All, Read carefully for full understanding and comply fully with all aspects of this email.

We have had a lot of confusion and wanted time resulting from many interpretations of the data on the GUI and the Path Calculations. The intent of this email and procedure is to standardize the measurement, recording and interpretation of test results. This is a technical email and is meant for the level 3's doing the radio testing. Please cascade to any people on your teams. Ensure that EVERYONE is using this practice. If there are any questions, please CALL me directly. Attached is an updated copy of the 9500 MPR Test Data Sheet. Please delete all previous copies that may reside on your hard drives. If you have a document in progress, please paste the RA TX Freq Power tab from this document into the sheet you have started. Other tabs have changed, but not substantially enough to warrant changing out the whole document. START PROCEDURE The ALU path calculation reflects top of rack power for both transmit power and RSL. We do not need to record transmit power or measure it unless we are troubleshooting. We are only concerned with RSL as that is the primary indicator of path performance. Follow this procedure and record test results on the 9500 MPR Test Data Sheet -- revision date 2010-08-18 Step 1) Ensure ATPC is disabled for the transmitter you are performing this procedure on. Step 2) Set transmit power in the craft interface for the 9500 MPT 1+1 Modules to +33dBm. This should result in a top of rack (TOR) transmits power of approximately +31dBm (+/- 0.5dBm) This tolerance is only needed if troubleshooting of low RSL becomes necessary. Step 3) Record far-end RSL with GUI screen shot -- TX Output Power and RSL Tabular View. Paste this screen shot into the appropriate tab on the 9500 MPR Test Data Sheet. Step 4) Calculate the expected GUI RSL reading by accounting for the insertion loss from top of rack to input to MPT. The losses should be the filter assembly including the circulator and the transmit circulator. If GUI RSL is within +/- 3dB of the previously calculated expected GUI RSL, no further action is required. If RSL does not meet +/- 3dB specification then follow normal troubleshooting practices to identify where the losses are occurring. Start with known RSL issues on the incumbent/existing path. For instance, if existing path is down 5dB, you

should expect the new ALU path will be down 5dB. IMPORTANT NOTE: The ALU Path Calculation specifies values at the top of rack (antenna port) for both the RSL and Transmit Power. The RSL value is at the top of the rack, and therefore the insertion loss (I.L.) of the receive filter as labeled and .2dB for the transmit circulator must be added to the measured results taken at the isolator that is connected to the output of the receive filter. Example: Inserted loss: -- Transmit circulator = .2dB -- Receive Filter Assembly (including circulator, filter and isolator) = 1.3dB (Example only. Read actual value on printed label attached to filter.) Power Meter READS: -34dBm Add 1.3dB + .2dB to -34dBm = -32.5dBm = calculated, top-ofrack RSL

CAUTION: When troubleshooting, DO NOT attempt to remove the SMA Cable from the MPT shelf because this requires a special tool and damage will occur to the connector if other tools are used to disconnect this connector. Step 5) Conduct fade margin test using normal procedure in the Zodiac IEG and 9500MPR manual. However, do not use the application drawings referenced in the manual to determine BER fade threshold. Use the Alcatel-Lucent path calculations instead. Step 6) Setting ATPC 6a) Refer to the Micronet PCN datasheets to determine if ATPC is required. If required go to next steps 6b) Enable ATPC in MPT 1+1 modules 6c) Note: The Micronet PCN specifies values at the top of the rack. This means the local MPT ATPC settings in the craft interface must be set 2dB higher than noted in the PCN. For example if the PCN shows the transmit nominal value at +21dBm and maximum transmit value at +31dBm, the MPT settings must be set to a nominal (Nom) transmit value of +23dBm and a maximum (Max) transmit value of +33dBm. The PCN also shows the ATPC threshold (Trigger Level) at 60dBm; this equates to -61.5dBm in the MPT setting, using the numbers in the example in step 4. END PROCEDURE
