LONG ISLAND ASSOCIATION OF SPECIAL EDUCATION

ADMINISTRATORS

Constitution and By-Laws

Article I – Name

The name of this Association shall be the Long Island Association of Special Education Administrators.

Article II – Purpose

The Purpose of this Association shall be:

1. To promote and strengthen special education programs;


2. To develop and promote improved standards of professional competence in the
administration of special education;
3. To encourage development of policies and procedures at local, state and national levels
that will promote establishment, growth, assessment, and improvement of standards of
special education programs;
4. To encourage the improvement of standards of professional preparation of special
education teachers;
5. To represent its membership with other professional organizations;
6. To encourage interest in students in preparing for teaching in the special education
field;
7. To establish a means of communication among administrators of special education
programs.

Article III – Membership

Membership in this Association shall be limited to administrators responsible for special education
programs and services.

Article IV – Officers

Section1 The officers of the Long Island Association of Special Education Administrators shall be
a president, vice-president, secretary, treasurer, and historian. (and a liaison to the New York State
Department of Special Education.)

Section 2 All officers shall be elected for a period of 2 years (No officer shall hold office for more
than 2 consecutive terms.)

Section 3 The Executive Board of the Association shall consist of officers of the Association and
past presidents of the Association.

Section 4 All officers of this Association shall be members of the Association.

Article V – Meetings

Section 1 Conventions, conferences and other meetings of the Association shall be held at such
time and place as determined by the Executive Board.

Section 2 The Executive Board shall meet periodically to plan and ensure that the purpose for
existing are met.

Article VI – Amendments

Amendments to this constitution may be proposed by the Executive Board or by a member provided
the member has the signature of at least ten members. A copy of the amendment proposed by the
member must be presented to the Executive Board at least 30 days prior to any meeting of the
Association. A copy of the proposed amendment shall be included in the call of the meeting. An
affirmation vote of 2/3 of all members present and actually voting shall be necessary for the adoption
of an amendment.

Article VII – Committees

The president, with the approval of the Executive Board, shall appoint such standing committees or
other units as needed for carrying out the work of the Association.

Article VIII – Dues

Section 1 The annual dues of this Association shall be determined by the Executive Board.

Section 2 The annual dues will cover the period from July 1 st to June 30th .

BY – LAWS

Article I – Personnel

Section 1 The Executive Board is authorized to appoint staff personnel as in the judgement of the
Board, may be required.

Section 2 The Executive Board shall be empowered to fill any vacancy which may occur among
the officers or Executive Board during a term of office, such as appointments to be in effect until the
next annual election.

Article II – Duties of Officers and Executive Board

Section 1 The president shall preside at all Association meetings. The president shall appoint
chairmen of all special committees, unless otherwise specified in a motion establishing other
committees. The president shall supervise all activities of the Association. The president shall also
serve as chairman of the Executive Board and shall be a member “ex-officio” of all committees.

Section 2 The vice-president shall perform duties of the president in the absence of the president.

Section 3 The vice-president shall be responsible for securing reports from each of the standing
committees. In addition, the Vice President shall draft responses to Federal and New York State
Education Departments of Education regarding proposed changes in legislation for the President’s
signature.

Section 4 The secretary is the recording officer of the Association and shall be responsible for
keeping the records of the Association. The secretary shall also send out proper notices of all called
meetings and conduct such other correspondence as is necessary.

Section5 The treasurer shall be responsible for the funds of the Association. The treasurer shall, in
making disbursements from the funds of the Association, have the approval of the president before
paying any bills.

Section 6 The treasurer shall keep an accurate account of all funds received and disbursed. The
treasurer shall prepare an annual report of the finances of the Association.

Section 7 The Historian shall assist the President by carrying out assigned tasks as determined by
the President.

(Section 8 Liaison to the State Education Department


The Liaison to the SED shall keep the Executive Board and members informed of any proposed
changes in Federal or State legislation. The Liaison shall bring concerns of LIASEA to Committee’s that
he or she serves on and to State Education personnel as well.)

Article III – Committees

Section 1 Members of standing committees, unless otherwise specified, shall be appointed by the
president, subject to the approval of the Executive Board.

Article IV – Rules of Order

Roberts’ Rules of Order Revised, by Henry Martin Roberts, shall govern the proceedings of the
Association, not otherwise specified in the Constitution and By-Laws.

Article V – Quorum

A quorum shall consist of 25% of the membership of the Association as listed 30 days before any
meeting.

Article VI – Voting

Voting rights will be extended to members only.

Article VII – Fiscal Year

The fiscal year, as well as the terms of the elected officers, shall begin on July 1 st and end on June 30th
of the following year.
