor under this Contract:

(1) Contractor shall become insolvent, or shall make a transfer in fraud of creditors,
or shall make an assignment for the benefit of creditors.

(2) Contractor attempts to assign the Contract without the prior written consent of the
City; or

(3) Contractor shall fail to perform, keep or observe any term, provision or covenant
of the Contract to be performed, kept or observed.

B. If an event of default occurs, the City shall give the Contractor written notice of the
default. If the default is not corrected to the satisfaction and approval of the City within thirty (30) days of receipt of such notice by the Contractor, the City may immediately replace the Contractor. The City shall not pay any expense to the Contractor resulting from this action. C. No waiver by the City of any default or breach of any covenant, condition, or stipulation herein contained shall be treated as a waiver of any subsequent default or breach of the same or any other covenant, condition, or stipulation hereof.

5.

Termination for Convenience


The City may, at its option and without prejudice to any other remedy to which it may be entitled at law or in equity, or elsewhere under this Contract, terminate this Contract, in whole or in part, by giving ninety (30) days written notice thereof to the Contractor with the understanding that all work being performed under the Contract shall cease upon the date specified in such notice. The City shall compensate the Contractor in accordance with the terms of the Contract for the Work performed prior to the date specified in such notice.

6.

Notices
A. Any notices, payments, statements, or demands required or permitted to be given hereunder by either party to the other may be effected by personal delivery in

writing or by mail, postage prepaid. Mailed notices shall be addressed to the parties at the addresses appearing below, but each party may change its address by written notice in accordance with this section. Mailed notices shall be deemed communicated as of three days after mailing. B. All notices required or permitted to be given to the City shall be mailed to the Director, Park and Recreation Department, 1500 Marilla Street, Room 6FN, Dallas, TX 75201.

C. All notices required or permitted to be given to the Contractor shall be presented


to the Contractor or mailed to the address indicated in the proposal, unless the Contractor shall notify the Director in writing of a change of address.

7.

Miscellaneous

A. Contractor shall thoroughly familiarize itself with the provisions of these


Specifications. After executing the Contract, no consideration shall be given to any claim of misunderstanding. B. In the event that either party hereto is prevented from completing its obligations under the Contract by act of God, strike, lockout, material or labor restrictions by any governmental authority, civil riot, flood or any cause beyond the control of the parties hereto, then such party shall be excused from such performance for such period of time as is reasonably necessary after such occurrence to remedy the effects thereof. C. The section headings in these Specifications are for convenience in reference and are not intended to define or limit the scope of any of the conditions, terms or provisions of these Specifications.
